PREAMBLE
We hereby establish the WORLD COMBAT COUNCIL (WCC) as an international council dedicated to the advancement, preservation, recognition, education, and responsible development of combat arts, martial arts, combat sports, and their associated philosophies and traditions.
The World Combat Council shall bring together practitioners, masters, grandmasters, instructors, athletes, schools, academies, organizations, and representatives of diverse combat traditions in a spirit of unity, discipline, mutual respect, wisdom, and excellence.
The Council recognizes that true mastery extends beyond physical technique. It encompasses character, self-control, knowledge, responsibility, respect for others, and the pursuit of continuous personal development.
ARTICLE I — NAME
Section 1 — Official Name
The official name of the organization shall be:
WORLD COMBAT COUNCIL
Hereafter referred to as the WCC or Council.
Section 2 — International Character
The World Combat Council shall be an international body intended to encourage cooperation and friendship among combat-art practitioners and organizations across nations and cultures.
The Council may establish national, continental, regional, and international representatives or chapters in accordance with its regulations and applicable law.
ARTICLE II — FOUNDING PHILOSOPHER

The World Combat Council proudly recognizes:

GRANDMASTER KING MUHAMMADULLAH OMAR IMAN DOST
as the Founder and Philosopher of the World Combat Council.
The Founder and Philosopher represents the founding vision and philosophical spirit of the Council.
The Council shall preserve and promote the foundational principles associated with its establishment, including discipline, honor, unity, wisdom, courage, respect, personal responsibility, and the responsible practice of combat arts.
The title Founder and Philosopher of the World Combat Council shall be a distinguished founding title and shall be preserved within the official historical records of the Council.
ARTICLE III — VISION
The vision of the World Combat Council is to create an international community in which different combat traditions can meet, cooperate, learn from one another, and develop while maintaining their individual identities and histories.
The Council shall seek to build bridges between:
- Martial arts and combat sports.
- Traditional and modern systems.
- Masters and new generations.
- Schools and international organizations.
- Different cultures and nations.
- Physical training and philosophical development.
ARTICLE IV — MISSION
The mission of the World Combat Council shall be to:
- Promote excellence in martial arts and combat sports.
- Encourage discipline, respect, integrity, and sportsmanship.
- Support the education and development of practitioners and instructors.
- Encourage international cooperation between combat-art organizations.
- Preserve legitimate martial traditions and knowledge.
- Establish appropriate standards for recognition, certification, events, and education.
- Promote safe and responsible training.
- Encourage cultural exchange through martial arts.
- Recognize outstanding practitioners, instructors, masters, athletes, and organizations.
- Inspire future generations to pursue mastery with wisdom and responsibility.
ARTICLE V — FUNDAMENTAL PRINCIPLES
The World Combat Council shall be guided by the following principles:
1. UNITY
Different traditions may stand together without losing their individual identities.
2. DISCIPLINE
Progress requires dedication, consistency, patience, and self-control.
3. HONOUR
Members shall strive to act with honesty, dignity, integrity, and respect.
4. WISDOM
Technical ability should be accompanied by knowledge, judgment, and responsibility.
5. COURAGE
Members shall develop courage not only in competition, but also in facing personal challenges and responsibilities.
6. RESPECT
Every legitimate practitioner shall be treated with dignity regardless of nationality, culture, style, or level of experience.
7. EXCELLENCE
The Council shall encourage continuous improvement in technique, physical ability, teaching, leadership, and character.
8. RESPONSIBILITY
Combat knowledge shall be practiced and taught responsibly, with appropriate regard for safety and the well-being of others.
9. PEACE
Mastery of combat should strengthen self-control and responsible conduct rather than promote unnecessary violence.
ARTICLE VI — MEMBERSHIP
Membership of the World Combat Council may include:
- Individual martial artists.
- Combat-sports athletes.
- Instructors and coaches.
- Masters and Grandmasters.
- Martial-arts schools and academies.
- Clubs and associations.
- National organizations.
- Regional organizations.
- International partner organizations.
- Honorary members.
Membership categories, requirements, fees, rights, and responsibilities may be established through regulations adopted by the Council.
ARTICLE VII — GOVERNANCE
The World Combat Council may establish the following principal bodies:
A. Founder and Philosopher
The Founder and Philosopher shall serve as the principal founding figure and guardian of the philosophical heritage of the Council.
B. World Executive Council
The World Executive Council shall oversee administration, strategy, international relations, and organizational development.
C. Grandmasters and Masters Council
This body may provide senior technical, educational, and traditional guidance to the Council.
D. Technical Commission
The Technical Commission may establish standards concerning training, examinations, technical recognition, instructor development, and martial-arts education.
E. Competition Commission
The Competition Commission may establish and administer rules, standards, officials, and procedures for competitions recognized by the Council.
F. Ethics and Disciplinary Commission
This body may consider serious ethical or disciplinary matters in accordance with Council regulations.
G. National and Regional Councils
The Council may establish national and regional bodies to support its international mission.
ARTICLE VIII — RECOGNITION OF RANK AND TITLE
The World Combat Council may recognize martial-arts ranks, qualifications, titles, schools, organizations, instructors, athletes, masters, and grandmasters according to standards established by the Council.
Recognition should be based upon appropriate evidence, qualifications, experience, achievement, teaching, lineage, examination, or other relevant criteria.
The Council shall seek to discourage fraudulent claims, falsification of qualifications, and unauthorized representation of Council recognition.
ARTICLE IX — INTERNATIONAL ACTIVITIES
The World Combat Council may organize, recognize, or support:
- World championships.
- International tournaments.
- Martial-arts seminars.
- Master classes.
- Training camps.
- Instructor education.
- Referee and judging programs.
- Demonstrations.
- Conferences.
- Cultural exchanges.
- Awards and ceremonies.
- Research and educational programs.
All activities shall be conducted in accordance with applicable law and the rules established by the Council.
ARTICLE X — CODE OF CONDUCT
Every member of the World Combat Council shall strive to:
- Demonstrate respect toward others.
- Maintain discipline and professionalism.
- Practice honestly and responsibly.
- Respect legitimate instructors, officials, opponents, and fellow practitioners.
- Observe safety requirements.
- Avoid conduct that seriously damages the reputation of the Council.
- Refrain from fraudulent claims concerning rank, title, qualification, or affiliation.
- Resolve disputes through appropriate and peaceful procedures whenever possible.
ARTICLE XI — HONORARY RECOGNITION
The World Combat Council may establish honorary distinctions for individuals who have made exceptional contributions to martial arts, combat sports, education, philosophy, culture, leadership, or the development of the Council.
Such distinctions may include:
Honorary Grandmaster
Master of Honour
International Martial Arts Ambassador
Council Distinguished Member
Lifetime Achievement Award
The Council shall establish appropriate criteria before granting such distinctions.
ARTICLE XII — OFFICIAL SYMBOLS
The World Combat Council may establish official symbols, including:
- Council emblem.
- Flag.
- Seal.
- Certificates.
- Membership credentials.
- Medals.
- Awards.
- Official uniforms.
- Authorized insignia.
The use of official symbols shall be controlled by the Council and reserved for authorized purposes.
ARTICLE XIII — ETHICS, SAFETY AND DISCIPLINE
The Council shall promote safe, ethical, and responsible martial-arts practice.
Where serious misconduct occurs, the Council may establish procedures for investigation, hearing, suspension, removal of recognition, or other appropriate disciplinary measures.
All disciplinary procedures should provide reasonable notice of allegations and a fair opportunity for the concerned party to respond.
ARTICLE XIV — INTERNATIONAL COOPERATION
The World Combat Council shall encourage cooperation among organizations representing different martial arts and combat sports.
The Council may enter into partnerships, affiliations, educational agreements, cultural exchanges, and other lawful forms of cooperation that advance its mission.
ARTICLE XV — FINANCIAL ADMINISTRATION
The Council may obtain lawful financial resources through:
- Membership fees.
- Event registration.
- Educational programs.
- Donations.
- Sponsorships.
- Grants.
- Publications.
- Merchandise.
- Other lawful sources.
Financial affairs shall be administered responsibly and transparently in accordance with the legal status and jurisdiction of the organization.
ARTICLE XVI — AMENDMENTS
This Founding Statute may be amended when necessary for the continued development of the World Combat Council.
Any amendment shall be approved according to procedures established by the Council.
No amendment should undermine the fundamental principles of unity, discipline, honour, wisdom, respect, responsibility, and excellence upon which the Council is founded.
ARTICLE XVII — FINAL DECLARATION
The World Combat Council is founded as a meeting place for the knowledge, discipline, traditions, and aspirations of combat-art practitioners throughout the world.
The Council recognizes that the highest form of mastery is not measured solely by physical strength or technical victory, but also by character, wisdom, discipline, humility, responsibility, and service to others.
In recognition of the founding vision of the organization, the World Combat Council formally honors:
