PREAMBLE

Recognizing Wushu as a martial art, cultural heritage, discipline, educational practice, and international sport;

Recognizing the values of discipline, respect, courage, integrity, self-control, friendship, physical development, mental development, and peaceful cooperation embodied in Wushu;

Desiring to establish an international organization dedicated to the development, preservation, regulation, education, and worldwide practice of Wushu in its traditional, modern, competitive, educational, and cultural forms;

Acknowledging the importance of unity, equality, transparency, sporting excellence, athlete welfare, ethical conduct, and international cooperation;

The World Wushu Federation (WWF) is hereby established as an international Wushu organization and federation, founded by Philosopher, Super Grand Master King Muhammadullah Omar Iman Dost, and operating in partnership with the World Wushu Confederation.

This Statute constitutes the fundamental governing instrument of the Federation.

CHAPTER I

NAME, STATUS AND IDENTITY

Article 1 — Name

1. The official name of the organization shall be:

WORLD WUSHU FEDERATION

2. The official abbreviation shall be:

WWF

3. The Federation may use the designation:

WWF — World Wushu Federation

4. The official emblem, flag, seal, colors, insignia, motto, and other identifying marks of the Federation shall be established by the competent governing authority.

Article 2 — International Character

1. The WWF shall operate as an international, non-profit sports and cultural federation, subject to the laws applicable in the jurisdiction in which it is legally registered.
2. The Federation shall seek to unite Wushu practitioners, masters, instructors, coaches, athletes, judges, schools, clubs, academies, national organizations, regional organizations, and other recognized Wushu bodies throughout the world.
3. The Federation shall respect the sovereignty and laws of every country in which it operates.
4. The Federation shall not discriminate on the basis of nationality, race, ethnic origin, gender, social status, disability, or other protected characteristic.

Article 3 — Founder

1. The Founder of the World Wushu Federation shall be officially recorded as:

Philosopher, Super Grand Master King Muhammadullah Omar Iman Dost.

2. The Founder shall be recognized in the historical records of the Federation as the person responsible for establishing and founding the WWF.
3. The Founder may be honored by the Federation through an appropriate honorary title, ceremonial recognition, archival record, Founder’s Medal, or other distinction established under these Statutes.
4. Recognition of the Founder shall not, by itself, exempt any person from applicable law, financial controls, ethical rules, or institutional procedures established by this Statute.

Article 4 — Partnership with the World Wushu Confederation

1. The WWF shall maintain a partnership and cooperative relationship with the World Wushu Confederation (WWC).
2. The nature and scope of such partnership shall be established by written agreement where appropriate.
3. Cooperation may include:
   • international competitions;
   • athlete development;
   • education and certification;
   • technical standards;
   • coaching and judging;
   • cultural exchanges;
   • research and preservation of traditional Wushu;
   • youth development;
   • promotion of Wushu internationally.
4. Nothing in this Article shall create legal obligations beyond those contained in an executed agreement or applicable law.

CHAPTER II

PURPOSE, VISION AND OBJECTIVES

Article 5 — Mission

The mission of the WWF shall be:

To promote, preserve, develop, regulate, and unite Wushu throughout the world through excellence in martial arts, sport, education, culture, discipline, friendship, and peaceful international cooperation.

Article 6 — Vision

The WWF shall seek to build a worldwide Wushu community in which traditional knowledge and modern sporting practice coexist, athletes are protected, practitioners are respected, competitions are conducted fairly, and Wushu contributes to physical, mental, educational, and cultural development.

Article 7 — Objectives

The objectives of the Federation shall include:

1. To promote Wushu worldwide.
2. To preserve traditional Wushu knowledge, forms, philosophies, terminology, and cultural heritage.
3. To develop modern Wushu competition.
4. To organize, authorize, recognize, or support international Wushu championships, cups, festivals, seminars, demonstrations, and educational events.
5. To establish technical standards for Wushu competitions.
6. To establish qualifications and standards for judges, referees, coaches, instructors, examiners, and technical officials.
7. To encourage scientific and educational research relating to Wushu.
8. To promote safe and responsible martial arts training.
9. To encourage youth participation and development.
10. To promote women’s participation and equal opportunity.
11. To facilitate international exchanges between Wushu organizations.
12. To establish cooperation among national and regional Wushu organizations.
13. To promote integrity, fair play, respect, discipline, and sportsmanship.
14. To combat cheating, corruption, manipulation of competitions, harassment, abuse, and discrimination.
15. To establish appropriate disciplinary and safeguarding procedures.
16. To maintain historical records of Wushu and the Federation.
17. To promote Wushu as a means of physical education, personal discipline, cultural understanding, and international friendship.

CHAPTER III

PRINCIPLES OF THE FEDERATION

Article 8 — Fundamental Principles

The WWF shall be guided by:

1. Respect
2. Integrity
3. Discipline
4. Fair Play
5. Courage
6. Self-Control
7. Equality
8. Transparency
9. Accountability
10. Safety
11. International Friendship
12. Preservation of Wushu Heritage

Article 9 — Political and Religious Neutrality

1. The Federation shall be a sports and cultural organization.
2. The Federation shall not discriminate among members because of political or religious affiliation.
3. Federation events shall not be used for partisan political campaigning.
4. Members may exercise their lawful personal freedoms, provided that their conduct does not violate Federation rules or applicable law.

CHAPTER IV

MEMBERSHIP

Article 10 — Categories of Membership

Membership may include:

1. National Wushu Federations;
2. National Wushu Associations;
3. Regional and continental Wushu organizations;
4. Wushu clubs and academies;
5. Schools and training institutions;
6. Professional and amateur athletes;
7. Coaches and instructors;
8. Judges and referees;
9. Technical officials;
10. Honorary Members;
11. Founder Members;
12. Associate Members;
13. Institutional Members.

Article 11 — Admission

An applicant for membership shall:

1. submit the required application;
2. demonstrate legitimate involvement in Wushu;
3. accept these Statutes;
4. comply with applicable Federation regulations;
5. provide accurate organizational information;
6. pay applicable membership fees where required.

Admission shall be determined according to procedures established by the Executive Council.

Article 12 — Rights of Members

Members in good standing shall have the rights established by their category of membership, including where applicable:

1. participation in Federation activities;
2. representation in Congress;
3. eligibility to compete in recognized competitions;
4. access to education and certification programs;
5. nomination of qualified representatives;
6. participation in elections where voting rights apply;
7. access to relevant Federation regulations and official information.

Article 13 — Duties of Members

Members shall:

1. respect this Statute;
2. respect decisions properly adopted by the Federation;
3. protect the reputation and integrity of Wushu;
4. promote safe sporting practice;
5. refrain from fraud and corruption;
6. respect athletes, officials, coaches, and opponents;
7. comply with applicable competition and disciplinary regulations;
8. meet financial obligations where applicable.

CHAPTER V

ORGANS OF THE FEDERATION

Article 14 — Governing Organs

The principal organs of the WWF shall be:

1. The World Congress
2. The President
3. The Executive Council
4. The Secretary-General
5. The Treasurer
6. The Technical and Competition Commission
7. The Athletes’ Commission
8. The Ethics and Integrity Commission
9. The Medical and Safeguarding Commission
10. The Disciplinary and Appeals Commission
11. Other commissions or committees established in accordance with these Statutes.

CHAPTER VI

WORLD CONGRESS

Article 15 — Supreme Authority

1. The World Congress shall be the supreme representative authority of the Federation.
2. The Congress shall consist of eligible representatives of recognized members.
3. The Congress shall meet in ordinary session at least once during each statutory period established by Federation regulations.
4. Extraordinary Congresses may be convened when required by these Statutes or upon a duly submitted request from eligible members.

Article 16 — Powers of Congress

The Congress shall have authority to:

1. approve and amend these Statutes;
2. elect or confirm officers where applicable;
3. approve strategic plans;
4. approve annual financial reports;
5. approve membership structures;
6. establish major Federation policies;
7. receive reports from the President, Secretary-General, Treasurer, and commissions;
8. determine matters reserved to Congress by these Statutes;
9. decide upon dissolution of the Federation where legally permissible.

CHAPTER VII

PRESIDENT

Article 17 — President

1. The President shall be the principal elected or constitutionally designated representative of the Federation, subject to these Statutes.
2. The President shall:a. represent the Federation internationally;b. preside over Congress and Executive Council meetings;c. promote the mission and objectives of the Federation;d. ensure that Federation organs operate in accordance with this Statute;e. encourage cooperation among members;f. perform other duties assigned by Congress or the Executive Council.
3. The President shall not possess powers inconsistent with this Statute or applicable law.

CHAPTER VIII

EXECUTIVE COUNCIL

Article 18 — Composition

The Executive Council shall consist of officers determined by Congress, which may include:

• President;
• Senior Vice-President;
• Vice-Presidents;
• Secretary-General;
• Deputy Secretary-General;
• Treasurer;
• Technical Director;
• Athletes’ Representative;
• other elected or appointed members as approved under Federation regulations.

Article 19 — Responsibilities

The Executive Council shall:

1. implement decisions of Congress;
2. manage the ordinary affairs of the Federation;
3. supervise international programs;
4. establish committees and commissions;
5. approve regulations within its authority;
6. supervise financial administration;
7. safeguard the interests of athletes;
8. promote international cooperation;
9. prepare reports for Congress.

CHAPTER IX

SECRETARIAT AND ADMINISTRATION

Article 20 — Secretary-General

The Secretary-General shall be responsible for the administrative operation of the Federation and shall:

1. maintain official records;
2. prepare meeting documentation;
3. manage official correspondence;
4. maintain membership records;
5. coordinate Federation programs;
6. implement decisions of competent organs;
7. perform other responsibilities assigned under these Statutes.

CHAPTER X

TECHNICAL AND COMPETITION GOVERNANCE

Article 21 — Wushu Disciplines

The Federation may recognize and regulate, among others:

1. Taolu;
2. Sanda;
3. Traditional Wushu;
4. Taijiquan;
5. weapons disciplines;
6. self-defense and educational disciplines;
7. youth Wushu;
8. adapted Wushu;
9. other disciplines approved by the Federation.

Article 22 — Competition Rules

1. The Federation shall establish technical and competition regulations.
2. Competition regulations may establish:
   • eligibility;
   • age categories;
   • weight categories;
   • equipment;
   • uniforms;
   • judging procedures;
   • scoring;
   • refereeing;
   • medical requirements;
   • protests and appeals;
   • disciplinary procedures;
   • anti-doping requirements where applicable.
3. Technical regulations shall be periodically reviewed to promote safety, fairness, clarity, and consistency.

Established international Wushu governance also commonly separates technical competition rules from the federation’s constitution; for example, IWUF publishes separate Taolu and Sanda competition rules and judging methods.

CHAPTER XI

ATHLETE PROTECTION AND SAFEGUARDING

Article 23 — Athlete Welfare

The WWF shall seek to protect athletes from:

1. physical abuse;
2. sexual abuse;
3. harassment;
4. exploitation;
5. discrimination;
6. coercion;
7. unsafe training practices;
8. competition manipulation.

Athletes shall have access to appropriate mechanisms for reporting serious misconduct.

CHAPTER XII

ETHICS AND INTEGRITY

Article 24 — Code of Ethics

The Federation shall maintain a Code of Ethics applicable to officials, members, coaches, judges, athletes, and other persons subject to Federation jurisdiction.

The Code shall address:

1. integrity;
2. conflicts of interest;
3. corruption;
4. bribery;
5. abuse of authority;
6. harassment;
7. discrimination;
8. competition manipulation;
9. confidentiality;
10. misuse of Federation property;
11. financial misconduct.

CHAPTER XIII

DISCIPLINE AND APPEALS

Article 25 — Disciplinary Authority

The Federation may impose disciplinary measures where a member or participant violates:

1. this Statute;
2. Federation regulations;
3. competition rules;
4. ethical standards;
5. safeguarding requirements;
6. applicable agreements.

Article 26 — Due Process

No disciplinary sanction shall be imposed without appropriate notice and a reasonable opportunity for the person concerned to respond, subject to urgent protective measures permitted by applicable regulations or law.

Sanctions may include:

• warning;
• reprimand;
• suspension;
• withdrawal of accreditation;
• removal from an event;
• membership suspension;
• membership termination;
• other lawful measures.

An appropriate appeal mechanism shall be maintained.

CHAPTER XIV

FINANCE

Article 27 — Financial Resources

The resources of the Federation may include:

1. membership fees;
2. registration fees;
3. event revenues;
4. donations;
5. sponsorships;
6. grants;
7. educational and certification fees;
8. lawful commercial activities;
9. other lawful sources approved by the Federation.

Article 28 — Financial Integrity

1. Federation funds shall be used exclusively for legitimate Federation purposes.
2. Proper accounting records shall be maintained.
3. Financial reports shall be prepared periodically.
4. Where required by law or Congress, accounts shall be independently reviewed or audited.
5. No member shall have a personal ownership claim over Federation assets merely by virtue of membership or office.

CHAPTER XV

INTERNATIONAL RELATIONS

Article 29 — Cooperation

The WWF may cooperate with:

• national Wushu federations;
• continental and regional organizations;
• martial arts organizations;
• educational institutions;
• sports organizations;
• cultural institutions;
• governmental and non-governmental organizations;
• international organizations.

Such cooperation shall be consistent with the Federation’s mission and applicable law.

CHAPTER XVI

HONORS AND RECOGNITION

Article 30 — Federation Honors

The WWF may establish:

1. Founder’s Medal;
2. Grand Master Recognition;
3. Distinguished Wushu Master Award;
4. International Wushu Service Award;
5. Lifetime Achievement Award;
6. Athlete of the Year Award;
7. Coach of the Year Award;
8. Judge of the Year Award;
9. other honors approved by the Executive Council.

Awards shall be governed by transparent eligibility and nomination procedures.

CHAPTER XVII

OFFICIAL LANGUAGES

Article 31 — Languages

1. English shall be an official working language of the Federation unless Congress establishes additional official languages.
2. The Federation may publish official documents in Chinese, Arabic, and other languages.
3. Where different language versions conflict, the language designated as authoritative in the relevant document shall prevail, subject to applicable law.

CHAPTER XVIII

INTELLECTUAL PROPERTY

Article 32 — Name, Emblem and Marks

1. The name, emblem, seal, flag, logo, motto, championships, titles, certificates, and other intellectual property of the WWF shall be protected to the extent permitted by applicable law.
2. No person or organization may use Federation marks for unauthorized commercial or organizational purposes.

CHAPTER XIX

AMENDMENTS

Article 33 — Amendment of the Statute

1. Amendments to this Statute may be proposed by:a. the Executive Council; orb. eligible members in accordance with Congress procedures.
2. Proposed amendments shall be circulated to eligible members within the prescribed period before Congress.
3. An amendment shall require the voting majority established by Congress regulations, provided that fundamental provisions may require a higher majority where specified.
4. Amendments shall enter into force upon approval unless Congress establishes another effective date.

CHAPTER XX

DISSOLUTION

Article 34 — Dissolution

1. The Federation may be dissolved only by a properly convened Congress and in accordance with applicable law.
2. Upon dissolution, remaining assets shall not be distributed for the private benefit of individual members except where required by law.
3. Remaining assets shall, where legally permissible, be transferred to a non-profit organization with substantially similar sporting, educational, cultural, or charitable objectives.

CHAPTER XXI

INTERPRETATION AND SUPREMACY

Article 35 — Interpretation

1. Where uncertainty arises concerning the interpretation of this Statute, the Executive Council may issue an interim interpretation.
2. Such interpretation shall remain subject to review by Congress.
3. No interpretation may override applicable law.

Article 36 — Supremacy of the Statute

1. This Statute shall constitute the fundamental governing document of the World Wushu Federation.
2. All regulations, policies, commissions, committees, decisions, and agreements of the Federation shall conform to this Statute.
3. Where a Federation regulation conflicts with this Statute, this Statute shall prevail to the extent permitted by applicable law.

CHAPTER XXII

FOUNDING DECLARATION

Article 37 — Founding Recognition

The World Wushu Federation formally records that its founding was initiated and established under the leadership and vision of:

PHILOSOPHER, SUPER GRAND MASTER KING MUHAMMADULLAH OMAR IMAN DOST

The Federation recognizes the Founder as part of its institutional history and founding heritage.

The WWF shall seek to preserve the Founder’s contribution to the development and international organization of Wushu while maintaining governance based upon written rules, accountability, athlete welfare, integrity, and lawful institutional procedures.

CHAPTER XXIII

ENTRY INTO FORCE

Article 38 — Adoption

This Statute shall enter into force upon its formal adoption by the Founding Congress or other legally competent founding authority of the World Wushu Federation.
