FOUNDING DECLARATION
The World Competitive Sports Federation (WCSF) is established as an international sports federation dedicated to the development, organization, promotion, regulation, and advancement of competitive sports throughout the world.
The Federation recognizes the importance of fair competition, athletic excellence, discipline, sportsmanship, integrity, education, health, safety, international friendship, and respect among athletes and sporting communities.
The founding and establishing founder of the World Competitive Sports Federation is:
Philosopher Super Grand Master Mohammadullah Omar Iman Dost
The Founder shall be recognized in the official historical and founding records of the Federation as the Founder and Establishing Founder of WCSF, subject to the applicable laws and legal registration requirements of the jurisdiction in which the Federation is established.
CHAPTER I
GENERAL PROVISIONS
Article 1 — Official Name
The official name of the organization shall be:
WORLD COMPETITIVE SPORTS FEDERATION
Abbreviation:
WCSF
Article 2 — Nature
- WCSF shall operate as an international sports federation dedicated to competitive sports and athletic development.
- The Federation may operate internationally through national federations, continental bodies, regional organizations, clubs, associations, leagues, academies, athletes, coaches, officials, and other recognized sporting institutions.
- WCSF shall respect applicable national laws, international sporting principles, athlete welfare, and the autonomy of recognized member organizations.
- The Federation shall promote sport as a means of athletic excellence, personal development, discipline, health, education, friendship, and peaceful international cooperation.
CHAPTER II
PURPOSE AND MISSION
Article 3 — Fundamental Purpose
The fundamental purpose of WCSF shall be to establish and develop a worldwide framework for lawful, fair, safe, organized, and competitive sport.
The Federation shall seek to:
- Promote competitive sports internationally.
- Develop sporting standards and regulations.
- Support athletes and sporting organizations.
- Organize international competitions and championships.
- Promote fair play and sporting integrity.
- Develop coaches, referees, judges, officials, and sports administrators.
- Encourage youth participation in competitive sport.
- Promote women’s participation and leadership in sport.
- Support athletes with disabilities and inclusive competition.
- Encourage scientific research and innovation in sports.
- Promote athlete health, safety, and welfare.
- Facilitate international sporting cooperation.
- Establish recognized competitive sports programs and disciplines.
- Encourage friendship and mutual respect among athletes and nations.
Article 4 — Mission Statement
The mission of WCSF shall be:
“To unite competitive sports worldwide through excellence, fair play, discipline, integrity, athlete development, and international cooperation.”
Article 5 — Vision
The vision of WCSF shall be:
“A united global sporting community where every athlete has the opportunity to compete fairly, safely, honorably, and at the highest attainable level.”
CHAPTER III
RELATIONSHIP WITH THE WORLD COMPETITIVE SPORTS CONFEDERATION
Article 6 — Confederation Partnership
The World Competitive Sports Federation (WCSF) shall recognize the:
WORLD COMPETITIVE SPORTS CONFEDERATION (WCSC)
as its international confederation partner.
WCSF may cooperate with WCSC in matters including:
- International sports development;
- Competition organization;
- Sporting regulations;
- Athlete development;
- International championships;
- Continental and regional coordination;
- Education and certification;
- Sports governance;
- Scientific research;
- International sporting relations; and
- Promotion of fair and ethical competition.
Article 7 — Institutional Relationship
- WCSF and WCSC shall maintain a cooperative institutional relationship.
- The exact division of responsibilities between WCSF and WCSC shall be established through agreements, regulations, or memoranda of understanding.
- Partnership with WCSC shall not prevent WCSF from maintaining its own lawful governance, administration, programs, and member structures.
- Both organizations shall respect the autonomy and legal identity of one another.
CHAPTER IV
WORLD COMPETITIVE MARTIAL ARTS FEDERATION
Article 8 — Member Federation
The WORLD COMPETITIVE MARTIAL ARTS FEDERATION (WCMF) shall be recognized as a member and affiliated federation within the WCSF sporting family, subject to applicable membership procedures.
WCMF may represent competitive martial arts disciplines within the broader WCSF framework.
Article 9 — Martial Arts Development
WCSF shall support the development of competitive martial arts through:
- Athlete development;
- Coaching education;
- Referee and judge education;
- Competition standards;
- Youth programs;
- Women’s participation;
- Athlete safety;
- Sports science;
- International tournaments;
- Championships; and
- International cooperation.
Martial arts competitions shall be governed by appropriate sporting rules emphasizing safety, fair competition, qualified officiating, and athlete welfare.
CHAPTER V
MEMBERSHIP
Article 10 — Categories of Members
Membership may include:
- National Sports Federations;
- Continental Sports Federations;
- Regional Sports Organizations;
- International Sports Associations;
- Sports Clubs;
- Competitive Leagues;
- Martial Arts Federations;
- Sports Academies;
- Athletes;
- Coaches;
- Referees and Judges;
- Sports Officials;
- Sports Scientists;
- Honorary Members; and
- Other organizations or individuals approved under WCSF regulations.
Article 11 — Member Rights
Recognized members may have the right to:
- Participate in WCSF programs;
- Participate in competitions;
- Submit proposals;
- Participate in assemblies;
- Vote where voting rights apply;
- Nominate qualified representatives;
- Access educational programs; and
- Use authorized WCSF recognition and certification.
Specific voting rights shall be determined by membership category and applicable regulations.
Article 12 — Member Responsibilities
Members shall:
- Respect the Constitution and Statutes of WCSF.
- Respect competition rules.
- Promote fair play.
- Protect athletes.
- Maintain sporting integrity.
- Prevent discrimination and abuse.
- Comply with applicable anti-doping and athlete-safety standards.
- Maintain accurate organizational records.
- Respect decisions made under properly established WCSF procedures.
CHAPTER VI
GOVERNANCE
Article 13 — Principal Organs
The principal organs of WCSF shall include:
- World Congress;
- Executive Council;
- Presidency;
- Secretary-General and International Secretariat;
- Sports Technical Council;
- Athletes’ Commission;
- Coaches’ Commission;
- Officials and Referees Commission;
- Medical and Athlete Safety Commission;
- Ethics and Integrity Commission;
- Legal Commission;
- Competition Commission;
- Youth Commission;
- Women’s Sports Commission;
- Para and Inclusive Sports Commission;
- Scientific and Sports Research Commission; and
- Finance and Audit Commission.
Article 14 — World Congress
The World Congress shall be the supreme representative policy-making body of WCSF.
Its responsibilities shall include:
- Approving major policies;
- Approving amendments to the Statutes;
- Electing officials where applicable;
- Reviewing reports;
- Approving strategic plans;
- Reviewing financial matters;
- Recognizing eligible member organizations; and
- Establishing the overall direction of the Federation.
Article 15 — Executive Council
The Executive Council shall supervise the implementation of the policies and decisions of the World Congress.
It shall:
- Develop strategic programs;
- Supervise international competitions;
- Coordinate member federations;
- Approve technical regulations;
- Oversee committees and commissions;
- Promote international partnerships; and
- Protect the interests and integrity of the Federation.
Article 16 — President
The President shall serve as the principal representative of WCSF and shall provide strategic leadership to the Federation.
The President shall:
- Represent WCSF internationally;
- Preside over appropriate governing meetings;
- Promote the mission of WCSF;
- Support international cooperation;
- Uphold the Statutes; and
- Coordinate with the Executive Council.
Article 17 — Secretary-General
The Secretary-General shall be responsible for the administration of the International Secretariat.
Responsibilities may include:
- Administrative coordination;
- Official correspondence;
- Membership records;
- Meeting administration;
- Implementation of decisions;
- International communications; and
- Coordination of WCSF programs.
CHAPTER VII
COMPETITIONS
Article 18 — International Competitions
WCSF may organize, recognize, sanction, or support:
- World Championships;
- Continental Championships;
- Regional Championships;
- International Cups;
- Grand Prix events;
- Youth Championships;
- University competitions;
- Club competitions;
- Open competitions;
- Ranking events; and
- Other recognized sporting events.
Article 19 — Competition Standards
All officially recognized WCSF competitions shall seek to maintain:
- Fair competition;
- Qualified officials;
- Clear rules;
- Athlete safety;
- Transparent eligibility requirements;
- Appropriate medical support;
- Anti-doping compliance where applicable;
- Proper scoring and results management; and
- Respectful conduct.
Article 20 — Athlete Classification and Eligibility
WCSF may establish eligibility, age, weight, skill, ranking, classification, qualification, and competition-category rules appropriate to each sport.
For martial arts and combat sports, additional safety and medical requirements may be established.
