STATUTE OF THE EUROPEAN COMBAT SPORTS FEDERATION (ECSF)

PREAMBLE

Article 1 – Name

The name of the organization shall be the European Combat Sports Federation (ECSF), hereinafter referred to as “the Federation.”

Article 2 – Legal Status

1. The Federation is an independent, non-profit, non-governmental sports organization.
2. The Federation shall be politically and religiously neutral.
3. The Federation shall operate in accordance with applicable laws and these Statutes.

Article 3 – Headquarters

1. The headquarters of the Federation shall be determined by the General Assembly.
2. Regional or representative offices may be established by the Executive Board.

Article 4 – Objectives

The Federation shall:

1. Promote the development of combat sports across Europe.
2. Organize European championships, cups, and other competitions.
3. Encourage youth participation, education, and grassroots development.
4. Develop coaching, officiating, and athlete education programs.
5. Promote athlete safety, safeguarding, and medical standards.
6. Uphold fair play, integrity, and ethical conduct.
7. Encourage cooperation among national member federations.

Article 5 – Membership

Membership shall consist of:

1. National Member Federations.
2. Associate Members.
3. Affiliate Organizations.
4. Honorary Members.

Each eligible country shall normally be represented by one recognized National Member Federation.

Article 6 – Rights of Members

Members shall have the right to:

1. Participate in the General Assembly.
2. Vote in accordance with these Statutes.
3. Submit proposals and nominations.
4. Participate in Federation competitions and development programs.
5. Receive information and support from the Federation.

Article 7 – Obligations of Members

Members shall:

1. Observe these Statutes and Federation regulations.
2. Promote ethical conduct and fair play.
3. Pay membership fees when due.
4. Respect disciplinary decisions.
5. Submit required reports and information.

Article 8 – Governing Bodies

The Federation shall consist of:

1. General Assembly.
2. Executive Board.
3. President.
4. Secretary General.
5. Standing Committees.
6. Ethics and Disciplinary Commission.
7. Audit Committee.

Article 9 – General Assembly

1. The General Assembly is the supreme governing body.
2. It shall meet at least once each year.
3. Its responsibilities include:
   • Electing officers.
   • Approving budgets and financial statements.
   • Admitting, suspending, or expelling members.
   • Amending these Statutes.
   • Determining strategic policy.

Article 10 – Executive Board

The Executive Board shall consist of:

• President
• First Vice President
• Up to four Vice Presidents
• Secretary General
• Treasurer
• Up to eight elected Board Members

The Board shall administer the Federation between meetings of the General Assembly.

Article 11 – President

The President shall:

1. Represent the Federation.
2. Preside over meetings.
3. Ensure implementation of decisions.
4. Promote the Federation throughout Europe and internationally.

Article 12 – Standing Committees

The Federation may establish committees including:

• Technical Committee
• Competition Committee
• Referees and Officials Committee
• Coaching and Education Committee
• Medical and Safety Committee
• Athletes’ Commission
• Ethics Committee
• Development Committee

Article 13 – Elections

1. Officers shall be elected by secret ballot unless otherwise decided by the General Assembly.
2. The term of office shall be four (4) years.
3. No officer may serve more than three consecutive terms in the same position.

Article 14 – Finance

The Federation’s income may include:

• Membership fees
• Sponsorships
• Event revenues
• Broadcasting and media rights
• Grants
• Donations

Annual financial statements shall be independently audited.

Article 15 – Ethics and Integrity

The Federation shall adopt and enforce policies concerning:

• Fair play
• Anti-corruption
• Anti-discrimination
• Safeguarding
• Conflicts of interest
• Match manipulation

Article 16 – Anti-Doping

The Federation shall enforce anti-doping rules consistent with internationally recognized standards.

Article 17 – Discipline and Appeals

The Federation may investigate breaches of its rules and impose appropriate disciplinary sanctions. Members and participants shall have the right to appeal decisions through procedures established by the Federation.

Article 18 – Amendments

These Statutes may be amended by a two-thirds majority of votes cast at a General Assembly, provided members receive notice of proposed amendments at least sixty (60) days before the meeting.

Article 19 – Dissolution

The Federation may only be dissolved by a three-quarters majority of the General Assembly. Upon dissolution, any remaining assets shall be transferred to a non-profit organization with similar objectives.

Article 20 – Entry into Force

These Statutes shall enter into force immediately upon their adoption by the Founding General Assembly of the European Combat Sports Federation.
