STATUTE OF THE WORLD KRAV MAGA COUNCIL (WKMC)

PREAMBLE

The World Krav Maga Council (WKMC) is established as an independent international organization dedicated to preserving, promoting, developing, and governing Krav Maga throughout the world. The Council is committed to excellence in education, ethics, professionalism, and international cooperation while respecting the historical principles and practical effectiveness of Krav Maga.


CHAPTER I – GENERAL PROVISIONS

Article 1 – Name

  1. The official name of the organization shall be World Krav Maga Council (WKMC).
  2. The abbreviated name shall be WKMC.
  3. The official emblem, logo, and flag shall be approved by the Executive Board.

Article 2 – Legal Status

  1. WKMC is an independent, non-profit, non-political, and non-religious international organization.
  2. The Council shall be incorporated under the laws of the country in which its headquarters are registered.
  3. It possesses full legal personality.

Article 3 – Headquarters

  1. The headquarters shall be established by decision of the General Assembly.
  2. Regional offices may be established worldwide.

Article 4 – Official Language

English shall be the official language of the Council.

Official translations may be approved by the Executive Board.


CHAPTER II – PURPOSES

Article 5 – Objectives

The objectives of WKMC are:

  • To promote Krav Maga internationally.
  • To preserve authentic Krav Maga principles.
  • To establish international technical standards.
  • To certify instructors and examiners.
  • To affiliate national organizations.
  • To encourage cooperation among member countries.
  • To support education and research.
  • To promote self-defense for civilians, women, youth, law enforcement, military personnel, and security professionals.
  • To organize international seminars, instructor courses, congresses, championships, and demonstrations.
  • To encourage ethical leadership.

CHAPTER III – FUNDAMENTAL PRINCIPLES

Article 6

WKMC shall operate according to:

  • Integrity
  • Transparency
  • Democracy
  • Equality
  • Professionalism
  • Mutual respect
  • Safety
  • Fairness
  • Accountability

Discrimination of any kind is prohibited.


CHAPTER IV – MEMBERSHIP

Article 7 – Categories

Membership includes:

National Members

One recognized organization per country.

Associate Members

Organizations from developing countries or territories.

Individual Members

Qualified instructors and practitioners.

Honorary Members

Persons with exceptional contributions.


Article 8 – Admission

Applications shall include:

  • Legal registration documents
  • Technical background
  • Code of Ethics acceptance
  • Membership fee

Approval requires a majority vote of the Executive Board.


Article 9 – Rights

Members may:

  • Vote (where eligible)
  • Participate in Congresses
  • Receive certifications
  • Attend seminars
  • Submit proposals
  • Appeal disciplinary decisions

Article 10 – Duties

Members shall:

  • Respect this Statute
  • Maintain ethical standards
  • Pay annual fees
  • Support Council activities
  • Protect the reputation of WKMC

Article 11 – Suspension

Members may be suspended for:

  • Serious misconduct
  • Fraud
  • Violence
  • Bringing WKMC into disrepute
  • Failure to pay fees

Article 12 – Expulsion

Expulsion requires:

  • Written charges
  • Right of defense
  • Two-thirds Executive Board vote
  • Right of appeal to the General Assembly

CHAPTER V – GOVERNANCE

Article 13

The governing bodies are:

  • General Assembly
  • Executive Board
  • President
  • Executive Committee
  • Technical Commission
  • Ethics Commission
  • Audit Commission

CHAPTER VI – GENERAL ASSEMBLY

Article 14

The General Assembly is the supreme authority.

It shall:

  • Elect officers
  • Amend the Statute
  • Approve reports
  • Approve budgets
  • Decide strategic policy
  • Admit and expel members
  • Dissolve the Council

Article 15 – Meetings

Ordinary Assembly:

Every four years.

Extraordinary Assembly:

Convened by:

  • President
  • Executive Board
  • One-third of National Members

Article 16 – Quorum

A quorum exists when more than half of voting members are represented.


