STATUTES OF THE WORLD FIGHTING ORGANIZATION (WFO)

PREAMBLE

We, the founders and members of the World Fighting Organization (WFO), united by the values of discipline, respect, courage, integrity, education, physical excellence, and peaceful cooperation, establish these Statutes as the fundamental governing instrument of the Organization.

The WFO recognizes Philosopher Super Grand Master Mohammadullah Omar Iman Dost as its Founder and seeks to develop fighting arts and martial disciplines as means of personal development, sporting excellence, education, cultural exchange, and peaceful international cooperation.

The WFO shall promote the principle that true mastery is demonstrated not only through physical ability, but also through character, responsibility, knowledge, self-control, and respect for others.


ARTICLE 1 — NAME AND IDENTITY

1.1 Name

The official name of the organization shall be:

WORLD FIGHTING ORGANIZATION

The official abbreviation shall be:

WFO

1.2 Nature

The WFO shall operate as an international organization dedicated to the development, promotion, regulation, education, and preservation of fighting arts and related sporting disciplines.

1.3 Motto

The Organization may adopt an official motto by decision of the governing authority.

1.4 Symbols

The WFO may establish an official emblem, flag, badge, certificates, uniforms, insignia, and other identifying symbols.


ARTICLE 2 — FOUNDATION

2.1 Founder

The World Fighting Organization was founded by:

2.2 Founder’s Legacy

The WFO shall preserve and promote the Founder’s principles concerning discipline, martial education, personal development, respect, courage, and peaceful cooperation.

2.3 Founder’s Recognition

The Founder shall be recognized in the historical records and official constitutional documents of the Organization as the founding authority of the WFO.

The precise rights, honorary status, or continuing institutional role of the Founder may be established by a separate Founder’s Charter consistent with these Statutes.


ARTICLE 3 — PURPOSES AND OBJECTIVES

The purposes of the WFO shall include:

  1. To promote fighting arts, martial arts, combat sports, and related disciplines.
  2. To encourage physical fitness, discipline, self-control, and personal development.
  3. To establish international standards for training, instruction, ranking, examination, and competition.
  4. To organize seminars, examinations, demonstrations, championships, tournaments, and educational programs.
  5. To establish and maintain a system of grades, ranks, titles, certifications, and instructor qualifications.
  6. To encourage friendship and cultural exchange among practitioners throughout the world.
  7. To promote sportsmanship, fairness, integrity, respect, and non-discrimination.
  8. To protect the health and safety of practitioners and competitors.
  9. To preserve traditional fighting knowledge while supporting responsible innovation.
  10. To establish international cooperation among academies, clubs, schools, instructors, athletes, and national organizations.
  11. To support education and research concerning fighting arts and martial disciplines.
  12. To oppose violence, abuse, discrimination, corruption, cheating, and misuse of martial skills.
  13. To provide a recognized international framework for WFO-affiliated organizations.

ARTICLE 4 — FUNDAMENTAL PRINCIPLES

All WFO members shall respect the following principles:

4.1 Respect

Every practitioner shall treat instructors, students, officials, opponents, and members of the public with dignity.

4.2 Discipline

Members shall cultivate discipline, responsibility, perseverance, and self-control.

4.3 Integrity

Members shall act honestly and shall not falsify qualifications, competition results, rank, membership, or organizational records.

4.4 Fairness

Competitions and examinations shall be conducted according to established rules and without improper favoritism.

4.5 Safety

Training and competition shall be conducted with reasonable measures designed to protect participants from avoidable injury and abuse.

4.6 Equality

The WFO shall not discriminate unlawfully on the basis of nationality, ethnic origin, gender, disability, social status, or other protected characteristics.

4.7 Peaceful Purpose

Martial knowledge shall be taught as a discipline of education, sport, self-development, and responsible conduct—not as a means of encouraging unlawful violence.


ARTICLE 5 — MEMBERSHIP

Membership categories may include:

  1. Founder
  2. Honorary Members
  3. Grand Masters
  4. Masters
  5. Instructors
  6. Athletes and Practitioners
  7. Judges and Referees
  8. Coaches
  9. National Representatives
  10. Affiliated Clubs, Academies, Schools, and Organizations
  11. Supporters or Associate Members

The Executive Council may establish additional categories where appropriate.


ARTICLE 6 — RIGHTS AND DUTIES OF MEMBERS

6.1 Rights

Members in good standing may, according to their membership category:

  • Participate in WFO activities.
  • Attend seminars and educational programs.
  • Enter recognized examinations and competitions.
  • Receive official certificates and qualifications where earned.
  • Use authorized WFO designations and insignia.
  • Vote or hold office where the applicable membership category provides such rights.

6.2 Duties

Members shall:

  • Observe these Statutes and WFO regulations.
  • Respect decisions of properly constituted WFO authorities.
  • Maintain professional and ethical conduct.
  • Protect the reputation and integrity of the Organization.
  • Pay applicable membership or examination fees.
  • Maintain accurate organizational and qualification records.

ARTICLE 7 — GOVERNING STRUCTURE

The WFO shall have the following principal organs:

7.1 The Founder

The Founder shall hold the historical and honorary position established under these Statutes and any Founder’s Charter.

7.2 General Assembly

The General Assembly shall be the principal representative body of the Organization.

7.3 Executive Council

The Executive Council shall administer the affairs of the WFO between meetings of the General Assembly.

7.4 President

The President shall provide executive leadership and represent the WFO in official matters.

7.5 Secretary General

The Secretary General shall coordinate administration, records, communications, and implementation of decisions.

7.6 Technical and Grading Commission

This body shall oversee technical standards, examinations, ranks, curricula, and instructor qualifications.

7.7 Competition Commission

This body shall oversee competitions, tournaments, rules, officials, rankings, and sporting procedures.

7.8 Ethics and Disciplinary Commission

This body shall consider allegations of serious misconduct and recommend or impose disciplinary measures according to WFO regulations.


ARTICLE 8 — GENERAL ASSEMBLY

8.1 Composition

The General Assembly shall consist of eligible representatives of recognized WFO members and affiliated national or regional bodies.

8.2 Powers

The General Assembly may:

  1. Approve strategic policies.
  2. Elect officers where applicable.
  3. Approve amendments to these Statutes.
  4. Approve financial reports and budgets.
  5. Recognize national or regional affiliates.
  6. Establish major organizational policies.
  7. Review reports from the Executive Council and commissions.

8.3 Meetings

The General Assembly shall meet at least once during each organizational year unless extraordinary circumstances require otherwise.

8.4 Voting

Each eligible voting member shall have the voting rights established by the WFO’s electoral regulations.


ARTICLE 9 — EXECUTIVE COUNCIL

The Executive Council shall be responsible for the administration and development of the Organization.

Its responsibilities shall include:

  • Implementing General Assembly decisions.
  • Managing international programs.
  • Supervising commissions and committees.
  • Maintaining official records.
  • Establishing regulations consistent with these Statutes.
  • Managing the Organization’s finances.
  • Developing international partnerships.
  • Protecting the reputation and integrity of the WFO.

The Executive Council shall act in accordance with these Statutes and applicable law.


ARTICLE 10 — RANKS AND TITLES

The WFO may establish a standardized ranking system.

Ranks may include:

Student Grades:
Beginner and intermediate grades as established by the relevant technical regulations.

Advanced Grades:
Senior grades leading to recognized black-belt or equivalent qualifications.

Master Ranks:
Master-level grades awarded according to technical knowledge, experience, teaching ability, character, and service.

Grand Master Titles:
Exceptional honorary or technical titles may be awarded according to criteria established by the Technical and Grading Commission.

No title shall be awarded solely on the basis of payment. Rank and title shall require fulfillment of established requirements.


ARTICLE 11 — EXAMINATIONS AND CERTIFICATION

The WFO may conduct or authorize examinations for:

  • Practitioner grades
  • Black-belt grades
  • Instructor qualifications
  • Coaching qualifications
  • Referee and judging qualifications
  • Master-level recognition
  • International certifications

Certificates issued by the WFO shall be recorded in an official registry where practicable.

The Organization may revoke a certification obtained through fraud, serious misconduct, or material misrepresentation, subject to appropriate procedural safeguards.


ARTICLE 12 — COMPETITIONS

WFO competitions shall be conducted according to officially approved rules.

Competition regulations shall establish:

  • Eligibility requirements
  • Weight and age categories where applicable
  • Safety requirements
  • Permitted and prohibited techniques
  • Equipment requirements
  • Referee and judging procedures
  • Scoring systems
  • Disqualification procedures
  • Appeals
  • Anti-cheating provisions

The health and safety of competitors shall remain a fundamental consideration.


