PREAMBLE

We, the founding members of the International Fighting Federation (IFF),

Recognizing the universal values of sport, discipline, respect, integrity, fair competition, friendship and solidarity;

Recognizing the importance of protecting the health, safety, dignity and rights of athletes, coaches, officials and all participants in fighting sports;

Desiring to establish a democratic, transparent, independent and professionally governed international federation;

Committed to the development, regulation and promotion of fighting sports throughout the world;

Determined to prevent discrimination, corruption, manipulation of competitions, violence outside the legitimate rules of sport, harassment, abuse and doping;

Agreeing to respect the principles of good governance, sporting ethics, equality, safeguarding and fair play;

Hereby adopt this Statute as the fundamental governing document of the International Fighting Federation (IFF).


CHAPTER I

GENERAL PROVISIONS

Article 1 — Name

  1. The name of the organization shall be:

  1. The IFF may use its name, abbreviation, emblem, logo and other identifying marks in accordance with regulations adopted by the competent IFF bodies.

Article 2 — Nature and Legal Status

  1. The IFF is an international, non-governmental, non-profit sporting federation.
  2. The IFF shall be politically and religiously neutral.
  3. The IFF shall operate independently from governments, political organizations and commercial interests, while cooperating with public authorities and recognized sporting organizations where appropriate.
  4. The legal personality of the IFF shall be determined by the laws of the country in which its registered office is established.
  5. The IFF shall possess legal capacity to acquire property, enter into contracts, employ personnel, establish bank accounts and undertake all activities necessary to fulfill its purposes.

Article 3 — Registered Office and Duration

  1. The registered office of the IFF shall be located in:

  1. The registered office may be transferred by decision of the Congress in accordance with applicable law.
  2. The IFF shall be established for an unlimited period unless dissolved in accordance with this Statute and applicable law.

Article 4 — Fundamental Principles

The IFF shall be governed according to the following principles:

a. Fair play;
b. Equality and non-discrimination;
c. Respect for human dignity;
d. Athlete health and safety;
e. Sporting integrity;
f. Democratic representation;
g. Transparency and accountability;
h. Independence of decision-making;
i. Gender equality and inclusion;
j. Protection of children and vulnerable persons;
k. Zero tolerance for corruption and competition manipulation;
l. Respect for applicable anti-doping rules;
m. Respect for national laws and international sporting principles.


CHAPTER II

OBJECTIVES AND POWERS

Article 5 — Objectives

The objectives of the IFF are:

  1. To promote and develop fighting sports internationally.
  2. To establish and maintain internationally recognized rules and standards for competitions.
  3. To organize, sanction or supervise international championships, tournaments and other sporting events.
  4. To promote safe, fair and ethical competition.
  5. To protect the health and welfare of athletes.
  6. To establish international standards for refereeing, judging, coaching, medical supervision and event organization.
  7. To develop education and training programs for athletes, coaches, officials, referees and administrators.
  8. To encourage youth participation while maintaining appropriate safeguarding standards.
  9. To promote women’s participation and equal opportunities.
  10. To prevent doping, corruption, match manipulation and other forms of sporting misconduct.
  11. To cooperate with international, continental and national sporting organizations.
  12. To represent and protect the interests of its members and athletes in matters within the jurisdiction of the IFF.
  13. To encourage scientific, medical and technical research relevant to fighting sports.

Article 6 — Powers

The IFF shall have authority to:

a. Adopt and amend sporting rules;
b. Recognize national and continental member organizations;
c. Issue licenses and certifications;
d. Establish rankings and athlete classifications;
e. Sanction international competitions;
f. Appoint international officials;
g. Establish commissions and committees;
h. Investigate breaches of IFF rules;
i. Impose disciplinary and administrative sanctions;
j. Establish safeguarding and medical standards;
k. Enter commercial and broadcasting agreements;
l. Own and license intellectual property;
m. Collect membership, licensing and event fees;
n. Establish development programs; and
o. Take any other lawful action necessary to fulfill the objectives of the IFF.


CHAPTER III

MEMBERSHIP

Article 7 — Membership

  1. Membership of the IFF shall principally consist of national governing organizations responsible for fighting sports within their respective territories.
  2. Only one National Federation shall normally be recognized as the official IFF member for each country or territory.
  3. Membership shall be subject to compliance with this Statute and all applicable IFF regulations.
  4. Membership categories may include:

a. Full Member;
b. Provisional Member;
c. Associate Member;
d. Continental or Regional Organization;
e. Honorary Member;
f. Affiliate or recognized organization.


Article 8 — Admission of Members

An applicant for membership shall:

a. Be legally established in its jurisdiction;
b. Demonstrate genuine authority or activity in the relevant fighting sport;
c. Accept the IFF Statute and regulations;
d. Demonstrate appropriate governance;
e. Provide its constitutional documents;
f. Provide details of its officers and governing structure;
g. Demonstrate appropriate safeguarding and athlete protection policies;
h. Agree to comply with IFF decisions; and
i. Pay applicable membership fees.

Admission shall be decided by the Executive Board, subject to confirmation by the Congress where required by IFF regulations.


Article 9 — Rights of Members

Full Members in good standing shall have the right to:

a. Participate in the Congress;
b. Vote in accordance with this Statute;
c. Nominate eligible candidates for IFF positions;
d. Enter eligible athletes in IFF competitions;
e. Participate in development programs;
f. Receive official IFF information; and
g. Exercise all other rights granted by this Statute.


Article 10 — Obligations of Members

Members shall:

a. Respect this Statute and IFF regulations;
b. Recognize the authority of the IFF within its international jurisdiction;
c. Implement applicable IFF rules nationally;
d. Protect athletes and participants;
e. Pay membership fees;
f. Cooperate with IFF investigations;
g. Maintain accurate membership and competition records;
h. Prevent discrimination and abuse; and
i. Recognize valid IFF disciplinary decisions.


Article 11 — Suspension and Expulsion

  1. A Member may be suspended for:

a. Serious violation of the Statute;
b. Non-payment of financial obligations;
c. Serious misconduct;
d. Interference with sporting integrity;
e. Failure to protect athletes;
f. Manipulation of competitions; or
g. Conduct seriously damaging to the interests of the IFF.

  1. Except where an immediate provisional measure is necessary, the Member shall receive notice of the alleged violation and an opportunity to respond.
  2. Expulsion shall require a decision of the Congress by a two-thirds majority of votes cast, unless otherwise required by applicable law.
  3. A suspended or expelled Member may appeal in accordance with the IFF disciplinary and appeals regulations.

CHAPTER IV

ORGANS OF THE IFF

Article 12 — Organs

The organs of the IFF shall be:

  1. The Congress;
  2. The Executive Board;
  3. The President;
  4. The Secretary General;
  5. The Treasurer;
  6. Standing and specialized Commissions;
  7. The Ethics and Disciplinary Commission;
  8. The Appeals Commission; and
  9. Any other body established pursuant to this Statute.

The judicial and disciplinary functions of the IFF shall be exercised independently.


CHAPTER V

THE CONGRESS

Article 13 — Congress

  1. The Congress is the supreme legislative authority of the IFF.
  2. The Congress shall consist of delegates representing Full Members entitled to participate.
  3. Each Full Member shall have the number of voting rights determined by this Statute and the applicable Congress regulations.
  4. The Congress shall meet at least once each year.
  5. An Extraordinary Congress may be called by:

a. The President;
b. The Executive Board; or
c. At least one-third of the voting Members.


Article 14 — Powers of Congress

The Congress shall:

a. Adopt and amend the Statute;
b. Elect the President and elected members of the Executive Board;
c. Approve the annual financial report;
d. Approve the budget;
e. Approve membership applications where required;
f. Determine membership fees;
g. Appoint auditors;
h. Decide on suspension or expulsion where applicable;
i. Approve major strategic policies;
j. Decide on dissolution of the IFF; and
k. Exercise any other powers assigned to it by this Statute.


Article 15 — Notice, Quorum and Voting

  1. Notice of an Ordinary Congress shall normally be provided at least sixty (60) days in advance.
  2. Notice of an Extraordinary Congress shall normally be provided at least thirty (30) days in advance.
  3. Unless otherwise provided, the quorum shall be more than fifty percent (50%) of voting Members.
  4. Each Member shall cast its vote through an authorized delegate.
  5. Unless otherwise provided, decisions shall be adopted by a simple majority of valid votes cast.
  6. Amendments to the Statute shall require a two-thirds majority of valid votes cast.
  7. Elections shall be conducted by secret ballot unless there is only one candidate and the Congress unanimously agrees to another lawful procedure.

CHAPTER VI

EXECUTIVE BOARD

Article 16 — Composition

The Executive Board shall consist of:

a. The President;
b. The First Vice-President;
c. Up to [four] Vice-Presidents;
d. The Treasurer;
e. Up to [six] elected Board Members;
f. The Athlete Representative; and
g. The Secretary General, who may participate without voting rights unless otherwise determined by Congress.

The final composition shall seek appropriate geographical and gender representation.


Article 17 — Powers of the Executive Board

The Executive Board shall:

a. Implement decisions of Congress;
b. Manage the affairs of the IFF between Congresses;
c. Approve regulations and policies;
d. Supervise IFF competitions;
e. Manage financial and administrative affairs;
f. Appoint commissions;
g. Recognize or provisionally recognize Members;
h. Establish technical and safety standards;
i. Protect the integrity of IFF competitions;
j. Approve strategic partnerships; and
k. Perform all functions not expressly reserved for Congress or an independent body.


Article 18 — Meetings of the Executive Board

  1. The Executive Board shall meet at least four times each year where reasonably practicable.
  2. Meetings may be held physically or electronically.
  3. The quorum shall be more than half of the voting members.
  4. Decisions shall normally be adopted by a simple majority.
  5. In the event of an equal vote, the President shall have a casting vote, except in elections, disciplinary matters and matters concerning the President personally.

CHAPTER VII

PRESIDENT AND OFFICERS

Article 19 — President

The President shall:

a. Represent the IFF officially;
b. Chair Congress and Executive Board meetings;
c. Ensure implementation of the Statute;
d. Promote international relations;
e. Oversee the strategic direction of the IFF; and
f. Perform such other functions as provided by this Statute.

The President shall not interfere with independent judicial, disciplinary or electoral decisions.


Article 20 — Secretary General

The Secretary General shall:

a. Manage the day-to-day administration of the IFF;
b. Maintain official records;
c. Implement decisions of Congress and the Executive Board;
d. Coordinate IFF staff and administration;
e. Prepare agendas and official minutes;
f. Maintain communication with Members; and
g. Perform other functions assigned by the Executive Board.


Article 21 — Treasurer

The Treasurer shall:

a. Monitor IFF finances;
b. Supervise financial reporting;
c. Assist in preparation of the annual budget;
d. Monitor financial controls;
e. Report financial matters to the Executive Board and Congress; and
f. Cooperate with independent auditors.


CHAPTER VIII

ELECTIONS

Article 22 — Elections

  1. Elections shall be conducted democratically, transparently and independently.
  2. Candidates must satisfy eligibility requirements established by the Statute and Electoral Regulations.
  3. An independent Electoral Commission shall supervise elections.
  4. No person may use IFF funds or resources improperly to influence an election.
  5. Candidates shall disclose conflicts of interest and other information required by the Electoral Regulations.
  6. The normal term of elected office shall be four (4) years.
  7. The President may serve a maximum of two consecutive terms unless Congress adopts a different limitation consistent with applicable law.

CHAPTER IX

ATHLETES AND COMPETITIONS

Article 23 — Athlete Rights

The IFF recognizes the fundamental rights of athletes to:

a. Safe participation;
b. Fair competition;
c. Equal treatment;
d. Protection from discrimination and abuse;
e. Appropriate medical care and safety measures;
f. A fair disciplinary process;
g. Privacy and appropriate protection of personal information;
h. Representation through an Athlete Commission; and
i. Appeal against decisions affecting their sporting rights.


Article 24 — Competitions

  1. The IFF shall establish and publish official competition regulations.
  2. IFF competitions may include:

a. World Championships;
b. Continental Championships;
c. World Cups;
d. International ranking events;
e. Youth competitions;
f. Women’s competitions;
g. Para-fighting competitions where appropriate; and
h. Other events approved by the Executive Board.

  1. Competition rules shall establish eligibility, weight or classification categories, equipment, medical requirements, officiating, scoring and safety standards.

Article 25 — Medical and Safety Standards

  1. The health and safety of athletes shall take priority over commercial or competitive interests.
  2. IFF competitions shall have appropriate:

a. Medical personnel;
b. Emergency response procedures;
c. Pre-competition medical controls where required;
d. Ringside or venue medical supervision;
e. Athlete safeguarding procedures; and
f. Return-to-competition protocols.

  1. The IFF may establish mandatory medical standards based on scientific evidence.
  2. No athlete shall be required to compete where a qualified medical professional determines that participation presents an unacceptable health risk.

CHAPTER X

ANTI-DOPING

Article 26 — Anti-Doping

  1. The IFF shall maintain an anti-doping program consistent with applicable international anti-doping standards.
  2. Where the IFF becomes a signatory to the World Anti-Doping Code, its anti-doping rules shall comply with the Code and applicable International Standards.
  3. Athletes, Athlete Support Personnel and Members participating in IFF activities shall comply with applicable anti-doping rules.
  4. Anti-doping proceedings shall be conducted by appropriately independent bodies.
  5. Decisions concerning anti-doping violations shall be subject to applicable appeal rights.
  6. The IFF shall promote anti-doping education and prevention.

International federations commonly incorporate anti-doping obligations into their governing framework and require national members to implement applicable anti-doping rules.


CHAPTER XI

ETHICS, INTEGRITY AND SAFEGUARDING

Article 27 — Code of Ethics

  1. The IFF shall adopt a Code of Ethics.
  2. The Code shall address, at minimum:

a. Conflicts of interest;
b. Bribery and corruption;
c. Abuse of authority;
d. Harassment;
e. Discrimination;
f. Sexual misconduct;
g. Competition manipulation;
h. Betting-related misconduct;
i. Misuse of confidential information;
j. Retaliation against whistleblowers; and
k. Conduct damaging to the integrity of the IFF.


Article 28 — Safeguarding

  1. The IFF shall maintain a safeguarding policy protecting athletes and participants, particularly children and vulnerable persons.
  2. The IFF shall prohibit abuse, neglect, exploitation, harassment, bullying and sexual misconduct.
  3. The IFF shall establish confidential reporting mechanisms.
  4. Allegations shall be handled promptly, fairly and independently.
  5. Retaliation against a person who makes a good-faith safeguarding report shall be prohibited.

Article 29 — Competition Integrity

  1. No person under the jurisdiction of the IFF shall manipulate, attempt to manipulate or improperly influence a competition.
  2. The IFF shall prohibit:

a. Bribery;
b. Match manipulation;
c. Improper betting;
d. Deliberate loss or alteration of sporting performance;
e. Misuse of inside information; and
f. Attempts to conceal integrity violations.

  1. The IFF may cooperate with competent law-enforcement and sporting integrity organizations.

CHAPTER XII

DISCIPLINE AND APPEALS

Article 30 — Disciplinary Commission

  1. The IFF shall establish an independent Ethics and Disciplinary Commission.
  2. The Commission shall have jurisdiction over violations of:

a. This Statute;
b. IFF regulations;
c. The Code of Ethics;
d. Competition rules;
e. Safeguarding rules; and
f. Other applicable IFF policies.

  1. Members of the Commission shall be independent and shall not participate in cases where they have a conflict of interest.
  2. The Commission may impose sanctions including:

a. Warning;
b. Reprimand;
c. Fine;
d. Suspension;
e. Disqualification;
f. Loss of ranking or title;
g. Withdrawal of accreditation;
h. Expulsion; and
i. Other appropriate sanctions established by regulation.


Article 31 — Right to a Fair Hearing

Any person or organization accused of a disciplinary violation shall have the right to:

a. Receive reasonable notice of the allegation;
b. Know the evidence relied upon;
c. Present evidence and arguments;
d. Be represented by an adviser or legal representative where permitted;
e. Receive a reasoned decision; and
f. Exercise applicable appeal rights.


Article 32 — Appeals

  1. The IFF shall establish an independent Appeals Commission.
  2. Decisions subject to appeal may be challenged within the period established by the applicable regulations.
  3. The Appeals Commission shall be independent of the body that made the original decision.
  4. Where applicable and where the IFF has accepted the jurisdiction of the Court of Arbitration for Sport (CAS), a final IFF decision may be appealed to CAS in accordance with the applicable rules.
  5. Where CAS jurisdiction applies, the parties shall respect and implement a final CAS award.

International sports federations frequently provide an independent appeal route and, where applicable, recognize CAS as the final external sports-arbitration forum.


CHAPTER XIII

COMMISSIONS

Article 33 — Standing Commissions

The IFF may establish the following commissions:

a. Athletes Commission;
b. Medical and Scientific Commission;
c. Technical Commission;
d. Referees and Judges Commission;
e. Coaches Commission;
f. Women and Gender Equality Commission;
g. Youth and Development Commission;
h. Safeguarding Commission;
i. Ethics and Governance Commission;
j. Anti-Doping Commission;
k. Legal Commission;
l. Finance and Audit Commission;
m. Marketing and Commercial Commission; and
n. Any other commission required by the Executive Board or Congress.


Article 34 — Athletes Commission

  1. The Athletes Commission shall represent the interests of athletes within the IFF.
  2. The Commission shall provide advice on:

a. Athlete welfare;
b. Competition safety;
c. Competition formats;
d. Athlete rights;
e. Anti-doping education; and
f. Other matters affecting athletes.

  1. The Chair or designated representative of the Athletes Commission shall have appropriate access to the Executive Board.

CHAPTER XIV

FINANCE

Article 35 — Financial Resources

The resources of the IFF may consist of:

a. Membership fees;
b. Athlete and official licensing fees;
c. Competition fees;
d. Sponsorships;
e. Broadcasting and media rights;
f. Marketing and commercial rights;
g. Donations and grants;
h. Merchandise and licensing revenue;
i. Investment income permitted by law; and
j. Other lawful sources.


Article 36 — Financial Management

  1. IFF funds shall be used exclusively to achieve the objectives of the Federation.
  2. The IFF shall maintain appropriate accounting and internal financial controls.
  3. The financial year shall run from 1 January to 31 December, unless otherwise determined by Congress.
  4. Annual financial statements shall be prepared and submitted to an independent auditor.
  5. The audited financial report shall be presented to Congress.
  6. No officer shall use IFF funds for personal benefit except for legitimate remuneration, reimbursement or benefits approved in accordance with IFF policy.

Article 37 — Audit

  1. Congress shall appoint an independent auditor.
  2. The auditor shall have unrestricted access to records reasonably necessary to conduct the audit.
  3. The audit report shall be made available to Members in accordance with applicable transparency requirements.

CHAPTER XV

CONFLICTS OF INTEREST

Article 38 — Conflict of Interest

  1. All elected and appointed IFF officials shall act in the interests of the IFF and its sporting mission.
  2. Officials shall disclose actual, potential or perceived conflicts of interest.
  3. A person with a material conflict shall not participate in the relevant decision unless expressly permitted under applicable policy.
  4. The IFF shall maintain a conflict-of-interest policy and register where appropriate.

CHAPTER XVI

TRANSPARENCY AND GOOD GOVERNANCE

Article 39 — Transparency

The IFF shall seek to maintain transparency concerning:

a. Its Statute and regulations;
b. Governance structure;
c. Congress decisions;
d. Executive Board decisions where appropriate;
e. Financial reporting;
f. Competition results;
g. Rankings;
h. Disciplinary decisions where lawful and appropriate; and
i. Policies concerning safeguarding, ethics and integrity.


Article 40 — Independence

  1. The IFF shall remain independent from improper governmental, political, commercial or personal influence.
  2. Commercial partnerships shall not compromise sporting integrity or athlete safety.
  3. No sponsor, broadcaster, promoter or commercial partner may exercise authority reserved to IFF sporting or judicial bodies.

CHAPTER XVII

INTERNATIONAL RELATIONS

Article 41 — Cooperation

The IFF may cooperate with:

a. National Olympic Committees;
b. International and continental sports organizations;
c. Government authorities;
d. International anti-doping organizations;
e. Medical and scientific organizations;
f. Athlete organizations;
g. Other international fighting-sport organizations; and
h. Other bodies whose objectives are compatible with those of the IFF.


CHAPTER XVIII

INTELLECTUAL PROPERTY

Article 42 — IFF Intellectual Property

  1. The IFF shall own or control, to the extent permitted by law, its official:

a. Name;
b. Logo;
c. Emblem;
d. Competition names;
e. Championships;
f. Rankings;
g. Publications; and
h. Other intellectual property.

  1. Use of IFF intellectual property by Members or third parties shall be subject to IFF regulations.

CHAPTER XIX

AMENDMENT OF THE STATUTE

Article 43 — Amendments

  1. Amendments to this Statute may be proposed by:

a. The Executive Board; or
b. At least one-third of the Full Members.

  1. Proposed amendments shall be circulated to Members before Congress.
  2. Amendments shall require a two-thirds majority of valid votes cast unless a higher threshold is required by applicable law.
  3. Amendments concerning the fundamental purposes, dissolution or legal status of the IFF may require additional approval where required by applicable law.

CHAPTER XX

DISSOLUTION

Article 44 — Dissolution

  1. The IFF may be dissolved only by a Congress convened specifically for that purpose.
  2. Dissolution shall require a majority of at least three-quarters (3/4) of valid votes cast, unless applicable law requires a higher threshold.
  3. Upon dissolution, remaining assets shall not be distributed to individual Members, officers or athletes.
  4. After payment of lawful debts and obligations, remaining assets shall be transferred to a non-profit organization or sporting body with objectives substantially similar to those of the IFF, as determined by Congress and permitted by applicable law.

CHAPTER XXI

INTERPRETATION AND FINAL PROVISIONS

Article 45 — Official Language

  1. The official working language of the IFF shall be English.
  2. The IFF may publish official translations into other languages.
  3. In the event of inconsistency between versions, the English version shall prevail unless otherwise required by applicable law.

Article 46 — Regulations

  1. The Executive Board may adopt regulations necessary for implementation of this Statute.
  2. Such regulations may include:

a. Competition Regulations;
b. Technical Rules;
c. Medical Regulations;
d. Anti-Doping Rules;
e. Disciplinary Code;
f. Ethics Code;
g. Safeguarding Policy;
h. Electoral Regulations;
i. Financial Regulations;
j. Membership Regulations;
k. Ranking Regulations;
l. Licensing Regulations; and
m. Appeals Procedures.

  1. Regulations shall not contradict this Statute.

Article 47 — Hierarchy of Rules

In the event of conflict, the following hierarchy shall apply:

  1. Applicable mandatory law;
  2. This Statute;
  3. Regulations adopted under this Statute;
  4. Competition and technical rules;
  5. Administrative policies and procedures.

Article 48 — Binding Effect

  1. By becoming a Member of the IFF, each Member agrees to comply with this Statute and applicable IFF regulations.
  2. By participating in an IFF-sanctioned competition, athletes, coaches, officials and other participants agree to comply with applicable IFF rules.
  3. Members shall take reasonable measures to ensure that their athletes, officials and affiliated organizations comply with IFF decisions applicable to them.

Article 49 — Matters Not Provided For

Any matter not expressly provided for in this Statute shall be determined by the competent IFF organ in accordance with:

a. The objectives and principles of the IFF;
b. Applicable law;
c. Generally accepted principles of sporting governance;
d. Principles of fairness and natural justice; and
e. Applicable international sporting standards.


Article 50 — Entry into Force

  1. This Statute shall enter into force upon its adoption by the Founding Congress of the International Fighting Federation.
  2. The Founding Congress shall authorize the Executive Board to undertake all actions necessary for the legal registration and establishment of the IFF.
  3. All previous constitutive documents of the IFF shall be superseded to the extent that they conflict with this Statute.

FOUNDING DECLARATION

We, the undersigned founding representatives, hereby adopt the present Statute of the International Fighting Federation (IFF) and commit ourselves to developing fighting sports internationally according to the principles of:

Following adoption of this Statute, the IFF should adopt separate regulations covering:

  3. IFF Technical Rules
  4. IFF Rules of Fighting
  5. IFF Weight Classes and Categories
  6. IFF Referee & Judge Regulations
  7. IFF Athlete Licensing Regulations
  8. IFF Ranking Regulations
  9. IFF Medical & Safety Regulations
  10. IFF Anti-Doping Rules
  11. IFF Disciplinary Code
  12. IFF Code of Ethics
  13. IFF Safeguarding Regulations
  14. IFF Electoral Regulations
  15. IFF Financial Regulations
  16. IFF Membership Regulations
  17. IFF Event Organization Regulations
  18. IFF Appeals and Dispute Resolution Regulations
  19. IFF Commercial and Sponsorship Regulations
  20. IFF Athlete Protection and Welfare Policy

These detailed regulations should remain subordinate to the present Statute and should be amended without requiring the entire Statute to be rewritten.
