PREAMBLE

In the name of God, the Most Compassionate, the Most Merciful.

Recognizing Wushu as a comprehensive martial art, sport, educational discipline, cultural heritage, and philosophy of personal development;

Recognizing the historical traditions, technical knowledge, ethical principles, cultural diversity, and educational values embodied in the various schools, styles, systems, and disciplines of Wushu;

Affirming the values of discipline, respect, integrity, courage, humility, friendship, peace, mutual understanding, personal responsibility, physical fitness, mental development, and respect for human dignity;

Desiring to establish an international organization dedicated to the responsible development, preservation, promotion, education, administration, regulation, and global advancement of Wushu;

Recognizing the importance of cooperation among national federations, continental organizations, schools, academies, masters, instructors, coaches, judges, athletes, researchers, and other legitimate Wushu organizations;

The WORLD WUSHU CONFEDERATION, hereinafter referred to as the “WWC”, is established as an international Wushu organization under this Constitution and its duly adopted regulations.

The WWC is founded by:

Philosopher Super Grand Master Mohammadullah Omar Iman Dost

The WWC may operate internationally through national federations, continental confederations, affiliated organizations, schools, academies, clubs, professional members, individual members, technical committees, and other recognized structures.

Where legally and contractually established, the WWC may operate as a World Wushu Federation Partner and maintain an affiliation, partnership, or institutional relationship with the World Wushu Council, hereinafter referred to as the “WWC Council” or “World Wushu Council.”

The WWC shall at all times respect the laws applicable in the jurisdiction in which it is incorporated or operates.

CHAPTER I

NAME, STATUS, HEADQUARTERS AND IDENTITY

Article 1 — Official Name

The official English name of the organization shall be:

WORLD WUSHU CONFEDERATION

The official abbreviation shall be:

WWC

The official working name in other languages may be established by resolution of the Executive Board.
The official legal name shall be determined in accordance with the laws of the jurisdiction in which the organization is legally registered.

Article 2 — Nature of the Organization

The WWC shall be:

International in scope;
Non-profit in purpose, unless a subsidiary or commercial entity is lawfully established for specific activities;
Non-political;
Non-discriminatory;
Educational and sporting;
Dedicated to Wushu and related martial arts disciplines;
Governed by this Constitution and its duly adopted regulations;
Independent in its internal administration, subject to applicable law and any valid contractual relationship with an affiliated or partner organization.

Article 3 — International Character

The WWC may establish or recognize:

National Wushu Federations;
Continental Wushu Confederations;
Regional Wushu Associations;
National Associations;
Wushu Schools;
Wushu Academies;
Wushu Clubs;
Training Centers;
Research Institutes;
Masters Councils;
Coaches Associations;
Judges and Referees Associations;
Athletes Associations;
Youth and Women’s organizations;
Other lawful Wushu organizations.

Article 4 — Registered Office

The registered office of the WWC shall be located in:

The registered office may be transferred by resolution of the competent governing body, subject to applicable law.
The WWC may establish international offices, regional offices, continental headquarters, representative offices, secretariats, or liaison offices.

Article 5 — Official Languages

The principal official working language of the WWC shall be English.
The WWC may publish official documents in additional languages.
Where multiple official translations exist, the Constitution shall designate one language as the controlling version for legal interpretation.
The Executive Board may establish professional translation standards for official documents.

CHAPTER II

FOUNDING PRINCIPLES AND VALUES

Article 6 — Fundamental Principles

The WWC shall be guided by:

Respect;
Integrity;
Discipline;
Fairness;
Equality;
Non-discrimination;
Transparency;
Accountability;
Sportsmanship;
Personal development;
Respect for Wushu heritage;
Protection of athletes;
Protection of children and vulnerable persons;
Peace and international friendship;
Educational excellence;

Cultural preservation;
Responsible governance;
Respect for applicable law.

Article 7 — Non-Discrimination

The WWC shall not discriminate unlawfully on the basis of nationality, ethnicity, race, religion, gender, disability, social status, political opinion, or other protected characteristic under applicable law.

Article 8 — Political Neutrality

The WWC shall not operate as a political party or political organization.