ARTICLE 13 — ETHICS AND CONDUCT

Members shall not:

  1. Falsify WFO qualifications or certificates.
  2. Misrepresent their rank or organizational authority.
  3. Engage in bribery or corruption.
  4. Manipulate competition results.
  5. Abuse students or athletes.
  6. Use WFO authority for unlawful purposes.
  7. Engage in harassment or discrimination.
  8. Deliberately endanger students or competitors.
  9. Misuse WFO property, insignia, or intellectual property.
  10. Bring the Organization into serious disrepute through misconduct.

The WFO shall maintain appropriate procedures for investigating allegations and providing affected persons a fair opportunity to respond.


ARTICLE 14 — DISCIPLINARY MEASURES

Depending upon the seriousness of the violation, disciplinary measures may include:

  • Written warning
  • Official reprimand
  • Temporary suspension
  • Removal from office
  • Loss of competition privileges
  • Suspension or revocation of certification
  • Expulsion from membership
  • Withdrawal of organizational recognition

Disciplinary decisions shall be proportionate to the misconduct and subject to applicable appeal procedures.


ARTICLE 15 — NATIONAL AND REGIONAL ORGANIZATIONS

The WFO may recognize national, continental, regional, or local organizations that agree to comply with these Statutes and WFO regulations.

Recognized organizations may be authorized to:

  • Conduct approved examinations.
  • Organize competitions.
  • Register members.
  • Appoint qualified instructors.
  • Represent the WFO within an authorized territory.
  • Promote WFO programs.

Recognition may be suspended or withdrawn for serious violations of WFO rules or applicable law.


ARTICLE 16 — FINANCES

The financial resources of the WFO may include:

  • Membership fees
  • Examination fees
  • Competition fees
  • Donations
  • Sponsorships
  • Grants
  • Educational program revenues
  • Merchandise and licensing revenues
  • Other lawful sources

WFO funds shall be used exclusively for legitimate organizational purposes.

Financial records shall be maintained in accordance with applicable law and appropriate accounting standards.


ARTICLE 17 — INTELLECTUAL PROPERTY

The WFO may own or control its:

  • Name
  • Logo
  • Emblem
  • Flag
  • Certificates
  • Manuals
  • Training materials
  • Competition rules
  • Official publications
  • Other intellectual property

Unauthorized use of WFO marks or documents may be prohibited under WFO regulations and applicable law.


ARTICLE 18 — SAFEGUARDING AND PROTECTION

The WFO shall seek to establish policies protecting children, vulnerable persons, athletes, students, instructors, officials, and other participants from abuse, exploitation, harassment, and unsafe practices.

Affiliated organizations shall be encouraged or required, where applicable, to comply with safeguarding and health-and-safety requirements.


ARTICLE 19 — DISPUTE RESOLUTION

Disputes concerning WFO membership, rank, organizational decisions, competitions, or disciplinary matters shall first be addressed through internal procedures established by WFO regulations.

Where appropriate, disputes may be referred to mediation, arbitration, or another lawful dispute-resolution mechanism.

Nothing in these Statutes shall prevent a person from exercising rights that cannot lawfully be waived under applicable law.


ARTICLE 20 — AMENDMENTS

These Statutes may be amended by the General Assembly according to an approved voting procedure.

Proposed amendments shall be circulated to eligible members within the period established by the WFO’s procedural regulations.

No amendment shall invalidate the fundamental purpose, lawful operation, or public-interest principles of the Organization.


ARTICLE 21 — DISSOLUTION

The WFO may be dissolved only in accordance with applicable law and a duly adopted decision of the competent governing body.

Upon dissolution, remaining assets shall be distributed in accordance with applicable law and the Organization’s lawful objectives. No assets shall be distributed improperly for the private benefit of individual members.


ARTICLE 22 — OFFICIAL LANGUAGE

The official language of the WFO shall be determined by the Executive Council and confirmed by the General Assembly.

Official translations may be produced for international members. In the event of a conflict between translations, the legally designated authoritative version shall prevail.


ARTICLE 23 — HEADQUARTERS

The headquarters and legal seat of the WFO shall be established by a formal decision of the competent governing authority and recorded in the Organization’s official documents.

The WFO may establish regional and national offices where appropriate.


ARTICLE 24 — FINAL PROVISION

These Statutes constitute the fundamental organizational framework of the World Fighting Organization (WFO).

All WFO officers, commissions, affiliates, instructors, officials, and members shall act consistently with these Statutes.

The Organization shall strive to unite practitioners across nations and cultures through disciplined training, sporting excellence, education, mutual respect, and responsible martial practice.