Article 17 – Voting

Each National Member has one vote.

Decisions:

  • Ordinary matters: Simple majority
  • Amendments: Two-thirds majority
  • Dissolution: Three-quarters majority

Electronic voting is permitted.


CHAPTER VII – EXECUTIVE BOARD

Article 18

The Executive Board consists of:

  • President
  • First Vice President
  • Vice President
  • Secretary General
  • Treasurer
  • Technical Director
  • Development Director
  • Continental Representatives
  • Up to five Members-at-Large

Article 19 – Term

Board members serve four-year terms.

They may be re-elected.


CHAPTER VIII – PRESIDENT

Article 20

The President:

  • Represents WKMC
  • Chairs meetings
  • Signs official agreements
  • Supervises implementation of decisions
  • Appoints committees (subject to Board approval)
  • Represents WKMC internationally

CHAPTER IX – SECRETARY GENERAL

Article 21

Responsible for:

  • Administration
  • Records
  • Membership register
  • Official correspondence
  • Meeting minutes

CHAPTER X – TREASURER

Article 22

Responsible for:

  • Financial management
  • Budget preparation
  • Annual reports
  • Banking
  • Financial transparency

CHAPTER XI – TECHNICAL COMMISSION

Article 23

Responsible for:

  • Curriculum
  • Technical standards
  • Instructor qualifications
  • Examination regulations
  • Black Belt recognition
  • Continuing education

CHAPTER XII – ETHICS COMMISSION

Article 24

Responsible for:

  • Ethical conduct
  • Complaints
  • Discipline
  • Conflict resolution
  • Appeals

Sanctions include:

  • Warning
  • Suspension
  • Revocation of certification
  • Expulsion

CHAPTER XIII – AUDIT COMMISSION

  • Reporting to the General Assembly

CHAPTER XIV – FINANCES

Article 26

Income consists of:

  • Membership fees
  • Seminar fees
  • Certification fees
  • Sponsorship
  • Donations
  • Grants

  • Merchandise
  • Other lawful income

No profits shall be distributed to members.


CHAPTER XV – CERTIFICATION

Article 27

WKMC shall regulate:

  • Instructor certification
  • Examiner licensing
  • National Director recognition
  • School affiliation
  • Rank recognition
  • Instructor renewal

Separate regulations shall govern technical standards.


CHAPTER XVI – ETHICS

Article 28

Members shall:

  • Respect human dignity
  • Promote safe training
  • Avoid harassment
  • Avoid discrimination
  • Avoid conflicts of interest
  • Maintain confidentiality
  • Demonstrate professionalism

CHAPTER XVII – INTELLECTUAL PROPERTY

Article 29

The Council owns:

  • Name
  • Logo
  • Emblems
  • Training materials
  • Publications
  • Certification designs
  • Official curriculum

Unauthorized use is prohibited.


CHAPTER XVIII – DISCIPLINARY PROCEDURES

Article 30

Every member has the right to:

  • Notice of allegations
  • Present evidence
  • Be heard
  • Appeal decisions

CHAPTER XIX – DATA PROTECTION

Article 31

Personal information shall be protected in accordance with applicable data protection laws.


CHAPTER XX – AMENDMENTS

Article 32

Amendments require:

  • Written proposal
  • Distribution at least thirty days before voting
  • Approval by two-thirds of votes cast

CHAPTER XXI – DISSOLUTION

Article 33

The Council may only be dissolved by a three-quarters majority of the General Assembly.

Remaining assets shall be transferred to another non-profit organization with similar purposes.


CHAPTER XXII – FINAL PROVISIONS

Article 34

The Executive Board may adopt regulations consistent with this Statute.

Article 35

Any matters not covered by this Statute shall be decided by the Executive Board until ratified by the General Assembly.

Article 36

This Statute shall enter into force immediately upon its adoption by the Founding General Assembly.
