WORLD PANKRATION FEDERATION
CONSTITUTION AND STATUTES
Preamble
We, the members and founding representatives of the World Pankration Federation, recognizing the ancient heritage and international cultural significance of Pankration, hereby establish this Constitution and Statutes as the fundamental governing instrument of the Federation.
The Federation is founded upon the principles of discipline, respect, integrity, sportsmanship, education, personal development, cultural heritage, international cooperation, equality, and the safe practice of martial arts and combat sports.
The Federation acknowledges Philosopher Super Grandmaster King Mohammadullah Omar Iman Dost as its Founder and Founding Leader, in accordance with the Federation’s official founding records.
Article 1 — Name
1. The official name of the organization shall be:
WORLD PANKRATION FEDERATION
2. The official abbreviation shall be:
WPF
3. The Federation may establish national federations, continental bodies, commissions, academies, clubs, schools, and affiliated organizations in accordance with this Constitution.

Article 2 — Nature and Status
1. The World Pankration Federation shall be an international, non-governmental, non-profit sports and martial-arts organization, subject to the laws applicable in its jurisdiction of registration.
2. The Federation shall operate independently of political parties and shall not use its sporting activities for political purposes.
3. The Federation shall promote Pankration as:
– an ancient martial tradition;
– a modern combat sport;
– a system of physical education;
– a discipline of martial arts;
– and an international sporting activity.
4. The Federation shall respect applicable international sporting standards and the laws of the countries in which it operates.

Article 3 — Headquarters
1. The headquarters of the Federation shall be established at a location determined by the General Assembly.
2. The Federation may establish regional, continental, national, and representative offices.
3. The official address of the headquarters shall be recorded in the Federation’s official registry.

Article 4 — Objectives
The objectives of the World Pankration Federation shall include:
1. To preserve and promote the heritage of Pankration.
2. To develop Pankration as an internationally recognized martial art and combat sport.
3. To establish internationally consistent rules, standards, classifications, and competition procedures.
4. To promote safe, ethical, and disciplined training.
5. To organize international championships, cups, seminars, courses, demonstrations, and educational programs.
6. To establish qualifications and certification systems for athletes, coaches, referees, judges, instructors, examiners, and technical officials.
7. To encourage scientific, educational, historical, and cultural research relating to Pankration.
8. To promote friendship and cooperation among practitioners and organizations throughout the world.
9. To support youth development and physical education through appropriate Pankration programs.
10. To encourage equal opportunity and non-discrimination within the sport.
11. To develop programs for women, men, youth, veterans, and other appropriate sporting categories.
12. To cooperate with recognized sporting and martial-arts organizations where such cooperation is consistent with the Federation’s objectives.

Article 5 — Fundamental Principles
The Federation shall be guided by the following principles:
1. Respect
2. Discipline
3. Integrity
4. Fair Play
5. Sportsmanship
6. Safety

9. Respect for Cultural Heritage
10. Protection of Athletes
11. Transparency and Accountability
12. Professionalism
No athlete, official, instructor, or member shall be discriminated against on the basis of nationality, ethnicity, gender, religion, disability, or social background, subject to legitimate sporting classifications and applicable law.

Article 6 — Founder
1. The Federation recognizes:
Philosopher Super Grandmaster King Mohammadullah Omar Iman Dost
as the Founder of the World Pankration Federation, according to the Federation’s founding declaration and official records.
2. The Founder shall be recognized in the historical records and institutional archives of the Federation.
3. The honorary title of Founder shall remain a permanent historical designation and shall not, by itself, override the democratic and administrative provisions of this Constitution.
4. The Founder may serve as Honorary President, Founder-President, Supreme Patron, or another title established by the General Assembly, provided that such title is consistent with applicable law.

Article 7 — Membership
Membership of the Federation may include:
1. National Pankration Federations;
2. Continental Pankration Organizations;
3. Pankration Clubs and Academies;
4. Recognized martial-arts schools;
5. Individual athletes;
6. Coaches and instructors;
7. Referees and judges;
8. Technical officials;
9. Honorary members;
10. Institutional or associate members.
Membership shall be subject to application, eligibility requirements, recognition procedures, and payment of applicable fees.

Article 8 — Rights of Members
Recognized members shall have the right to:
1. Participate in Federation activities.
2. Enter athletes in authorized competitions.
3. Receive information concerning Federation activities.
4. Participate in educational and certification programs.
5. Exercise voting rights where applicable.
6. Propose amendments and resolutions.
7. Request recognition of qualified officials and instructors.
8. Appeal disciplinary decisions according to Federation procedures.

Article 9 — Duties of Members
Members shall:
1. Respect this Constitution.
2. Follow official Federation rules.
3. Protect the reputation and integrity of Pankration.
4. Promote athlete safety.
5. Maintain accurate membership and competition records.
6. Respect decisions of authorized Federation bodies.
7. Avoid conduct that brings the Federation or sport into serious disrepute.
8. Comply with applicable anti-doping, safeguarding, disciplinary, and ethical standards adopted by the Federation.

Article 10 — Governing Bodies
The principal governing bodies of the Federation shall be:
1. The General Assembly;
2. The Executive Board;
3. The President;
4. The Secretary General;
5. The Treasurer;
6. The Technical Commission;
7. The Refereeing and Judging Commission;
8. The Athletes’ Commission;
9. The Medical and Safety Commission;
10. The Ethics and Disciplinary Commission;
11. The Legal Commission;
12. The Development and Education Commission;
13. Continental and Regional Organizations;
14. Other commissions established by the General Assembly or Executive Board.

Article 11 — General Assembly
1. The General Assembly shall be the supreme representative body of the Federation.
2. It shall consist of representatives of eligible member organizations in accordance with the Federation’s electoral regulations.
3. The General Assembly shall:
– approve the Constitution;
– elect or confirm elected officers where applicable;
– approve financial reports;
– approve strategic plans;
– establish major sporting policies;
– approve constitutional amendments;
– approve membership and recognition policies;
– consider reports of the Executive Board.
4. Ordinary General Assemblies shall be held at intervals determined by the Constitution or General Assembly regulations.
5. Extraordinary General Assemblies may be convened when required by the Constitution or upon a properly submitted request from eligible members.

Article 12 — Executive Board
The Executive Board shall be responsible for the administration and strategic management of the Federation between General Assemblies.
The Board may include:
– President;
– Senior Vice Presidents;
– Vice Presidents;
– Secretary General;
– Deputy Secretary General;
– Treasurer;
– Technical Director;
– Athlete Representative;
– Chairs of appropriate commissions;
– Other elected or appointed members as determined by the General Assembly.
The Executive Board shall operate transparently and shall report to the General Assembly.

Article 13 — President
The President shall:
1. Represent the Federation internationally.
2. Chair meetings of the Executive Board.
3. Ensure implementation of decisions of the General Assembly.
4. Promote international cooperation.
5. Supervise the general administration of the Federation.
6. Sign official documents in accordance with Federation regulations.
7. Protect the constitutional integrity of the Federation.
The President shall not have authority to suspend or override the Constitution except where an emergency power is expressly provided by duly adopted regulations.

Article 14 — Secretary General
The Secretary General shall:
1. Manage the administrative affairs of the Federation.
2. Maintain official records.
3. Prepare meeting agendas and minutes.
4. Maintain communications with members.
5. Coordinate implementation of Executive Board decisions.
6. Maintain the official membership registry.

Article 15 — Treasurer and Financial Administration
1. The Treasurer shall supervise the financial administration of the Federation.
2. The Federation’s financial resources may include:
– membership fees;
– event fees;
– educational and certification fees;
– donations;
– sponsorships;
– grants;
– licensing;
– lawful commercial activities;
– other lawful sources approved by the Federation.
3. Federation funds shall be used exclusively for legitimate Federation objectives.
4. Financial records shall be maintained accurately.
5. Annual financial reports shall be submitted to the appropriate governing body.
6. The Federation shall establish appropriate internal controls and, where required, independent financial review or audit procedures.

Article 16 — Technical Commission
The Technical Commission shall establish and maintain:
1. Competition rules;
2. Weight and age categories;
3. Technical classifications;
4. Athlete grading systems;
5. Coaching standards;
6. Training standards;
7. Equipment requirements;
8. Competition formats;
9. Technical manuals;
10. Safety procedures.
Technical rules shall be reviewed periodically to reflect sporting development and athlete safety.

Article 17 — Referees and Judges
The Federation shall establish an international qualification system for referees and judges.
Officials shall:
1. Act impartially.
2. Apply the official rules.
3. Protect athlete safety.
4. Avoid conflicts of interest.
5. Maintain professional conduct.
6. Complete required education and certification.
The Federation may establish different levels of certification.

Article 18 — Athlete Protection and Safety
The safety and welfare of athletes shall be fundamental principles of the Federation.
The Federation shall promote:
1. Appropriate medical supervision;
2. Qualified officials;
3. Safe competition equipment;
4. Appropriate weight classifications;
5. Medical examinations where required;
6. Emergency procedures;
7. Injury-management protocols;
8. Safeguarding policies;
9. Protection against abuse and harassment;
10. Appropriate standards for youth participation.
No sporting objective shall justify knowingly exposing an athlete to unnecessary or unreasonable risk.

Article 19 — Ethics
All members shall uphold high standards of ethical conduct.
Prohibited conduct may include:
1. Match manipulation;
2. Corruption;
3. Bribery;
4. Fraud;
5. Harassment;
6. Abuse;
7. Discrimination;
8. Misuse of Federation funds;
9. Falsification of records;
10. Serious violations of competition rules;
11. Conduct materially damaging to the integrity of the Federation.
Disciplinary procedures shall provide due process, notice of allegations, an opportunity to respond, and an appropriate appeal mechanism.

Article 20 — Anti-Doping
The Federation shall adopt appropriate anti-doping rules consistent with applicable international standards and the requirements of recognized sporting authorities with which it cooperates.
Athletes and officials shall be informed of applicable prohibited substances, testing procedures, therapeutic exemptions, and disciplinary procedures.

