Adopted by the Founding General Assembly

PREAMBLE

We, the founding members of the Asia Sports Federation (ASF),

Recognizing the fundamental importance of sport as a means of promoting health, education, discipline, friendship, cultural understanding, peace and cooperation among the peoples of Asia;

Recognizing the rich sporting, martial arts and cultural traditions of the Asian continent;

Desiring to establish an independent, democratic, transparent and internationally respected continental sports federation;

Affirming the right of athletes and sporting organizations to participate in sport without discrimination;

Recognizing the importance of athlete safety, fair play, sporting integrity, ethical conduct and good governance;

Respecting the independence and technical identity of individual sports, martial arts and combat disciplines;

Seeking to unite national sports federations, martial arts federations, combat-sports organizations, clubs, associations, academies and other lawful sporting bodies throughout Asia;

Hereby establish the ASIA SPORTS FEDERATION, hereinafter referred to as “ASF” or “the Federation,” and adopt these Statutes as its supreme governing instrument.

CHAPTER I

NAME, STATUS AND IDENTITY

Article 1 — Name

1. The official name of the organization shall be:

ASIA SPORTS FEDERATION

2. The official abbreviation shall be:

ASF

3. The Federation may use the designation:

Asia Sports Federation – Continental Federation for Sports, Martial Arts and Combat Sports.

4. The official name, emblem, flag, symbols and abbreviations of ASF shall be protected in accordance with applicable law.

Article 2 — Nature of the Federation

1. ASF shall be an independent, non-governmental, non-profit and autonomous continental sports federation.
2. ASF shall operate throughout the Asian continent, subject to applicable national and international law.
3. ASF shall be independent from governments, political parties, religious organizations and commercial interests.
4. ASF shall have its own legal personality where permitted by the law of its country of registration.
5. ASF shall have the authority to establish its own internal regulations, sporting rules, commissions, committees and administrative structures.
6. ASF shall not interfere with the internal cultural, technical or organizational identity of its members except where necessary to enforce ASF statutes, safety standards, sporting integrity requirements or official competition regulations.

CHAPTER II

CONTINENTAL JURISDICTION

Article 3 — Continental Scope

1. ASF shall have continental scope throughout Asia.
2. ASF may recognize and cooperate with national federations and sports organizations from countries and territories geographically or institutionally associated with Asia, subject to applicable law and the Federation’s membership regulations.
3. ASF may establish regional structures including:a. West Asian Region;
   b. Central Asian Region;
   c. South Asian Region;
   d. Southeast Asian Region;
   e. East Asian Region;
   f. Other regions established by the General Assembly.
4. Regional structures shall operate under the authority of ASF and shall not possess authority inconsistent with these Statutes.

CHAPTER III

PURPOSE AND OBJECTIVES

Article 4 — Mission

The mission of ASF shall be to develop, organize, promote, regulate and unite sports throughout Asia while respecting the independence and identity of individual sporting disciplines.

Article 5 — Objectives

ASF shall:

1. Promote sport throughout Asia.
2. Promote martial arts and combat sports.
3. Support traditional Asian sports and indigenous sporting traditions.
4. Promote modern Olympic, non-Olympic and recognized international sports.
5. Develop athletes from grassroots through elite level.
6. Organize continental championships and sporting events.
7. Promote youth and school sport.
8. Promote women’s participation in sport.
9. Support athletes with disabilities and inclusive sport.
10. Promote coaching and technical education.
11. Develop referees, judges and technical officials.
12. Establish competition standards.
13. Promote athlete health and safety.
14. Combat doping and competition manipulation.
15. Prevent discrimination, harassment and abuse in sport.
16. Promote fair play and sporting ethics.
17. Encourage sports science and research.
18. Promote cultural exchange through sport.
19. Encourage friendship and cooperation among Asian nations.
20. Represent the collective sporting interests of ASF members at continental and international level.
21. Cooperate with legitimate international, continental and national sports organizations.
22. Seek appropriate recognition, affiliation, partnership or cooperation with competent international sports bodies.
23. Promote the peaceful and constructive role of sport in society.

CHAPTER IV

SPORTS AND DISCIPLINES

Article 6 — Scope of Sports

ASF may recognize and support:

A. Olympic Sports

Sports included in the Olympic movement or otherwise recognized through appropriate international sporting structures.

B. Martial Arts

Including, but not limited to:

• Karate
• Judo
• Taekwondo
• Wushu
• Kung Fu
• Aikido
• Hapkido
• Kendo
• Jiu-Jitsu
• Brazilian Jiu-Jitsu
• Sambo
• Traditional Asian martial arts
• Other recognized martial arts

C. Combat Sports

Including, but not limited to:

• Boxing
• Kickboxing
• Muay Thai
• Wrestling
• MMA
• Grappling
• Pankration
• Combat Sambo
• Full-contact combat sports
• Other recognized combat disciplines

D. Traditional Sports

ASF may recognize traditional and indigenous sports originating in Asian countries and communities.

E. Other Sports

ASF may recognize additional sports upon recommendation of the relevant Technical Commission and approval by the competent governing body.

Article 7 — Independence of Individual Sports

1. Each recognized sport shall retain its technical identity.
2. ASF shall respect the historical traditions, rules, terminology, uniforms, grading systems and cultural identity of recognized martial arts.
3. ASF shall not require a member organization to abandon its traditional identity as a condition of membership.
4. Where a sport has an established international governing body, ASF shall seek cooperation and technical compatibility with that body where appropriate.
5. ASF shall have authority over ASF continental competitions conducted under its own jurisdiction.

CHAPTER V

MEMBERSHIP

Article 8 — Categories of Membership

Membership may include:

1. National Federation Members
2. National Sports Organizations
3. National Martial Arts Federations
4. National Combat Sports Federations
5. Regional Associations
6. Sport-Specific Federations
7. Associate Members
8. Provisional Members
9. Institutional Members
10. Clubs and Academies
11. Educational and Research Institutions
12. Honorary Members

Article 9 — National Federation Membership

1. ASF shall seek to recognize an appropriate national federation or national sporting organization for each participating Asian country or territory for each sport under ASF jurisdiction.
2. A national federation shall be a legally established or otherwise lawfully operating sporting organization.
3. A national member shall demonstrate genuine sporting activity.
4. A national federation shall comply with:a. ASF Statutes;
   b. ASF regulations;
   c. ASF competition rules;
   d. athlete-safety requirements;
   e. integrity requirements;
   f. anti-doping requirements where applicable.

CHAPTER VI

RIGHTS AND DUTIES OF MEMBERS

Article 10 — Rights

Members in good standing shall have the right to:

1. Participate in ASF programs.
2. Enter athletes in ASF competitions.
3. Attend General Assembly meetings.
4. Vote where voting rights are granted.
5. Nominate eligible candidates for ASF offices.
6. Receive technical and educational support.
7. Apply to host ASF events.
8. Appeal disciplinary decisions according to ASF procedures.
9. Use ASF membership status in accordance with ASF regulations.

Article 11 — Duties

Members shall:

1. Respect these Statutes.
2. Respect ASF decisions.
3. Maintain accurate organizational records.
4. Protect athletes.
5. Prevent cheating and manipulation.
6. Respect referees and officials.
7. Prevent discrimination and harassment.
8. Maintain financial and administrative integrity.
9. Pay approved membership fees.
10. Cooperate with ASF investigations.

CHAPTER VII

GOVERNING ORGANS

Article 12 — Organs of ASF

The governing organs of ASF shall be:

1. The General Assembly;
2. The Executive Board;
3. The President;
4. The Secretary General;
5. The Treasurer;
6. The Sport and Technical Commissions;
7. The Athletes Commission;
8. The Ethics and Integrity Commission;
9. The Disciplinary Commission;
10. The Medical and Athlete Welfare Commission;
11. The Audit and Finance Committee;
12. Other bodies established under these Statutes.

