PREAMBLE
We, the members and founding representatives of the World Pankration Federation (WPF), recognizing the historical heritage of Pankration as an ancient Greek combat sport and recognizing the importance of developing Pankration as a modern, organized, safe, educational and internationally practiced sport, hereby establish these Constitution and Statutes.
The World Pankration Federation shall promote Pankration throughout the world through sporting excellence, education, discipline, respect, fair play, athlete protection, international cooperation and the preservation of historical heritage.
WPF shall cooperate with the World Pankration Confederation (WPC) as an international partner organization and shall seek to develop a coordinated worldwide structure for Pankration.
ARTICLE 1
NAME
- The official name of the organization shall be:
WORLD PANKRATION FEDERATION
- The official abbreviation shall be:
WPF
- The official international designation may be:
World Pankration Federation – WPF
- The organization may use its official name, abbreviation, emblem, flag, certificates, medals and other identifying marks in accordance with applicable law.
ARTICLE 2
NATURE AND STATUS
- WPF is an international sports organization dedicated to the development and promotion of Pankration.
- WPF shall operate on a non-profit basis, unless otherwise provided by the applicable law of its jurisdiction of registration.
- WPF shall be independent and non-political.
- WPF shall respect the laws of the countries in which it operates.
- WPF shall promote equality, dignity, safety, integrity and fair competition.
ARTICLE 3
INTERNATIONAL PARTNERSHIP
- WPF recognizes the World Pankration Confederation (WPC) as an international partner organization.
- WPF and WPC may cooperate in:a. International development of Pankration;
b. Continental and national structures;
c. World championships;
d. Education and certification;
e. Technical regulations;
f. Coaching and referee development;
g. Athlete development;
h. Historical and cultural research;
i. International promotion;
j. Scientific and educational programs. - The exact legal rights, responsibilities and representation of WPF and WPC shall be established through a written Partnership Agreement, Memorandum of Understanding or other legally valid instrument.
- The term “Official Partner” shall be used only where such partnership has been formally approved and documented.
ARTICLE 4
HISTORICAL FOUNDATION OF PANKRATION
- Pankration is an ancient Greek combat sport combining elements of striking and wrestling.
- Historical sources identify Pankration as part of the ancient Olympic program from 648 BC.
- WPF recognizes the historical heritage of Pankration and seeks to preserve and promote its cultural and sporting legacy.
- Modern WPF Pankration shall be governed by modern sporting rules, safety standards, medical requirements and competition regulations.
- Historical Pankration and modern Pankration shall be distinguished appropriately in educational, legal and sporting documents.
ARTICLE 5
MISSION
The mission of WPF is:
To develop, regulate, educate, promote and internationalize Pankration as a modern combat sport while preserving its historical heritage and promoting safety, discipline, respect and fair play.
ARTICLE 6
OBJECTIVES
The objectives of WPF shall include:
- Promoting Pankration worldwide;
- Establishing international technical standards;
- Developing national Pankration federations;
- Supporting continental Pankration organizations;
- Organizing World Championships;
- Organizing World Cups and international tournaments;
- Developing athletes;
- Developing coaches;
- Developing referees and judges;
- Establishing international certification systems;
- Promoting youth Pankration;
- Promoting women’s Pankration;
- Promoting amateur and professional competition;
- Supporting sports science and research;
- Promoting athlete health and safety;
- Promoting anti-doping principles;
- Protecting the integrity of competition;
- Preserving Pankration history and heritage;
- Promoting international friendship and cooperation;
- Developing educational and cultural programs.
ARTICLE 7
FUNDAMENTAL PRINCIPLES
WPF shall be guided by:
Respect
Respect for athletes, coaches, officials, opponents and institutions.
Discipline
Commitment to training, rules and personal responsibility.
Fair Play
Honest and ethical competition.
Safety
Protection of athletes shall be a fundamental priority.
Integrity
Decisions and competitions shall be conducted honestly and transparently.
