CONSTITUTION OF THE GLOBAL COMBAT SPORTS FEDERATION (GCSF)

Preamble

The Global Combat Sports Federation (GCSF) is an independent, international, non-governmental, and non-profit organization established to promote, develop, regulate, and advance combat sports and martial arts worldwide.

The Federation is committed to the principles of sportsmanship, integrity, equality, transparency, mutual respect, peace, friendship among nations, and sustainable development through sport. GCSF serves as a global platform for athletes, coaches, referees, officials, and member organizations to cooperate and grow together.

Through international standards, educational programs, competitions, and strategic partnerships, GCSF strives to elevate the quality and recognition of combat sports across all continents. The Federation proudly collaborates with international sporting bodies and promotes excellence, inclusion, and unity through martial arts and combat sports.

CHAPTER I

Name, Legal Status and Headquarters

Article 1 – Name

The official name of the organization shall be:

Global Combat Sports Federation (GCSF)

Article 2 – Legal Status

GCSF is an independent, international, non-governmental, and non-profit organization possessing full legal personality.

Article 3 – Headquarters

The headquarters of GCSF shall be determined by the Executive Board and may be relocated upon approval of the General Assembly.

Article 4 – Official Languages

The official languages of the Federation shall be:

  • English
  • Arabic
  • Persian (Farsi)
  • French

In case of any discrepancy in interpretation, the English version shall prevail.

CHAPTER II

Vision, Mission and Objectives

Article 5 – Objectives

The objectives of GCSF are:

  1. To promote and develop combat sports worldwide.
  2. To establish international standards for education, coaching, officiating, and competition.
  3. To support athletes, coaches, referees, and sports administrators.
  4. To organize national, continental, and world championships.
  5. To encourage youth participation and talent development.
  6. To advance women’s involvement and leadership in combat sports.
  7. To foster friendship, peace, and cultural exchange through sport.
  8. To combat discrimination, violence, corruption, and unethical conduct.
  9. To cooperate with international sports organizations and institutions.
  10. To encourage research, innovation, and professional development within combat sports.

CHAPTER III

Sports Disciplines

Article 6 – Recognized Disciplines

The Federation may govern, recognize, and support, among others:

  • Kickboxing
  • Muay Thai
  • Sanda
  • Mixed Martial Arts (MMA)
  • Jiu-Jitsu
  • Judo
  • Karate
  • Taekwondo
  • Combat Wrestling
  • Sambo
  • Pankration
  • Boxing
  • Traditional Martial Arts

Additional disciplines may be recognized by decision of the Executive Board.

CHAPTER IV

Membership

Article 7 – Categories of Membership

Membership shall consist of:

  1. National Members
  2. Continental Members
  3. Associate Members
  4. Honorary Members
  5. Institutional Members

Article 8 – Eligibility

Applicants for membership must:

  • Possess legal recognition in their respective jurisdiction.
  • Accept and comply with the Constitution and Regulations of GCSF.
  • Adhere to the Federation’s Code of Ethics.
  • Fulfill all membership obligations and fees.

Article 9 – Suspension and Termination

Membership may be suspended or terminated for:

  • Violation of the Constitution.
  • Corruption or financial misconduct.
  • Discrimination.
  • Organized doping violations.
  • Conduct detrimental to the Federation.

CHAPTER V

Governing Bodies

Article 10 – Official Bodies

The governing bodies of GCSF shall be:

  1. General Assembly
  2. President
  3. Executive Board
  4. Secretary General
  5. Standing Committees
  6. Ethics and Disciplinary Commission

CHAPTER VI

General Assembly

Article 11 – Authority

The General Assembly shall be the supreme governing authority of the Federation.

Article 12 – Powers

The General Assembly shall:

  • Adopt and amend the Constitution.
  • Elect the President.
  • Elect members of the Executive Board.
  • Approve budgets and financial reports.
  • Define strategic policies.
  • Decide on major organizational matters.

Article 13 – Meetings

The Ordinary General Assembly shall convene annually.

Extraordinary meetings may be called by the President or upon request of at least one-third of the members.

CHAPTER VII

President

Article 14 – Position

The President shall be the highest elected representative and executive authority of the Federation.

Article 15 – Responsibilities

The President shall:

  • Represent GCSF internationally.
  • Preside over official meetings.
  • Supervise implementation of decisions.
  • Promote international relations and development.
  • Provide strategic leadership.

Article 16 – Term of Office

The President shall serve a four-year term and may be re-elected according to Federation regulations.

CHAPTER VIII

Executive Board

Article 17 – Composition

The Executive Board shall consist of:

  • President
  • Vice Presidents
  • Secretary General
  • Treasurer
  • Elected Board Members

Article 18 – Duties

The Executive Board shall:

  • Implement General Assembly decisions.
  • Approve annual operational plans.
  • Supervise committees and commissions.
  • Manage international activities and development programs.

CHAPTER IX

Secretary General

Article 19 – Function

The Secretary General shall be responsible for the administration and daily operations of the Federation.

Article 20 – Appointment

The Secretary General shall be nominated by the President and approved by the Executive Board.

CHAPTER X

Standing Committees

Article 21 – Committees

The Federation may establish the following committees:

  • Technical Committee
  • Referees and Officials Committee
  • Coaches Committee
  • Competition Committee
  • Medical and Anti-Doping Committee
  • Women’s Committee
  • Athletes Committee
  • Education and Certification Committee
  • International Relations Committee
  • Legal Affairs Committee
  • Media and Marketing Committee

Additional committees may be established as required.

CHAPTER XI

Ethics and Integrity

Article 22 – Ethical Principles

All members shall uphold:

  • Integrity
  • Respect
  • Fair Play
  • Accountability
  • Transparency
  • Professionalism

Article 23 – Prohibited Conduct

Corruption, bribery, discrimination, abuse of authority, harassment, and unethical behavior are strictly prohibited.

CHAPTER XII

Anti-Doping

Article 24 – Commitment

GCSF fully supports international anti-doping principles and regulations.

Article 25 – Compliance

All athletes, coaches, and officials shall comply with anti-doping rules and testing procedures established by the Federation and relevant international authorities.

CHAPTER XIII

Finance

Article 26 – Sources of Revenue

The Federation’s financial resources may include:

  • Membership fees
  • Sponsorships
  • Grants and donations
  • Competition revenues
  • Educational and certification programs
  • Other lawful sources of income

Article 27 – Use of Funds

All Federation funds shall be used exclusively to achieve the objectives of GCSF.

Article 28 – Financial Accountability

Annual financial statements shall be prepared and presented to the General Assembly for review and approval.

CHAPTER XIV

Discipline and Dispute Resolution

Article 29 – Disciplinary Authority

The Ethics and Disciplinary Commission shall investigate and adjudicate disciplinary matters.

Article 30 – Appeals

Members shall have the right to appeal disciplinary decisions according to Federation regulations.

Article 31 – Dispute Resolution

Disputes shall first be addressed through mediation and, where necessary, through sports arbitration mechanisms recognized by the Federation.

CHAPTER XV

Amendments

Article 32 – Constitutional Amendments

This Constitution may be amended only by a two-thirds majority vote of the General Assembly.

CHAPTER XVI

Dissolution

Article 33 – Dissolution Procedure

The Federation may be dissolved only by a three-fourths majority vote of the General Assembly.

Article 34 – Distribution of Assets

In the event of dissolution, any remaining assets shall be transferred to organizations pursuing similar sporting and charitable objectives.
