PREAMBLE
Recognizing that physical health, physical education, physical activity, sport, character development, personal discipline, social cooperation, and human development are fundamental pillars of a healthy society;
Recognizing that regular physical activity can contribute significantly to physical and mental health, the prevention of non-communicable diseases, improved quality of life, and greater social participation;
Recognizing the importance of cooperation among governments, universities, schools, sports federations, civil society organizations, health institutions, police organizations, military institutions, emergency and rescue organizations, and other relevant institutions;
And respecting the sovereignty of nations, applicable national and international laws, human dignity, human rights, the independence of member institutions, and the principle of non-discrimination;
This Constitution and Statutes are hereby established as the foundational governing document of the World Physical Activity Federation (WPAF).
The Federation shall be an international, educational, scientific, sports, health-oriented, cultural, and developmental organization dedicated to promoting physical activity and physical education for all people throughout life.
CHAPTER I — NAME, NATURE, AND LEGAL CHARACTER
Article 1 — Name
The official name of the organization shall be:
WORLD PHYSICAL ACTIVITY FEDERATION
Abbreviation:

Article 2 — Nature of the Federation
- WPAF shall be an international, civilian, educational, scientific, sports, health-oriented, and developmental organization.
- The Federation may cooperate with governmental and non-governmental organizations, universities, schools, sports clubs, sports federations, health organizations, police institutions, military institutions, emergency organizations, and other relevant institutions.
- Such cooperation shall not constitute or create any command authority, military authority, police authority, security authority, or operational authority over armed forces or police organizations.
- Every member and partner shall respect and comply with the laws of the country in which it operates and with applicable international legal principles.
CHAPTER II — FOUNDER AND ESTABLISHMENT
Article 3 — Founder
According to the founding declaration and the founding vision of the Federation, the following individual shall be recognized as the Founder and Establishing Founder of WPAF:
Philosopher Super Grand Master King Mohammadullah Omar Iman Dost
The Founder shall be recognized as the founding figure and originator of the initial vision, concept, and framework for the establishment of the Federation.
For formal legal registration, the founder’s name, title, and founding status shall be recorded in accordance with the official founding documents and the laws of the jurisdiction in which the Federation is legally registered.
Article 4 — Founding Philosophy
The fundamental philosophy of the Federation shall be based upon the following principle:
“A healthy person, an active person, an educated person, a disciplined person, and a responsible person are the foundation of a healthy society.”
The Federation shall regard physical activity not merely as competitive sport, but as a means of:
- Education;
- Health;
- Character development;
- Discipline;
- Self-confidence;
- Cooperation;
- Responsibility;
- Friendship among peoples;
- Social development; and
- Improvement of quality of life.
CHAPTER III — VISION, MISSION, AND OBJECTIVES
Article 5 — Vision
The vision of WPAF shall be:
“An active, healthy, educated, disciplined, empowered, and united world through physical activity and physical education.”
Article 6 — Core Mission
The fundamental mission of the Federation shall be:
To develop and promote safe, scientific, inclusive, accessible, and lifelong physical activity and physical education for all people, with the purpose of improving health, education, physical and mental capacity, character, social participation, and international cooperation.
The Federation shall seek to expand opportunities for physical activity for:
- Children;
- Adolescents;
- Youth;
- Adults;
- Older persons;
- Persons with disabilities;
- Athletes;
- Coaches;
- Teachers;
- Public-service personnel;
- Police personnel;
- Military personnel;
- Emergency responders; and
- Other members of society.
Article 7 — Fundamental Objectives
The Federation shall pursue the following objectives:
- To promote physical activity throughout the world.
- To develop and improve physical education systems and standards.
- To support the professional education and development of teachers and coaches.
- To promote scientific research in physical activity, physical education, sport, fitness, and health.
- To combat physical inactivity and sedentary lifestyles.
- To promote physical and mental health.
- To create equal and inclusive opportunities for participation in physical activity.
- To develop physical activity programs for children and adolescents.
- To promote physical activity in educational institutions and workplaces.
- To develop recreational and community sports.
- To support inclusive physical activity for persons with disabilities.
- To promote active and healthy aging.
- To establish a global network of physical activity and physical education professionals.
- To organize international conferences, congresses, sporting events, educational courses, seminars, and scientific forums.
- To facilitate the exchange of knowledge and experience among nations.
- To establish professional and educational standards.
- To encourage innovation, technology, and digital solutions in physical activity and sport.
- To cooperate with health, education, and scientific organizations.
- To establish multidisciplinary and multisectoral programs.
- To promote a global culture of active living.
CHAPTER IV — WORLD PHYSICAL EDUCATION
Article 8 — Role of Physical Education
World Physical Education shall constitute one of the fundamental pillars of the Federation.
Physical education within WPAF shall not be understood merely as participation in exercise or sport. It shall be understood as a comprehensive educational process through movement and physical activity for the development of the whole person.
Article 9 — Mission of World Physical Education
The mission of World Physical Education shall be:
“To educate the human being through movement in order to build a healthy body, an informed mind, a disciplined character, and a responsible society.”
This mission shall consist of four fundamental dimensions:
A. BODY
Development and maintenance of physical health and physical capacity.
B. MIND
Development of knowledge, awareness, concentration, decision-making, and mental well-being.
C. CHARACTER
Development of discipline, responsibility, ethics, respect, courage, perseverance, and integrity.
D. SOCIETY
Promotion of cooperation, solidarity, mutual respect, social participation, and peaceful coexistence.
Article 10 — Areas of World Physical Education
The World Physical Education framework may include:
- Physical Education;
- Physical Activity;
- Fitness Education;
- Sports Education;
- Health Education;
- Exercise Science;
- Sports Science;
- Movement Education;
- Recreation;
- Youth Physical Development;
- Adaptive Physical Education;
- Senior Fitness;
- Occupational Fitness;
- Police Fitness Education;
- Military Fitness Education;
- Emergency Responder Fitness;
- Instructor and Coach Education; and
- Physical Education Research.
CHAPTER V — GLOBAL MEMBERSHIP
Article 11 — Categories of Membership
Membership of the Federation may include:
- Founding Members;
- National Members;
- Institutional Members;
- Academic Members;
- Professional Members;
- Honorary Members;
- Teachers and Coaches;
- Athletes;
- Researchers;
- Medical and Health Professionals;
- Sports Clubs and Academies;
- Youth Organizations;
- Police Organizations;
- Military Institutions;
- Emergency and Rescue Organizations;
- Civil Society Organizations; and
- Other qualified institutions and individuals.
CHAPTER VI — COOPERATION WITH POLICE AND MILITARY INSTITUTIONS
Article 12 — Principle of Cooperation
WPAF recognizes lawful cooperation with police and military institutions in the fields of physical activity, physical education, health, fitness, sport, research, education, and professional development.
Such cooperation may include:
- Physical fitness;
- Employee health;
- Sports education;
- Injury prevention;
- Mental well-being;
- Instructor education;
- Scientific research;
- Organizational sports;
- Emergency preparedness;
- Youth programs;
- Rescue and humanitarian activities;
- Community programs; and
- Exchange of educational and scientific knowledge.
Article 13 — Institutional Independence
- Police and military institutions shall remain subject to their respective national laws, regulations, and chains of command.
- WPAF shall have no command authority over police or military personnel.
- The Federation shall not interfere in political, military, security, or operational matters.
- Cooperation with military and police institutions shall be limited to lawful areas such as education, health, physical fitness, sport, research, emergency preparedness, and human development.
- No Federation program shall be used to provide training for unlawful violence, criminal activity, terrorism, or violations of the rights and dignity of individuals.
Article 14 — World Police Physical Education Program
The Federation may establish a specialized program known as:
WORLD POLICE PHYSICAL EDUCATION PROGRAM
The program may focus on:
- Professional physical fitness;
- Health and wellness;
- Injury prevention;
- Fitness assessment;
- Stress management;
- Professional ethics;
- Sport and recreation; and
- Education and certification of police fitness instructors.
Article 15 — World Military Physical Education Program
The Federation may establish a specialized program known as:
WORLD MILITARY PHYSICAL EDUCATION PROGRAM
The program may focus on:
- General physical health;
- Physical fitness;
- Injury prevention;
- Fitness development;
- Mental well-being;
- Sport;
- Education;
- Scientific research; and
- Development of qualified fitness instructors.
The program shall have no command, combat, intelligence, or operational authority.
CHAPTER VII — ORGANIZATIONAL STRUCTURE
Article 16 — Organs of the Federation
The principal organs of WPAF shall include:
- The World General Assembly;
- The Supreme Council of the Federation;
- The Presidency;
- The International Secretariat;
- The Scientific Council;
- The Physical Education Council;
- The Sports Council;
- The Health and Medical Council;
- The Youth Council;
- The Women’s Council;
- The Council for Persons with Disabilities;
- The Police and Public Service Council;
- The Military Physical Fitness and Education Council;
- The Ethics Committee;
- The Legal Committee;
- The International Development and Cooperation Committee; and
- The Research and Innovation Committee.
Article 17 — World General Assembly
The World General Assembly shall be the supreme policy-making body of the Federation.
Its responsibilities shall include:
- Approving strategic policies;
- Electing the relevant governing bodies;
- Approving strategic plans;
- Approving financial and organizational reports;
- Approving amendments to the Constitution and Statutes;
- Considering membership matters within its authority; and
- Supervising the overall performance of the executive organs.
Article 18 — Presidency
The Presidency shall be responsible for the strategic leadership, international representation, and lawful implementation of the decisions of the Federation.
The Presidency shall uphold:
- Rule of law;
- Impartiality;
- Transparency;
- Accountability;
- Respect for members;
- Scientific integrity; and
- Institutional independence.
Article 19 — Scientific Council
The Scientific Council shall consist of qualified specialists in fields including:
- Sports science;
- Physical education;
- Sports medicine;
- Physiology;
- Psychology;
- Public health;
- Education; and
- Other relevant scientific disciplines.
The Council shall advise the Federation and promote evidence-based standards, policies, and programs.
CHAPTER VIII — ETHICS AND FUNDAMENTAL PRINCIPLES
Article 20 — Ethical Principles
WPAF shall be founded upon:
- Human dignity;
- Mutual respect;
- Non-discrimination;
- Equal opportunity;
- Honesty;
- Transparency;
- Fair play;
- Social responsibility;
- Health and safety;
- Protection of children and vulnerable persons;
- Scientific independence; and
- Rule of law.
Article 21 — Non-Discrimination
No person or organization shall be unlawfully excluded from participation in Federation programs solely on the basis of nationality, gender, age, disability, language, social background, or any other characteristic unrelated to legitimate professional or organizational requirements.
CHAPTER IX — GLOBAL PHYSICAL ACTIVITY PROGRAM
Article 22 — Global Physical Activity Initiative
WPAF may establish a global initiative to increase physical activity through:
- School-based physical activity;
- Workplace physical activity;
- Community sport;
- Walking;
- Cycling;
- Family physical activity;
- Active aging;
- Youth programs;
- Inclusive physical activity for persons with disabilities;
- Active cities and communities; and
- Community-based health and physical activity programs.
CHAPTER X — EDUCATION AND CERTIFICATION
Article 23 — Professional Education
The Federation may develop and provide educational programs for:
- Physical Education Teachers;
- Fitness Instructors;
- Sports Coaches;
- Physical Activity Specialists;
- Youth Fitness Instructors;
- Senior Fitness Instructors;
- Adaptive Physical Education Instructors;
- Police Fitness Instructors;
- Military Fitness Instructors; and
- Other qualified professionals.
Certificates shall be issued according to established educational and professional standards and shall not unlawfully replace professional, medical, teaching, or governmental licenses required by national law.
CHAPTER XI — RESEARCH AND ACADEMIC DEVELOPMENT
Article 24 — Scientific Research
WPAF shall support and encourage research relating to:
- Physical activity and health;
- Sport and education;
- Physical fitness;
- Mental well-being;
- Children and adolescents;
- Healthy aging;
- Disability and inclusion;
- Active environments;
- Sports technology;
- Injury prevention; and
- Physical activity policy.
CHAPTER XII — INTERNATIONAL COOPERATION
Article 25 — Federation Partners
The Federation may cooperate with:
- International organizations;
- National governments;
- Universities;
- Schools;
- Hospitals;
- Health organizations;
- Sports federations;
- Youth organizations;
- Civil society organizations;
- Police institutions;
- Military institutions;
- Emergency and rescue organizations; and
- Lawful private-sector organizations.
The Federation may enter into memoranda of understanding, partnership agreements, research agreements, and educational cooperation arrangements with qualified institutions.
CHAPTER XIII — NATIONAL AND REGIONAL STRUCTURES
Article 26 — National Federations and Representatives
WPAF may establish, recognize, or authorize:
- National Federations;
- National Councils;
- National Committees;
- Regional Federations;
- Continental Federations; and
- City or Community Chapters.
All national and regional bodies shall operate in accordance with the Constitution and Statutes of WPAF while respecting the laws of their respective jurisdictions.
CHAPTER XIV — YOUTH AND FUTURE GENERATIONS
Article 27 — World Youth Physical Activity
The development of physical activity among children and young people shall be a major priority of WPAF.
Youth programs shall emphasize:
- Health;
- Play;
- Education;
- Natural development;
- Motor skills;
- Cooperation;
- Ethics; and
- Social participation.
The health, safety, dignity, and welfare of children shall take priority over competitive objectives.
CHAPTER XV — WOMEN AND SOCIAL INCLUSION
Article 28 — Participation of Women
The Federation shall promote equitable participation of women in:
- Sport;
- Education;
- Administration;
- Coaching;
- Research; and
- Organizational leadership.
Article 29 — Persons with Disabilities
WPAF shall promote Adaptive Physical Education and Inclusive Physical Activity so that persons with disabilities may participate in physical activity and sport according to their individual abilities, needs, and circumstances.
CHAPTER XVI — HEALTH AND SAFETY
Article 30 — Safety First
The health, safety, dignity, and well-being of participants shall take precedence over records, competition, organizational prestige, or commercial objectives.
High-risk activities shall be subject to appropriate risk assessment, qualified supervision, safety procedures, and applicable legal requirements.
CHAPTER XVII — FINANCIAL RESOURCES
Article 31 — Sources of Funding
The lawful financial resources of the Federation may include:
- Membership fees;
- Grants;
- Donations and sponsorships;
- Educational program fees;
- Event revenues;
- Publications;
- Research grants and projects;
- Lawful contracts;
- Humanitarian and philanthropic support; and
- Other lawful sources.
All financial resources shall be managed transparently and in accordance with applicable laws and recognized principles of financial accountability.
Article 32 — Prohibition of Misuse of Funds
Federation resources shall not be used for:
- Terrorist activities;
- Criminal activities;
- Unlawful violence;
- Corruption;
- Money laundering; or
- Any other unlawful purpose inconsistent with this Constitution.
CHAPTER XVIII — EMBLEM, FLAG, AND ORGANIZATIONAL IDENTITY
Article 33 — Official Identity
The Federation may establish:
- An official flag;
- Official emblem;
- Official seal;
- Membership cards;
- Certificates;
- Official uniforms; and
- An international visual identity.
The design and use of such symbols shall be governed by separate regulations approved by the competent governing body.
CHAPTER XIX — AWARDS AND HONORS
Article 34 — Honors
The Federation may establish awards, medals, distinctions, and honorary recognitions for outstanding contributions to:
- Physical education;
- Physical activity;
- Sport;
- Health;
- Education;
- Scientific research;
- Social development; and
- International cooperation.
An honorary title or award shall not, by itself, confer governmental, military, police, medical, or professional authority.
CHAPTER XX — RELATIONS WITH POLICE AND MILITARY ORGANIZATIONS
Article 35 — “Cooperation, Not Command”
WPAF may recognize lawful police and military institutions of member countries as:
- Institutional partners;
- Organizational members;
- Educational partners;
- Research partners;
- Sports partners; and
- Health and fitness partners.
Such relationships shall be governed by the principle:
“COOPERATION WITHOUT COMMAND.”
Police and military institutions may participate as partners in the areas of:
- Physical education;
- Physical activity;
- Fitness;
- Health;
- Sport;
- Research;
- Professional development;
- Emergency preparedness; and
- Community service.
Their independent legal status, national authority, and chains of command shall remain fully respected.
CHAPTER XXI — RELATIONS WITH INTERNATIONAL ORGANIZATIONS
Article 36 — Global Cooperation
The Federation may cooperate with international and national organizations concerned with:
- Health;
- Education;
- Sport;
- Physical activity;
- Science;
- Youth development; and
- Human development.
WPAF shall seek to use evidence-based international practices and recognized scientific standards in developing its programs and policies.
CHAPTER XXII — POLITICAL NEUTRALITY
Article 37 — Political Neutrality
As an educational, scientific, sports, health, and developmental organization:
- The Federation shall not interfere in partisan political competition.
- The Federation shall not institutionally endorse one political party against another.
- Physical activity and physical education shall not be improperly used as instruments of political propaganda.
- The Federation may cooperate with lawful institutions in different countries on the basis of its mission, applicable law, and mutual objectives.
CHAPTER XXIII — CHILD AND VULNERABLE PERSON SAFEGUARDING
Article 38 — Child Safeguarding
All programs involving children and young people shall establish appropriate policies and procedures concerning:
- Protection from abuse;
- Prevention of harassment;
- Safe environments;
- Appropriate supervision;
- Legal consent and safeguarding responsibilities;
- Reporting mechanisms; and
- Accountability for misconduct.
CHAPTER XXIV — DISPUTE RESOLUTION
Article 39 — Settlement of Disputes
Disputes arising within the Federation shall, where appropriate, be addressed through:
- Negotiation;
- Mediation;
- Internal dispute-resolution procedures;
- Arbitration where legally applicable; or
- A competent court or other lawful authority.
CHAPTER XXV — AMENDMENT OF THE CONSTITUTION
Article 40 — Amendments
Amendments to this Constitution and Statutes may be proposed by the Supreme Council or eligible members and shall be approved according to the procedures established by the World General Assembly.
Any amendment shall remain consistent with:
- The fundamental objectives of the Federation;
- Applicable law;
- Ethical principles;
- Members’ rights; and
- The foundational philosophy of WPAF.
CHAPTER XXVI — DISSOLUTION
Article 41 — Dissolution
The Federation may be dissolved only in accordance with the law of its place of registration and through the legally prescribed decision-making process of the competent governing authority.
Upon dissolution, the assets and liabilities of the Federation shall be handled in accordance with applicable law and shall not be unlawfully distributed among members or officials.

Article 43 — Ultimate Philosophy of the Federation
WPAF believes that:
Physical activity is a means of health.
Physical education is a means of learning.
Sport is a means of character development.
Discipline is a means of responsibility.
Cooperation is a means of building a healthier and more united society.
Therefore, the ultimate purpose of the Federation is not merely to produce more athletes, but to help develop:
healthier, more educated, more capable, more disciplined, and more responsible human beings.
Article 44 — Global Mission Formula
The mission of WPAF may be expressed through the following foundational formula:
ACTIVE BODY + EDUCATED MIND + STRONG CHARACTER + HEALTHY SOCIETY = UNITED HUMANITY

Article 45 — Founding Declaration
Upon adoption of the founding instrument and Constitution and Statutes, the World Physical Activity Federation (WPAF) shall be recognized as an international framework dedicated to the advancement of physical activity, physical education, sport, health, education, scientific development, and international human cooperation.
The following individual shall be recorded in the official founding documents as the Founder and Establishing Founder:

The Founder shall be recognized, subject to applicable law and official founding documentation, as the originator of the initial vision and establishment of the Federation.
Article 46 — Final and Binding Provision
Upon its lawful adoption, this Constitution and Statutes shall constitute the foundational governing document of WPAF.
All regulations, policies, programs, administrative procedures, committees, councils, and affiliated bodies of the Federation shall conform to this Constitution and Statutes.