Unity
Pankration shall bring athletes and organizations together internationally.
Education
Sport shall contribute to knowledge, character and personal development.
ARTICLE 8
FOUNDER
The organization may recognize, subject to its founding documents and applicable law:

Founder and Founding President of the World Pankration Federation
The Founder shall be recognized for the founding vision and development of the organization’s Pankration and martial-arts programs, subject to the official founding records of WPF.
The title of Founder shall not by itself create powers contrary to this Constitution, applicable law, or duly adopted governance rules unless such powers are expressly established in the organization’s founding documents.
ARTICLE 9
ORGANIZATIONAL STRUCTURE
The principal organs of WPF shall be:
- World Congress;
- President;
- Executive Board;
- Secretary General;
- Treasurer;
- Technical Commission;
- Referee and Judges Commission;
- Coaching Commission;
- Athletes Commission;
- Medical and Safety Commission;
- Ethics Commission;
- Disciplinary Commission;
- Anti-Doping Commission;
- Women’s Commission;
- Youth Commission;
- Legal Commission;
- Development Commission;
- History and Heritage Commission;
- Scientific and Education Commission.
ARTICLE 10
WORLD CONGRESS
- The World Congress shall be the supreme representative body of WPF.
- The Congress shall consist of eligible members and delegates recognized under WPF regulations.
- The Congress shall:a. Approve the Constitution and Statutes;
b. Amend the Constitution;
c. Elect officers where applicable;
d. Approve financial reports;
e. Approve strategic programs;
f. Admit or suspend members according to the Statutes;
g. Approve major organizational policies;
h. Determine the host of major WPF events;
i. Decide on dissolution where legally required.
ARTICLE 11
PRESIDENT
The President shall:
- Represent WPF internationally;
- Preside over the Executive Board;
- Protect the Constitution and Statutes;
- Promote international development;
- Support cooperation with WPC and other recognized organizations;
- Supervise implementation of approved policies;
- Perform other duties assigned by the Congress.
ARTICLE 12
EXECUTIVE BOARD
The Executive Board shall be responsible for the administration and strategic management of WPF.
It may include:
- President;
- Vice Presidents;
- Secretary General;
- Deputy Secretary General;
- Treasurer;
- Technical Director;
- elected or appointed members.
The Board shall operate within the authority of the Constitution, Congress and applicable law.
ARTICLE 13
SECRETARY GENERAL
The Secretary General shall:
- Manage the international administration;
- Maintain official records;
- Prepare meetings;
- Maintain communication with members;
- Coordinate international programs;
- Maintain official correspondence;
- Implement decisions of the Congress and Executive Board.
ARTICLE 14
MEMBERSHIP
WPF membership may include:
- National Federations;
- Continental Federations;
- Clubs;
- Academies;
- Athletes;
- Coaches;
- Referees;
- Judges;
- Medical professionals;
- Technical officials;
- Honorary Members;
- Institutional Members.
ARTICLE 15
NATIONAL FEDERATIONS
A recognized National Pankration Federation may:
- Develop Pankration nationally;
- Organize national competitions;
- Develop athletes;
- Train coaches;
- Train referees;
- Establish clubs and academies;
- Select national teams where applicable;
- Participate in WPF international competitions.
National federations must comply with WPF statutes and the laws of their respective countries.
ARTICLE 16
CONTINENTAL ORGANIZATIONS
WPF may recognize continental organizations, including:
- Asian Pankration Federation;
- European Pankration Federation;
- African Pankration Federation;
- Pan-American Pankration Federation;
- Oceania Pankration Federation.
Continental organizations shall operate in accordance with WPF regulations.
ARTICLE 17
COMPETITION DISCIPLINES
WPF may recognize and regulate:
1. Sport Pankration
The principal competitive format.
2. Pankration Grappling
A discipline emphasizing wrestling, throws, control and submission techniques.
