PREAMBLE

In order to develop, promote, organize, coordinate, and advance sports at national and international levels; to support athletes, coaches, referees, masters, officials, and sports administrators; to promote peace and friendship through sport; to support youth and sporting talent; to create equal opportunities; and to strengthen cooperation among sports organizations, this Statute is hereby established for the organization and governance of the World Sports Commission (WSC) as an international sports development and coordinating body.

The World Sports Commission shall operate on the principles of integrity, justice, respect, excellence, equality, friendship, peace, sustainable development, sportsmanship, and non-discrimination, while respecting the applicable laws of the jurisdiction in which it is registered and relevant international principles governing sport.

Within its institutional cooperation framework, the WSC shall serve as a Partner of the World Sports Committee and a Partner of the World Sports Foundation, and may cooperate with sports federations, committees, foundations, clubs, educational institutions, governmental and non-governmental organizations, private entities, and individuals throughout the world.


CHAPTER I — NAME, STATUS AND IDENTITY

Article 1 — Official Name

The official name of the organization shall be:

WORLD SPORTS COMMISSION

The official abbreviation shall be:

WSC

The Persian name shall be:

Article 2 — Legal and Organizational Nature

  1. The WSC shall be an international sports organization dedicated to the development, coordination, and promotion of sporting activities.
  2. Subject to the laws of its jurisdiction of registration, the organization may be established as an association, institution, non-profit organization, foundation, federation, commission, or another appropriate legal form.
  3. The WSC shall be independent of political parties and shall have no partisan political character.
  4. The organization may cooperate with governmental, non-governmental, sporting, academic, cultural, and private institutions, provided that such cooperation does not compromise its sporting mission and organizational independence.

Article 3 — Institutional Partnerships

Within its formal cooperation framework, the WSC shall be recognized as:

Partner of the World Sports Committee

and

Partner of the World Sports Foundation.

These designations shall represent cooperation, partnership, coordination, or contractual relationships, and the precise rights and responsibilities of each organization shall be determined by formal written agreements between the relevant parties.


CHAPTER II — FOUNDER AND FOUNDING AUTHORITY

Article 4 — Founder

The Founder and Establishing Founder of the World Sports Commission is:

The Founder may hold the official designation of Founder or Founding President, subject to the applicable laws and the organization’s founding documents.


Article 5 — Founder’s Historical Role

  1. The Founder shall retain recognition for the historical establishment and development of the WSC.
  2. The Founder’s name and founding history may appear in official documents, charters, certificates, publications, archives, and institutional presentations.
  3. Any executive or governance powers granted to the Founder shall be expressly defined in the organization’s legally adopted governing documents.
  4. Nothing in this Article shall be interpreted as overriding the mandatory laws of the jurisdiction in which the organization is registered.

CHAPTER III — VISION, MISSION AND OBJECTIVES

Article 6 — Vision

The vision of the WSC shall be:

To create a united, fair, ethical, inclusive, and globally connected sports community in which sport serves as a common language for peace, friendship, health, education, and human development.


Article 7 — Mission

The mission of the WSC shall include:

  1. Developing sport at the international level.
  2. Supporting athletes and young sporting talent.
  3. Connecting federations, committees, clubs, academies, and sports organizations.
  4. Promoting professional standards in sport.
  5. Supporting education and certification for coaches and referees.
  6. Organizing sporting competitions, festivals, conferences, and international events.
  7. Promoting sports ethics and fair play.
  8. Opposing discrimination in sport.
  9. Creating equal opportunities for participation in sporting activities.
  10. Supporting women’s sports, youth sports, and adaptive sports.
  11. Using sport as a means of peace, friendship, and international understanding.
  12. Supporting research, education, innovation, and scientific development in sport.

CHAPTER IV — FUNDAMENTAL PRINCIPLES

Article 8 — Principles of the Organization

The WSC shall operate according to the following fundamental principles:

1. Justice

Fair and equitable treatment of members, athletes, officials, and participants.

2. Non-Discrimination

No unlawful discrimination based on nationality, gender, language, ethnicity, social background, economic status, or other personal characteristics.

3. Respect

Respect for athletes, coaches, referees, officials, administrators, members, opponents, and all participants.

4. Integrity

Opposition to corruption, fraud, manipulation, bribery, collusion, and unethical conduct.

5. Sportsmanship

Respect for opponents and adherence to the spirit of fair competition.

6. Peace

Using sport as a bridge for friendship, dialogue, cooperation, and understanding among peoples and nations.

7. Transparency

Responsible and transparent administration of organizational affairs and resources.

8. Accountability

Holding officers and governing bodies responsible for their lawful decisions and actions.


CHAPTER V — MEMBERSHIP

Article 9 — Categories of Membership

Membership of the WSC may include:

  1. Founding Members
  2. Honorary Members
  3. Permanent Members
  4. Ordinary Members
  5. Professional Members
  6. Federation Members
  7. Institutional Members
  8. Club Members
  9. Sports Members
  10. Youth Members
  11. Academic and Scientific Members
  12. Supporting and Associate Members

Article 10 — Membership Requirements

An applicant for membership shall:

  • Accept this Statute and applicable regulations;
  • Respect the ethical principles of the WSC;
  • Provide the required documentation;
  • Refrain from conduct that could seriously damage the integrity or reputation of sport or the organization.

Article 11 — Rights of Members

Eligible members may:

  1. Participate in WSC programs and activities.
  2. Participate in WSC competitions and events.
  3. Receive educational, developmental, and sporting services.
  4. Exercise voting rights where provided by the applicable regulations.
  5. Stand for eligible organizational positions.
  6. Submit proposals, initiatives, and development plans to the organization.

Article 12 — Duties of Members

Members shall:

  1. Comply with this Statute and applicable regulations.
  2. Observe the WSC Code of Ethics and disciplinary standards.
  3. Refrain from unauthorized use of the WSC name, emblem, certificates, or identity.
  4. Respect lawful decisions of the organization’s governing bodies.
  5. Refrain from fraud, corruption, collusion, match manipulation, and other unethical conduct.

CHAPTER VI — GOVERNING BODIES

Article 13 — Principal Organs

The principal organs of the WSC shall include:

  1. The Founder
  2. The General Assembly
  3. The President
  4. The Executive Board
  5. The Secretary-General
  6. Vice Presidents
  7. Specialized Committees
  8. Ethics and Disciplinary Committee
  9. Arbitration and Dispute Resolution Committee
  10. Athletes’ Committee
  11. Youth Committee
  12. Development and Education Committee
  13. Sports Medicine and Health Committee
  14. Women and Equality in Sport Committee
  15. Finance and Audit Committee
  16. Regional and National Offices and Representatives

CHAPTER VII — GENERAL ASSEMBLY

Article 14 — General Assembly

The General Assembly shall be the supreme decision-making body of the organization within the limits of this Statute and the applicable law.

Article 15 — Functions of the General Assembly

The General Assembly shall:

  1. Approve the general policies and strategic direction of the organization.
  2. Review organizational performance reports.
  3. Review and approve financial reports.
  4. Elect or appoint members of governing bodies as provided by the applicable rules.
  5. Approve amendments to this Statute.
  6. Review and approve the annual budget.
  7. Decide on major institutional matters.

CHAPTER VIII — PRESIDENCY

Article 16 — President of the WSC

The President shall be the principal executive representative of the organization within the powers established by this Statute.

The President shall:

  • Represent the WSC officially;
  • Lead strategic policies;
  • Oversee implementation of approved decisions;
  • Promote international cooperation;
  • Support development of the WSC global network;
  • Chair meetings of the Executive Board;
  • Supervise the performance of the Secretary-General.

CHAPTER IX — SECRETARY-GENERAL

Article 17 — Secretary-General

The Secretary-General shall be responsible for the executive and administrative management of the WSC.

The Secretary-General shall:

  1. Implement decisions of the General Assembly and Executive Board.
  2. Manage the Secretariat.
  3. Prepare annual programs and operational plans.
  4. Manage organizational communications.
  5. Prepare executive reports.
  6. Coordinate regional offices.
  7. Supervise implementation of international programs.

CHAPTER X — SPECIALIZED COMMITTEES

Article 18 — Athletes’ Committee

The Athletes’ Committee shall represent the interests of athletes and support their rights, welfare, education, development, and participation in organizational affairs.