CHAPTER VIII
ATHLETES
Article 21 — Athlete Rights
WCSF shall seek to protect athletes’ fundamental sporting rights, including:
- Fair competition;
- Equal opportunity;
- Safe sporting environments;
- Respect and dignity;
- Appropriate medical care;
- Transparent competition rules;
- Due process in disciplinary matters; and
- Protection from abuse, harassment, exploitation, and discrimination.
Article 22 — Athletes’ Commission
WCSF shall establish an Athletes’ Commission to provide athletes with a formal voice in the governance and development of the Federation.
The Commission may advise the Executive Council and World Congress on matters affecting athletes.
CHAPTER IX
COACHES, OFFICIALS, AND JUDGES
Article 23 — Coaches
WCSF shall support professional education and development of coaches through:
- Certification;
- Continuing education;
- Sports science;
- Ethics;
- Athlete welfare;
- Injury prevention; and
- Technical development.
Article 24 — Referees and Judges
WCSF may establish international standards for referees, judges, technical officials, and competition administrators.
Officials shall perform their duties impartially, professionally, and independently.
CHAPTER X
SPORTING INTEGRITY
Article 25 — Fair Play
Fair play shall be a fundamental principle of WCSF.
Athletes, coaches, officials, members, and administrators shall be expected to demonstrate:
- Honesty;
- Respect;
- Integrity;
- Discipline;
- Sportsmanship;
- Respect for opponents; and
- Respect for competition rules.
Article 26 — Anti-Corruption
WCSF shall oppose:
- Bribery;
- Match manipulation;
- Competition fixing;
- Fraud;
- Unlawful financial influence;
- Abuse of office; and
- Other forms of sporting corruption.
Article 27 — Anti-Doping
WCSF shall support applicable international and national anti-doping standards and shall establish appropriate regulations for sports under its jurisdiction.
CHAPTER XI
HEALTH, SAFETY, AND ATHLETE WELFARE
Article 28 — Athlete Safety
Athlete safety shall be a fundamental priority of WCSF.
Competition organizers shall take reasonable measures concerning:
- Medical assessment;
- Emergency response;
- Injury prevention;
- Safe sporting facilities;
- Qualified personnel;
- Appropriate equipment; and
- Post-injury care.
Article 29 — Medical Commission
WCSF may establish a Medical and Athlete Safety Commission responsible for advising the Federation on:
- Sports medicine;
- Injury prevention;
- Athlete health;
- Competition safety;
- Medical standards;
- Return-to-play principles; and
- Athlete welfare.
CHAPTER XII
YOUTH, WOMEN, AND INCLUSIVE SPORTS
Article 30 — Youth Sports
WCSF shall encourage youth participation in competitive sports while placing the health, safety, education, development, and welfare of young athletes above competitive outcomes.
Article 31 — Women’s Sports
WCSF shall promote meaningful and equitable participation of women in:
- Competition;
- Coaching;
- Administration;
- Officiating;
- Leadership; and
- Sports education.
Article 32 — Inclusive Sports
WCSF shall promote opportunities for athletes with disabilities and may establish specialized competitive categories, classifications, and events in accordance with applicable sporting standards.
CHAPTER XIII
EDUCATION AND SPORTS SCIENCE
Article 33 — Education
WCSF may establish:
- Coaching academies;
- Referee academies;
- Sports management programs;
- Athlete education programs;
- Leadership programs;
- Training seminars;
- International conferences; and
- Professional certification programs.
Article 34 — Sports Science
The Federation shall encourage research in:
- Exercise physiology;
- Sports medicine;
- Performance science;
- Sports psychology;
- Nutrition;
- Biomechanics;
- Injury prevention;
- Training methodology;
- Sports technology; and
- Athlete development.
CHAPTER XIV
NATIONAL AND CONTINENTAL STRUCTURES
Article 35 — National Federations
WCSF may recognize National Competitive Sports Federations representing eligible sports organizations within their respective countries.
National federations shall operate in accordance with:
- Their national laws;
- WCSF regulations;
- Applicable international sporting standards; and
- The principles of fair play and athlete welfare.
Article 36 — Continental Federations
WCSF may establish or recognize continental structures for:
- Africa;
- Asia;
- Europe;
- North America;
- South America;
- Oceania; and
- Other recognized geographical regions.
CHAPTER XV
INTERNATIONAL RELATIONS
Article 37 — International Cooperation
WCSF may establish partnerships with:
- International sports organizations;
- National sports authorities;
- Universities;
- Sports science institutions;
- Olympic and non-Olympic sporting organizations;
- Professional leagues;
- Clubs;
- Educational institutions;
- Health organizations; and
- Other lawful organizations supporting sport.