The organization may cooperate with governments, public institutions, educational institutions, sports authorities, and international organizations when such cooperation advances the lawful objectives of the WWC.

CHAPTER III

MISSION AND OBJECTIVES

Article 9 — Mission

The mission of the WWC is:

To promote, develop, preserve, regulate, educate, and advance Wushu worldwide as a martial art, sport, educational discipline, cultural heritage, and means of physical and personal development.

Article 10 — Objectives

The objectives of the WWC shall include:

Promoting Wushu internationally;
Developing high-quality Wushu education;
Supporting national and continental Wushu organizations;
Preserving traditional Wushu;
Promoting modern competitive Wushu;
Supporting athletes;
Developing qualified coaches;
Training judges and referees;
Establishing technical standards;
Establishing educational standards;
Promoting scientific research;
Promoting sports medicine;
Promoting safe training;
Supporting youth development;
Supporting women’s participation;
Supporting athletes with disabilities;
Promoting international competitions;
Promoting seminars and congresses;
Establishing international certification systems;
Establishing transparent grading procedures;
Protecting legitimate Wushu traditions;
Combating fraudulent qualifications;
Promoting ethical conduct;
Preventing abuse and harassment;
Promoting anti-doping principles;
Promoting cultural exchange;
Supporting humanitarian and educational initiatives consistent with the organization’s mission;
Developing digital education;
Establishing international databases and registries;
Promoting friendship and mutual understanding through Wushu.

CHAPTER IV

FOUNDER

Article 11 — Founder

The Founder of the World Wushu Confederation shall be:

The Founder shall be recognized in the historical records and founding documents of the organization.

Article 12 — Founder’s Charter

The WWC may adopt a separate document entitled:

THE FOUNDER’S CHARTER OF THE WORLD WUSHU CONFEDERATION

The Founder’s Charter may establish:

The historical founding principles;
The founding philosophy;
The ceremonial role of the Founder;
Founder recognition;
Founder honors;
Historical archives;
Founding traditions;
Procedures for preserving the founding legacy.

Article 13 — Founder’s Honorary Status

Unless otherwise required by applicable law, the Founder may be recognized permanently as:

Founder of the World Wushu Confederation

and may receive such additional honorary designation as is lawfully approved by the competent organs of the organization.

Any permanent executive, financial, electoral, or governance authority of the Founder must be expressly established in a valid constitutional provision or separate legally adopted instrument.

CHAPTER V

ORGANS OF THE WWC

Article 14 — Principal Organs

The principal organs of the WWC shall be:

The Founding Authority;
The General Assembly;
The Executive Board;
The President;
The Vice Presidents;
The Secretary-General;
The Treasurer;
The World Wushu Masters Council;
The Technical Committee;
The Judges and Referees Committee;
The Coaches and Instructors Committee;
The Athletes Committee;
The Medical and Sports Science Committee;
The Ethics Committee;
The Disciplinary Committee;
The Legal Committee;
The Finance and Audit Committee;
The Youth Committee;
The Women’s Committee;
The Safeguarding Committee;
The Heritage and Culture Committee;

CHAPTER VI

GENERAL ASSEMBLY

Article 15 — Supreme Deliberative Authority

Subject to mandatory provisions of applicable law and this Constitution, the General Assembly shall be the supreme deliberative and constitutional body of the WWC.

Article 16 — Composition

The General Assembly may consist of delegates representing:

Recognized National Federations;
Recognized Continental Confederations;
Eligible Associate Members;
Founder Members;
Other categories specifically granted voting rights under the Membership Regulations.

Article 17 — Powers of the General Assembly

The General Assembly shall have the authority to:

Approve the Constitution;
Amend the Constitution;
Elect members of the Executive Board;
Receive annual reports;
Receive financial reports;
Approve budgets;
Approve audited accounts;
Establish strategic objectives;
Admit or recognize members where constitutionally required;
Establish or dissolve committees;
Establish continental structures;
Approve major constitutional regulations;
Appoint independent auditors where required;
Decide on dissolution in accordance with law;
Exercise other powers assigned by this Constitution.

Article 18 — Ordinary General Assembly

An Ordinary General Assembly shall normally be held once every four years unless applicable law or the General Assembly provides otherwise.

