WORLD COMBAT UNION
FOUNDING STATUTE & CHARTER
Preamble
We, the members and representatives of the World Combat Union (WCU), united by our respect for combat arts, martial discipline, physical excellence, personal development, and the principles of honor and mutual respect, hereby establish this Statute as the fundamental charter governing our Union.
The World Combat Union is founded upon the belief that combat training is not merely the development of physical ability, but also a path toward discipline, courage, responsibility, self-control, respect, and peaceful coexistence.
The Union shall seek to bring together martial artists, combat athletes, instructors, masters, schools, clubs, organizations, and practitioners from different traditions and countries under a common framework of excellence and mutual respect.
ARTICLE I — NAME AND IDENTITY
Section 1. Name
The official name of the organization shall be:
WORLD COMBAT UNION (WCU)
Section 2. Nature
The World Combat Union shall function as an international organization dedicated to the recognition, development, promotion, preservation, and responsible practice of combat sports and martial arts.
Section 3. Motto
The Union may operate under the guiding principle:
“Discipline, Honor, Unity, Excellence.”
Section 4. International Character
The World Combat Union shall welcome qualified practitioners and organizations regardless of nationality, cultural background, martial-art tradition, or country of origin, subject to the principles and requirements established by this Statute.
ARTICLE II — FOUNDING PRINCIPLES
The World Combat Union shall be guided by the following principles:
- Respect — Every practitioner shall be treated with dignity and respect.
- Discipline — Members shall strive for self-control, dedication, and responsible conduct.
- Honor — Members shall uphold honesty, integrity, and sportsmanship.
- Unity — Different combat traditions may cooperate while preserving their individual identities.
- Excellence — The Union shall encourage continuous improvement in technical, physical, mental, and ethical development.
- Safety — Training and competition shall be conducted with appropriate concern for the welfare of participants.
- Education — The Union shall promote knowledge, instruction, mentorship, and responsible transmission of martial traditions.
- Peace and Responsibility — Combat skills shall be developed and used responsibly, with an emphasis on self-control rather than unnecessary violence.
- Fairness — Recognition, rankings, awards, and opportunities should be based upon transparent and appropriate standards.
- International Cooperation — The Union shall encourage friendship and cooperation among practitioners throughout the world.
ARTICLE III — FOUNDER
Philosopher Grandmaster King Muhammadullah Omar Iman Dost
The World Combat Union recognizes Philosopher Grandmaster King Muhammadullah Omar Iman Dost as its Founder and as the individual who established the vision and foundation of the Union.
As Founder, Philosopher Grandmaster King Muhammadullah Omar Iman Dost shall be honored for his foundational role in establishing the World Combat Union and its principles.
The Founder may serve as a senior guardian of the Union’s founding vision and may provide guidance concerning the preservation of its identity, traditions, principles, and long-term mission.
The precise powers, succession arrangements, honorary status, and relationship between the Founder and the governing organs of the Union shall be defined by this Statute and, where necessary, by duly adopted regulations.
ARTICLE IV — MISSION
The mission of the World Combat Union shall be to:
- Unite combat sports and martial-arts practitioners internationally.
- Promote high standards of training, teaching, competition, and conduct.
- Encourage cooperation among martial-arts schools, federations, academies, clubs, and instructors.
- Support the education and development of athletes, instructors, coaches, judges, referees, and masters.
- Preserve legitimate martial traditions and encourage responsible innovation.
- Organize or recognize seminars, championships, examinations, demonstrations, courses, and other appropriate events.
- Establish transparent systems for membership, certification, recognition, ranking, and awards.
- Promote friendship, cultural exchange, and international understanding through martial arts and combat sports.
ARTICLE V — MEMBERSHIP
Membership of the World Combat Union may include:
- Individual practitioners.
- Martial-arts instructors and coaches.
- Masters and Grandmasters.
- Combat-sports athletes.
- Martial-arts schools and academies.
- Clubs and associations.
- National or regional organizations.
- International partner organizations.
- Honorary members.
Membership shall be subject to standards established by the Union and shall not automatically constitute certification of any individual’s rank, title, qualification, or historical claim unless separately verified and recognized by the appropriate authority of the Union.
ARTICLE VI — GOVERNING STRUCTURE
The World Combat Union may establish the following principal organs:
1. Founder
The Founder serves as the principal historical and founding authority of the Union, subject to the provisions of this Statute.
2. International Executive Council
The Executive Council shall oversee the administration and strategic development of the Union.
3. Technical and Martial Arts Council
This body may advise on technical standards, martial-arts development, instructor recognition, grading systems, and related matters.
4. Competition and Rules Commission
This body may develop and maintain rules and standards for competitions conducted or recognized by the Union.
5. Ethics and Disciplinary Commission
This body may address serious violations of the Union’s ethical standards and regulations.
6. National and Regional Representatives
The Union may appoint representatives, directors, or coordinators in different countries and regions to facilitate international development.
ARTICLE VII — RIGHTS AND RESPONSIBILITIES OF MEMBERS
Members shall have the right, subject to applicable regulations, to:
- Participate in recognized Union activities.
- Seek appropriate recognition and certification.
- Attend seminars, courses, competitions, and official events.
- Receive information concerning Union activities and regulations.
- Participate in the development of the Union through appropriate channels.
Members shall have the responsibility to:
- Respect this Statute and official Union regulations.
- Conduct themselves with dignity and sportsmanship.
- Respect instructors, officials, opponents, colleagues, and fellow members.
- Avoid conduct that brings the Union or martial arts into serious disrepute.
- Follow applicable safety, competition, and disciplinary requirements.
ARTICLE VIII — RANKS, TITLES, AND RECOGNITION
The World Combat Union may establish systems for the recognition of martial-arts ranks, titles, instructors, schools, athletes, and other qualified individuals.
Any title or rank recognized by the Union should be supported by appropriate documentation, examination, experience, lineage, achievement, or other standards established by the relevant technical authority.
The Union shall seek to prevent false claims, fraudulent certificates, misrepresentation of rank, and unauthorized use of official Union titles or insignia.
ARTICLE IX — INTERNATIONAL EVENTS
The World Combat Union may organize, sanction, recognize, or cooperate in:
- World championships.
- Continental and regional championships.
- Martial-arts tournaments.
- Seminars and master classes.
- Instructor training programs.
- Referee and judge education.
- Demonstrations and cultural events.
- Conferences and international meetings.
- Awards and recognition ceremonies.
Events shall be conducted according to regulations approved by the appropriate Union authority.
ARTICLE X — ETHICS AND DISCIPLINE
Every member shall uphold the reputation and principles of the World Combat Union.
The Union may take disciplinary action where a member:
- Seriously violates Union regulations.
- Engages in fraud or deliberate misrepresentation.
- Falsifies qualifications or certificates.
- Engages in serious misconduct connected with Union activities.
- Deliberately harms the reputation or legitimate interests of the Union.
- Violates applicable competition or safety rules.
Disciplinary procedures shall respect fundamental principles of fairness, including notice of allegations and an appropriate opportunity for the concerned member to respond.
ARTICLE XI — SYMBOLS AND OFFICIAL IDENTITY
The World Combat Union may establish official:
- Logo and emblem.
- Flag.
- Certificates.
- Membership cards.
- Medals and awards.
- Official uniforms or insignia.
- Titles and designations.
The use of official symbols shall be regulated by the Union and shall be reserved for authorized purposes.
ARTICLE XII — FINANCIAL ADMINISTRATION
The Union may receive funds through lawful membership fees, event fees, donations, sponsorships, educational programs, merchandise, partnerships, grants, or other lawful sources.
Financial administration shall be conducted transparently and responsibly, in accordance with applicable law and the Union’s internal regulations.
No provision of this Statute shall authorize activities contrary to the laws of the country in which the Union or its activities operate.
ARTICLE XIII — AMENDMENTS
This Statute may be amended when necessary to meet the development and needs of the World Combat Union.
Proposed amendments should be submitted to the appropriate governing authority and adopted according to procedures established by the Union.
The fundamental principles of respect, discipline, integrity, safety, unity, and responsible practice shall remain central to any amendment.
ARTICLE XIV — DISSOLUTION
Should the World Combat Union ever be dissolved, its affairs shall be concluded in accordance with applicable law and the Union’s governing regulations.
Any remaining assets shall be handled in accordance with the lawful requirements applicable to the organization’s legal status and jurisdiction.
ARTICLE XV — FINAL DECLARATION
The World Combat Union is established as a community dedicated to the advancement of combat sports and martial arts through discipline, honor, unity, education, excellence, and responsible practice.
Its members shall strive not only to become stronger practitioners, but also better teachers, competitors, leaders, colleagues, and human beings.
The Union honors its Founder,Philosopher Grandmaster King Muhammadullah Omar Iman Dost, and recognizes the founding vision upon which the World Combat Union is established.
May the World Combat Union serve as a bridge between martial traditions, generations, cultures, and nations.