Article 21 — Competitions
The Federation may organize:
– World Championships;
– Continental Championships;
– World Cups;
– International Opens;
– National Championships through recognized members;
– Youth Championships;
– Masters competitions;
– Professional or amateur events;
– Demonstrations and festivals;
– Educational tournaments.
All official competitions shall operate under approved Federation rules.

Article 22 — Championships and Awards
The Federation may establish official titles, medals, certificates, trophies, rankings, and awards.
Any championship title shall be granted only in accordance with official competition regulations.
Honorary titles shall be clearly distinguished from competitive titles.

Article 23 — Ranking System
The Federation may establish an international ranking system based on objectively defined sporting criteria.
Ranking regulations shall specify:
1. Eligible competitions;
2. Points or qualification criteria;
3. Period of validity;
4. Weight and age categories;
5. Procedures for correcting errors;
6. Appeals.

Article 24 — Education and Certification
The Federation may establish international educational programs for:
– Grandmasters;
– Masters;
– Instructors;
– Coaches;
– Referees;
– Judges;
– Technical officials;
– Sports administrators;
– Examiners.
Certification shall be based on published requirements and documented assessment procedures.

Article 25 — National Federations
A National Pankration Federation may apply for recognition by the World Pankration Federation.
Recognized national organizations shall:
1. Promote Pankration within their territory;
2. Follow WPF regulations;
3. Maintain appropriate athlete and official records;
4. Organize national development programs;
5. Submit required reports;
6. Respect the autonomy and laws of their country.
Only one organization may normally be recognized as the principal national governing body for Pankration in a given country, subject to the Federation’s recognition regulations.

Article 26 — Continental Organizations
The Federation may establish continental organizations for:
– Africa;
– Asia;
– Europe;
– North America;
– South America;
– Oceania;
– and other geographical regions as approved.
Continental organizations shall operate under the authority of this Constitution.

Article 27 — Intellectual Property
The name, emblem, logo, official symbols, competition titles, publications, educational materials, and other intellectual property of the Federation shall be protected in accordance with applicable law.
Unauthorized use may be subject to disciplinary or legal action.

Article 28 — Official Records
The Federation shall maintain official records including:
1. Founding documents;
2. Membership records;
3. Competition results;
4. Championship records;
5. Financial records;
6. Minutes of governing bodies;
7. Historical archives;
8. Technical regulations;
9. Official certifications;
10. Records of recognized national and continental organizations.

Article 29 — Transparency
The Federation shall promote transparency through:
1. Published regulations;
2. Financial reporting;
3. Official competition results;
4. Clearly defined membership procedures;
5. Conflict-of-interest policies;
6. Accessible disciplinary procedures;
7. Appropriate institutional oversight.

Article 30 — Conflict of Interest
Officials shall disclose any material personal, professional, or financial interest that could affect their impartiality.
An official with a significant conflict of interest may be required to abstain from a relevant decision.

Article 31 — Elections
Where positions are elected, elections shall be conducted according to approved electoral regulations.
Electoral procedures shall provide:
1. Eligibility requirements;
2. Nomination procedures;
3. Voting procedures;
4. Terms of office;
5. Election monitoring;
6. Procedures for resolving electoral disputes.

Article 32 — Terms of Office
The term of elected officers shall be determined by the General Assembly and recorded in the electoral regulations.
Re-election may be permitted subject to the applicable rules.

Article 33 — Amendments
1. Amendments to this Constitution may be proposed by the Executive Board or by eligible members in accordance with the regulations.
2. Proposed amendments shall be distributed to members within the required notice period.
3. Constitutional amendments shall require the majority specified by the General Assembly’s procedural rules.
4. No amendment shall invalidate the fundamental principles of athlete safety, fairness, non-discrimination, or due process.

Article 34 — Dissolution
The Federation may be dissolved only by a duly convened General Assembly in accordance with applicable law and a specially adopted dissolution procedure.
Upon dissolution, remaining assets shall be transferred to an appropriate non-profit organization or organization with compatible sporting or educational objectives, subject to applicable law.

Article 35 — Official Language
The official administrative language of the Federation shall be English.
The Federation may publish documents in additional languages.
In case of conflict between official translations, the legally designated authoritative version shall prevail.

Article 36 — Official Motto
The Federation may adopt an official motto reflecting the principles of Pankration, discipline, unity, respect, and excellence.
The motto shall be approved by the General Assembly.

Article 37 — Founding Declaration
The World Pankration Federation recognizes Philosopher Super Grandmaster King Mohammadullah Omar Iman Dost as the Founder and Founding Leader of the Federation, subject to the Federation’s founding documents and applicable legal registration.
The Federation shall preserve the historical record of its establishment and shall maintain an official Founder’s Archive containing authenticated documents relating to the foundation and development of the organization.

Article 38 — Final Provision
This Constitution shall serve as the fundamental legal and organizational framework of the World Pankration Federation.
All members, officers, athletes, coaches, officials, commissions, national federations, continental organizations, clubs, and affiliated institutions shall respect and operate in accordance with this Constitution and the regulations adopted under it.