Article 19 — Extraordinary General Assembly

An Extraordinary General Assembly may be called:

By the President;
By the Executive Board;
By the Founder where such authority is legally established;
Upon a written request by the required proportion of voting members.

Article 20 — Notice

Members shall receive reasonable written notice of a General Assembly.

The notice shall include:

Date;
Time;
Place or electronic platform;
Agenda;
Proposed constitutional amendments;
Election information where applicable.

Article 21 — Quorum

Unless otherwise required by applicable law, the quorum shall be:

more than fifty percent (50%) of eligible voting delegates.

If a quorum is not achieved, a reconvened meeting may be held according to the Internal Regulations.

CHAPTER VII

EXECUTIVE BOARD

Article 22 — Composition

The Executive Board may consist of:

President;
First Vice President;
Vice Presidents;
Secretary-General;
Deputy Secretary-General;
Treasurer;
Assistant Treasurer;
Elected Members;
Ex-officio members where constitutionally authorized.

Article 23 — Responsibilities

The Executive Board shall:

Implement General Assembly decisions;
Manage organizational affairs;
Prepare strategic plans;
Prepare budgets;
Supervise committees;
Manage international relations;
Approve operational policies;
Protect the organization’s assets;
Establish administrative procedures;
Submit reports to the General Assembly.

CHAPTER VIII

PRESIDENT

Article 24 — President

The President shall be the principal elected representative of the WWC and shall act within the powers granted by this Constitution.

Article 25 — Duties of the President

The President shall:

Preside over the General Assembly where applicable;
Preside over Executive Board meetings;
Represent the WWC internationally;
Promote international cooperation;
Supervise implementation of strategic decisions;
Sign official documents within delegated authority;
Coordinate with the Secretary-General;
Perform other duties assigned by the Constitution.

CHAPTER IX

SECRETARY-GENERAL

Article 26 — Office

The Secretary-General shall be responsible for the administration of the WWC.

Article 27 — Responsibilities

The Secretary-General shall:

Manage the Secretariat;
Maintain organizational records;
Maintain membership records;
Prepare meeting documentation;
Maintain official correspondence;
Coordinate committees;
Implement decisions;
Prepare administrative reports;
Coordinate international events;
Maintain official archives.

CHAPTER X

TREASURER AND FINANCIAL ADMINISTRATION

Article 28 — Treasurer

The Treasurer shall supervise financial administration subject to the Constitution, Financial Regulations, budgetary decisions, and applicable law.

Article 29 — Financial Principles

The WWC shall maintain:

Accurate financial records;
Appropriate internal controls;
Annual budgets;
Authorized bank accounts;
Financial reporting procedures;
Audit procedures;
Conflict-of-interest controls.

Article 30 — Sources of Income

Lawful sources may include:

Membership fees;
Registration fees;
Event fees;
Educational fees;
Certification fees;
Sponsorship;
Donations;
Grants;
Publications;
Licensing;
Merchandise;
Lawful commercial activities consistent with the organization’s objectives.

Article 31 — Non-Distribution

Unless otherwise permitted by applicable law, organizational assets and income shall not be distributed as profits to members.

Reasonable compensation for lawful professional services and reimbursement of legitimate expenses shall not constitute prohibited distribution.

CHAPTER XI

MEMBERSHIP

Article 32 — Categories

Membership categories may include:

A. National Members

Recognized national Wushu federations or associations.

B. Continental Members

Recognized continental Wushu organizations.

C. Institutional Members

Schools, academies, clubs, universities, institutes, and training organizations.

D. Professional Members

Masters, instructors, coaches, judges, referees, researchers, medical professionals, and technical experts.

E. Athlete Members

Registered Wushu athletes.

F. Associate Members

Organizations or individuals with a legitimate interest in Wushu.

G. Honorary Members

Individuals recognized for exceptional contributions.

H. Founder Members

Persons or organizations recognized in the founding documents.

Article 33 — Admission

Admission shall be determined according to:

Application;
Documentation;
Eligibility review;
Compliance with organizational standards;
Payment of applicable fees;
Approval by the competent authority.

