PREAMBLE
We, united by the belief that physical education is an essential foundation of a healthy, disciplined, educated, and peaceful society, establish the World Physical Education Federation (WPEF) as an international platform dedicated to the advancement of physical education, sport, physical culture, human development, and international cooperation.
Physical education is more than exercise.
It is education through movement.
It develops the body, strengthens the mind, builds character, teaches discipline, encourages cooperation, and creates respect for human dignity.
The World Physical Education Federation therefore seeks to bring together educators, teachers, professors, coaches, athletes, researchers, institutions, academies, associations, federations, and organizations that share these principles.
ARTICLE I — NAME
The official name of the organization shall be:
WORLD PHYSICAL EDUCATION FEDERATION
Abbreviation:
WPEF
The Federation may operate internationally through recognized representatives, partner organizations, national associations, educational institutions, clubs, academies, and affiliated bodies, subject to applicable laws and regulations.
ARTICLE II — MISSION
The mission of the World Physical Education Federation is to promote physical education as an essential component of human development and to encourage international cooperation in education, sport, fitness, health, physical culture, and character development.
The Federation shall seek to:
- Promote physical education for children, youth, adults, and communities.
- Encourage healthy and active lifestyles.
- Support physical-education teachers and professional educators.
- Promote scientific research and educational development.
- Encourage cooperation among international physical-education organizations.
- Support sporting and educational programs.
- Promote discipline, respect, fair play, and ethical conduct.
- Encourage opportunities for participation regardless of nationality, culture, background, or level of ability.
- Develop international educational and sporting exchanges.
- Preserve and promote the positive cultural values associated with physical education and sport.
ARTICLE III — VISION
The vision of WPEF is:
“A Healthy Body, an Educated Mind, a Strong Character, and a United World.”
The Federation believes that every person should have the opportunity to experience the educational, physical, psychological, and social benefits of appropriate physical activity.
Its long-term vision is to contribute to a world in which physical education is recognized as an essential part of education and lifelong human development.
ARTICLE IV — PARTNERSHIP
The World Physical Education Federation recognizes its partnership with the International Physical Education Federation, according to the terms and scope formally established between the respective organizations.
Such partnership is intended to encourage:
- International cooperation;
- Exchange of knowledge and educational practices;
- Development of physical-education programs;
- Professional cooperation;
- Conferences and educational events;
- Sport and physical-activity initiatives;
- Recognition of educators and professionals;
- Development of future generations.
The Federation shall respect the independent identity, statutes, governance, and legal responsibilities of its partner organizations.
ARTICLE V — FOUNDER
The Founder of the World Physical Education Federation is:

The Founder is recognized as the originating figure of the Federation’s vision and establishment.
The Founder may serve as a symbolic guardian of the Federation’s founding philosophy and principles, while the Federation’s operational governance shall be conducted in accordance with its adopted statutes, applicable law, and properly constituted governing bodies.
ARTICLE VI — PRINCIPLES
The World Physical Education Federation shall be guided by the following fundamental principles:
1. EDUCATION
Physical activity is a means of educating the whole person.
2. HEALTH
Physical education should contribute to healthy and active living.
3. DISCIPLINE
Regular training develops responsibility, perseverance, and self-control.
4. RESPECT
Every participant deserves dignity and respect.

Competition should be conducted honestly and ethically.