3. Pankration Striking
A discipline emphasizing permitted striking techniques.
4. Pankration Combat
A combined combat format governed by specific WPF rules.
5. Youth Pankration
Age-appropriate competition with enhanced safety provisions.
6. Women’s Pankration
Women’s competitive divisions.
7. Amateur Pankration
Competition under amateur regulations.
8. Professional Pankration
Competition under professional regulations.
ARTICLE 18
INTERNATIONAL COMPETITIONS
WPF may organize:
- World Pankration Championships;
- World Pankration Cup;
- Continental Championships;
- International Open Championships;
- National Championships;
- Youth World Championships;
- Women’s World Championships;
- Masters Championships;
- Professional Championships;
- Invitational tournaments.
ARTICLE 19
TECHNICAL REGULATIONS
The Technical Commission shall establish regulations concerning:
- Weight categories;
- Age categories;
- Match duration;
- Competition areas;
- Protective equipment;
- Uniforms;
- Legal techniques;
- Prohibited techniques;
- Scoring;
- Warnings;
- Penalties;
- Submissions;
- Knockouts;
- Technical decisions;
- Medical stoppages;
- Appeals.
Technical regulations may be amended when necessary for athlete safety, sporting development or international consistency.
ARTICLE 20
REFEREES AND JUDGES
WPF shall establish an international certification system.
Suggested grades include:
- National Referee;
- Continental Referee;
- International Referee;
- World Referee;
- International Judge;
- World Judge.
Certification shall be based on appropriate education, examination, experience and continuing professional development.
ARTICLE 21
COACHING
WPF may establish international coaching qualifications:
- Coach Level I;
- Coach Level II;
- Senior Coach;
- International Coach;
- Master Coach;
- Technical Master.
Training and certification requirements shall be published in official regulations.
ARTICLE 22
ATHLETE PROTECTION
WPF shall promote:
- Safe training;
- Medical supervision;
- Appropriate competition rules;
- Protection of minors;
- Prevention of abuse;
- Prevention of harassment;
- Athlete welfare;
- Responsible weight management;
- Appropriate concussion and injury protocols.
ARTICLE 23
MEDICAL AND SAFETY COMMISSION
The Medical and Safety Commission shall advise WPF regarding:
- Medical examinations;
- Competition safety;
- Injury management;
- Emergency procedures;
- Concussion protocols;
- Athlete welfare;
- Medical personnel;
- Safety equipment.
ARTICLE 24
ANTI-DOPING
WPF shall maintain an anti-doping framework consistent with applicable international standards and the laws governing each event.
Athletes and officials participating in WPF competitions shall comply with applicable anti-doping rules.
ARTICLE 25
ETHICS
All WPF members shall:
- Respect opponents;
- Respect officials;
- Avoid discrimination;
- Avoid corruption;
- Avoid bribery;
- Avoid competition manipulation;
- Protect minors;
- Maintain professional conduct;
- Respect the integrity of the sport.
ARTICLE 26
DISCIPLINARY PROCEDURE
Disciplinary measures may include:
- Warning;
- Written reprimand;
- Fine where legally permitted;
- Suspension;
- Removal from competition;
- Withdrawal of certification;
- Expulsion.
All disciplinary proceedings shall provide appropriate notice and an opportunity to respond, subject to applicable regulations.
ARTICLE 27
APPEALS
Members affected by an appealable decision shall have access to an established appeal procedure.
Appeals shall be reviewed by an impartial body where reasonably possible.
ARTICLE 28
ATHLETES COMMISSION
The Athletes Commission shall provide a formal channel for athletes to participate in WPF governance.
Its responsibilities may include:
- Athlete representation;
- Competition feedback;
- Safety recommendations;
- Athlete welfare;
- Participation in technical consultations.
ARTICLE 29
WOMEN’S AND YOUTH DEVELOPMENT
WPF shall promote structured opportunities for women and young athletes.
Youth competitions shall use age-appropriate rules, protective measures and competition formats.
ARTICLE 30
EDUCATION AND ACADEMY
WPF may establish:
WORLD PANKRATION ACADEMY
for education and certification in:
- Pankration;
- Coaching;
- Refereeing;
- Sports management;
- Sports science;
- Athlete development;
- Martial-arts history;
- Ethics and leadership.
ARTICLE 31
HISTORY AND HERITAGE
WPF shall encourage research and education concerning the history of Pankration.
A History and Heritage Commission may maintain:
- Historical archives;
- Publications;
- Research projects;
- Conferences;
- Museums or exhibitions;
- Digital archives.
ARTICLE 32
WORLD RANKING
WPF may establish an official:
WORLD PANKRATION RANKING
Ranking criteria shall be published in advance and applied consistently to eligible athletes.
ARTICLE 33
WORLD CHAMPION
The title:
WPF WORLD PANKRATION CHAMPION
shall be awarded only according to officially approved competition regulations.
World titles shall be recorded in the official WPF results database.
ARTICLE 34
PARTNERS AND SPONSORS
WPF may enter into agreements with:
- Sports organizations;
- Universities;
- Academies;
- Clubs;
- Medical institutions;
- Sponsors;
- Media organizations;
- Educational institutions;
- International sporting organizations.
All partnerships shall comply with applicable law and WPF ethical standards.
ARTICLE 35
FINANCES
WPF may receive lawful income from:
- Membership fees;
- Event registration;
- Certification;
- Educational programs;
- Sponsorship;
- Donations;
- Grants;
- Merchandise;
- Event revenues;
- Other lawful sources.
All funds shall be used to advance the objectives of WPF.
ARTICLE 36
FINANCIAL TRANSPARENCY
WPF shall maintain appropriate financial records.
Where required by applicable law, WPF shall prepare annual financial reports and conduct an independent audit or financial review.
ARTICLE 37
CONFLICT OF INTEREST
Any officer or committee member with a direct personal or financial interest in a matter shall disclose that interest and, where appropriate, refrain from participating in the relevant decision.
ARTICLE 38
INTELLECTUAL PROPERTY
The name, logo, emblem, flag, certificates, medals, rankings, publications and other official intellectual property of WPF shall be protected according to applicable law.
Unauthorized commercial use may be prohibited.
ARTICLE 39
OFFICIAL REPRESENTATIVES
WPF may appoint:
- National Representatives;
- Continental Representatives;
- International Directors;
- Technical Representatives;
- Honorary Representatives.
Appointments shall be documented in writing.
ARTICLE 40
RELATIONSHIP WITH WPC
WPF and WPC shall cooperate as international partner organizations.
Their relationship shall be based on:
Respect – Cooperation – Transparency – Mutual Recognition – Shared Development
Neither organization shall claim legal authority over the other unless such authority is expressly established by a written agreement.

- Referee Regulations;
- Coaching Regulations;
- Medical Regulations;

- Partnership Agreements.
ARTICLE 42
AMENDMENTS
This Constitution may be amended by the World Congress according to the required voting procedure.
Amendments shall be recorded and officially published.
ARTICLE 43
DISSOLUTION
WPF may be dissolved only according to:
- This Constitution;
- A duly adopted decision of the competent governing body;
- The applicable law of its jurisdiction.
After payment of lawful obligations, remaining assets shall be transferred in accordance with applicable non-profit law and the organization’s objectives.

OFFICIAL MOTTO
The official motto of WPF shall be:

The World Pankration Federation recognizes the historical legacy of Pankration and commits itself to developing a modern international sporting system based upon:

ARTICLE 46
FINAL PROVISION
This Constitution and Statutes shall enter into force upon adoption by the competent founding or governing authority of the World Pankration Federation.
Where any provision conflicts with mandatory applicable law, the mandatory law shall prevail and the remaining provisions shall remain effective to the extent legally possible.
