STATUTE OF THE ASIAN COMBAT SPORTS FEDERATION (ACSF)

PREAMBLE

ARTICLE 1

NAME, STATUS, AND HEADQUARTERS

1.1 Name

The name of the organization shall be:

Asian Combat Sports Federation (ACSF)

1.2 Legal Status

The ACSF shall be a non-profit, non-governmental sports organization established to govern, develop, and promote combat sports activities in Asia.

1.3 Headquarters

The headquarters of the Federation shall be determined by the General Assembly and may be transferred upon approval according to this Statute.

1.4 Official Languages

The official working languages of the Federation shall be English and other languages approved by the General Assembly.

ARTICLE 2

OBJECTIVES AND PURPOSES

The objectives of the ACSF shall be:

a. To promote and develop combat sports throughout Asia;

b. To establish unified standards for training, competition, athlete safety, and officiating;

c. To organize Asian championships, tournaments, seminars, and educational programs;

d. To encourage youth participation and grassroots development;

e. To support athletes, coaches, referees, judges, and technical officials;

f. To protect the integrity of combat sports by preventing cheating, corruption, discrimination, and unsafe practices;

g. To promote gender equality and equal opportunities;

h. To cooperate with recognized international sports organizations;

i. To preserve and respect the cultural heritage of Asian martial arts and combat sports.

ARTICLE 3

MEMBERSHIP

3.1 Membership Categories

The Federation shall have the following categories of membership:

a. Full Members
National governing bodies or recognized combat sports organizations representing countries or territories in Asia.

b. Associate Members
Organizations, clubs, academies, educational institutions, or other bodies contributing to combat sports development.

c. Honorary Members
Individuals recognized for exceptional contributions to combat sports.

3.2 Admission of Members

Applications for membership shall be submitted to the Executive Committee and approved by the General Assembly.

3.3 Rights of Members

Full Members shall have the right to:

a. Participate in Federation activities;

b. Vote at the General Assembly;

c. Nominate candidates for elected positions;

d. Submit proposals and recommendations.

3.4 Obligations of Members

Members shall:

a. Respect this Statute and Federation regulations;

b. Promote ethical conduct and fair competition;

c. Pay required membership fees;

d. Support Federation programs and objectives.

ARTICLE 4

GOVERNING BODIES

The governing bodies of the ACSF shall be:

The General Assembly;
The Executive Committee;
The President;
The Secretariat;
Standing Committees;
Disciplinary and Ethics Bodies.

ARTICLE 5

GENERAL ASSEMBLY

5.1 Authority

The General Assembly shall be the supreme decision-making body of the Federation.

5.2 Composition

The General Assembly shall consist of representatives of Full Members.

5.3 Powers

The General Assembly shall:

a. Approve and amend the Statute;

b. Elect the President and Executive Committee members;

c. Approve strategic plans and budgets;

d. Admit or suspend members;

e. Approve major policies and regulations;

f. Dissolve the Federation if required.

5.4 Meetings

The General Assembly shall meet at least once every two years.

An extraordinary meeting may be called by the President or by one-third of Full Members.

5.5 Voting

Each Full Member shall have one vote.

Decisions shall be made by a simple majority unless otherwise stated in this Statute.

ARTICLE 6

EXECUTIVE COMMITTEE

6.1 Composition

The Executive Committee shall consist of:

President;
Vice Presidents;
General Secretary;
Treasurer;
Members responsible for technical, medical, athlete, and development matters.

6.2 Responsibilities

The Executive Committee shall:

a. Implement decisions of the General Assembly;

b. Manage Federation affairs;

c. Develop competitions and programs;

d. Supervise committees and departments;

e. Ensure compliance with this Statute.

6.3 Term of Office

Executive Committee members shall serve a term of four years and may be re-elected according to Federation rules.

ARTICLE 7

PRESIDENT

7.1 Role

The President shall be the highest representative of the ACSF.

7.2 Duties

The President shall:

a. Represent the Federation internationally;

b. Chair meetings of the General Assembly and Executive Committee;

c. Ensure implementation of Federation decisions;

d. Protect the interests and values of the Federation.

ARTICLE 8

SECRETARIAT

The Secretariat shall manage the daily administration of the Federation.

Its responsibilities include:

a. Maintaining official records;

b. Communicating with members;

c. Organizing events;

d. Managing documentation and correspondence.

ARTICLE 9

COMPETITIONS AND TECHNICAL REGULATIONS

The ACSF shall establish regulations governing:

a. Competition formats;

b. Weight categories;

c. Safety requirements;

d. Medical procedures;

e. Referee and judging standards;

f. Anti-doping and integrity measures.

All competitions shall prioritize athlete safety and fair play.

ARTICLE 10

ATHLETE SAFETY AND ETHICS

The Federation shall:

a. Protect athletes from abuse, harassment, and discrimination;

b. Promote safe training and competition environments;

c. Require appropriate medical supervision;

d. Maintain ethical standards for all participants.

ARTICLE 11

FINANCE

11.1 Financial Resources

The Federation’s income may include:

a. Membership fees;

b. Event revenues;

c. Sponsorships;

d. Donations;

e. Grants and other lawful sources.

11.2 Financial Management

Funds shall only be used to achieve the objectives of the Federation.

Financial records shall be maintained transparently and audited according to applicable laws.

ARTICLE 12

DISCIPLINE AND DISPUTE RESOLUTION

The Federation shall establish disciplinary procedures for violations of:

a. This Statute;

b. Competition regulations;

c. Ethical standards;

d. Anti-doping rules.

Members shall have the right to appeal decisions according to Federation procedures.

ARTICLE 13

AMENDMENTS

This Statute may be amended by a two-thirds majority vote of the General Assembly.

Proposals for amendments must be submitted in writing before the meeting at which they are considered.

ARTICLE 14

DISSOLUTION

The ACSF may be dissolved only by a decision of the General Assembly supported by a two-thirds majority vote.

Upon dissolution, remaining assets shall be transferred to a non-profit organization with similar objectives.

ARTICLE 15

FINAL PROVISIONS

This Statute enters into force upon approval by the founding members of the Asian Combat Sports Federation.

The Federation shall operate according to the principles of:

Integrity;
Respect;
Equality;
Excellence;
Athlete welfare;
International cooperation.
