PREAMBLE

We, the members and founding authorities of the World Combat Arts Federation (WCAF), recognizing the universal value of sport, martial arts, combat sports, physical education, discipline, ethics, scientific knowledge, personal development, international cooperation, and friendship among peoples, hereby establish this Constitution and Statutes.

The World Combat Arts Federation is established as an international umbrella organization dedicated to the development, organization, regulation, education, promotion, and preservation of:

Modern Combat Systems
Mixed Combat Systems
Combat Fitness and Physical Education

WCAF recognizes that martial arts are not merely systems of physical combat, but comprehensive disciplines involving discipline, ethics, knowledge, physical development, mental development, self-control, responsibility, respect, and human development.

CHAPTER I

NAME, IDENTITY AND LEGAL NATURE

Article 1 — Official Name

The official name of the organization shall be:

WORLD COMBAT ARTS FEDERATION

hereinafter referred to as WCAF.

The full name shall be used in official international documents, certificates, diplomas, regulations, correspondence, championships, publications, and institutional communications.

Article 2 — Nature of the Federation

WCAF shall function as an international umbrella federation dedicated to the coordination and development of combat-related sporting and martial disciplines.

Subject to applicable national law, WCAF may establish or recognize:

National Federations;
Continental Confederations;
Regional Associations;
International Associations;
Martial Arts Organizations;
Sports Organizations;
Clubs;
Academies;
Dojos and Training Centers;
Research and Educational Institutions;
Technical Committees;
Championship Committees;
Refereeing and Judging Bodies;
Masters and Grandmasters Councils.

CHAPTER II

THE THREE PRINCIPAL PILLARS

Article 3 — Combat Sports

Combat Sports shall refer to competitive disciplines in which participants engage in regulated physical competition according to defined rules, weight categories, safety regulations, judging systems, time limits, and competition procedures.

Combat Sports may include, but are not limited to:

Boxing;
Kickboxing;
Muay Thai;
Sanda;
Mixed Martial Arts;
Combat Sambo;
Wrestling;
Grappling;
Submission Fighting;
Full Contact Fighting;
Point Fighting;
Continuous Fighting;
Other combat disciplines approved by the WCAF Technical Commission.

Article 4 — Martial Arts

Martial Arts shall refer to traditional, modern, classical, scientific, or hybrid systems of martial practice involving technical training, physical development, discipline, philosophy, self-defense, combat methodology, and personal development.

These may include, but are not limited to:

Karate;
Taekwondo;
Judo;
Jujutsu / Jiu-Jitsu;
Kung Fu / Wushu;
Aikido;
Hapkido;
Kendo;
Kobudo;
Arnis;
Eskrima;
Kali;
Kenpo;
Traditional Martial Arts;
Modern Martial Arts;
Mixed Martial Arts Systems;
Other recognized martial systems.

The above list shall not be considered exhaustive.

Article 5 — Martial Sports

Martial Sports shall represent disciplines that combine the technical and philosophical elements of martial arts with organized sporting competition.

Martial Sports may include:

Forms Competition;
Kata Competition;
Open Forms;
Weapons Forms;
Technical Demonstrations;
Individual Fighting;
Team Fighting;
Combat Performance;
Technical Skills Competition;
Controlled Sparring;
Other approved martial sporting disciplines.

CHAPTER III

WORLD COMBAT ARTS AS THE FOUNDATIONAL UMBRELLA SYSTEM

Article 6 — World Combat Arts

Within the WCAF framework, World Combat Arts shall constitute the foundational umbrella concept connecting Combat Sports, Martial Arts, Martial Sports, and related combat disciplines.

The World Combat Arts concept is based upon the study and integration of universal principles including:

Striking;
Kicking;
Blocking;
Footwork;
Movement;
Grappling;
Throwing;
Takedowns;
Joint Control;
Ground Skills;
Defensive Skills;
Tactical Movement;
Conditioning;
Mental Discipline;
Combat Strategy;
Physical Education;
Ethical Development.

World Combat Arts shall not be interpreted as abolishing or replacing the identity of existing martial arts. Rather, it provides a comprehensive framework through which different martial disciplines may be studied, coordinated, developed, and promoted internationally.

CHAPTER IV

FOUNDER

Article 7 — Founder

The Founder and Supreme Founding Authority of the World Combat Arts Federation shall be:

Article 8 — Founder’s Role

The Founder may serve as the principal historical, philosophical, and founding authority of WCAF, subject always to the legal framework governing the Federation.

The Founder’s institutional responsibilities may include:

Preserving the founding philosophy of WCAF;
Protecting the identity and heritage of the Federation;
Providing philosophical and strategic guidance;
Promoting the international development of Combat Sports, Martial Arts and Martial Sports;
Supporting the establishment of international structures;
Advising the Supreme Advisory Council;
Supporting the development of new martial and combat disciplines;
Promoting education, research and scientific development;
Supporting international cooperation;
Preserving the historical legacy of the Federation.

Any formal legal powers assigned to the Founder shall be defined in accordance with the law of the jurisdiction in which WCAF is legally established.

CHAPTER V

VISION AND MISSION

Article 9 — Vision

The vision of WCAF is:

To establish a unified, ethical, professional, scientific and globally connected international platform for Combat Sports, Martial Arts and Martial Sports.

WCAF seeks to create a worldwide community in which different martial arts and combat disciplines can preserve their individual identities while participating in a professional international framework.

Article 10 — Mission

The mission of WCAF shall include:

Developing Combat Sports worldwide;
Developing Martial Arts worldwide;
Developing Martial Sports worldwide;
Promoting international championships;
Establishing professional educational standards;
Developing qualified instructors and coaches;
Developing referees and judges;
Supporting athletes;
Protecting athlete health and safety;
Promoting fair play;
Promoting ethical conduct;
Supporting youth development;
Supporting women’s participation;
Promoting scientific research;
Preserving martial arts heritage;
Establishing international certification systems;

WCAF recognizes that the highest purpose of martial arts is not uncontrolled violence.

Human Excellence.

Accordingly:

Article 13 — International Structure

The organizational structure of WCAF shall consist, where applicable, of:

CHAPTER VIII

Article 14 — Continental Confederations

WCAF may establish or recognize Continental Confederations for:

Oceania.

The names, jurisdiction, authority and responsibilities of each Continental Confederation shall be established through WCAF regulations.

CHAPTER IX

MEMBERSHIP

Article 15 — Categories of Membership

Membership categories may include:

1. Full National Member

A recognized national federation.

2. Associate Member

An affiliated organization with limited rights.

3. Provisional Member

An organization operating under provisional recognition.

4. Continental Member

A recognized continental body.

5. Institutional Member

An educational, scientific, sporting or professional institution.

6. Academy Member

A recognized martial arts or combat sports academy.

7. Club Member

A recognized club or training organization.

8. Individual Member

An individual practitioner, instructor, athlete, official, coach or master.

9. Honorary Member

An individual granted honorary membership.

10. Lifetime / Founder Honorary Member

A person granted special honorary status in recognition of exceptional service.

Article 16 — Principal Organs

The principal organs of WCAF may include:

World Congress / General Assembly;
Founder’s Council;

CHAPTER XI

WORLD CONGRESS

Article 17 — General Assembly

The World Congress / General Assembly shall constitute the supreme democratic decision-making body of WCAF, subject to the rights and provisions established for the Founder and other organs under this Constitution.

Its responsibilities may include:

Approving the Constitution;
Approving amendments;
Electing members of the Executive Board;
Reviewing financial reports;
Reviewing annual reports;
Approving membership;
Establishing international policies;
Approving major regulations;
Reviewing strategic development;
Approving major championship structures.

CHAPTER XII

EXECUTIVE BOARD

Article 18 — World Executive Board

The World Executive Board shall be responsible for implementing the policies and decisions of WCAF.

It may consist of:

President;
Senior Vice Presidents;
Vice Presidents;
Secretary General;
Deputy Secretaries General;
Treasurer;
Technical Director;
Legal Advisor;
Medical Director;
Athlete Representative;
Continental Representatives.

CHAPTER XIII

MASTERS AND GRANDMASTERS COUNCIL

Article 19 — Masters and Grandmasters Council

The Masters and Grandmasters Council shall provide technical, educational and historical guidance concerning martial arts and combat disciplines.

Its responsibilities may include:

Reviewing advanced technical systems;
Reviewing senior grades;
Establishing educational standards;
Evaluating senior instructors;
Protecting martial arts heritage;
Preventing fraudulent rank claims;
Advising the Technical Commission;
Supporting international martial arts education.

CHAPTER XIV

RANKING AND GRADING SYSTEM

Article 20 — Martial Arts Grades

WCAF may establish or recognize appropriate ranking systems.

A general Dan structure may include:

1st Dan;
2nd Dan;
3rd Dan;
4th Dan;
5th Dan;
6th Dan;
7th Dan;
8th Dan;
9th Dan;
10th Dan.

Where a particular martial art uses a different traditional ranking system, WCAF may establish an equivalency framework.

Promotion shall be based upon appropriate criteria including:

Technical proficiency;
Knowledge;
Training experience;
Teaching experience;
Character;
Ethics;
Service;
Examination;
Competition experience where applicable;
Contribution to the development of the discipline.

CHAPTER XV

INSTRUCTOR AND COACH CERTIFICATION

Article 21 — Instructor Levels

WCAF may establish:

Level 1 — Assistant Instructor

Level 2 — Certified Instructor

Level 3 — Senior Instructor

Level 4 — Master Instructor

Level 5 — International Master Instructor

Article 22 — Coaching Certification

Coach certification may include:

Assistant Coach;
Certified Coach;
Senior Coach;
Master Coach;
International Master Coach.

Certification shall be based upon education, technical competence, experience, ethics, athlete safety and successful completion of required examinations.

CHAPTER XVI

REFEREES AND JUDGES

Article 23 — Officials

WCAF may establish international certification for:

Referees;
Judges;
Timekeepers;
Scorekeepers;
Technical Officials;
Supervisors;
Competition Officials.

Officials must maintain impartiality, competence, professionalism and independence.

CHAPTER XVII

WORLD CHAMPIONSHIPS

Article 24 — International Competitions

WCAF may organize or sanction:

World Combat Arts Championships;
World Combat Sports Championships;
World Martial Arts Championships;
World Martial Sports Championships;
World Cups;
Grand Prix;
Continental Championships;
National Championships;
Open Championships;
Masters Championships;
Youth Championships;
Invitational Championships;
Technical Demonstration Events.

CHAPTER XVIII

ATHLETE HEALTH AND SAFETY

Article 25 — Safety

Athlete safety shall be a fundamental priority of WCAF.

Competitions shall, where required by the applicable rules and law, include:

Appropriate medical personnel;
First-aid and emergency procedures;
Appropriate protective equipment;
Qualified referees;
Clearly defined competition rules;
Risk-management procedures;
Injury-management procedures;
Rules permitting appropriate stoppage of competition.

CHAPTER XIX

CHILDREN AND YOUTH PROTECTION

Article 26 — Youth Protection

WCAF shall promote safe and responsible participation of children and young athletes.

Youth programs should include appropriate policies regarding:

Parental or guardian consent;
Safe coaching;
Athlete welfare;

CHAPTER XX

CODE OF ETHICS

CHAPTER XXI

ANTI-DOPING AND SPORT INTEGRITY

Article 28 — Anti-Doping

WCAF shall establish appropriate anti-doping and sport-integrity policies consistent with applicable law and recognized international standards.

Athletes, coaches, officials and affiliated organizations shall comply with applicable prohibited-substance and prohibited-method rules.

CHAPTER XXII

PRESERVATION OF MARTIAL ARTS IDENTITY

Article 29 — Independence of Styles

WCAF shall respect the historical and technical identity of each recognized martial arts system.

Membership in WCAF shall not automatically require a martial arts organization to change:

Its traditional name;
Its historical identity;
Its uniform;
Its philosophy;
Its traditional terminology;
Its technical curriculum;
Its traditional ranking structure.

Affiliated organizations shall, however, comply with applicable WCAF requirements concerning safety, ethics, competition integrity and organizational standards.

CHAPTER XXIII

RECOGNITION OF NEW MARTIAL SYSTEMS

Article 30 — New Styles

A new martial arts or combat system may apply for recognition by WCAF.

The application may include:

Official name;
Founder;
History;
Philosophy;
Technical curriculum;
Training methodology;
Ranking system;
Instructor qualifications;
Competition rules;
Safety regulations;
Organizational structure;
Supporting documentation.

The Technical Commission may review the application and submit a recommendation to the appropriate governing authority.

CHAPTER XXIV

SCIENTIFIC RESEARCH

Article 31 — Combat and Martial Arts Science

WCAF shall encourage scientific and academic research in:

CHAPTER XXVI

CERTIFICATES AND DIPLOMAS

Article 33 — Official Certifications

WCAF may issue official certificates, diplomas and credentials for:

Master Grades;
Grandmaster Recognition;

CHAPTER XXVII

NATIONAL FEDERATIONS

Article 34 — National Representation

Subject to applicable law and WCAF regulations, a country may establish or designate a national federation affiliated with WCAF.

Where WCAF adopts a one-member-per-country model, the recognized national federation shall constitute the principal national representative of WCAF within that jurisdiction.

CHAPTER XXVIII

CONTINENTAL CONFEDERATIONS

Article 35 — Continental Administration

Continental Confederations shall coordinate WCAF activities within their respective geographical regions.

They shall operate consistently with:

FINANCE

The lawful financial resources of WCAF may include:

Every disciplinary procedure should provide appropriate notice and a reasonable opportunity to respond or appeal.

