PREAMBLE
Recognizing boxing as a discipline that develops physical fitness, technical skill, discipline, courage, respect, perseverance, sportsmanship, and personal responsibility;
Recognizing the importance of promoting boxing as a structured sporting, educational, and cultural activity;
Recognizing the need for international cooperation among boxers, coaches, trainers, referees, judges, clubs, academies, promoters, officials, and boxing organizations;
We hereby establish the World Boxing Community (WBC) as an international community and organizational body dedicated to the development, promotion, education, and responsible practice of boxing throughout the world.
The World Boxing Community was founded and established by Philosopher Super Grand Master Mohammadullah Omar Iman Dost, whose founding role shall be preserved in the official historical records of the organization.
CHAPTER I
NAME, IDENTITY AND STATUS
Article 1 — Name
- The organization shall be known as the World Boxing Community.
- Its official abbreviation shall be WBC, subject to applicable trademark, organizational, and legal requirements.
- The organization may use translations of its name for international activities.
Article 2 — Nature
- The World Boxing Community shall be an international boxing community and organization.
- It may operate as a non-profit organization where permitted and registered under applicable law.
- The WBC may establish national, continental, regional, and local branches, clubs, academies, committees, and affiliated organizations.
Article 3 — Headquarters
- The headquarters shall be established at a location determined by the competent authority of the WBC.
- Regional and representative offices may be established as necessary for the international development of boxing.
Article 4 — Fundamental Values
The WBC shall be guided by:
a. Respect;
b. Discipline;
c. Integrity;
d. Sportsmanship;
e. Equality and non-discrimination;
f. Athlete safety;
g. Fair play;
h. Personal responsibility;
i. Professional conduct;
j. International friendship; and
k. Peaceful cooperation.
CHAPTER II
FOUNDING AUTHORITY
Article 5 — Founder
- The World Boxing Community recognizes:

as its Founder and Establishing Authority.
- The founding role shall be recorded permanently in the historical and institutional records of the WBC.
- The Founder may be recognized through honorary, ceremonial, or institutional provisions adopted by the WBC.
Article 6 — Founding Mission
The founding mission of the WBC shall be to develop an international boxing community based upon:
a. Technical excellence;
b. Physical and mental discipline;
c. Education and knowledge;
d. Respect for opponents and officials;
e. Safe and responsible training;
f. Development of young athletes;
g. International cooperation; and
h. The preservation and positive development of boxing culture.
CHAPTER III
OBJECTIVES
Article 7 — Objectives of the WBC
The objectives of the World Boxing Community shall include:
- To promote boxing internationally.
- To unite boxers, coaches, trainers, referees, judges, clubs, academies, officials, and supporters of boxing.
- To encourage the development of boxing education and training.
- To establish educational standards for coaches and trainers.
- To support the development of amateur and professional boxing, subject to applicable laws and recognized sporting regulations.
- To organize or authorize boxing competitions, championships, tournaments, seminars, conferences, and demonstrations.
- To promote athlete health and safety.
- To encourage ethical and professional conduct within boxing.
- To facilitate international exchange among boxing communities.
- To promote opportunities for athletes from different countries and backgrounds.
- To support youth boxing programs conducted in accordance with appropriate safeguarding and safety standards.
- To promote research and education relating to boxing training, coaching, sports science, nutrition, injury prevention, and athlete development.
- To establish recognition and certification systems where appropriate.
- To encourage cooperation between boxing organizations and sporting institutions.
- To preserve the history, culture, traditions, and educational values of boxing.
CHAPTER IV
MEMBERSHIP
Article 8 — Categories of Membership
The WBC may recognize:
a. Founder;
b. Honorary Members;
c. Individual Members;
d. Boxers;
e. Coaches and Trainers;
f. Referees and Judges;
g. Clubs and Academies;
h. Promoters and Event Organizers;
i. National Boxing Organizations;
j. Continental Boxing Organizations;
k. Institutional Members; and
l. Other categories established by regulation.
Article 9 — Admission
- Membership shall be granted according to procedures established by the WBC.
- Applicants shall comply with this Statute and applicable WBC regulations.
- Membership decisions shall be made according to transparent and documented procedures.
Article 10 — Rights of Members
Members in good standing may, according to their category:
a. Participate in WBC activities;
b. Attend authorized events and educational programs;
c. Receive membership identification and certificates;
d. Participate in competitions where eligible;
e. Participate in elections where voting rights apply; and
f. Receive other benefits established by WBC regulations.