CHAPTER VIII

GENERAL ASSEMBLY

Article 13 — Supreme Authority

1. The General Assembly shall be the supreme legislative authority of ASF.
2. The General Assembly shall consist of eligible voting members.
3. The General Assembly shall:a. adopt and amend the Statutes;
   b. elect the President;
   c. elect members of the Executive Board;
   d. approve annual reports;
   e. approve financial statements;
   f. approve the budget;
   g. appoint or approve auditors;
   h. determine membership fees;
   i. approve major policies;
   j. determine the strategic direction of ASF;
   k. decide matters reserved to the General Assembly.

Article 14 — Ordinary Congress

1. The General Assembly shall meet at least once each year.
2. Notice of the meeting shall be provided in accordance with ASF regulations.
3. Meetings may be conducted physically, electronically or in hybrid form where legally permissible.

Article 15 — Extraordinary General Assembly

An Extraordinary General Assembly may be called by:

1. The President;
2. The Executive Board; or
3. At least one-third of voting members.

CHAPTER IX

EXECUTIVE BOARD

Article 16 — Composition

The Executive Board shall consist of:

1. President;
2. Senior Vice President(s);
3. Vice Presidents;
4. Secretary General;
5. Treasurer;
6. Athlete Representative;
7. Additional elected members as determined by the General Assembly.

Article 17 — Responsibilities

The Executive Board shall:

1. Implement decisions of the General Assembly.
2. Manage the affairs of ASF between General Assemblies.
3. Approve regulations.
4. Supervise competitions.
5. Establish commissions.
6. Manage international relations.
7. Protect the interests of members.
8. Ensure proper financial management.
9. Promote athlete welfare.
10. Ensure compliance with these Statutes.

CHAPTER X

PRESIDENT

Article 18 — President

1. The President shall be the principal elected representative of ASF.
2. The President shall:a. represent ASF internationally;
   b. chair the General Assembly;
   c. chair the Executive Board;
   d. supervise the implementation of ASF policy;
   e. protect the independence and integrity of ASF.
3. The President shall not have authority to override the General Assembly or act contrary to these Statutes.

CHAPTER XI

SECRETARY GENERAL

Article 19 — Secretary General

The Secretary General shall be responsible for:

1. Administrative management;
2. Official correspondence;
3. Meeting documentation;
4. Membership records;
5. Implementation of decisions;
6. Coordination of commissions;
7. Maintenance of official ASF records.

CHAPTER XII

TREASURER AND FINANCE

Article 20 — Financial Administration

1. ASF shall maintain transparent financial administration.
2. ASF funds shall be used solely for lawful sporting and organizational purposes.
3. Annual financial statements shall be prepared.
4. ASF accounts shall be subject to independent audit or other appropriate financial review.
5. No officer shall use ASF funds for personal benefit except for legitimate, documented expenses and remuneration approved according to ASF regulations.

CHAPTER XIII

ELECTIONS

Article 21 — Democratic Elections

1. ASF officers shall be elected through transparent and democratic procedures.
2. Elections shall be conducted according to electoral regulations approved by the General Assembly.
3. Elections shall provide reasonable opportunities for qualified candidates from different regions of Asia.
4. No member shall be discriminated against on the basis of nationality, gender, ethnicity, religion, political belief or social status, subject to lawful eligibility requirements.

CHAPTER XIV

TERM OF OFFICE

Article 22 — Terms

1. The term of office shall be four years unless otherwise determined by the General Assembly.
2. Officers may be re-elected subject to ASF electoral regulations.
3. No officer may remain in office after expiration of the applicable term except where permitted by these Statutes or an election procedure.

CHAPTER XV

ATHLETES

Article 23 — Athlete Rights

ASF recognizes athletes as central stakeholders in sport.

ASF shall promote:

1. Safe sporting environments;
2. Fair competition;
3. Equal opportunity;
4. Protection from abuse;
5. Protection from harassment;
6. Medical support;
7. Proper competition standards;
8. Transparent disciplinary procedures;
9. Athlete representation;
10. Respect for athlete dignity.

CHAPTER XVI

ATHLETES COMMISSION

Article 24 — Athletes Commission

1. ASF shall establish an Athletes Commission.
2. The Commission shall advise ASF on matters affecting athletes.
3. Athlete representatives shall have appropriate participation in ASF governance.
4. ASF shall seek meaningful athlete representation in major decisions concerning athlete welfare and competition.