Article 19 — Youth Committee

The Youth Committee shall develop youth sporting programs, identify talent, and encourage youth leadership in sport.

Article 20 — Women’s Sports Committee

The Women’s Sports Committee shall promote women’s participation in sport, support female athletes, and encourage equal opportunities.

Article 21 — Education and Development Committee

This Committee shall develop educational programs for:

  • Coaches;
  • Referees;
  • Sports administrators;
  • Athletes;
  • Instructors;
  • Sports professionals.

Article 22 — Sports Medicine and Health Committee

This Committee may support athlete health, injury prevention, education, and health awareness, subject to applicable medical, professional, and legal standards.

Article 23 — Ethics and Disciplinary Committee

This Committee shall review alleged violations of the WSC’s ethical and disciplinary standards and conduct proceedings according to approved disciplinary regulations.


CHAPTER XI — SPORTS DISCIPLINES

Article 24 — Sporting Disciplines

The WSC may support and develop various sporting disciplines, including:

  • Martial arts;
  • Traditional sports;
  • Individual sports;
  • Team sports;
  • Mind sports;
  • Aquatic sports;
  • Winter sports;
  • Adaptive and para sports;
  • Youth sports;
  • Esports, where approved;
  • Emerging and innovative sports.

The addition of any new discipline shall be subject to technical standards and approval by the competent governing body.


CHAPTER XII — INTERNATIONAL COMPETITIONS AND EVENTS

Article 25 — Events

The WSC may:

  1. Organize world championships.
  2. Organize regional and continental competitions.
  3. Establish international cups and leagues.
  4. Organize international sports festivals.
  5. Organize congresses and conferences.
  6. Conduct ceremonies recognizing athletes and distinguished sports personalities.
  7. Establish international sports exchange programs.

Article 26 — Awards and Certificates

Subject to approved regulations, the organization may award:

  • Medals;
  • Trophies;
  • Certificates;
  • Diplomas;
  • Honors;
  • Awards;
  • Recognition titles;
  • Special distinctions.

Any professional title or certification shall be awarded according to transparent, published, and verifiable criteria.


CHAPTER XIII — INTERNATIONAL COOPERATION

Article 27

The WSC may enter into memoranda of understanding, cooperation agreements, and lawful contracts with:

  • National sports federations;
  • International sports federations;
  • Sports committees;
  • Sports foundations;
  • Clubs;
  • Universities;
  • Research institutions;
  • Non-governmental organizations;
  • Government institutions;
  • International organizations;
  • Sponsors;
  • Educational institutions;
  • Private and public organizations.

CHAPTER XIV — BRANCHES AND REPRESENTATIVES

Article 28

Subject to applicable local laws, the WSC may establish:

  • National offices;
  • Regional offices;
  • Representatives;
  • Sports councils;
  • Academies;
  • Training centers;
  • Talent-development centers.

All national and regional offices shall operate in accordance with this Statute and the laws of the jurisdiction in which they operate.


CHAPTER XV — FINANCE AND SOURCES OF FUNDING

Article 29 — Sources of Funding

The lawful financial resources of the organization may include:

  1. Membership fees;
  2. Donations and lawful contributions;
  3. Sponsorships;
  4. Event revenues;
  5. Educational and training programs;
  6. Sale of authorized organizational merchandise;
  7. Lawful contracts;
  8. Charitable and humanitarian contributions;
  9. Grants;
  10. Other lawful sources consistent with the organization’s objectives.

Article 30 — Financial Principles

  1. Organizational funds shall be used for approved institutional purposes.
  2. Financial records shall be properly maintained.
  3. Expenditures shall be appropriately documented.
  4. The organization shall seek to maintain financial transparency.
  5. Where required by law, the organization’s accounts shall be reviewed by an independent auditor.

CHAPTER XVI — ETHICS, INTEGRITY AND ANTI-CORRUPTION

Article 31

The WSC strictly opposes:

  • Bribery;
  • Corruption;
  • Match-fixing;
  • Fraud;
  • Document forgery;
  • Manipulation of competition results;
  • Financial misconduct;
  • Abuse of authority;
  • Harassment;
  • Unlawful discrimination;
  • Conduct contrary to the principles of sport.

Article 32

The organization shall establish appropriate procedures for receiving, reviewing, and fairly addressing ethical complaints and reports, including appropriate confidentiality protections.


CHAPTER XVII — DISPUTE RESOLUTION

Article 33

Disputes between members, officials, committees, and organizational bodies should first be addressed through dialogue, negotiation, and mediation.

Where a dispute cannot be resolved amicably, it may be referred, according to applicable WSC regulations, to an internal dispute-resolution body or a competent arbitration forum.

Nothing in this Article shall unlawfully restrict any person’s right to seek remedies before a competent court or authority.


CHAPTER XVIII — NAME, EMBLEM AND INTELLECTUAL PROPERTY

Article 34

The name:

WORLD SPORTS COMMISSION

and abbreviation:

WSC

together with official emblems, logos, seals, certificates, publications, and other organizational identifiers, shall be protected to the extent permitted by applicable intellectual-property laws.

Commercial or official use of the organization’s name or emblem without authorization shall not be permitted.


CHAPTER XIX — ATHLETE AND YOUTH PROTECTION

Article 35

The WSC shall promote a safe, respectful, inclusive, and healthy sporting environment.

For programs involving children and minors, the organization shall comply with applicable child-protection laws, safeguarding standards, and requirements concerning parental or legal-guardian consent.


CHAPTER XX — MEDIA AND COMMUNICATIONS

Article 36

The WSC may establish or operate:

  • An official website;
  • Social-media channels;
  • Publications;
  • Magazines;
  • Digital platforms;
  • Broadcasting channels;
  • Television and internet programs;
  • Official media networks.

Official organizational information should be distributed through authorized communication channels.


CHAPTER XXI — WORLD SPORTS ACADEMY

Article 37

The WSC may establish an educational institution known as:

WORLD SPORTS ACADEMY

The Academy may provide education and training in:

  • Coaching;
  • Refereeing;
  • Sports management;
  • Sports leadership;
  • Sports ethics;
  • Sports science;
  • Physical conditioning;
  • Athlete development;
  • Talent development;
  • Instructor education.

CHAPTER XXII — HONORARY MEMBERSHIP AND SPECIAL AWARDS

Article 38

The organization may recognize individuals who have made outstanding contributions to sport and society.

Recognition may include:

Honorary Member

Sports Ambassador

World Sports Leader

Sports Excellence Award

Lifetime Achievement Award

Such honors shall be granted according to approved criteria and organizational regulations.


CHAPTER XXIII — AMENDMENT OF THE STATUTE

Article 39

Proposals to amend this Statute may be submitted by:

  • The Founder;
  • The Executive Board;
  • The President;
  • Or eligible members in accordance with organizational regulations.

Amendments shall become effective upon approval by the competent organizational authority and, where legally required, upon registration or approval by the relevant governmental authority.


CHAPTER XXIV — DISSOLUTION

Article 40

The WSC may be dissolved only in accordance with the law of its jurisdiction of registration and by a decision of the competent organizational authority.

Upon dissolution, after settlement of lawful liabilities, the remaining assets shall be transferred or otherwise disposed of in accordance with applicable law and the organization’s non-profit or stated institutional purposes and shall not be unlawfully distributed among members.


CHAPTER XXV — FINAL PROVISIONS

Article 41

Matters not expressly addressed by this Statute shall be governed by the internal regulations of the WSC and the applicable laws of the jurisdiction of registration.

Article 42

No provision of this Statute shall be interpreted as authorizing the organization to undertake unlawful activities or to issue licenses, qualifications, or official governmental authorizations beyond its legal authority.

Article 43

The WSC may adopt additional regulations and codes governing:

  • Membership;
  • Elections;
  • Discipline;
  • Ethics;
  • Competitions;
  • Refereeing;
  • Finance;
  • Media;
  • Certification;
  • Branches and representatives;
  • Athlete safeguarding;
  • Education;
  • International cooperation.

By this declaration, the WORLD SPORTS COMMISSION (WSC) is established and presented as an international sports initiative dedicated to the development of global sports cooperation, athlete support, education, sporting excellence, and communication among the world’s sporting communities.

The organization is founded by:
