Constitution and Charter of

World University

Preamble

In the name of knowledge, wisdom, peace, justice, innovation, and international cooperation, this Constitution is established for the creation and governance of World University, an independent global institution of higher education dedicated to advancing education, research, human development, and the universal progress of science and culture.

Chapter I — Establishment, Identity, and Objectives

Article 1 — Name

The official name of this institution shall be:

“World University”

hereinafter referred to as “the University.”

Article 2 — Legal Nature

The University is an independent, international, and non-profit institution of higher education.

The University shall operate in accordance with the laws of its country of registration and may establish campuses, branches, research centers, and representative offices worldwide.

The University shall possess an independent legal personality, official seal, and authority to enter into academic, educational, and research agreements.

Article 3 — Objectives of the University

The primary objectives of the University are:

To promote science, technology, philosophy, arts, and human culture;

To advance higher education on a global scale;

To educate future scholars, researchers, and leaders;

To support innovative and interdisciplinary research;

To strengthen intercultural dialogue and international academic cooperation;

To promote ethical values, humanity, and world peace;

To ensure equal educational opportunities without discrimination based on race, ethnicity, religion, or gender.

Chapter II — Founder and Governing Bodies

Article 4 — Founder President

Philosopher Super Grandmaster King Mohammadullah Omar Iman Dost

shall be recognized as the Founder President and the supreme visionary and strategic authority of the University.

The Founder President shall possess the following powers and responsibilities:

Defining the long-term vision of the University;

Appointing the initial members of the Board of Trustees;

Approving the foundational academic and cultural principles of the University;

Safeguarding the academic independence and international character of the University;

Exercising high-level oversight over the implementation of this Constitution.

The title and office of Founder President shall carry historical, honorary, and strategic significance and shall be respected by all governing bodies of the University.

Chapter III — Board of Trustees

Article 5 — Composition of the Board

The Board of Trustees shall consist of no fewer than seven (7) and no more than twenty-one (21) members.

Members shall be selected from distinguished academic, cultural, legal, and professional figures.

The term of membership shall be four years and may be renewed.

Article 6 — Duties of the Board of Trustees

The Board of Trustees shall:

Approve major institutional policies;

Approve the annual budget;

Supervise financial and administrative affairs;

Authorize the establishment of faculties and research centers;

Appoint the President of the University;

Amend internal regulations where necessary.

Chapter IV — President of the University

Article 7 — University President

The President of the University shall be elected by the Board of Trustees.

The President shall serve as the chief executive officer of the University.

The term of office shall be five years and may be renewed.

Article 8 — Responsibilities of the President

The President shall be responsible for:

Managing executive affairs;

Implementing resolutions of the Board of Trustees;

Supervising academic and research activities;

Signing official agreements and documents;

Appointing vice presidents and executive directors.

Chapter V — Academic and Research Affairs

Article 9 — Educational System

The University may offer:

Bachelor’s degrees;

Master’s degrees;

Doctoral degrees;

Professional and specialized programs.

Academic programs shall comply with international educational standards.

The languages of instruction may include English, Persian, Arabic, and other international languages.

Article 10 — Research and Innovation

The University shall actively support scientific research and technological innovation.

Research institutes, laboratories, and scientific innovation parks may be established.

Intellectual property rights and inventions of researchers shall be protected in accordance with applicable laws.

Chapter VI — Financial Affairs

Article 11 — Financial Resources

The financial resources of the University may include:

Tuition fees;

Charitable donations and endowments;

Research contracts and grants;

Lawful investments;

International educational support and partnerships.

Article 12 — Financial Transparency

All financial accounts of the University shall be audited annually by an independent auditor.

Financial reports shall be submitted to the Board of Trustees.

Chapter VII — Ethical Principles

Article 13 — Fundamental Principles

The University shall uphold:

Academic freedom;

Respect for human dignity;

Non-discrimination;

Research ethics;

Protection of the rights of students and faculty members.

Chapter VIII — Amendments and Dissolution

Article 14 — Amendments

This Constitution may be amended upon approval by two-thirds of the Board of Trustees.

Article 15 — Dissolution

The University may only be dissolved by a three-fourths majority vote of the Board of Trustees.