Article 38 — Relationship with WCSC and WCMF
The institutional family of WCSF shall include cooperation with:
World Competitive Sports Confederation (WCSC)
as a strategic international confederation partner.
World Competitive Martial Arts Federation (WCMF)
as a recognized member and affiliated martial arts federation.
The specific rights, responsibilities, representation, competition jurisdiction, and administrative relationships of these organizations may be further defined through separate agreements and regulations.
CHAPTER XVI
ETHICS AND DISCIPLINE
Article 39 — Code of Ethics
WCSF shall maintain a Code of Ethics applicable to:
- Officials;
- Athletes;
- Coaches;
- Judges;
- Referees;
- Administrators;
- Member organizations; and
- Other persons participating in WCSF activities.
Article 40 — Disciplinary Procedures
Disciplinary proceedings shall respect:
- Clear rules;
- Notice of allegations;
- Opportunity to respond;
- Impartial decision-making;
- Proportionate sanctions;
- Appeal rights where applicable; and
- Confidentiality consistent with law.
CHAPTER XVII
FINANCE
Article 41 — Financial Resources
The lawful resources of WCSF may include:
- Membership fees;
- Event revenues;
- Sponsorships;
- Donations;
- Grants;
- Licensing;
- Educational programs;
- Publications;
- Research programs;
- Partnerships; and
- Other lawful sources.
Article 42 — Financial Accountability
The Federation shall maintain appropriate financial records and internal controls.
Financial administration shall be guided by:
- Transparency;
- Accountability;
- Proper authorization;
- Auditing;
- Responsible expenditure; and
- Compliance with applicable law.
CHAPTER XVIII
OFFICIAL SYMBOLS
Article 43 — Emblem, Flag, and Identity
WCSF may establish:
- Official emblem;
- Flag;
- Seal;
- Membership certificate;
- Athlete accreditation;
- Competition medals;
- Championships trophies; and
- Official uniforms and branding.
The use of official symbols shall be regulated by the Federation.
CHAPTER XIX
AWARDS AND HONORS
Article 44 — International Awards
WCSF may establish awards recognizing outstanding achievements in:
- Athletic performance;
- Coaching;
- Officiating;
- Sports administration;
- Sports science;
- Youth development;
- Women’s sports;
- Martial arts;
- Sportsmanship;
- International cooperation; and
- Lifetime contribution to sport.
CHAPTER XX
POLITICAL AND INSTITUTIONAL NEUTRALITY
Article 45 — Political Neutrality
WCSF shall operate as a sports organization and shall not become an instrument of partisan political competition.
The Federation shall seek to maintain respectful sporting relations among athletes and organizations regardless of nationality.
CHAPTER XXI
LEGAL STATUS AND RESPONSIBILITY
Article 46 — Compliance with Law
WCSF and its members shall conduct their activities in accordance with the applicable laws of the jurisdictions in which they operate.
Nothing in these Statutes shall be interpreted as granting WCSF governmental authority unless such authority is expressly provided by applicable law.
CHAPTER XXII
AMENDMENTS
Article 47 — Amendment of the Statutes
These Statutes may be amended by the World Congress in accordance with procedures established by the Federation.
Proposed amendments shall be circulated to eligible members within the period prescribed by the relevant regulations.
CHAPTER XXIII
DISSOLUTION
Article 48 — Dissolution
The Federation may be dissolved only through the procedures established by these Statutes and applicable law.
Upon dissolution, the assets and liabilities of WCSF shall be handled according to applicable law and the lawful decision of the competent governing authority.
CHAPTER XXIV

Using sport to promote international friendship and cooperation.
CHAPTER XXV
FOUNDING CHARTER
Article 50 — Founder’s Recognition
The World Competitive Sports Federation formally recognizes:
Philosopher Super Grand Master Mohammadullah Omar Iman Dost
as the Founder and Establishing Founder of the World Competitive Sports Federation (WCSF).
The Founder shall be recorded in the historical and institutional records of WCSF in accordance with the Federation’s founding documents and applicable law.
Article 51 — Founding Legacy
The founding vision of WCSF shall be dedicated to the advancement of competitive sport as a vehicle for:
Excellence, Discipline, Health, Education, Character, Fair Play, Friendship, and International Unity.
