CONSTITUTION AND FOUNDING STATUTE
OF THE WORLD PHYSICAL EDUCATION UNION
(WPEU)

PREAMBLE
We, the founding members and representatives of the World Physical Education Union (WPEU), recognizing physical education as a fundamental component of human development, health, fitness, education, discipline, character, social well-being, and international cooperation, hereby establish this Constitution and Founding Statute as the fundamental governing document of the Union.
The World Physical Education Union (WPEU) is established as an international professional, educational, scientific, cultural, and developmental union dedicated to bringing together physical education professionals, educators, teachers, consultants, coaches, researchers, institutions, associations, and organizations from around the world.
The Union shall promote physical education, physical fitness, healthy living, scientific knowledge, professional excellence, equality, cooperation, friendship, peace, and service to humanity.
The Union formally recognizes:

The founding vision and principles of the Founder shall constitute an important part of the historical identity and institutional heritage of WPEU.
CHAPTER I
NAME, STATUS AND IDENTITY
Article 1 — Official Name
- The official name shall be World Physical Education Union.
- The official abbreviation shall be WPEU.
- The Union may establish national, regional, continental, and international branches.
- The official working language shall be English.
- Additional languages may be adopted for regional and international activities.
Article 2 — Nature of the Union
WPEU shall function as an international professional and educational union dedicated to:
- Physical education;
- Physical fitness;
- Exercise and physical activity;
- Sports education;
- Health and wellness;
- Human movement;
- Physical education research;
- Professional development;
- International cooperation;
- Educational and professional consultation.
WPEU shall operate in accordance with the laws applicable to its legal registration and activities.
Article 3 — Headquarters
- The headquarters of WPEU shall be established at a location determined by the competent founding or governing authority.
- The Union may establish offices and representatives throughout the world.
- The legal domicile of WPEU shall be determined in accordance with the laws of the jurisdiction in which it is registered.
CHAPTER II
FOUNDER
Article 4 — Founder and Establishing Founder
The World Physical Education Union hereby permanently recognizes:

The Founder is recognized as the originator of the founding vision and institutional concept of WPEU.
Article 5 — Founder’s Heritage
- The Founder shall be permanently recorded in the official history of WPEU.
- The name of the Founder may appear in official founding documents, historical records, publications, certificates, and commemorative materials.
- WPEU may establish a Founder’s Office, Founder’s Council, or Founder’s Honor.
- The Founder may provide strategic and philosophical guidance concerning the founding mission and heritage of WPEU, subject to applicable law.
- The founding principles of WPEU shall be preserved as part of its institutional heritage.
CHAPTER III
VISION AND MISSION
Article 6 — Vision
The vision of WPEU is to build a united international community dedicated to advancing physical education, health, fitness, knowledge, professional excellence, and human development.
Article 7 — Mission
The mission of WPEU shall be to:
- Unite physical education professionals and institutions throughout the world.
- Promote physical education as an essential part of human development.
- Advance physical fitness and healthy lifestyles.
- Support professional education and continuing development.
- Encourage scientific research and innovation.
- Develop international professional cooperation.
- Promote educational standards and best practices.
- Support teachers, educators, consultants, coaches, trainers, researchers, and students.
- Organize international congresses, conferences, seminars, workshops, courses, and educational programs.
- Encourage youth participation in physical education and physical activity.
- Promote equality, inclusion, dignity, respect, discipline, and sportsmanship.
- Use physical education as a means of promoting friendship, peace, cooperation, and understanding among peoples.
CHAPTER IV
OBJECTIVES
Article 8 — Principal Objectives
The objectives of WPEU shall include:
1. Global Unity
To unite individuals and organizations involved in physical education and related disciplines.
2. Professional Excellence
To promote high standards of professional competence, ethics, education, and service.
3. Education
To support the development and improvement of physical education at school, university, professional, and community levels.
4. Research
To encourage scientific research in physical education, exercise, fitness, sports science, human movement, and related fields.
5. Health and Wellness
To promote physical activity and healthy lifestyles as important elements of public well-being.
6. Youth Development
To encourage physical, social, educational, and character development among children and young people.
7. International Cooperation
To facilitate cooperation among universities, schools, associations, federations, governments, organizations, and professionals.
8. Professional Recognition
To establish appropriate systems for membership, professional recognition, awards, fellowships, and educational certificates, subject to applicable law.

CHAPTER VI
MEMBERSHIP
Article 10 — Membership Categories
Membership of WPEU may include:
- Founder;
- Founding Members;
- Honorary Members;
- Full Professional Members;
- Physical Education Teachers;
- Physical Education Consultants;
- Coaches and Trainers;
- Researchers and Academics;
- Students;
- Institutional Members;
- National Members;
- Associate Members;
- International Partner Members.
Article 11 — Rights of Members
Subject to their membership category, members may:
- Participate in WPEU programs;
- Attend conferences and congresses;
- Participate in educational and professional activities;
- Serve on committees;
- Vote where eligible;
- Nominate candidates for appropriate offices;
- Receive official publications;
- Apply for awards and professional recognition.
Article 12 — Duties of Members
Members shall:
- Respect this Constitution and the Bylaws;
- Uphold the reputation of WPEU;
- Act ethically and professionally;
- Respect the dignity and rights of others;
- Maintain appropriate professional standards;
- Comply with applicable laws;
- Pay applicable membership fees.
CHAPTER VII
GOVERNING ORGANS
Article 13 — Principal Organs
The principal governing organs of WPEU shall be:
- Founder and Establishing Founder
- World General Assembly
- Supreme Council
- International Executive Council
- President
- Secretary-General
- Scientific and Educational Council
- Professional Standards Council
- Ethics and Disciplinary Council
- National Unions
- Regional and Continental Unions
- Standing and Special Committees
CHAPTER VIII
WORLD GENERAL ASSEMBLY
Article 14 — General Assembly
- The World General Assembly shall be the principal representative assembly of WPEU.
- It shall consist of eligible representatives of WPEU members and affiliated organizations.
- The General Assembly shall meet periodically as provided by the Bylaws.
- The General Assembly may:
- Approve strategic policies;
- Elect or confirm officers where applicable;
- Approve financial reports;
- Approve programs;
- Admit or suspend members according to established procedures;
- Amend the Constitution according to Article 29.
CHAPTER IX
SUPREME COUNCIL
Article 15 — Supreme Council
- The Supreme Council shall provide strategic leadership for WPEU.
- It shall oversee the implementation of the Union’s long-term mission.
- It shall coordinate the activities of international councils and commissions.
- Its composition and powers shall be defined in the Bylaws.
- The Supreme Council shall operate within the authority granted by this Constitution and applicable law.
CHAPTER X
INTERNATIONAL EXECUTIVE COUNCIL
Article 16 — Executive Council
The International Executive Council shall:
- Implement decisions of the General Assembly;
- Manage international programs;
- Coordinate national and regional unions;
- Supervise administrative operations;
- Develop international partnerships;
- Prepare annual plans and reports;
- Support professional and educational programs.
CHAPTER XI
PRESIDENT AND OFFICERS
Article 17 — President
The President shall:
- Represent WPEU in authorized official matters;
- Lead the implementation of approved policies;
- Chair designated meetings;
- Promote international cooperation;
- Coordinate with the Founder and governing councils;
- Perform duties assigned by the Constitution and Bylaws.
Article 18 — Vice Presidents
WPEU may appoint Vice Presidents responsible for areas such as:
- International Affairs;
- Education;
- Science and Research;
- Professional Development;
- Youth Affairs;
- Regional Affairs;
- Institutional Cooperation.
Article 19 — Secretary-General
The Secretary-General shall:
- Direct the administrative work of WPEU;
- Maintain official records;
- Coordinate meetings;
- Manage official correspondence;
- Implement authorized decisions;
- Coordinate national and regional offices;
- Prepare administrative reports.
CHAPTER XII
SPECIALIZED COUNCILS
Article 20 — Scientific and Educational Council
The Scientific and Educational Council shall promote:
- Research;
- Academic cooperation;
- Curriculum development;
- Professional education;
- Scientific publications;
- Conferences;
- Innovation;
- Evidence-informed physical education.
Article 21 — Professional Standards Council
The Professional Standards Council shall:
- Develop professional guidelines;
- Recommend competency standards;
- Promote continuing professional education;
- Develop quality frameworks;
- Support professional excellence;
- Recommend criteria for professional recognition.
Article 22 — Ethics and Disciplinary Council
The Ethics and Disciplinary Council shall:
- Promote ethical conduct;
- Review alleged violations of WPEU rules;
- Recommend appropriate disciplinary measures;
- Protect fairness and due process;
- Promote professional integrity.
Members shall have appropriate opportunities to respond to allegations and appeal decisions according to WPEU regulations.
CHAPTER XIII
NATIONAL AND REGIONAL UNIONS
Article 23 — National Unions
- WPEU may establish or recognize National Physical Education Unions.
- National Unions shall operate according to local law and WPEU’s Constitution and Bylaws.
- National Unions shall promote the objectives of WPEU within their respective jurisdictions.
- National Unions shall submit reports as required by WPEU.
Article 24 — Regional and Continental Unions
WPEU may establish:
- European Physical Education Union;
- Asian Physical Education Union;
- African Physical Education Union;
- North American Physical Education Union;
- South American Physical Education Union;
- Oceania Physical Education Union;
- Middle Eastern and other regional structures as appropriate.
The names and structures of regional bodies shall be determined by the competent authority.
CHAPTER XIV
PROFESSIONAL DEVELOPMENT AND RECOGNITION
Article 25 — Educational Programs
WPEU may organize:
- Professional development courses;
- Seminars;
- Workshops;
- Conferences;
- International congresses;
- Research programs;
- Teacher development programs;
- Consultancy programs;
- Training programs.
Article 26 — Certificates and Recognition
WPEU may issue certificates, fellowships, awards, and other recognitions for programs conducted or authorized by the Union.
Such certificates shall not be represented as government licenses, accredited academic degrees, or legally regulated professional qualifications unless separately recognized by the competent authority.
CHAPTER XV
AWARDS AND HONORS
Article 27 — International Awards
WPEU may establish awards for outstanding achievements in:
- Physical Education;
- Physical Fitness;
- Education;
- Research;
- Sports Science;
- Professional Leadership;
- Youth Development;
- Community Service;
- International Cooperation;
- Humanitarian Service.
A special founding award may be established as:
Philosopher Super Grand Master Mohammadullah Omar Iman Dost Founder’s Honor
in recognition of the Founder and Establishing Founder’s contribution to the creation of WPEU.
CHAPTER XVI
CODE OF ETHICS
Article 28 — Ethical Conduct
Every member and officer of WPEU shall:
- Act honestly and responsibly;
- Respect human dignity;
- Avoid discrimination and harassment;
- Maintain professional competence;
- Avoid fraudulent or misleading claims;
- Respect confidentiality where applicable;
- Disclose relevant conflicts of interest;
- Promote safe physical education;
- Respect applicable laws;
- Protect the integrity and reputation of WPEU.
CHAPTER XVII
AMENDMENTS
Article 29 — Amendment of the Constitution
- Amendments may be proposed by the competent governing authority or by eligible members in accordance with the Bylaws.
- Proposed amendments shall be circulated before the meeting at which they are considered.
- Amendments shall require the voting majority established by the Bylaws.
- Amendments shall remain consistent with the fundamental mission and principles of WPEU.
- All amendments shall comply with applicable law.
CHAPTER XVIII
FINANCIAL ADMINISTRATION
Article 30 — Financial Resources
WPEU may receive lawful funds from:
- Membership fees;
- Donations;
- Grants;
- Sponsorships;
- Educational programs;
- Conferences and events;
- Consultancy services;
- Publications;
- Other lawful sources.
All resources shall be used for the lawful objectives of WPEU.
Article 31 — Financial Accountability
- Proper financial records shall be maintained.
- Financial reports shall be prepared periodically.
- Where legally required or appropriate, financial accounts shall be independently reviewed or audited.
- Organizational funds shall not be used for unauthorized personal benefit.
CHAPTER XIX
INTERNATIONAL COOPERATION
Article 32 — Partnerships
WPEU may cooperate with:
- Universities;
- Schools;
- Governments;
- Sports organizations;
- Professional associations;
- Research institutions;
- Health organizations;
- International organizations;
- Non-governmental organizations;
- Educational institutions;
- Private organizations.
Such cooperation shall advance the lawful objectives of the Union.
CHAPTER XX
OFFICIAL IDENTITY
Article 33 — Emblem, Seal and Flag
WPEU may establish:
- Official emblem;
- Official seal;
- Official flag;
- Official membership certificates;
- Official identification cards;
- Official publications;
- Official medals and awards.
The use of WPEU’s name, logo, seal, titles, and designations shall be governed by WPEU regulations.
CHAPTER XXI
DISSOLUTION
Article 34 — Dissolution
- WPEU may be dissolved only in accordance with this Constitution and applicable law.
- Dissolution shall require the approval specified in the Bylaws.
- Upon dissolution, remaining assets shall be transferred to a lawful organization with compatible educational, scientific, professional, health, or humanitarian objectives, as permitted by law.
- No organizational assets shall be distributed to members for personal benefit except where expressly permitted by law.
CHAPTER XXII
FINAL FOUNDING DECLARATION
The World Physical Education Union (WPEU) is hereby established as an international union dedicated to the unity, advancement, education, professional development, health, fitness, scientific progress, and human development of physical education throughout the world.
The Union formally and permanently records:

CHAPTER XXIII
ENTRY INTO FORCE
This Constitution and Founding Statute shall enter into force upon its formal adoption by the Founding General Assembly of the World Physical Education Union.