Article 11 — Duties of Members
Members shall:
a. Respect this Statute;
b. Follow applicable competition and safety rules;
c. Treat other members with respect;
d. Maintain professional and ethical conduct;
e. Protect the integrity of boxing; and
f. Fulfill applicable membership obligations.
CHAPTER V
GOVERNANCE
Article 12 — Governing Bodies
The principal bodies of the WBC shall include:
- The General Assembly;
- The Executive Council;
- The President;
- The Secretary General;
- The Technical and Competition Commission;
- The Medical and Safety Commission;
- The Coaching and Education Commission;
- The Officials Commission;
- The Ethics and Disciplinary Commission; and
- Other commissions and committees established under this Statute.
CHAPTER VI
GENERAL ASSEMBLY
Article 13 — General Assembly
- The General Assembly shall serve as the principal representative body of the WBC.
- It shall consist of representatives of eligible members and affiliated organizations.
- The General Assembly shall meet according to procedures established by the Statute and regulations.
- Extraordinary meetings may be convened where required.
Article 14 — Powers
The General Assembly may:
a. Adopt and amend the Statute;
b. Approve major organizational policies;
c. Elect officers where applicable;
d. Approve financial reports and budgets;
e. Establish commissions and committees;
f. Approve major international programs;
g. Establish membership rules; and
h. Exercise other powers assigned under this Statute.
CHAPTER VII
PRESIDENT AND EXECUTIVE COUNCIL
Article 15 — President
The President shall:
a. Represent the WBC internationally;
b. Preside over appropriate meetings;
c. Support implementation of WBC policies;
d. Promote international cooperation; and
e. Perform duties assigned under this Statute.
Article 16 — Executive Council
- The Executive Council shall manage the affairs of the WBC between General Assembly meetings.
- Its membership and election procedures shall be established by regulation.
- The Executive Council shall act in accordance with this Statute and applicable law.
Article 17 — Secretary General
The Secretary General shall coordinate:
a. Administrative activities;
b. Official correspondence;
c. Organizational records;
d. Meetings;
e. Membership administration; and
f. Implementation of authorized decisions.
CHAPTER VIII
BOXING TECHNICAL AND EDUCATIONAL SYSTEM
Article 18 — Technical Standards
The WBC may establish standards concerning:
a. Boxing technique;
b. Coaching methodology;
c. Training standards;
d. Athlete development;
e. Officials’ education;
f. Competition procedures;
g. Safety protocols; and
h. Instructor and coach education.
Article 19 — Coach and Trainer Certification
- The WBC may establish educational and certification programs for coaches and trainers.
- Certification requirements shall be established through official regulations.
- Programs may include technical education, coaching methodology, safeguarding, first aid, sports science, and athlete safety.
Article 20 — Referees and Judges
The WBC may establish educational, examination, licensing, and continuing-development systems for referees and judges.
CHAPTER IX
COMPETITIONS
Article 21 — Boxing Events
The WBC may organize, recognize, sanction, or support:
a. International tournaments;
b. National and regional events;
c. Championships;
d. Boxing exhibitions;
e. Amateur competitions;
f. Professional events, where legally authorized;
g. Youth development events; and
h. Educational and demonstration events.
Article 22 — Competition Rules
- Competitions shall operate under approved rules.
- Rules shall address athlete eligibility, weight categories, equipment, officiating, scoring, medical requirements, disciplinary procedures, and other necessary matters.
- All competitions shall comply with applicable law and relevant safety requirements.
Article 23 — Fair Play
All participants shall respect:
a. Opponents;
b. Referees;
c. Judges;
d. Coaches;
e. Medical personnel;
f. Event officials; and
g. Spectators.
CHAPTER X
ATHLETE HEALTH AND SAFETY
Article 24 — Medical Protection
The WBC shall promote measures designed to protect the health and safety of boxers.
Article 25 — Medical Standards
Where applicable, WBC events shall establish appropriate requirements concerning:
a. Pre-competition medical assessment;
b. Ringside medical personnel;
c. Emergency procedures;
d. Suspension following injury;
e. Return-to-training procedures; and
f. Record keeping.
Article 26 — Safeguarding
The WBC shall promote appropriate safeguarding standards for children and vulnerable participants involved in boxing activities.
