The World Kung Fu Federation is established and founded under the leadership and vision of Philosopher and Super Grandmaster King Mohammadullah Omar Iman Dost, hereinafter referred to as the Founder and Supreme Patron.

The Federation shall seek to unite Kung Fu practitioners, schools, masters, instructors, athletes, researchers, and cultural organizations in a spirit of discipline, mutual respect, integrity, peace, and excellence.

Accordingly, this Statute shall constitute the fundamental governing instrument of the World Kung Fu Federation.

Article 1 — Name and Establishment

1. The organization shall be known as the World Kung Fu Federation, abbreviated WKFF.
2. The Federation is an international, non-profit martial arts organization.
3. The Federation is founded by Philosopher and Super Grandmaster King Mohammadullah Omar Iman Dost.
4. The Federation may establish national, continental, regional, and affiliated organizations in accordance with this Statute.
5. The official symbols, emblem, flag, insignia, and ceremonial titles of the Federation shall be established by the competent organs of the Federation.

Article 2 — Mission

The mission of the World Kung Fu Federation shall be:

a. To promote and preserve the traditional arts, philosophies, techniques, and cultural heritage of Kung Fu;

b. To develop Kung Fu as a discipline of physical education, character development, self-discipline, and personal responsibility;

c. To establish international standards for instruction, grading, competition, certification, and instructor development;

d. To encourage friendship and cooperation among Kung Fu practitioners throughout the world;

e. To organize seminars, demonstrations, examinations, championships, cultural events, and educational programs;

f. To support research and documentation concerning the history, philosophy, traditions, and development of Kung Fu;

g. To encourage safe, ethical, respectful, and responsible martial arts practice;

h. To promote peaceful relations among practitioners and communities through martial arts education.

Article 3 — Fundamental Principles

The Federation shall be guided by the following principles:

1. Discipline — commitment to continuous training and personal improvement.
2. Respect — respect for instructors, students, opponents, traditions, cultures, and human dignity.
3. Integrity — honesty and responsibility in teaching, administration, competition, and conduct.
4. Courage — the willingness to confront difficulty with composure and perseverance.
5. Humility — recognition that mastery is a continuing journey.
6. Knowledge — pursuit of understanding of martial technique, philosophy, history, and culture.
7. Peace — the responsible use of martial knowledge and the rejection of unnecessary violence.
8. Unity — cooperation among Kung Fu practitioners and organizations across national and cultural boundaries.

Article 4 — Headquarters

1. The headquarters of the Federation shall be established at a location determined by the Governing Council.
2. The Federation may establish offices, representative bodies, academies, and regional headquarters in different countries.
3. The legal domicile of the Federation shall be determined in accordance with applicable law.

Article 5 — Membership

Membership of the Federation may include:

a. Individual practitioners;

b. Grandmasters and masters;

c. Instructors and coaches;

d. Athletes and competitors;

e. Kung Fu schools and academies;

f. National and regional associations;

g. Honorary members;

h. Cultural, educational, and institutional partners.

Membership shall be subject to the rules and admission procedures established by the Federation.

Article 6 — Rights and Duties of Members

Members shall have the right to:

1. Participate in authorized Federation activities;
2. Receive appropriate certifications and recognition;
3. Participate in examinations, seminars, competitions, and educational programs;
4. Seek election or appointment to Federation bodies where eligible;
5. Present proposals concerning the development of the Federation.

Members shall have the duty to:

1. Respect this Statute and the regulations of the Federation;
2. Conduct themselves with dignity and integrity;
3. Respect instructors, officials, fellow practitioners, and opponents;
4. Maintain appropriate standards of martial arts conduct;
5. Protect the reputation and legitimate interests of the Federation.

Article 7 — The Founder and Supreme Patron

1. Philosopher and Super Grandmaster King Mohammadullah Omar Iman Dost shall be recognized in the founding records of the Federation as its Founder and Supreme Patron.
2. The Founder shall be honored for establishing the Federation and articulating its foundational vision and principles.
3. The Founder may serve as a permanent honorary authority and spiritual, philosophical, and ceremonial patron of the Federation.
4. The precise legal and administrative powers of the Founder shall be defined by the Federation’s regulations and applicable law.
5. No provision of this Article shall prevent the Federation from maintaining accountable administrative procedures or complying with applicable law.

Article 8 — Supreme Council

1. The Supreme Council of the World Kung Fu Federation shall be the principal governing body of the Federation.
2. The Supreme Council shall consist of representatives and senior masters appointed or elected according to Federation regulations.
3. The Council shall:
   • establish strategic policies;
   • approve international programs;
   • supervise Federation administration;
   • recognize affiliated organizations;
   • establish technical and educational standards;
   • approve major competitions and international events;
   • adopt financial and administrative regulations.

Article 9 — President

1. The Federation shall have a President responsible for the general administration and representation of the Federation.
2. The President shall implement decisions adopted by the competent governing bodies.
3. The President shall represent the Federation in international relations and official functions.
4. The term, election, appointment, powers, and removal of the President shall be established by Federation regulations.

Article 10 — Technical and Martial Arts Council

1. The Federation shall establish a Technical and Martial Arts Council composed of qualified masters and technical experts.
2. The Council shall develop standards concerning:
   • Kung Fu techniques;
   • forms and routines;
   • grading and rank;
   • instructor qualifications;
   • competition rules;
   • judging standards;
   • safety procedures;
   • teaching methodology.
3. The Council shall seek to preserve the diversity of recognized Kung Fu traditions while maintaining appropriate Federation standards.

Article 11 — Ranks and Titles

1. The Federation may establish an internationally recognized system of ranks, degrees, titles, and certifications.
2. Such titles may include, subject to Federation regulations:
   • Student;
   • Instructor;
   • Senior Instructor;
   • Master;
   • Grandmaster;
   • Super Grandmaster;
   • Honorary and ceremonial titles.
3. Titles shall be granted only in accordance with transparent criteria established by the Federation.
4. Honorary titles may be awarded for exceptional contributions to Kung Fu, education, culture, scholarship, or the Federation.

Article 12 — Competitions and Championships

1. The Federation may organize international Kung Fu championships and other martial arts events.
2. Competitions shall be conducted according to rules approved by the Technical and Martial Arts Council.
3. The Federation shall promote fairness, sportsmanship, safety, and respect among competitors.
4. Anti-doping, safeguarding, medical, disciplinary, and competition regulations may be adopted separately.

1. The Federation may establish international education programs for instructors, coaches, judges, referees, and martial arts officials.
2. Certificates and diplomas may be issued to persons who satisfy established educational and technical requirements.

4. Educational programs shall seek to combine technical proficiency with knowledge of martial arts philosophy, history, ethics, and culture.

Article 14 — National and Continental Federations

1. The Federation may recognize national Kung Fu federations or associations.
2. Recognized national organizations shall operate consistently with this Statute and the regulations of the World Kung Fu Federation.

4. Recognition may be suspended or withdrawn in accordance with established disciplinary procedures.

Article 15 — Ethics and Discipline

1. All members shall uphold the principles of respect, integrity, discipline, and responsible martial arts practice.
2. The Federation may establish an independent or designated Disciplinary Committee.
3. Disciplinary measures may include:
   • warning;
   • reprimand;
   • suspension;
   • withdrawal of certification;
   • expulsion.
4. No disciplinary sanction shall be imposed without appropriate notice and an opportunity for the affected person or organization to respond, except where immediate temporary measures are necessary under applicable regulations.

Article 16 — Financial Administration

1. The Federation shall maintain transparent financial records.
2. Its resources may consist of:
   • membership fees;
   • registration fees;

3. Federation funds shall be used exclusively for purposes consistent with its mission and applicable law.

2. Upon dissolution, remaining assets shall be transferred, insofar as legally permissible, to a non-profit organization or organizations pursuing substantially similar martial arts, educational, cultural, or humanitarian purposes.

The World Kung Fu Federation hereby recognizes Philosopher and Super Grandmaster King Mohammadullah Omar Iman Dost as the Founder whose vision gave rise to the Federation.

The Federation shall preserve the founding principles of discipline, knowledge, respect, integrity, unity, and peaceful development of Kung Fu, while remaining open to responsible innovation and international cooperation.

Article 21 — Entry into Force

This Founding Statute shall enter into force upon its adoption and signature by the authorized founding representatives of the World Kung Fu Federation.