CHAPTER XVII

MARTIAL ARTS AND COMBAT SPORTS

Article 25 — Martial Arts Council

ASF may establish an Asian Martial Arts and Combat Sports Council.

The Council may coordinate:

1. Traditional martial arts;
2. Modern martial arts;
3. Combat sports;
4. Grappling sports;
5. Striking sports;
6. Mixed combat disciplines;
7. Traditional combat systems;
8. Martial arts education;
9. Technical standards;
10. International championships.

Article 26 — Preservation of Martial Arts Heritage

ASF shall protect and promote the cultural heritage of Asian martial arts.

The Federation recognizes that martial arts may include:

• sport;
• physical education;
• cultural heritage;
• traditional knowledge;
• discipline;
• philosophy;
• self-development;
• competition.

ASF shall respect both traditional and competitive forms of martial arts.

CHAPTER XVIII

TECHNICAL COMMISSIONS

Article 27 — Sport Commissions

ASF may establish a Technical Commission for each recognized sport.

Each Commission may be responsible for:

1. Rules;
2. Competition formats;
3. Technical standards;
4. Officials;
5. Referees;
6. Judges;
7. Coaching standards;
8. Athlete classification where applicable;
9. Competition safety;
10. Technical development.

CHAPTER XIX

COMPETITIONS

Article 28 — ASF Championships

ASF may organize:

1. Asian Championships;
2. Asian Martial Arts Championships;
3. Asian Combat Sports Championships;
4. Asian Games-style multisport events;
5. Continental Cups;
6. Regional Championships;
7. Youth Championships;
8. Junior Championships;
9. Masters Championships;
10. Women’s Championships;
11. Para-sport competitions;
12. Other competitions approved by ASF.

CHAPTER XX

SAFETY AND MEDICAL PROTECTION

Article 29 — Athlete Safety

1. Athlete safety shall be a fundamental principle of ASF.
2. Combat sports shall be conducted under appropriate rules designed to reduce unnecessary injury.
3. Competitions shall require appropriate medical and emergency procedures.
4. ASF may suspend a competition or athlete where serious safety risks exist.
5. Youth competitions shall apply age-appropriate safety regulations.

CHAPTER XXI

ANTI-DOPING AND SPORT INTEGRITY

Article 30 — Anti-Doping

1. ASF shall promote clean sport.
2. ASF shall adopt appropriate anti-doping rules consistent with applicable international standards.
3. Athletes, coaches, officials and members participating in ASF competitions shall comply with applicable anti-doping regulations.

Article 31 — Manipulation of Competitions

ASF prohibits:

1. Match-fixing;
2. Competition manipulation;
3. Bribery;
4. Illegal betting-related manipulation;
5. Deliberate performance manipulation;
6. Corruption of officials;
7. Fraudulent sporting results.

Violations may result in suspension, disqualification, expulsion or other sanctions.

CHAPTER XXII

ETHICS AND INTEGRITY

Article 32 — Code of Ethics

ASF shall maintain a Code of Ethics covering:

1. Integrity;
2. Fair play;
3. Conflicts of interest;
4. Anti-corruption;
5. Protection of athletes;
6. Respect;
7. Non-discrimination;
8. Transparency;
9. Responsible leadership;
10. Professional conduct.

CHAPTER XXIII

DISCIPLINE

Article 33 — Disciplinary Authority

ASF shall maintain an independent disciplinary process.

Sanctions may include:

1. Warning;
2. Reprimand;
3. Fine;
4. Suspension;
5. Disqualification;
6. Withdrawal of accreditation;
7. Withdrawal of membership;
8. Expulsion;
9. Other lawful sanctions.

Article 34 — Right of Appeal

Any person or organization subject to a disciplinary decision shall have the right to appeal in accordance with ASF disciplinary regulations.

The disciplinary system shall respect:

• notice of allegations;
• opportunity to respond;
• impartial decision-making;
• reasoned decisions;
• right of appeal.

CHAPTER XXIV

CONFLICTS OF INTEREST

Article 35 — Conflicts

1. Officers shall disclose relevant conflicts of interest.
2. An officer with a material conflict shall not participate in a decision where impartiality could reasonably be questioned.
3. ASF shall maintain a conflict-of-interest policy.

CHAPTER XXV

INTERNATIONAL RELATIONS

Article 36 — International Cooperation

ASF may cooperate with:

1. World sports organizations;
2. Continental sports organizations;
3. National federations;
4. International sports federations;
5. Martial arts organizations;
6. Combat sports organizations;
7. Universities;
8. Sports science institutions;
9. Governmental and non-governmental organizations;
10. Other lawful sporting bodies.

Such cooperation shall not compromise ASF’s independence unless expressly approved by the General Assembly.

CHAPTER XXVI

WORLD SPORTS CONFEDERATION RELATIONSHIP

Article 37 — Recognition and Affiliation

1. ASF may seek recognition, affiliation, membership, partnership or cooperation with the World Sports Confederation (WSC) and other competent international sports organizations.
2. Where formal recognition by WSC has been granted, ASF shall maintain and comply with the terms and conditions of such recognition.
3. No officer, member or representative may falsely claim that ASF has received recognition, affiliation or accreditation from any organization where such recognition has not been formally granted.
4. Any formal recognition obtained by ASF may be recorded in an official register maintained by the Federation.
5. Recognition by an external organization shall not, unless expressly agreed, eliminate the legal or organizational independence of ASF.

CHAPTER XXVII

RELATIONSHIP WITH GOVERNMENTS

Article 38 — Governmental Independence

1. ASF shall remain independent from governmental control.
2. ASF may cooperate with governments and public authorities for lawful sporting purposes.
3. Such cooperation shall not permit political interference with ASF’s internal sporting governance.
4. ASF shall respect the laws applicable in the jurisdictions in which it operates.

CHAPTER XXVIII

HUMAN RIGHTS AND NON-DISCRIMINATION

Article 39 — Equality

ASF shall promote equal opportunity in sport.

Discrimination based on race, nationality, ethnicity, sex, gender, religion, disability, political opinion or other protected status shall not be tolerated, subject to applicable law.

CHAPTER XXIX

YOUTH AND DEVELOPMENT

Article 40 — Youth Sport

ASF shall promote:

1. Youth sport;
2. Junior sport;
3. School sport;
4. Grassroots development;
5. Coach education;
6. Athlete education;
7. Safe participation;
8. Character development;
9. International youth exchange.

CHAPTER XXX

WOMEN IN SPORT

Article 41 — Women’s Participation

ASF shall promote meaningful participation of women as:

• athletes;
• coaches;
• referees;
• judges;
• administrators;
• technical officials;
• medical professionals;
• executives.

ASF shall encourage appropriate representation of women throughout its governance structures.

CHAPTER XXXI

SPORTS EDUCATION AND SCIENCE

Article 42 — Education

ASF may establish an Asia Sports Academy or equivalent educational institution.

Programs may include:

1. Coaching;
2. Refereeing;
3. Judging;
4. Sports administration;
5. Sports medicine;
6. Sports science;
7. Athlete development;
8. Martial arts education;
9. Combat sports safety;
10. Leadership;
11. Ethics and integrity.

CHAPTER XXXII

AWARDS AND HONORS

Article 43 — Awards

ASF may establish:

1. Athlete of the Year;
2. Coach of the Year;
3. Referee of the Year;
4. Federation of the Year;
5. Sports Leadership Award;
6. Martial Arts Heritage Award;
7. Lifetime Achievement Award;
8. Honorary Membership;
9. Other awards approved by the Executive Board.

CHAPTER XXXIII

OFFICIAL SYMBOLS

Article 44 — Emblem and Flag

1. ASF shall have an official emblem, flag and other institutional symbols.
2. The symbols shall represent the unity, diversity, sporting excellence and cultural heritage of Asia.
3. The Executive Board may establish rules governing their use.

CHAPTER XXXIV

HEADQUARTERS

Article 45 — Headquarters

1. The legal headquarters of ASF shall be established in a location determined by the Founding General Assembly.
2. ASF may establish:a. Continental headquarters;
   b. Regional offices;
   c. Representative offices;
   d. Technical centers;
   e. Training and educational centers.
3. The location of the headquarters may be changed by decision of the General Assembly in accordance with applicable law.

CHAPTER XXXV

OFFICIAL LANGUAGES

Article 46 — Languages

1. The official working language of ASF shall be determined by the General Assembly.
2. English shall serve as the principal language for international statutes, official regulations and international correspondence unless otherwise determined.
3. ASF may publish documents in additional Asian languages.

CHAPTER XXXVI

TRANSPARENCY

Article 47 — Transparency and Good Governance

ASF shall promote:

1. Transparent decision-making;
2. Financial accountability;
3. Democratic elections;
4. Independent auditing;
5. Conflict-of-interest management;
6. Athlete representation;
7. Public reporting;
8. Ethical leadership.

CHAPTER XXXVII

AMENDMENTS

Article 48 — Amendment of Statutes

1. Amendments to these Statutes may be proposed by:a. The Executive Board; or
   b. A prescribed proportion of voting members.
2. Proposed amendments shall be distributed to members before the General Assembly.
3. Amendments shall require a two-thirds majority of valid votes cast unless a higher threshold is required by applicable law.

CHAPTER XXXVIII

INTERPRETATION

Article 49 — Interpretation

1. The General Assembly shall be the final authority for interpreting these Statutes, subject to applicable law.
2. Where an urgent interpretation is required between General Assembly meetings, the Executive Board may issue a provisional interpretation.
3. Such interpretation shall remain subject to confirmation by the General Assembly where necessary.

CHAPTER XXXIX

DISSOLUTION

Article 50 — Dissolution

1. ASF may be dissolved only by a resolution of the General Assembly.
2. Dissolution shall require at least a two-thirds majority of eligible voting members unless applicable law requires a higher threshold.
3. Upon dissolution, remaining assets shall be transferred to a lawful non-profit sporting or charitable organization with purposes consistent with ASF’s mission, subject to applicable law.
4. No member or officer shall personally receive ASF assets solely because of membership or office.

CHAPTER XL

FOUNDING PROVISIONS

Article 51 — Founding Authority

1. The Founding General Assembly shall establish ASF as the continental sports federation described in these Statutes.
2. The Founding General Assembly shall elect the first Executive Board.
3. The Founding General Assembly shall approve the initial organizational structure.
4. The Founding Executive Board shall have authority to establish the administrative systems necessary to commence operations.

CHAPTER XLI

TRANSITIONAL PROVISIONS

Article 52 — Transitional Administration

Until the first ordinary elected administration is fully established:

1. The Founding Executive Committee may administer ASF.
2. The Founding Committee shall organize the first democratic General Assembly.
3. Provisional members may be admitted subject to confirmation under the membership regulations.
4. All provisional arrangements shall be subject to these Statutes.

CHAPTER XLII

SUPREMACY OF THE STATUTES

Article 53 — Supreme Governing Instrument

1. These Statutes constitute the supreme internal governing instrument of ASF.
2. All ASF regulations, policies, decisions and commissions shall comply with these Statutes.
3. Where an internal regulation conflicts with these Statutes, these Statutes shall prevail.

CHAPTER XLIII

FINAL DECLARATION

Article 54 — Continental Sporting Mission

The Asia Sports Federation declares its commitment to building a united Asian sporting community based upon:

Sport — Respect — Discipline — Fair Play — Excellence — Integrity — Friendship — Peace — Equality — Cooperation.

ASF shall seek to bring together the sporting nations and communities of Asia while respecting the unique cultures, histories, traditions and identities of each nation and each sport.

The Federation shall promote sport not as an instrument of political division, but as a means of cooperation, human development, cultural understanding and peaceful international relations.

ARTICLE 55 — EFFECTIVE DATE

These Statutes shall enter into force upon their adoption by the Founding General Assembly of the Asia Sports Federation, subject to registration and compliance with the applicable law of the jurisdiction in which ASF is legally established.