Article 34 — Member Rights

Subject to the applicable membership category, members may:

Participate in WWC programs;
Enter approved competitions;
Attend educational programs;
Apply for certification;
Participate in meetings;
Vote where entitled;
Nominate eligible persons;
Receive official information;
Appeal disciplinary decisions.

Article 35 — Member Obligations

Members shall:

Respect the Constitution;
Follow applicable regulations;
Pay required fees;
Protect the reputation and integrity of the organization;
Avoid fraud;
Respect safeguarding policies;
Respect competition rules;
Avoid unauthorized use of WWC marks;
Cooperate with legitimate investigations.

CHAPTER XII

NATIONAL FEDERATIONS

Article 36 — Recognition

The WWC may recognize a national Wushu federation or association where the organization satisfies the applicable recognition criteria.

Recognition shall not automatically imply governmental recognition or exclusive legal authority within a country unless such authority is expressly granted by the competent governmental or legal authority.

Article 37 — National Responsibilities

Recognized national bodies should:

Promote Wushu nationally;
Maintain membership records;
Develop athletes;
Train coaches;
Train judges;
Promote ethical conduct;
Conduct competitions;
Report relevant activities;
Comply with national law;
Follow applicable WWC regulations.

CHAPTER XIII

CONTINENTAL CONFEDERATIONS

Article 38 — Continental Structure

The WWC may establish or recognize continental structures including:

Asia;
Europe;
Africa;
North America;
South America;
Oceania;
Other geographical regions approved by the Executive Board.

Article 39 — Continental Powers

Continental bodies may:

Organize continental championships;
Coordinate national members;
Conduct educational programs;
Develop regional strategies;
Recommend officials;
Submit proposals to the WWC;
Implement approved policies.

CHAPTER XIV

WORLD WUSHU MASTERS COUNCIL

Article 40 — Establishment

The World Wushu Masters Council shall be a specialized advisory and technical body dedicated to the preservation and development of Wushu knowledge.

Article 41 — Functions

The Masters Council may:

Review technical traditions;
Preserve historical knowledge;
Evaluate master-level qualifications;
Advise on grading standards;
Promote traditional Wushu;
Develop master education;
Establish research projects;
Maintain historical records;
Advise the Executive Board.

CHAPTER XV

TECHNICAL SYSTEM

Article 42 — Technical Disciplines

The WWC may recognize and regulate multiple Wushu disciplines, including:

Traditional Wushu;
Modern Wushu;
Taolu;
Sanda;
Qingda;
Weapons disciplines;
Internal Wushu;
External Wushu;
Self-defense;
Demonstration disciplines;
Youth Wushu;
Masters Wushu;
Para-Wushu;
Other recognized disciplines.

CHAPTER XVI

GRADING AND CERTIFICATION

Article 43 — International Grading

The WWC may establish an international grading system.

Possible professional levels include:

Student;
Assistant Instructor;
Instructor;
Senior Instructor;
Coach;
Senior Coach;
Master;
Senior Master;
Grand Master;
Senior Grand Master;
Super Grand Master.

The exact criteria for each title shall be established by separate regulations.

Article 44 — Qualification Integrity

No person shall be entitled to claim a WWC-issued rank or qualification unless it has been properly issued and recorded by an authorized body.

Article 45 — Verification

The WWC may maintain a secure international registry of:

Masters;
Grand Masters;
Instructors;
Coaches;
Judges;
Referees;
Athletes;
Accredited schools;
Recognized federations.

CHAPTER XVII

COACHES AND INSTRUCTORS

Article 46

The WWC may establish certification levels for coaches and instructors.

Certification may require:

Technical examination;
Theoretical examination;
Practical teaching assessment;
First-aid knowledge;
Safeguarding education;
Ethics education;
Continuing professional development.

CHAPTER XVIII

JUDGES AND REFEREES

Article 47

The WWC shall establish standards for judges and referees.

Officials shall be selected based on:

Examination;
Experience;
Integrity;
Continuing education.

Article 48 — Independence

Judges and referees shall perform their duties impartially and shall disclose conflicts of interest.

CHAPTER XIX

COMPETITIONS

Article 49

The WWC may organize or sanction:

World Championships;

Continental Championships;
Regional Championships;
International Opens;
Traditional Wushu Championships;
Sanda Championships;
Youth Championships;
Masters Championships;
Para-Wushu competitions;
Invitational competitions.

Article 50 — Competition Regulations

Every sanctioned event shall operate under approved competition regulations covering:

Eligibility;
Registration;
Categories;
Technical standards;
Judging;
Refereeing;
Safety;
Medical procedures;
Protests;
Appeals;
Awards;
Anti-doping requirements where applicable.

CHAPTER XX

ATHLETES

Article 51

The WWC shall promote:

Athlete welfare;

Equal opportunity;

Career development;
Athlete representation.

Article 52 — Athletes Committee

The Athletes Committee shall provide a structured mechanism through which athletes may communicate with the governing bodies of the organization.

CHAPTER XXI

WOMEN AND YOUTH

Article 53 — Women’s Development

The WWC shall encourage the full and safe participation of women and girls in Wushu.

Article 54 — Youth Development

The WWC shall promote youth Wushu through:

Safe training;
Qualified instructors;
Age-appropriate programs;
Educational development;
Child safeguarding;
Family engagement.

CHAPTER XXII

SAFEGUARDING

Article 55

The WWC shall maintain safeguarding policies addressing:

Child protection;
Abuse prevention;
Harassment prevention;
Sexual misconduct prevention;
Bullying;
Safe coaching;
Reporting mechanisms;
Confidentiality;
Appropriate investigation;
Protection against retaliation.

CHAPTER XXIII

ETHICS AND INTEGRITY

Article 56

All members and officials shall comply with the WWC Code of Ethics and Integrity.

Conduct prohibited by the Code may include:

Bribery;
Corruption;
Match manipulation;
Fraud;
Forgery;
Abuse of authority;
Harassment;
Discrimination;
Unauthorized financial activity;
Misuse of organizational property;
False representation of qualifications.

CHAPTER XXIV

DISCIPLINARY SYSTEM

Article 57

The WWC shall maintain an independent or appropriately separated disciplinary mechanism.

Possible sanctions include:

Written warning;
Reprimand;
Fine where lawful;
Suspension;
Loss of accreditation;
Expulsion;
Event exclusion;
Removal from office;
Other lawful measures.

Article 58 — Due Process

No member shall be subject to a final disciplinary sanction without:

Notice of the allegation;
Reasonable opportunity to respond;
An impartial decision-making process;
Written reasons for the decision;
Appropriate appeal rights.

CHAPTER XXV

MEDICAL AND SPORTS SCIENCE

Article 59

The Medical and Sports Science Committee may develop standards relating to:

Athlete health;
Injury prevention;
Sports medicine;
Nutrition education;
Safe training;
Emergency response;
Research;
Athlete rehabilitation.

Medical decisions shall be made by appropriately qualified professionals.

CHAPTER XXVI

ANTI-DOPING

Article 60

The WWC shall support clean sport and may adopt applicable international anti-doping standards where appropriate.

Any anti-doping program shall be implemented in accordance with the rules legally applicable to the relevant competition and jurisdiction.

CHAPTER XXVII

EDUCATION AND RESEARCH

Article 61

The WWC may establish:

World Wushu Academy;
Instructor Academy;
Masters Academy;
Judges Academy;
Coaches Academy;
Research Institute;
Digital Learning Platform.

Article 62

The organization may publish:

Books;
Academic papers;
Technical manuals;
Training manuals;
Historical research;
Educational videos;
Journals;
Digital courses.

CHAPTER XXVIII

HERITAGE AND CULTURE

Article 63

The Heritage and Culture Committee shall promote the preservation of:

Traditional Wushu systems;
Historical documents;
Oral traditions;
Weapons traditions;
Forms and routines;
Master lineages;
Cultural ceremonies;
Historical biographies;
Traditional terminology.

The WWC shall distinguish documented historical information from modern organizational designations.

CHAPTER XXIX

INTERNATIONAL RELATIONS

Article 64

The WWC may cooperate with:

National sports organizations;
International sports organizations;
Universities;
Cultural institutions;
Martial arts organizations;
Educational institutions;
Research institutes;
Government agencies;
Non-governmental organizations;
Other lawful bodies.

CHAPTER XXX

WORLD WUSHU COUNCIL RELATIONSHIP

Article 65

Where a valid institutional agreement exists, the WWC may maintain an affiliation, partnership, cooperation, or other formal relationship with the World Wushu Council.

The precise legal nature of such relationship shall be established in a written agreement.

Article 66 — Partnership Agreement

A separate document may be adopted as:

WORLD WUSHU COUNCIL – WORLD WUSHU CONFEDERATION PARTNERSHIP AND AFFILIATION AGREEMENT

The agreement may regulate:

Recognition;
Organizational cooperation;
Technical standards;
Events;
Education;
Membership;
Branding;
Communications;
Financial arrangements;
Dispute resolution;
Termination;
Intellectual property.

No party shall represent a relationship as legally established unless the relevant agreement has actually been executed.

CHAPTER XXXI

WORLD WUSHU FEDERATION PARTNER STATUS

Article 67

Where formally authorized, the WWC may use the designation:

World Wushu Federation Partner

Such designation shall be governed by an applicable partnership or recognition agreement.

CHAPTER XXXII

INTELLECTUAL PROPERTY

Article 68

The WWC may own or license:

Names;
Logos;
Emblems;
Flags;
Certificates;
Publications;
Digital content;
Competition brands;
Educational materials;
Trademarks.

Article 69 — Unauthorized Use

No person or organization may falsely represent itself as an official WWC body or use protected WWC intellectual property without authorization.

CHAPTER XXXIII

DATA PROTECTION

Article 70

The WWC shall protect personal information in accordance with applicable data protection law.

Information shall be collected, stored, processed, transferred, and published only for legitimate organizational purposes and in accordance with applicable legal requirements.

CHAPTER XXXIV

MEDIA AND COMMUNICATIONS

Article 71

The WWC may operate:

Official website;
Official social-media accounts;
Digital media;
Publications;
News services;
Streaming platforms;
Educational media;
International press relations.

Article 72

Only authorized representatives may issue statements on behalf of the WWC.

CHAPTER XXXV

CONFLICTS OF INTEREST

Article 73

All senior officials shall disclose material conflicts of interest.

A person with a material conflict shall not participate in a decision where the conflict could compromise the integrity of the decision-making process.

CHAPTER XXXVI

ELECTIONS

Article 74

The election of officers shall be governed by separate WWC Election Regulations.

The electoral system shall seek to ensure:

Transparency;
Equal eligibility;
Secret voting where appropriate;
Accurate counting;
Conflict-of-interest safeguards;
Complaint mechanisms;
Record keeping.

CHAPTER XXXVII

TERM OF OFFICE

Article 75

Unless otherwise determined by law or the General Assembly:

The electoral term shall be four years;
Officers may be eligible for re-election;
Vacancies shall be filled according to the Election Regulations;
Officers shall remain in office until successors are properly appointed.

CHAPTER XXXVIII

REMOVAL FROM OFFICE

Article 76

An officer may be removed for:

Serious misconduct;
Material breach of the Constitution;
Financial misconduct;
Abuse of office;
Serious ethical violation;
Persistent failure to perform duties;
Legal disqualification.

Removal shall be subject to due process.

CHAPTER XXXIX

MEETINGS AND VOTING

Article 77

Meetings may take place:

In person;
Electronically;
Through secure video conference;
Through other legally acceptable methods.

Article 78

Unless otherwise provided, ordinary decisions shall be adopted by a simple majority of valid votes cast.

Constitutional amendments, dissolution, and other fundamental matters may require a higher threshold as provided in this Constitution.

CHAPTER XL

FINANCIAL YEAR AND AUDIT

Article 79

The financial year shall be determined by the Executive Board and recorded in the Financial Regulations.

Article 80

The organization shall maintain appropriate financial controls and, where required by law or resolution, obtain an independent audit.

CHAPTER XLI

TRANSPARENCY

Article 81

The WWC shall seek to maintain:

Accurate records;
Proper minutes;
Financial accountability;
Membership records;
Public information regarding governance;
Conflict-of-interest declarations;
Appropriate annual reporting.

CHAPTER XLII

DISPUTE RESOLUTION

Article 82

Disputes shall, where appropriate, be addressed through:

INTERNATIONAL AWARDS AND HONORS

Article 83

The WWC may establish official honors including:

World Wushu Medal of Honor;
Distinguished Master Award;
International Wushu Leadership Award;
Lifetime Achievement Award;
Wushu Cultural Heritage Award;
Distinguished Coach Award;
Distinguished Judge Award;
Distinguished Athlete Award;
Founder’s Honor;
Other awards approved by the competent authority.

Awards must be based on documented criteria.

CHAPTER XLIV

OFFICIAL CERTIFICATES

Article 84

The WWC may issue official certificates for:

Membership;
Instructor qualifications;
Coaching qualifications;
Judge qualifications;
Referee qualifications;
Master grades;
Grand Master grades;
Competition participation;
Awards;
Institutional recognition.

Each certificate shall contain an identification number or verification mechanism where practicable.

CHAPTER XLVI

HIERARCHY OF GOVERNANCE DOCUMENTS

Article 86

In the event of conflict:

Applicable mandatory law shall prevail;
This Constitution shall prevail over internal regulations;
Properly adopted regulations shall prevail over administrative procedures;
Specific competition rules shall govern technical competition matters;
Partnership agreements shall govern the contractual relationship between their signatories.

CHAPTER XLVII

AMENDMENTS

Article 87

Proposals to amend this Constitution may be submitted by:

The Executive Board;
The Founder where constitutionally authorized;
The required number of voting members;
Other bodies authorized by the Internal Regulations.

Article 88

Unless applicable law requires a different threshold, constitutional amendments shall require at least a two-thirds majority of valid votes cast at a duly constituted General Assembly.

CHAPTER XLVIII

DISSOLUTION

Article 89

The WWC may be dissolved only by:

A duly convened Extraordinary General Assembly;
The required constitutional majority;
Compliance with applicable law.

Article 90

Upon dissolution, remaining assets shall be distributed in accordance with applicable law and shall not be distributed to members merely because of their membership.

Where legally permitted, remaining assets may be transferred to a non-profit organization with substantially similar objectives.

CHAPTER XLIX

TRANSITIONAL PROVISIONS

Article 91

Upon establishment of the WWC, the Founder and the Founding Committee may establish an interim administrative structure until the first duly constituted General Assembly.

Article 92

The Founding Committee shall prepare:

Membership procedures;
Initial regulations;
Financial procedures;
Election procedures;
Technical regulations;
Certification procedures;
Safeguarding policies;
Initial international development plan.

CHAPTER L

OFFICIAL FOUNDING DECLARATION

Article 93

The Founding Declaration shall state:

“We hereby establish the World Wushu Confederation as an international organization dedicated to the responsible development, preservation, education, administration, and promotion of Wushu throughout the world, guided by the principles of respect, integrity, discipline, friendship, cultural preservation, sporting excellence, education, safety, and human dignity.”

OFFICIAL MOTTO

Article 96

The WWC may adopt an official motto by resolution of the General Assembly or Founding Authority.

A proposed motto is:

“DISCIPLINE • RESPECT • HARMONY • EXCELLENCE”

The motto shall not be considered legally adopted until formally approved.

CHAPTER LIV

OFFICIAL EMBLEM

Article 97

The WWC may adopt an official emblem representing:

Wushu;
Global unity;
Cultural heritage;
Peace;
Strength;
Discipline;
Harmony.

The emblem shall be protected in accordance with applicable intellectual-property law.

CHAPTER LV

OFFICIAL RECORDS AND ARCHIVES

Article 98

The WWC shall maintain an archive containing, where appropriate:

Founding documents;
Historical records;
General Assembly minutes;
Executive Board decisions;
Membership records;
Competition records;
Certification records;
Awards;
Technical standards;
Photographs and audiovisual records;
Historical Wushu materials.

CHAPTER LVI

FINAL PROVISIONS

Article 99

This Constitution represents the fundamental organizational framework of the World Wushu Confederation.

All members, officials, committees, national organizations, continental organizations, schools, academies, clubs, coaches, judges, athletes, and representatives recognized by the WWC shall respect this Constitution.

Article 100 — Effective Date

This Constitution shall enter into force upon its lawful adoption by the Founding Authority or Founding General Assembly on:
