STATUTE OF THE WORLD SPECIAL FORCES ORGANIZATION

Preamble

We, the founding members of the World Special Forces Organization (WSFO), united by the principles of international cooperation, professional excellence, discipline, mutual respect, humanitarian service, and the protection of human dignity, hereby establish this Statute.

The Organization shall provide a platform for cooperation, professional exchange, education, research, cultural understanding, and peaceful dialogue among qualified special-forces professionals, veterans, security professionals, researchers, and other eligible members.

The WSFO shall operate in accordance with applicable national and international law and shall respect the sovereignty of states and the fundamental rights and freedoms of individuals.

Article 1 — Name and Status

1. The name of the organization shall be the World Special Forces Organization, abbreviated WSFO.
2. The WSFO shall be established as an independent, non-governmental international organization, subject to the laws applicable in its place of registration.
3. The Organization shall not claim to exercise governmental, military, police, or sovereign authority unless such authority is expressly granted by the competent legal authority.
4. The official working language of the Organization shall be English, while additional languages may be adopted by decision of the governing bodies.

Article 2 — Mission

The mission of the WSFO shall be to:

a. Promote professional cooperation and dialogue among members of the international special-forces and security community;

b. Encourage lawful standards of professionalism, discipline, leadership, integrity, and service;

c. Support education, research, conferences, seminars, and professional exchanges;

d. Preserve and study the history, traditions, and professional heritage of special-forces communities;

e. Promote humanitarian principles, protection of civilians, and respect for international law;

f. Develop relationships among veterans, serving professionals, academics, institutions, and civil-society organizations;

g. Encourage peaceful international cooperation and mutual understanding.

Article 3 — Principles

The WSFO shall be guided by:

1. Respect for human dignity;
2. Respect for international and domestic law;
3. Sovereign equality and non-interference;
4. Professional integrity and accountability;
5. Non-discrimination;
6. Respect for civilian life and humanitarian principles;
7. Transparency and responsible governance;
8. Peaceful international cooperation.

The Organization shall not be established or operated as an armed force, private army, mercenary organization, or body exercising unauthorized coercive authority.

Article 4 — Membership

Membership may be granted to individuals and institutions meeting eligibility requirements established by the Organization.

Categories of membership may include:

• Founding Members;
• Professional Members;
• Veteran Members;
• Associate Members;
• Honorary Members;
• Institutional Members;
• Academic or Research Members.

The Executive Council may establish membership procedures, ethical requirements, and disciplinary procedures consistent with this Statute and applicable law.

Article 5 — Governing Bodies

The principal organs of the WSFO shall be:

1. The General Assembly;
2. The President;
3. The Executive Council;
4. The Secretary-General;
5. Standing and special committees established under this Statute.

Article 6 — General Assembly

1. The General Assembly shall be the principal representative deliberative body of the Organization.
2. It shall consider the strategic direction, programs, budget, membership framework, and major institutional matters of the WSFO.
3. Each voting member shall have the voting rights established by the Organization’s membership regulations.
4. The General Assembly shall meet at least once annually, physically or electronically.
5. Extraordinary meetings may be convened when required by the interests of the Organization.

Article 7 — President

1. The President shall be the ceremonial and executive head of the WSFO, within the powers granted by this Statute.
2. The President shall:
   • represent the Organization;
   • promote its mission and principles;
   • preside over meetings as provided by the Statute;
   • provide strategic leadership;
   • oversee implementation of decisions of the General Assembly and Executive Council;
   • promote international cooperation and institutional development.
3. The President shall remain accountable to the governing organs of the Organization.

Article 8 — Founder and President

The Organization recognizes Philosopher Super Grand Master Mohammadullah Omar Iman Dost as the Founder and President of the World Special Forces Organization, subject to the legal status and governance arrangements under which the Organization is established.

Founder and President — Introduction

Philosopher Super Grand Master Mohammadullah Omar Iman Dost is recognized by the founding framework of the WSFO as the individual who established and provided the initial vision for the Organization.

In his capacity as Founder and President, he shall be associated with the Organization’s founding ideals of professional excellence, international cooperation, leadership, discipline, education, and service.

The title of Founder recognizes the historical role attributed to him in establishing the Organization. The title of President denotes the leadership position defined by this Statute and does not itself confer governmental, military, diplomatic, or sovereign authority.

Any biographical, professional, academic, military, or honorary qualifications attributed to the Founder and President shall be based on independently verifiable records or documentation provided by the individual or the Organization.

Article 9 — Executive Council

1. The Executive Council shall assist the President in administering the Organization.
2. Its composition shall be determined by the General Assembly or by founding regulations.
3. The Council may establish committees dealing with:
   • professional education;
   • history and heritage;
   • humanitarian affairs;
   • international relations;
   • research and publications;
   • membership and ethics;
   • finance and administration.

Article 10 — Secretary-General

The Secretary-General shall be responsible for the day-to-day administrative coordination of the Organization and shall:

a. Maintain organizational records;

b. Coordinate meetings and official communications;

c. Assist in implementing decisions of the governing bodies;

d. Prepare administrative and financial reports;

e. Perform other duties assigned under this Statute.

Article 11 — Ethics and Professional Conduct

All members shall uphold:

• honesty and professional integrity;
• respect for human rights;
• lawful conduct;
• confidentiality where legally appropriate;
• respect for civilian authorities;
• responsible use of professional knowledge;
• prohibition of discrimination and abuse.

Membership may be suspended or terminated for serious violations of the Statute or applicable law, subject to fair procedures established by the Organization.

Article 12 — International Cooperation

The WSFO may establish lawful cooperation with:

• veterans’ organizations;
• academic institutions;
• humanitarian organizations;
• professional associations;
• research institutions;
• governmental or intergovernmental bodies, where appropriate and legally authorized.

Such cooperation shall not compromise the Organization’s independence or require members to undertake unlawful activities.

Article 13 — Education and Research

The Organization may organize conferences, lectures, publications, historical projects, leadership programs, professional seminars, and research initiatives.

Educational activities involving security or military subjects shall be conducted responsibly and in accordance with applicable law and shall not constitute unauthorized operational training.

Article 14 — Finance

1. The financial resources of the WSFO may include membership dues, lawful donations, grants, sponsorships, publication income, conference fees, and other lawful sources.
2. Organizational funds shall be used solely for purposes consistent with this Statute.
3. Appropriate financial records shall be maintained.
4. The Organization shall establish procedures for financial accountability and oversight.

Article 15 — Headquarters and Chapters

1. The headquarters of the WSFO shall be established at a location determined by the founding authorities and in accordance with applicable law.
2. National, regional, or professional chapters may be established with the approval of the Executive Council.
3. Chapters shall operate consistently with this Statute and the laws of their respective jurisdictions.

Article 16 — Symbols and Identity

The Organization may establish an official emblem, flag, seal, membership insignia, certificates, and other symbols.

Such symbols shall not be designed or used in a manner that falsely suggests governmental, military, police, diplomatic, or sovereign status.

Article 17 — Amendments

1. Amendments to this Statute may be proposed by the President, Executive Council, or members as determined by organizational regulations.
2. Amendments shall require approval by the General Assembly according to the voting procedure established by the Organization.
3. Amendments shall not conflict with applicable law.

Article 18 — Dissolution

The WSFO may be dissolved by a decision of the General Assembly in accordance with applicable law.

Upon dissolution, remaining assets shall be transferred or distributed in accordance with the law governing the Organization and its stated non-profit or organizational purposes.

Article 19 — Final Provision

This Statute constitutes the foundational governing document of the World Special Forces Organization.

The Organization shall seek to build an international community based on professionalism, lawful conduct, education, cooperation, historical preservation, humanitarian values, and respect for human dignity.

Adopted as the Founding Statute of the World Special Forces Organization.
