PREAMBLE

Recognizing Kung Fu as a comprehensive martial, cultural, educational, philosophical, and sporting tradition originating from the Chinese martial arts heritage;

Recognizing the extraordinary diversity of Chinese martial arts systems, including traditional Kung Fu schools, modern Wushu, Sanda, and other recognized martial arts traditions;

Recognizing the importance of preserving authentic technical lineages, cultural heritage, traditional knowledge, and the legitimate identities of individual Kung Fu systems;

Recognizing the need for international cooperation, athlete development, education, safety, ethical conduct, fair competition, and mutual respect;

The WORLD KUNG FU ORGANIZATION (WKFO) is hereby established as an international organization dedicated to the preservation, development, recognition, education, regulation, and worldwide promotion of Kung Fu and recognized Chinese martial arts.

The WKFO shall unite different systems while respecting their individual technical, historical, cultural, and philosophical identities.

ARTICLE 1

NAME

Section 1 — Official Name

The official name of the organization shall be:

WORLD KUNG FU ORGANIZATION

The official abbreviation shall be:

WKFO

Section 2 — International Character

The WKFO shall serve as an international umbrella organization for recognized Kung Fu and Chinese martial arts organizations, schools, instructors, masters, coaches, athletes, referees, judges, practitioners, and technical experts.

ARTICLE 2

MISSION

The mission of the WKFO shall be:

To unite, preserve, develop, recognize, educate, and promote Kung Fu and Chinese martial arts throughout the world while protecting the identity and heritage of every recognized system.

The WKFO shall promote cooperation without unnecessary uniformity.

ARTICLE 3

OBJECTIVES

The objectives of the WKFO shall include:

Promoting Kung Fu worldwide;
Preserving traditional Chinese martial arts;
Recognizing legitimate Kung Fu styles and organizations;
Supporting traditional martial arts lineages;
Developing modern international competition;
Promoting Wushu and Sanda;
Establishing technical and educational standards;
Developing instructors and coaches;
Developing referees and judges;
Supporting athletes and practitioners;
Promoting youth development;
Promoting women’s participation;
Supporting inclusive and Para-Martial Arts programs;
Promoting research into Chinese martial arts;
Preserving historical and cultural heritage;
Promoting international seminars and exchanges;
Promoting athlete health and safety;
Promoting ethical and clean sport;
Preventing abuse, discrimination, corruption, and fraud;
Encouraging friendship and cooperation among martial artists worldwide.

ARTICLE 4

FUNDAMENTAL PRINCIPLES

The WKFO shall be governed by the following principles:

4.1 Respect

Respect for teachers, masters, students, opponents, officials, organizations, traditions, cultures, and society.

4.2 Discipline

Kung Fu training shall promote discipline, responsibility, self-control, and perseverance.

4.3 Integrity

All WKFO members shall act honestly, responsibly, and ethically.

4.4 Unity in Diversity

Different Kung Fu systems may retain their own identities while cooperating within one international organization.

4.5 Technical Excellence

The WKFO shall promote continuous development in martial, educational, sporting, and organizational standards.

4.6 Safety

The protection of athletes, students, instructors, and participants shall be a fundamental priority.

4.7 Fairness

Competitions, examinations, certifications, appointments, and organizational decisions shall be conducted fairly.

4.8 Cultural Respect

The WKFO shall promote responsible preservation and international understanding of Chinese martial arts culture.

ARTICLE 5

RECOGNIZED KUNG FU SYSTEMS

The WKFO may recognize a broad range of Chinese martial arts systems, including but not limited to:

Shaolin Kung Fu;
Wing Chun;
Hung Gar;
Choy Li Fut;
Bajiquan;
Xingyiquan;
Baguazhang;
Taijiquan;
Sanda;
Wushu;
Northern Shaolin systems;
Southern Kung Fu systems;
Traditional Chinese martial arts schools;
Other documented Chinese martial arts systems.

Recognition shall be based on appropriate historical, technical, organizational, and educational criteria.

Recognition of a system shall not constitute ownership of that system or its historical heritage.

ARTICLE 6

SYSTEM AND STYLE INDEPENDENCE

The WKFO shall respect the autonomy of recognized Kung Fu systems.

Each recognized system may maintain its own:

Forms;
Taolu;
Techniques;
Training methods;
Terminology;
Weapons systems;
Philosophy;
Grading system;
Instructor structure;
Historical lineage;
Traditional curriculum.

WKFO membership shall not require a recognized school to abandon its traditional identity.

ARTICLE 7

WORLD KUNG FU COUNCIL

The principal technical and cultural advisory body of the WKFO shall be:

WORLD KUNG FU COUNCIL

The Council shall advise the organization regarding:

Traditional systems;
Style recognition;
Historical preservation;
Technical standards;
Instructor recognition;
Master recognition;
Competition development;
Cultural programs;
International education.

The Council should include qualified senior masters, instructors, scholars, athletes, coaches, and technical experts representing different systems.

ARTICLE 8

GOVERNING ORGANS

The principal organs of the WKFO shall be:

World Congress;
Executive Council;
President;
Vice Presidents;
Secretary General;
Treasurer;
World Kung Fu Council;
Technical Commission;
Traditional Kung Fu Commission;
Wushu and Sanda Commission;
Education and Instructor Commission;
Referee and Judge Commission;
Medical and Safety Commission;
Athletes’ Commission;
Youth Commission;
Women’s Commission;
Para-Martial Arts Commission;
Ethics Commission;
Disciplinary Commission;
Arbitration Panel;

ARTICLE 9

WORLD CONGRESS

The World Congress shall be the supreme legislative authority of the WKFO.

The Congress shall:

Approve and amend the Statutes;
Elect the President;
Elect members of the Executive Council;
Approve strategic policies;
Approve annual reports;
Approve financial reports;
Establish major commissions;
Determine membership policies;
Approve major organizational regulations;
Determine the international direction of the WKFO.

ARTICLE 10

EXECUTIVE COUNCIL

The Executive Council shall administer the affairs of the WKFO between sessions of the World Congress.

Its responsibilities shall include:

Implementing Congress decisions;
Supervising international programs;
Supervising commissions;
Approving official events;
Managing international relations;
Protecting organizational integrity;
Developing strategic plans;
Supervising administration.

ARTICLE 11

PRESIDENT

The President shall be the principal elected representative of the WKFO.

The President shall:

Represent the WKFO internationally;
Preside over the World Congress;
Preside over the Executive Council;
Promote international cooperation;
Ensure implementation of the Statutes;
Protect the independence and integrity of the organization.

The President shall exercise authority within the limits established by these Statutes.

ARTICLE 12

VICE PRESIDENTS

The Executive Council may establish Vice Presidential positions responsible for areas such as:

International Relations;
Traditional Kung Fu;
Wushu and Sanda;
Technical Development;
Education;
Sport and Competition;
Continental Development;
Youth Development.

ARTICLE 13

SECRETARY GENERAL

The Secretary General shall be responsible for the administrative management of the WKFO.

Responsibilities shall include:

Official correspondence;
Membership records;
Congress documentation;
Meeting minutes;
International communication;
Administrative coordination;
Maintenance of organizational records.

ARTICLE 14

TREASURER

The Treasurer shall supervise financial administration.

The Treasurer shall maintain:

Financial records;
Annual budgets;
Financial reports;
Payment authorization procedures;
Internal financial controls;
Appropriate accounting records.

Independent financial review or audit shall be conducted where required by applicable law or organizational policy.

ARTICLE 15

MEMBERSHIP

The WKFO may recognize the following membership categories:

A. National Kung Fu Organization

A recognized national organization representing Kung Fu or Chinese martial arts.

B. Continental Organization

A recognized regional or continental organization.

C. Style or System Organization

An organization representing a recognized Kung Fu system.

D. Federation or Association

A recognized national or international Kung Fu federation or association.

E. School / Academy / Dojo

An approved Kung Fu training institution.

F. Individual Member

A qualified master, instructor, coach, referee, judge, athlete, practitioner, scholar, or technical expert.

G. Honorary Member

An individual recognized for exceptional contribution to Kung Fu.

ARTICLE 16

MEMBERSHIP RIGHTS

Subject to the applicable membership category, recognized members may:

Participate in WKFO activities;
Attend official seminars;
Participate in examinations;
Participate in recognized competitions;
Apply for certifications;
Participate in elections where eligible;
Receive official recognition;
Represent the WKFO when formally authorized.

