STATUTE OF THE WORLD SABAKI KARATE FEDERATION (WSKF)
PREAMBLE
The World Sabaki Karate Federation (WSKF) is established to promote, preserve, and develop Sabaki Karate throughout the world. The Federation is founded upon the principles of respect, discipline, integrity, humility, courage, and friendship. WSKF shall serve as the international governing body for its affiliated national organizations, ensuring high standards of technical excellence, ethical conduct, and good governance.
CHAPTER I – GENERAL PROVISIONS
Article 1 – Name
The name of the organization shall be the World Sabaki Karate Federation (WSKF).
Article 2 – Legal Status
- WSKF is an international, non-profit, non-governmental, and non-political sports organization.
- It shall operate in accordance with the laws of the country in which it is legally registered and these Statutes.
Article 3 – Headquarters
The headquarters of WSKF shall be determined by the General Assembly upon recommendation of the Executive Board.
Regional offices may be established as required.
Article 4 – Official Language
The official language of WSKF shall be English. Official translations may be approved by the Executive Board.
CHAPTER II – PURPOSE AND OBJECTIVES
Article 5
The objectives of WSKF are to:
- Promote Sabaki Karate worldwide.
- Preserve the philosophy and traditions of Sabaki Karate.
- Establish international technical standards.
- Organize World, Continental, and International Championships.
- Promote education through seminars, instructor courses, and referee training.
- Encourage youth participation and lifelong practice.
- Promote equality, respect, and friendship among all members.
- Cooperate with national and international sports organizations.
- Protect the integrity and reputation of Sabaki Karate.
CHAPTER III – MEMBERSHIP
Article 6 – Membership Categories
Membership shall consist of:
- Full Members
- Associate Members
- Provisional Members
- Honorary Members
Only one Full Member may represent each sovereign country or territory recognized by WSKF.
Article 7 – Admission
Applicants shall submit:
- Legal registration documents.
- Constitution or statutes.
- Technical leadership details.
- List of affiliated clubs.
- Acceptance of WSKF Statutes and Regulations.
Membership shall become effective following approval by the Executive Board and ratification by the General Assembly.
Article 8 – Rights
Full Members may:
- Vote in the General Assembly.
- Nominate candidates.
- Organize WSKF-sanctioned events.
- Participate in official championships.
- Receive technical assistance.
Article 9 – Obligations
Members shall:
- Observe these Statutes.
- Pay annual membership fees.
- Follow WSKF technical standards.
- Promote ethical conduct.
- Submit annual reports.
CHAPTER IV – GOVERNING BODIES
Article 10
The governing bodies of WSKF are:
- General Assembly
- Executive Board
- President
- Standing Committees
- Ethics and Disciplinary Commission
CHAPTER V – GENERAL ASSEMBLY
Article 11
The General Assembly is the supreme authority of WSKF.
It shall:
- Elect officers.
- Approve amendments.
- Approve budgets and audited accounts.
- Admit or expel members.
- Determine membership fees.
- Adopt strategic plans.
Ordinary meetings shall be held every two years.
Extraordinary meetings may be convened by:
- The President;
- The Executive Board; or
- One-third of the Full Members.
CHAPTER VI – EXECUTIVE BOARD
Article 12
The Executive Board shall consist of:
- President
- First Vice President
- Vice Presidents
- Secretary General
- Treasurer
- Technical Director
- Referee Director
- Development Director
- Medical Commission Chair
- Athletes’ Representative
The term of office shall be four (4) years.
Members may be re-elected.
CHAPTER VII – DUTIES OF OFFICERS
Article 13 – President
The President shall:
- Represent WSKF internationally.
- Chair meetings.
- Ensure implementation of General Assembly decisions.
- Sign official agreements.
Article 14 – Secretary General
The Secretary General shall:
- Manage administration.
- Keep official records.
- Organize meetings.
- Coordinate international communications.
Article 15 – Treasurer
The Treasurer shall:
- Manage Federation finances.
- Prepare annual budgets.
- Present audited financial reports.
CHAPTER VIII – STANDING COMMITTEES
Article 16
The following committees shall operate:
- Technical Committee
- Referee Committee
- Education Committee
- Medical Committee
- Women’s Committee
- Athletes’ Commission
- Ethics Committee
Additional committees may be established by the Executive Board.
CHAPTER IX – TECHNICAL REGULATIONS
Article 17
The Technical Committee shall establish and supervise:
- Technical curriculum
- Dan grading standards
- Instructor certification
- Referee licensing
- Competition rules
- Coaching standards
CHAPTER X – CHAMPIONSHIPS
Article 18
WSKF shall sanction:
- World Championships
- Continental Championships
- International Open Championships
- Youth Championships
- Instructor Courses
- Referee Courses
- Technical Seminars
Official titles shall only be awarded at WSKF-sanctioned events.
CHAPTER XI – FINANCE
Article 19
Income may include:
- Membership fees
- Competition fees
- Sponsorship
- Donations
- Grants
- Licensing
- Merchandise
- Educational programs
Financial records shall be maintained according to internationally accepted accounting standards.
CHAPTER XII – DISCIPLINE
Article 20
Disciplinary measures may include:
- Warning
- Reprimand
- Suspension
- Removal from office
- Expulsion
No disciplinary sanction shall be imposed without due process and an opportunity for the affected member to be heard.
CHAPTER XIII – ETHICS
Article 21
All members shall observe:
- Respect
- Integrity
- Fair play
- Equality
- Transparency
- Non-discrimination
- Protection of children and vulnerable persons
Corruption, harassment, abuse, doping, and manipulation of competitions are strictly prohibited.
CHAPTER XIV – AMENDMENTS
Article 22
Amendments to these Statutes require a two-thirds majority of votes cast at the General Assembly.
Written proposals shall be submitted at least sixty (60) days before the meeting.
CHAPTER XV – DISSOLUTION
Article 23
The Federation may be dissolved only by a three-fourths majority of the General Assembly.
After payment of all liabilities, any remaining assets shall be transferred to another non-profit organization with similar objectives.
CHAPTER XVI – FINAL PROVISIONS
Article 24
These Statutes shall enter into force upon adoption by the Founding General Assembly of the World Sabaki Karate Federation.