CHAPTER XI
ETHICS AND DISCIPLINE
Article 27 — Code of Ethics
The WBC shall maintain a Code of Ethics governing members, officers, athletes, coaches, officials, and affiliated organizations.
Article 28 — Misconduct
Disciplinary action may be taken for:
a. Serious violations of WBC rules;
b. Fraud or deliberate falsification;
c. Competition manipulation;
d. Abuse or harassment;
e. Serious safety violations;
f. Unauthorized use of WBC credentials;
g. Corrupt or dishonest conduct connected with WBC activities; or
h. Other serious violations established by regulation.
Article 29 — Due Process
- Allegations shall be handled according to established procedures.
- A person accused of misconduct shall have an appropriate opportunity to respond.
- Disciplinary decisions shall be documented.
- Appeals shall be available according to WBC regulations.
CHAPTER XII
NATIONAL AND INTERNATIONAL DEVELOPMENT
Article 30 — National Organizations
The WBC may recognize national boxing organizations, associations, clubs, and other legitimate boxing bodies that satisfy its recognition requirements.
Article 31 — Continental Organizations
The WBC may establish continental structures for:
a. Europe;
b. Asia;
c. Africa;
d. North America;
e. South America;
f. Oceania; and
g. Other regions as determined by the WBC.
Article 32 — International Cooperation
The WBC may cooperate with boxing organizations, sporting bodies, educational institutions, medical organizations, cultural institutions, and other lawful organizations whose objectives are compatible with the purposes of the WBC.
CHAPTER XIII
FINANCE
Article 33 — Sources of Funds
The WBC may receive funds from:
a. Membership fees;
b. Event fees;
c. Registration and certification fees;
d. Donations;
e. Sponsorships;
f. Grants;
g. Educational activities;
h. Publications; and
i. Other lawful sources.
Article 34 — Financial Management
- WBC funds shall be used for legitimate organizational purposes.
- Proper financial records shall be maintained.
- Financial activities shall comply with applicable law.
- Appropriate internal controls and financial reporting procedures shall be established.
CHAPTER XIV
NAME, LOGO AND CERTIFICATES
Article 35 — Official Identity
The WBC may establish official:
a. Name;
b. Logo;
c. Flag;
d. Emblem;
e. Membership cards;
f. Certificates;
g. Awards; and
h. Other official symbols.
Article 36 — Use of Official Marks
Members may use WBC names, logos, certificates, titles, and other official marks only in accordance with authorized regulations.
CHAPTER XV
AWARDS AND HONORS
Article 37 — Honors
The WBC may establish awards and honors recognizing:
a. Outstanding boxers;
b. Distinguished coaches;
c. Referees and judges;
d. Administrators;
e. Contributions to boxing education;
f. Contributions to international boxing development; and
g. Exceptional service to the WBC.
Article 38 — Founder Recognition
The WBC shall maintain an official historical record recognizing Philosopher Super Grand Master Mohammadullah Omar Iman Dost as the Founder and Establishing Authority of the World Boxing Community.
CHAPTER XVI
AMENDMENT OF THE STATUTE
Article 39 — Amendments
- Amendments may be proposed by the Founder, Executive Council, General Assembly, or other bodies authorized under WBC regulations.
- Amendments shall be adopted according to the voting and approval procedures established by the WBC.
- Amendments shall comply with applicable law.
CHAPTER XVII
DISSOLUTION
Article 40 — Dissolution
- The WBC may be dissolved only by the competent authority and in accordance with applicable law.
- Following dissolution, remaining assets shall be handled according to applicable law and the lawful dissolution decision.
- Organizational assets shall not be distributed improperly for private benefit.
CHAPTER XVIII
FINAL PROVISIONS
Article 41 — Regulations
The WBC may adopt supplementary:
a. Bylaws;
b. Competition Rules;
c. Technical Regulations;
d. Coaching Regulations;
e. Officials Regulations;
f. Medical and Safety Regulations;
g. Ethics Code;
h. Disciplinary Code;
i. Membership Regulations; and
j. Other policies necessary to implement this Statute.
Article 42 — Legal Compliance
All activities of the WBC shall be conducted in accordance with the applicable laws and regulations of the jurisdictions in which the organization operates.
Article 43 — Entry into Force
This Statute shall enter into force upon its formal adoption by the Founder or the competent founding authority of the World Boxing Community.

FOUNDING RECORD
