STATUTE OF THE INTERNATIONAL COMBAT FEDERATION (ICF)

Article 1 – Name

1. The name of the organization shall be the International Combat Federation (ICF).
2. The abbreviation of the organization shall be ICF.

Article 2 – Legal Nature

1. The International Combat Federation is an independent, non-profit international sports organization.
2. The Federation shall operate in accordance with applicable international laws and the principles of fairness, transparency, equality, and sportsmanship.
3. The Federation may establish its headquarters and regional offices as determined by the Executive Board.

Article 3 – Founder

1. The Founder of the International Combat Federation is Super Grandmaster MUOID
2. The Founder shall be recognized as the creator of the Federation and its original vision.
3. The Founder may serve in an honorary or executive capacity as determined by the General Assembly and this Statute.

Article 4 – Mission

The mission of the Federation is to:

• Promote combat sports worldwide.
• Encourage friendship and mutual respect among athletes.
• Organize international competitions.
• Develop coaching, refereeing, and athlete education.
• Support youth participation and equal opportunities.
• Promote safety, integrity, and fair play in all combat sports.

Article 5 – Objectives

The Federation shall:

1. Organize international championships and tournaments.
2. Develop standardized competition rules.
3. Certify referees, judges, and coaches.
4. Cooperate with national federations.
5. Promote anti-doping policies.
6. Protect athletes’ rights and welfare.
7. Encourage ethical conduct and good governance.

Article 6 – Membership

Membership shall be open to:

• National Federations
• Regional Federations
• Associate Members
• Individual Honorary Members

Each member shall:

• Accept this Statute.
• Pay any applicable membership fees.
• Respect the decisions of the Federation.

Membership may be suspended or terminated for serious violations of this Statute.

Article 7 – Governing Bodies

The governing bodies of the Federation are:

1. General Assembly
2. Executive Board

7. Standing Committees
8. Ethics and Disciplinary Committee

Article 8 – General Assembly

The General Assembly is the supreme authority of the Federation.

Its responsibilities include:

• Electing officers.
• Approving the budget.
• Adopting and amending the Statute.
• Admitting or removing members.
• Deciding on major strategic matters.

Ordinary meetings shall be held annually.

Article 9 – Executive Board

The Executive Board shall:

• Implement General Assembly decisions.
• Manage the Federation.
• Approve international events.
• Supervise committees.

Board members shall serve four-year terms and may be re-elected.

Article 10 – President

The President shall:

• Represent the Federation internationally.
• Chair Executive Board meetings.
• Ensure implementation of decisions.
• Sign official documents.

Article 11 – Secretary General

The Secretary General shall:

• Manage daily administration.
• Maintain official records.
• Coordinate communications.
• Prepare meetings.

Article 12 – Treasurer

The Treasurer shall:

• Manage finances.
• Prepare annual financial reports.
• Maintain accounting records.
• Ensure responsible financial management.

Article 13 – Committees

The Federation may establish committees including:

• Technical Committee
• Referee Committee
• Medical Committee
• Athlete Committee
• Women’s Committee
• Youth Development Committee
• Marketing and Media Committee
• Ethics Committee

Article 14 – Competitions

The Federation shall organize:

• World Championships
• Continental Championships
• International Cups
• Ranking Events
• Coaching and Referee Seminars

Competition rules shall be approved by the Technical Committee.

Article 15 – Ethics

All members shall:

• Respect opponents and officials.
• Reject discrimination.
• Reject corruption.
• Prevent match manipulation.
• Promote equality and inclusion.

Article 16 – Anti-Doping

The Federation supports international anti-doping standards and shall cooperate with recognized anti-doping organizations.

Article 17 – Finance

Income may include:

• Membership fees.
• Sponsorship.
• Donations.
• Event revenues.
• Grants.
• Merchandise and licensing.

Federation funds shall be used exclusively for its objectives.

Article 18 – Amendments

This Statute may be amended by a two-thirds majority of the General Assembly.

Article 19 – Dissolution

The Federation may only be dissolved by a three-fourths majority of the General Assembly.

Any remaining assets shall be transferred to a non-profit organization with similar sporting objectives.

Article 20 – Final Provisions

1. This Statute enters into force upon its adoption by the Founding General Assembly.
2. English shall be the official working language of the Federation unless otherwise decided.
