WORLD SAMBO FEDERATION (WSF)

CHAPTER I

NAME, LEGAL STATUS AND HEADQUARTERS

Article 1 – Name

  1. The name of the organization shall be the World Sambo Federation (WSF).
  2. The Federation is an independent, international, non-governmental, non-profit sports organization.
  3. The Federation shall possess legal personality in accordance with the laws of the country where it is registered.
  4. Philosopher Super Grand Master MUOID is the Founder of World Sambo Federation

Article 2 – Headquarters

  1. The headquarters of WSF shall be established by resolution of the General Assembly.
  2. Regional offices may be established by the Executive Board.

Article 3 – Duration

The Federation is established for an unlimited period.


CHAPTER II

OBJECTIVES

Article 4

The objectives of WSF are to:

a. Promote and develop Sambo throughout the world.

b. Govern all international Sambo activities.

c. Organize World Championships, Continental Championships, World Cups and other international competitions.

d. Promote Sport Sambo, Combat Sambo, Beach Sambo, Adaptive Sambo and Youth Sambo.

e. Encourage participation regardless of race, religion, nationality, gender or political opinion.

f. Protect the integrity of Sambo.

g. Develop coaching, refereeing and athlete education.

h. Promote fair play and ethical conduct.

i. Support anti-doping measures in accordance with the World Anti-Doping Code.

j. Cooperate with international sports organizations.


CHAPTER III

MEMBERSHIP

Article 5 – Categories

Membership consists of:

  • Full Members
  • Associate Members
  • Continental Confederations
  • Honorary Members

Article 6 – Eligibility

Only one National Sambo Federation from each sovereign country may become a Full Member.

Applicants must:

  • be legally registered;
  • govern Sambo nationally;
  • comply with these Statutes;
  • adopt WSF technical rules.

Article 7 – Rights

Members have the right to:

  • attend the General Assembly;
  • vote (Full Members);
  • nominate candidates;
  • organize sanctioned events;
  • receive technical assistance.

Article 8 – Obligations

Members shall:

  • comply with WSF Statutes;
  • pay annual fees;
  • observe ethical standards;
  • implement anti-doping rules;
  • submit annual reports.

Article 9 – Suspension

A Member may be suspended for:

  • violating these Statutes;
  • non-payment of fees;
  • bringing the Federation into disrepute;
  • serious ethical violations.

Suspension requires a two-thirds vote of the Executive Board and confirmation by the General Assembly.


CHAPTER IV

GOVERNING BODIES

The governing bodies are:

  1. General Assembly
  2. Executive Board
  3. President
  4. Continental Confederations
  5. Standing Committees
  6. Judicial Bodies
  7. Secretariat

CHAPTER V

GENERAL ASSEMBLY

Article 10

The General Assembly is the supreme authority of WSF.

It shall meet every four years.

Extraordinary meetings may be convened by:

  • the President;
  • the Executive Board;
  • one-third of Full Members.

Article 11 – Powers

The General Assembly shall:

  • elect officers;
  • amend the Statutes;
  • approve budgets;
  • approve financial statements;
  • determine membership;
  • dissolve the Federation.

Article 12 – Voting

Each Full Member has one vote.

Decisions are adopted by simple majority unless otherwise specified.

Statutory amendments require a two-thirds majority.

Dissolution requires a three-fourths majority.


CHAPTER VI

EXECUTIVE BOARD

Article 13

The Executive Board consists of:

  • President
  • First Vice President
  • Vice Presidents
  • Secretary General
  • Treasurer
  • Continental Presidents
  • Athlete Representative

Article 14

The Executive Board shall:

  • implement General Assembly decisions;
  • supervise administration;
  • approve competitions;
  • manage finances;
  • appoint commissions.

Meetings shall be held at least twice annually.


CHAPTER VII

PRESIDENT

Article 15

The President:

  • represents WSF;
  • presides over meetings;
  • signs official documents;
  • oversees implementation of strategic plans;
  • may exercise emergency authority subject to Executive Board ratification.

Term of office:
Four years.

Maximum:
Three consecutive terms.


CHAPTER VIII

SECRETARY GENERAL

The Secretary General:

  • manages daily administration;
  • maintains records;
  • prepares meetings;
  • coordinates communication;
  • supervises staff.

CHAPTER IX

TREASURER

The Treasurer:

  • manages financial affairs;
  • prepares annual accounts;
  • presents budgets;
  • supervises audits.

CHAPTER X

CONTINENTAL CONFEDERATIONS

Recognized Confederations include:

  • Africa
  • Americas
  • Asia
  • Europe
  • Oceania

Each Confederation shall operate under statutes consistent with WSF.


CHAPTER XI

COMMISSIONS

Standing Commissions include:

  • Technical Commission
  • Refereeing Commission
  • Coaching Commission
  • Medical Commission
  • Athletes Commission
  • Women’s Commission
  • Ethics Commission
  • Development Commission
  • Marketing and Media Commission
  • Legal Commission

Additional commissions may be established by the Executive Board.


CHAPTER XII

ATHLETES

Athletes have the right to:

  • fair competition;
  • equal opportunity;
  • safe participation;
  • representation through the Athletes Commission.

CHAPTER XIII

ETHICS

All Members shall observe:

  • integrity;
  • transparency;
  • impartiality;
  • accountability;
  • respect;
  • anti-corruption principles;
  • safeguarding policies.

Conflicts of interest must be declared.


CHAPTER XIV

DISCIPLINARY MATTERS

The Ethics and Disciplinary Committee may impose:

  • warning;
  • reprimand;
  • suspension;
  • fine;
  • expulsion.

Appeals may be submitted to the Appeals Committee.


CHAPTER XV

ANTI-DOPING

WSF adopts and enforces the World Anti-Doping Code.

All Members shall comply with international anti-doping regulations.


CHAPTER XVI

FINANCE

Income may include:

  • membership fees;
  • sponsorship;
  • grants;
  • broadcasting rights;
  • licensing;
  • donations;
  • event revenues.

Annual accounts shall be independently audited.


CHAPTER XVII

OFFICIAL LANGUAGES

The official languages are:

  • English
  • French
  • Spanish
  • Russian

The English text shall prevail in case of interpretation.


CHAPTER XVIII

AMENDMENTS

These Statutes may be amended by a two-thirds majority of the General Assembly.

Written proposals must be circulated at least ninety days before the meeting.


CHAPTER XIX

DISSOLUTION

Upon dissolution:

  • liabilities shall be settled;
  • remaining assets shall be transferred to another non-profit sports organization with similar objectives.

No assets shall be distributed to members.


CHAPTER XX

FINAL PROVISIONS

These Statutes enter into force immediately upon approval by the Founding General Assembly.

The Executive Board shall adopt implementing regulations where necessary.