Voting rights shall be determined by the electoral regulations.

ARTICLE 17

MEMBERSHIP DUTIES

Members shall:

Respect the Statutes;
Respect applicable laws;
Provide accurate organizational information;
Maintain ethical standards;
Protect athletes and students;
Respect different Kung Fu systems;
Follow official WKFO regulations;
Avoid conduct damaging to the integrity of Kung Fu.

ARTICLE 18

NATIONAL ORGANIZATIONS

The WKFO may recognize National Kung Fu Organizations.

National organizations may coordinate:

National championships;
National seminars;
Instructor education;
Referee education;
Athlete development;
National grading activities;
International participation;
WKFO programs within their territory.

National organizations shall operate in accordance with applicable national law.

ARTICLE 19

CONTINENTAL ORGANIZATIONS

The WKFO may establish Continental Organizations for:

Asia;
Europe;
Africa;
North America;
South America;
Oceania;
and other regions approved by the Executive Council.

Continental Organizations shall coordinate WKFO activities within their regions.

ARTICLE 20

TECHNICAL COMMISSION

The Technical Commission shall establish technical standards for WKFO programs.

Responsibilities shall include:

Technical curriculum development;
Competition standards;
Examination standards;
Instructor standards;
Technical research;
International seminars;
Certification standards;
Evaluation of new technical systems.

ARTICLE 21

TRADITIONAL KUNG FU COMMISSION

The Traditional Kung Fu Commission shall focus on the preservation and development of traditional systems.

Its responsibilities shall include:

Documentation of traditional systems;
Preservation of forms and techniques;
Recognition of legitimate lineages;
Support for traditional masters;
Historical research;
Traditional weapons education;
Preservation of Chinese martial arts terminology;
International traditional Kung Fu seminars.

The Commission shall seek to distinguish documented historical information from unverified claims.

ARTICLE 22

WUSHU AND SANDA COMMISSION

The WKFO may establish a dedicated Wushu and Sanda Commission responsible for:

Modern Wushu;
Taolu competition;
Sanda competition;
Rules and judging;
Athlete development;
Coaching;
Referee education;
International championships.

Traditional Kung Fu and modern Wushu/Sanda shall be recognized as related but technically distinct areas where appropriate.

ARTICLE 23

EDUCATION AND INSTRUCTOR DEVELOPMENT

The WKFO shall establish education programs for:

Instructors;
Coaches;
Examiners;
Referees;
Judges;
Technical directors;
Seminar instructors.

Educational programs may include:

Basic techniques;
Forms;
Applications;
Sparring;
Self-defense;
Traditional weapons;
Physical conditioning;
Teaching methodology;
Sports science;
Ethics;
Athlete safety;
Leadership.

ARTICLE 24

RANK AND GRADING RECOGNITION

The WKFO may establish an international recognition framework for grades and titles.

Possible ranks may include:

Student Grades;
Instructor Grades;
Master Grades;
Senior Master;
Grandmaster, where objectively justified.

The WKFO shall respect legitimate ranking systems established by recognized Kung Fu schools.

Recognition shall be based on documented training, technical competence, teaching experience, contribution, and ethical standing.

ARTICLE 25

MASTER AND GRANDMASTER RECOGNITION

The WKFO may recognize qualified individuals as:

Certified Instructor;
Senior Instructor;
Master Instructor;
International Master;
Senior Master;
Grandmaster.

Titles shall not be granted solely on the basis of self-declaration.

The WKFO shall establish objective criteria and documentation requirements.

ARTICLE 26

COMPETITION DISCIPLINES

The WKFO may recognize multiple disciplines, including:

Traditional Forms / Taolu

Modern Wushu Taolu

Sanda

Traditional Sparring

Full-Contact Kung Fu

Kung Fu Combat

Self-Defense

Push Hands

Weapons Forms

Team Competition

Youth Competition

Veterans Competition

Para-Martial Arts

Additional disciplines may be recognized through the appropriate regulatory process.

ARTICLE 27

KUNG FU COMBAT

The WKFO may establish a professional combat discipline under the name:

WKFO KUNG FU COMBAT

The discipline may integrate appropriate elements of Chinese martial arts, including:

Striking;
Kicking;
Clinch;
Sweeps;
Throws;
Takedowns;
Ground control;
Grappling;
Submission techniques where approved.

A separate official Rule Book shall define the permitted and prohibited techniques.

Traditional systems shall retain their identities while athletes compete under unified combat regulations.

ARTICLE 28

COMPETITION REGULATIONS

Each WKFO competition discipline shall have separate official rules establishing:

Competition area;
Equipment;
Age divisions;
Weight divisions;
Match duration;
Scoring;
Legal techniques;
Prohibited techniques;
Referee procedures;
Medical procedures;
Appeals;
Disciplinary procedures.

ARTICLE 29

WORLD CHAMPIONSHIPS

The WKFO may organize:

WKFO WORLD KUNG FU CHAMPIONSHIPS

Championship categories may include:

Traditional Kung Fu;
Taolu;
Wushu;
Sanda;
Kung Fu Combat;
Weapons;
Team events;
Youth;
Veterans;
Para-Martial Arts.

ARTICLE 30

REFEREE AND JUDGE COMMISSION

The Referee and Judge Commission shall:

Establish judging standards;
Conduct examinations;
Certify referees and judges;
Organize international seminars;
Maintain certification records;
Review judging performance;
Investigate technical complaints.

Certification levels may include:

National;
Continental;
International;
World.

ARTICLE 31

ATHLETES’ COMMISSION

The Athletes’ Commission shall represent athlete interests.

Its responsibilities shall include:

Athlete welfare;
Fair competition;
Safety;
Competition conditions;
Athlete representation;
Feedback to governing authorities.

ARTICLE 32

MEDICAL AND SAFETY COMMISSION

The Medical and Safety Commission shall establish:

Medical standards;
Athlete examination requirements;
Competition safety standards;
Injury protocols;
Emergency procedures;
Return-to-training procedures;
Return-to-competition procedures.

The medical authority shall have independent authority to stop participation when necessary to protect an athlete.

ARTICLE 33

YOUTH PROTECTION

The WKFO shall establish special rules for children and young athletes.

These shall address:

Age-appropriate training;
Safe contact;
Qualified instructors;
Competition safety;
Protection from abuse;
Protection from exploitation;
Reporting procedures.

ARTICLE 34

WOMEN’S KUNG FU

The WKFO shall promote women’s participation in:

Competition;
Coaching;
Refereeing;
Technical leadership;
Administration;
Education;
Governance.

The organization shall promote equal opportunities within applicable sporting classifications.

ARTICLE 35

PARA-MARTIAL ARTS

The WKFO shall support inclusive participation by athletes with disabilities.

Appropriate classification and competition regulations shall be developed using objective sporting criteria.

ARTICLE 36

ETHICS AND INTEGRITY

All WKFO members shall uphold:

Honesty;
Respect;
Fair play;
Integrity;
Accountability;
Professional conduct.

Prohibited conduct may include:

Bribery;
Corruption;
Match manipulation;
Fraud;
Falsification of credentials;
Discrimination;
Harassment;
Abuse;
Misuse of organizational authority.

ARTICLE 37

ATHLETE AND MEMBER PROTECTION

The WKFO shall maintain policies addressing:

Physical abuse;
Psychological abuse;
Harassment;
Bullying;
Sexual misconduct;
Exploitation;
Retaliation against legitimate complaints.

The safety and dignity of practitioners shall be protected.

ARTICLE 38

CLEAN SPORT

The WKFO shall promote clean sport.

Where applicable, WKFO competitions may adopt recognized anti-doping standards and procedures.

Athletes, coaches, officials, and member organizations shall comply with the applicable regulations.

ARTICLE 39

DISCIPLINARY COMMISSION

The Disciplinary Commission shall investigate violations of WKFO regulations.

Possible sanctions may include:

Warning;
Reprimand;
Suspension;
Competition suspension;
Removal from office;
Membership suspension;
Expulsion.

All disciplinary proceedings shall respect procedural fairness.

ARTICLE 40

APPEALS AND ARBITRATION

A person or organization subject to disciplinary action shall have the right to appeal according to WKFO procedures.

The WKFO may establish an independent Arbitration Panel to hear appeals and organizational disputes.

ARTICLE 41

CONFLICT OF INTEREST

Any official who has a personal, financial, professional, or organizational conflict of interest shall disclose that conflict.

The official may be required to abstain from discussion, voting, or decision-making concerning the matter.

ARTICLE 42

FINANCIAL GOVERNANCE

The WKFO shall maintain transparent financial administration.

The organization shall establish:

Annual budgets;
Financial reporting;
Internal controls;
Payment authorization procedures;
Recordkeeping;
Conflict-of-interest controls.

Organizational funds shall be used for legitimate WKFO purposes.

ARTICLE 43

INTERNATIONAL EVENTS

The WKFO may organize or recognize:

Master seminars;
Instructor conferences;

ARTICLE 44

KUNG FU HERITAGE AND RESEARCH

The WKFO shall promote preservation and responsible research of Chinese martial arts heritage.

Activities may include:

Historical research;
Documentation of masters;
Documentation of lineages;
Preservation of forms;
Preservation of traditional weapons knowledge;
Technical archives;
Publications;
International seminars;
Cultural exchanges.

ARTICLE 45

INTERNATIONAL KUNG FU ARCHIVE

The WKFO may establish:

WKFO INTERNATIONAL KUNG FU ARCHIVE

The Archive may document:

Recognized systems;
Historical masters;
Lineages;
Forms;
Weapons;
Technical systems;
Championships;
Historical documents;
Important events;
Scholarly research.

ARTICLE 46

OFFICIAL CERTIFICATION

The WKFO may issue official certificates for:

Membership;
Instructor qualification;
Coach qualification;
Referee qualification;
Judge qualification;
Rank recognition;
Technical seminars;
Organizational recognition;
International events.

Certificates shall be issued according to established standards.

ARTICLE 47

OFFICIAL SYMBOLS

The WKFO may establish:

Official emblem;
Flag;
Logo;
Membership certificate;
Championship medal;
Championship belt;
Official identification card;
Official competition uniform.

The use of official symbols shall be governed by organizational regulations.

ARTICLE 48

OFFICIAL LANGUAGES

The official working language of the WKFO shall be English.

The organization may publish official documents in Chinese and other languages.

Where different translations conflict, the designated official legal version shall prevail.

ARTICLE 49

AMENDMENTS

These Statutes may be amended by the World Congress.

Proposals shall be submitted according to official Congress procedures.

An amendment shall become effective upon approval by the required voting majority unless another effective date is established.

ARTICLE 50

DISSOLUTION

The WKFO may be dissolved only by a duly authorized decision of the World Congress and in accordance with applicable law.

Upon dissolution, remaining assets shall be distributed according to:

Applicable law;
The organization’s legal registration documents;
The decision of the World Congress.

No individual member shall have a personal ownership claim over organizational assets except where legally required.

ARTICLE 51

INTERPRETATION

Where an issue arises concerning the interpretation of these Statutes, the Executive Council may issue an interim interpretation.

Such interpretation shall remain subject to review by the World Congress.

ARTICLE 52

SUPREMACY OF THE STATUTES

These Statutes constitute the fundamental governing document of the World Kung Fu Organization.

All commissions, regulations, policies, committees, and decisions of the WKFO shall comply with these Statutes.

Where a conflict exists, these Statutes shall prevail, subject to applicable law.

ARTICLE 53

OFFICIAL MOTTO

The official motto of the World Kung Fu Organization shall be:

ONE KUNG FU — MANY STYLES — ONE WORLD

The organization may additionally use:

TRADITION • DISCIPLINE • UNITY • EXCELLENCE

ARTICLE 54

FINAL DECLARATION

The World Kung Fu Organization is founded upon the belief that Chinese martial arts represent a diverse global heritage consisting of many systems, traditions, philosophies, training methods, and technical lineages.

The WKFO shall seek to preserve that diversity while creating opportunities for international cooperation.

Traditional Kung Fu, Wushu, Sanda, and recognized Chinese martial arts systems shall be able to develop within an international framework without unnecessary destruction of their individual identities.

The organization shall promote:

Tradition without isolation.

Modern development without loss of heritage.

Competition without disrespect.

Unity without uniformity.

The fundamental objective of the WKFO shall therefore be:

TO PRESERVE THE HERITAGE OF KUNG FU, DEVELOP ITS FUTURE, AND UNITE ITS PRACTITIONERS THROUGHOUT THE WORLD.