CHAPTER XXXII

DISPUTE RESOLUTION

The applicable jurisdiction and dispute-resolution procedure shall be defined by the legal registration framework of WCAF.

The official name, abbreviation, logo, emblem, flag, seal, certificates, diplomas and other official marks of WCAF shall be protected according to applicable intellectual-property laws.

Unauthorized commercial or official use shall be prohibited where legally enforceable.

CHAPTER XXXIV

OFFICIAL LANGUAGE

Article 41 — Official Language

The principal international working language of WCAF shall be:

Spanish;

and other languages.

Where multiple official versions exist, the Constitution shall specify which language controls in case of inconsistency.

CHAPTER XXXV

EQUALITY AND NON-DISCRIMINATION

Article 42 — Equality

WCAF shall promote equal opportunity and shall not permit unlawful discrimination on the basis of:

Other protected characteristics under applicable law.

CHAPTER XXXVI

WOMEN IN MARTIAL ARTS

Article 43 — Women’s Participation

WCAF shall encourage the participation of women in:

Research;
Leadership.

Appropriate policies shall be established to ensure safe and equitable participation.

CHAPTER XXXVII

YOUTH DEVELOPMENT

Youth development shall be a strategic priority of WCAF.

MARTIAL ARTS AND PEACE

Article 45 — Martial Arts for Peace

WCAF recognizes martial arts as a means of promoting:

Martial arts shall not be promoted as a means of uncontrolled violence or unlawful aggression.

CHAPTER XXXIX

INTERNATIONAL COOPERATION

WCAF may cooperate with:

National sports organizations;
International martial arts organizations;
National federations;
Continental federations;
Universities;
Research institutions;
Sports clubs;
Academies;
Educational institutions;
Professional competition organizers;
Other lawful organizations.

Any claim of official recognition by a government, Olympic body or international organization shall be made only where such recognition actually exists and can be documented.

CHAPTER XL

FOUNDER’S OFFICIAL BIOGRAPHICAL PRESENTATION

Article 47 — Official Introduction

The following wording may be used for the official organizational introduction of the Founder:

Founder and Supreme Founding Authority of the World Combat Arts Federation (WCAF), and a visionary figure dedicated to the development, organization, education and international promotion of Combat Sports, Martial Arts and Martial Sports.

Within the WCAF institutional framework, his vision emphasizes the integration of martial arts practice, sports science, physical education, philosophy, technical development, ethics and international cooperation.

CHAPTER XLI

THE GLOBAL WCAF FRAMEWORK

Article 48 — Three Principal Divisions

The principal global framework of WCAF shall consist of:

Traditional, modern, scientific and hybrid martial systems.

OFFICIAL MOTTO

Article 49 — WCAF Motto

The proposed official motto of WCAF shall be:

“ONE WORLD — MANY ARTS — ONE MARTIAL SPIRIT.”

An alternative institutional motto may be:

“DISCIPLINE, RESPECT, EXCELLENCE AND GLOBAL UNITY.”

CHAPTER XLIII

WORLD HEADQUARTERS

Article 50 — Headquarters

The official World Headquarters of WCAF shall be established in the country and city in which the Federation is legally registered.

WCAF may additionally establish:

Continental Headquarters;
Regional Offices;
National Headquarters;
International Liaison Offices;
Training Centers;
Research Centers.

CHAPTER XLIV

AMENDMENTS

Article 51 — Amendments to the Constitution

This Constitution may be amended, revised or supplemented according to the procedures established by WCAF and the applicable law of the jurisdiction in which the Federation is registered.

Any amendment concerning:

The identity of the Federation;
Fundamental objectives;
Membership rights;
Governance;
Constitutional powers;
Organizational structure;

shall require the level of approval established by the applicable WCAF constitutional procedure.

CHAPTER XLV

DISSOLUTION

Article 52 — Dissolution

The dissolution of WCAF shall occur only in accordance with applicable law and a valid decision of the competent governing authority.

After settlement of all lawful obligations, remaining assets shall be distributed in accordance with applicable law and the lawful objectives of the Federation.

CHAPTER XLVI

FINAL PROVISION

Article 53 — Final Provision

This Constitution and Statutes constitute the principal organizational, administrative, technical, educational, ethical and international framework of the:

WCAF

All affiliated members, national federations, continental confederations, academies, clubs, masters, grandmasters, instructors, coaches, referees, judges, officials and athletes shall respect this Constitution and the applicable regulations of WCAF within the scope of their respective authority.

The Federation seeks to unite diverse martial traditions and modern combat disciplines while respecting the individual identity, history, philosophy and technical heritage of each recognized system.