International cooperation can unite people across cultures and borders.
7. EXCELLENCE
Individuals should be encouraged to pursue continuous improvement.
8. INCLUSION
Physical education should seek to provide meaningful opportunities for participation to all appropriate communities and populations.
ARTICLE VII — MEMBERSHIP
Membership may be available, according to established eligibility requirements, to:
- Physical-education professionals;
- Teachers and educators;
- Professors and researchers;
- Coaches and instructors;
- Athletes;
- Schools and universities;
- Sports organizations;
- Physical-education associations;
- National and international federations;
- Clubs and academies;
- Educational and sporting institutions;
- Other organizations whose objectives are compatible with those of WPEF.
Membership categories and rights may be established by regulations adopted by the Federation.
ARTICLE VIII — INTERNATIONAL COOPERATION
WPEF shall encourage constructive cooperation with organizations working in:
- Physical education;
- Sports education;
- Fitness;
- Health and wellness;
- Youth development;
- Physical culture;
- Coaching;
- Sports science;
- Educational research;
- Adaptive and inclusive physical activity.
The Federation shall seek to build bridges between educational and sporting communities throughout the world.
ARTICLE IX — EDUCATION AND RESEARCH
The Federation may establish or support:
- International conferences;
- Seminars and workshops;
- Educational courses;
- Instructor-development programs;
- Research initiatives;
- Publications;
- Academic and professional exchanges;
- Educational awards;
- Training programs;
- International physical-education projects.
The purpose of these activities shall be the advancement and responsible dissemination of knowledge.
ARTICLE X — AWARDS AND RECOGNITION
WPEF may establish international awards recognizing outstanding contributions to physical education and human development.
Awards may recognize:
- Distinguished Physical-Education Teachers;
- Outstanding Coaches;
- Physical-Education Researchers;
- Sports Educators;
- Youth Development Leaders;
- Distinguished Institutions;
- Lifetime Achievement;
- International Cooperation;
- Service to Physical Education.
All awards should be based on transparent criteria established by the Federation.
ARTICLE XI — EVENTS
The Federation may organize or support international:
- Physical-Education Congresses;
- Championships and sporting events;
- Educational festivals;
- Conferences;
- Seminars;
- Demonstrations;
- Training camps;
- Youth programs;
- Cultural and educational exchanges.
All sporting activities shall prioritize participant safety, ethical conduct, appropriate safeguarding, and compliance with applicable rules.
ARTICLE XII — GOVERNANCE
The Federation may establish governing bodies including:
1. General Assembly
The principal representative body of the Federation.
2. Executive Council
Responsible for strategic direction and organizational oversight.
3. Presidency
Responsible for leadership and representation of the Federation.
4. Committees and Commissions
Established to administer specific areas such as education, research, sport, youth development, international relations, ethics, and membership.
The precise composition, election or appointment procedures, terms of office, and powers of each body shall be defined in the Federation’s regulations.
ARTICLE XIII — ETHICS
Every member, representative, educator, coach, official, and participant associated with WPEF shall be expected to uphold:
Integrity.
Respect.
Responsibility.
Fairness.
Professionalism.
Human dignity.
Discrimination, harassment, abuse, corruption, intentional misconduct, and behavior that seriously damages the integrity of physical education or sport shall not be compatible with the Federation’s principles.
ARTICLE XIV — THE FUTURE GENERATION
The greatest responsibility of physical education is not merely to create stronger athletes.
It is to help create stronger human beings.
WPEF therefore places particular importance on children and young people, seeking to encourage:

- Confidence;
- Cooperation;
- Discipline;
- Leadership;
- Respect;
- Responsibility;
- Lifelong physical activity.
The Federation recognizes young people as the future teachers, coaches, athletes, researchers, leaders, and ambassadors of physical education.
ARTICLE XV — THE FEDERATION’S MOTTO
“EDUCATE THE BODY. STRENGTHEN THE MIND. BUILD THE CHARACTER. UNITE THE WORLD.”
This motto expresses the central philosophy of the World Physical Education Federation.
ARTICLE XVI — SYMBOLIC DECLARATION
The World Physical Education Federation represents a global family connected through movement, education, health, sport, and human development.
Its members may come from different nations.
They may speak different languages.
They may practice different sports.
They may follow different educational traditions.
Yet they can share one universal principle:
Every human being deserves the opportunity to develop a healthy body, an educated mind, and a strong character.
Under this philosophy, the World Physical Education Federation seeks to serve not only sport, but humanity through education.
FOUNDING DECLARATION
With respect for the traditions of physical education and with a commitment to international cooperation, the World Physical Education Federation (WPEF) is established as a vision for a united international community of physical educators, sports professionals, institutions, and practitioners.
Its founding vision is associated with:
