STATUTE OF THE WORLD SOGO KARATE-DO FEDERATION (WSKDF)

PREAMBLE
The World Sogo Karate-Do Federation (WSKDF) is established as an independent, international, non-profit organization dedicated to preserving, promoting, and developing the art and philosophy of Sogo Karate-Do throughout the world. The Federation is founded on the principles of respect, integrity, discipline, humility, self-improvement, friendship, and peace. Through education, training, and international cooperation, WSKDF seeks to unite practitioners of all nations while maintaining the highest technical and ethical standards.
CHAPTER I – NAME, STATUS AND PURPOSE
Article 1 – Name
The official name of the organization shall be the World Sogo Karate-Do Federation (WSKDF).
Article 2 – Legal Status
- WSKDF is an international, independent, non-profit, non-political, and non-discriminatory organization.
- The Federation shall operate in accordance with the laws of the country in which it is incorporated and these Statutes.
Article 3 – Headquarters
- The headquarters shall be determined by the General Assembly.
- Regional offices may be established by decision of the Executive Board.
Article 4 – Official Language
- English shall be the official language of WSKDF.
- Official translations may be approved by the Executive Board. In the event of any discrepancy, the English version shall prevail.
CHAPTER II – OBJECTIVES
Article 5
The objectives of WSKDF are to:
- Promote and develop Sogo Karate-Do throughout the world.
- Preserve the traditions, philosophy, and ethics of Karate-Do.
- Encourage technical excellence through education and training.
- Establish international standards for grading, coaching, refereeing, and competition.
- Organize World, Continental, Regional, and International Championships.
- Conduct seminars, instructor courses, referee courses, and technical conferences.
- Encourage youth participation, gender equality, and inclusion.
- Promote friendship, cultural exchange, and mutual respect among member nations.
- Cooperate with national and international sports organizations.
- Protect the integrity and reputation of Sogo Karate-Do.
CHAPTER III – MEMBERSHIP
Article 6 – Membership Categories
Membership shall consist of:
- Full Members
- Associate Members
- Provisional Members
- Honorary Members
Only one Full Member shall represent each sovereign nation or territory recognized by the Federation.
Article 7 – Admission
Applicants shall submit:
- Proof of legal registration.
- Constitution or statutes.
- List of affiliated clubs.
- Technical leadership information.
- Written acceptance of these Statutes.
Membership shall become effective after approval by the Executive Board and ratification by the General Assembly.
Article 8 – Rights of Members
Full Members have the right to:
- Vote at the General Assembly.
- Nominate candidates for office.
- Organize WSKDF-sanctioned events.
- Participate in official championships and seminars.
- Receive technical support and official recognition.
Article 9 – Obligations of Members
Members shall:
- Comply with these Statutes and all Federation regulations.
- Pay annual membership fees.
- Respect WSKDF technical standards.
- Promote ethical conduct and fair play.
- Submit annual reports when requested.
CHAPTER IV – GOVERNING BODIES
Article 10
The governing bodies of WSKDF shall be:
- General Assembly
- Executive Board
- President
- Standing Committees
- Ethics and Disciplinary Commission
- Audit Committee
CHAPTER V – GENERAL ASSEMBLY
Article 11
The General Assembly is the supreme governing authority of WSKDF.
Its powers include:
- Electing officers.
- Approving amendments to the Statutes.
- Adopting budgets and financial reports.
- Determining membership fees.
- Admitting, suspending, or expelling members.
- Approving long-term strategic plans.
The Ordinary General Assembly shall meet every two years.
An Extraordinary General Assembly may be convened by the President, the Executive Board, or upon written request by at least one-third of the Full Members.
CHAPTER VI – EXECUTIVE BOARD
Article 12
The Executive Board shall consist of:
- President
- Senior Vice President
- Vice Presidents
- Secretary General
- Treasurer
- Technical Director
- Director of Referees
- Director of Coaching and Education
- Director of Development
- Chair of the Athletes’ Commission
The term of office shall be four (4) years, and officers may be re-elected.
CHAPTER VII – DUTIES OF OFFICERS
Article 13 – President
The President shall:
- Represent WSKDF internationally.
- Chair meetings of the General Assembly and Executive Board.
- Ensure implementation of decisions.
- Sign official documents and agreements.
Article 14 – Secretary General
The Secretary General shall:
- Administer the Federation.
- Maintain official records.
- Prepare meetings and agendas.
- Coordinate communications.
Article 15 – Treasurer
The Treasurer shall:
- Manage financial affairs.
- Prepare annual budgets.
- Present financial statements.
- Ensure accountability and transparency.
CHAPTER VIII – STANDING COMMITTEES
Article 16
The Federation shall maintain the following Standing Committees:
- Technical Committee
- Referee Committee
- Coaching and Education Committee
- Medical Committee
- Women’s Committee
- Athletes’ Commission
- Ethics Committee
- Audit Committee
The Executive Board may establish additional committees as necessary.
CHAPTER IX – TECHNICAL REGULATIONS
Article 17
The Technical Committee shall establish and supervise:
- Technical syllabus
- Dan grading standards
- Instructor certification
- Referee licensing
- Competition rules
- Coaching qualifications
CHAPTER X – CHAMPIONSHIPS
Article 18
WSKDF shall sanction:
- World Championships
- Continental Championships
- International Open Championships
- Youth Championships
- Technical Seminars
- Instructor Courses
- Referee Courses
Official WSKDF titles may only be awarded at sanctioned events.
CHAPTER XI – FINANCE
Article 19
The financial resources of WSKDF may include:
- Membership fees
- Competition fees
- Sponsorship
- Donations
- Grants
- Licensing fees
- Educational programs
- Merchandise
Annual financial reports shall be presented to the General Assembly.
CHAPTER XII – ETHICS AND DISCIPLINE
Article 20
Every member shall uphold:
- Respect
- Integrity
- Honesty
- Fair play
- Equality
- Transparency
- Non-discrimination
The Federation shall maintain policies addressing safeguarding, harassment, corruption, and abuse.
Disciplinary sanctions may include warnings, suspension, removal from office, or expulsion, subject to due process.
CHAPTER XIII – ANTI-DOPING
Article 21
WSKDF supports clean sport and shall adopt Anti-Doping Regulations consistent with applicable international standards.
CHAPTER XIV – AMENDMENTS
Article 22
These Statutes may be amended only by a two-thirds majority of votes cast by the General Assembly.
Proposed amendments shall be circulated to all Full Members at least sixty (60) days before the meeting.
CHAPTER XV – DISSOLUTION
Article 23
The Federation may be dissolved only by a three-fourths majority of the General Assembly.
Following settlement of all liabilities, any remaining assets shall be transferred to another non-profit organization pursuing similar objectives.
CHAPTER XVI – FINAL PROVISIONS
Article 24
These Statutes shall enter into force upon their adoption by the Founding General Assembly of the World Sogo Karate-Do Federation.
