PREAMBLE

We, the founding members and representatives of the International Physical Education Federation (IPEF), recognizing physical education as an essential component of education, health, physical fitness, human development, discipline, character, social cooperation, and international friendship, hereby establish this Constitution and Comprehensive Statute as the fundamental governing instrument of the Federation.

The International Physical Education Federation is established as an international professional, educational, scientific, cultural, advisory, and developmental federation dedicated to the advancement of physical education and related fields throughout the world.

IPEF seeks to unite physical education teachers, educators, professors, consultants, coaches, trainers, researchers, students, institutions, associations, academies, national organizations, and international partners under a common framework of professional excellence, scientific development, ethical conduct, cooperation, and service to humanity.

IPEF formally recognizes its strategic partnership with:

WPEF

The relationship between IPEF and WPEF shall be based upon mutual respect, institutional independence, cooperation, knowledge exchange, joint educational initiatives, professional development, research, conferences, and international promotion of physical education.


CHAPTER I

NAME, STATUS AND PURPOSE

Article 1 — Official Name

  1. The official name shall be International Physical Education Federation.
  2. The official abbreviation shall be IPEF.
  3. The Federation may use appropriate translations of its name in other languages.
  4. The official working language shall be English.
  5. Additional official or working languages may be approved by the Executive Board or General Assembly.

Article 2 — International Character

IPEF shall be an international federation seeking to establish cooperation and representation across countries and regions.

The Federation may establish:

  • National Member Organizations;
  • Regional Federations;
  • Continental Federations;
  • Professional Associations;
  • Institutional Members;
  • Academic Partners;
  • International Partner Organizations;
  • Specialized Councils and Committees.

All activities shall be conducted in accordance with applicable law.


Article 3 — Headquarters

  1. The legal headquarters of IPEF shall be established in a jurisdiction determined by the competent founding authority.
  2. IPEF may establish international offices, regional secretariats, representative offices, and liaison offices.
  3. The legal registration of IPEF shall determine its legal status and governing law.

CHAPTER II

VISION, MISSION AND OBJECTIVES

Article 4 — Vision

The vision of IPEF is:

“A World in Which Physical Education Is Recognized as a Fundamental Pillar of Human Development.”

IPEF seeks to contribute to a world in which every person has access to appropriate physical education, physical activity, knowledge, fitness, and opportunities for healthy development.


Article 5 — Mission

The mission of IPEF shall be to:

  1. Promote physical education internationally.
  2. Unite professionals and organizations in physical education.
  3. Advance scientific and educational knowledge.
  4. Promote physical fitness and healthy lifestyles.
  5. Support teachers, educators, coaches, consultants, and researchers.
  6. Encourage international cooperation.
  7. Develop professional standards and educational frameworks.
  8. Promote youth development.
  9. Encourage research and innovation.
  10. Organize international conferences, congresses, seminars, courses, workshops, and educational events.
  11. Promote equality, inclusion, respect, discipline, integrity, and sportsmanship.
  12. Encourage cooperation among universities, schools, governments, associations, federations, and professional institutions.

FUNDAMENTAL PRINCIPLES

Article 6 — Principles

IPEF shall be guided by:

  8. Human Dignity
  9. Integrity
  10. Discipline
  11. Respect
  12. International Cooperation

CHAPTER IV

MEMBERSHIP

Article 7 — Categories of Membership

IPEF may establish the following categories:

  1. Founding Members;
  2. Full Member Federations;
  3. Provisional Member Federations;
  4. Associate Members;
  5. Institutional Members;
  6. Professional Members;
  7. Individual Members;
  8. Academic Members;
  9. Student Members;
  10. Honorary Members;
  11. Partner Organizations;
  12. Regional and Continental Members.

Article 8 — Full Member Federations

A Full Member Federation may be a national or international organization whose objectives are substantially compatible with those of IPEF.

A Full Member may, subject to the Bylaws:

  1. Participate in the General Assembly;
  2. Vote;
  3. Nominate candidates;
  4. Submit proposals;
  5. Participate in IPEF programs;
  6. Establish recognized national or regional activities.

Article 9 — Associate Members

Associate Members may participate in educational, scientific, professional, and cultural activities but may have limited or no voting rights as determined by the Bylaws.


Article 10 — Honorary Members

The Federation may appoint individuals who have made distinguished contributions to physical education, science, education, sport, health, humanitarian service, or international cooperation as Honorary Members.


CHAPTER V

RIGHTS AND OBLIGATIONS OF MEMBERS

Article 11 — Rights

Eligible members shall have the right to:

  1. Participate in IPEF activities;
  2. Attend the General Assembly;
  3. Vote where entitled;
  4. Submit proposals;
  5. Nominate eligible candidates;
  6. Participate in committees and councils;
  7. Receive official information and publications;
  8. Participate in international educational programs.

Article 12 — Obligations

Members shall:

  1. Respect the Constitution and Bylaws;
  2. Comply with lawful decisions of IPEF;
  3. Maintain professional and ethical conduct;
  4. Protect the reputation of IPEF;
  5. Pay applicable membership fees;
  6. Provide information reasonably required for membership administration;
  7. Respect the independence and rights of other members.

CHAPTER VI

GOVERNING ORGANS

Article 13 — Principal Organs

The principal organs of IPEF shall be:

  1. General Assembly
  2. Executive Board
  3. President
  4. Secretary-General
  5. Treasurer
  6. International Advisory Council
  7. Scientific and Educational Council
  8. Professional Standards Council
  9. Ethics and Integrity Council
  10. Regional and Continental Federations
  11. Standing Committees
  12. Secretariat

CHAPTER VII

GENERAL ASSEMBLY

Article 14 — Highest Representative Authority

  1. The General Assembly shall be the highest representative deliberative body of IPEF, subject to mandatory provisions of applicable law.
  2. It shall consist of eligible representatives of Member Federations.
  3. Each voting member shall have the voting rights assigned by the Constitution and Bylaws.
  4. The General Assembly shall meet at least once during each prescribed governance cycle.

Article 15 — Powers of the General Assembly

The General Assembly shall have authority to:

  1. Approve the strategic direction of IPEF;
  2. Elect officers;
  3. Approve annual reports;
  4. Approve financial reports;
  5. Approve membership policies;
  6. Approve constitutional amendments;
  7. Approve major organizational policies;
  8. Elect or appoint committees where required;
  9. Decide matters reserved to the General Assembly;
  10. Decide on dissolution where applicable.

Article 16 — Extraordinary General Assembly

An Extraordinary General Assembly may be convened:

  1. By decision of the Executive Board; or
  2. Upon written request of the required proportion of voting members established by the Bylaws.

The notice, agenda, quorum, voting procedure, and deadlines shall be established by the Bylaws.


CHAPTER VIII

EXECUTIVE BOARD

Article 17 — Composition

The Executive Board may consist of:

  1. President;
  2. President-Elect, where established;
  3. Immediate Past President, where established;
  4. Secretary-General;
  5. Treasurer;
  6. Vice Presidents;
  7. Regional or Continental representatives;
  8. Other elected or appointed members as provided by the Bylaws.

Article 18 — Powers of the Executive Board

The Executive Board shall:

  1. Govern the Federation between General Assemblies;
  2. Implement General Assembly decisions;
  3. Manage international programs;
  4. Supervise the Secretariat;
  5. Approve partnerships;
  6. Establish committees and working groups;
  7. Prepare strategic plans;
  8. Manage organizational resources;
  9. Make decisions on matters not expressly reserved for another organ;
  10. Report to the General Assembly.

CHAPTER IX

PRESIDENT

Article 19 — President

The President shall:

  1. Serve as the principal elected representative of IPEF;
  2. Chair the General Assembly and Executive Board where applicable;
  3. Represent IPEF internationally;
  4. Promote cooperation among members;
  5. Supervise the implementation of strategic decisions;
  6. Coordinate with international partners;
  7. Perform other duties assigned by the Constitution and Bylaws.

CHAPTER X

SECRETARY-GENERAL

Article 20 — Secretary-General

The Secretary-General shall:

  1. Manage the Secretariat;
  2. Maintain official records;
  3. Coordinate meetings;
  4. Manage official correspondence;
  5. Implement authorized decisions;
  6. Coordinate Member Federations;
  7. Prepare administrative reports;
  8. Support international programs.

CHAPTER XI

TREASURER

Article 21 — Treasurer

The Treasurer shall:

  1. Oversee financial administration;
  2. Prepare financial statements;
  3. Monitor income and expenditure;
  4. Maintain appropriate financial records;
  5. Assist with annual budgets;
  6. Report to the Executive Board and General Assembly.

Where legally required, IPEF shall arrange for independent financial review or audit.


CHAPTER XII

INTERNATIONAL ADVISORY COUNCIL

Article 22 — Advisory Council

The International Advisory Council shall provide strategic, professional, educational, and international advice.

It may include distinguished:

  • Professors;
  • Researchers;
  • Physical education specialists;
  • Medical and health professionals;
  • Education experts;
  • Sports professionals;
  • International advisers.

The Council shall have an advisory role unless specific authority is delegated to it.


CHAPTER XIII

SCIENTIFIC AND EDUCATIONAL COUNCIL

Article 23 — Scientific Council

The Scientific and Educational Council shall:

  1. Promote research;
  2. Encourage academic cooperation;
  3. Develop educational initiatives;
  4. Support conferences and publications;
  5. Encourage evidence-informed practice;
  6. Promote innovation;
  7. Establish scientific working groups;
  8. Support professional development.

CHAPTER XIV

PROFESSIONAL STANDARDS COUNCIL

Article 24 — Professional Standards

The Professional Standards Council shall:

  1. Develop professional guidelines;
  2. Recommend competency frameworks;
  3. Promote continuing professional development;
  4. Establish quality-assurance recommendations;
  5. Review educational programs where authorized;
  6. Promote ethical professional practice.

IPEF standards shall not be represented as governmental licenses or legally regulated qualifications unless recognized by the competent authority.


CHAPTER XV

ETHICS AND INTEGRITY COUNCIL

Article 25 — Ethics

The Ethics and Integrity Council shall promote:

  1. Integrity;
  2. Fairness;
  3. Professional responsibility;
  4. Human dignity;
  5. Anti-discrimination;
  6. Protection against harassment and abuse;
  7. Conflict-of-interest standards;
  8. Transparency and accountability.

CHAPTER XVI

COMMITTEES

Article 26 — Standing Committees

IPEF may establish permanent committees including:

  1. Education Committee;
  2. Scientific Research Committee;
  3. Physical Fitness and Health Committee;
  4. Youth Development Committee;
  5. Professional Development Committee;
  6. International Relations Committee;
  7. Membership Committee;
  8. Ethics Committee;
  9. Women and Inclusion Committee;
  10. Events and Congress Committee;
  11. Communications Committee;
  12. Legal and Statutory Committee;
  13. Awards and Honors Committee.

The Executive Board may establish additional committees and working groups.


CHAPTER XVII

REGIONAL AND CONTINENTAL FEDERATIONS

Article 27 — Regional Structure

IPEF may recognize Regional or Continental Federations.

Potential structures may include:

  • Africa;
  • Asia;
  • Europe;
  • North America;
  • South America;
  • Oceania;
  • Middle East;
  • Other regions approved by IPEF.

Recognized Regional Federations shall comply with the IPEF Constitution and Bylaws and applicable local law.


CHAPTER XVIII

PARTNERSHIP WITH WORLD PHYSICAL EDUCATION FEDERATION

Article 28 — Strategic Partnership

  1. IPEF recognizes the World Physical Education Federation (WPEF) as a strategic partner.
  2. The partnership shall be based on mutual respect, cooperation, institutional independence, and shared objectives.
  3. The partnership may include:
    • Joint conferences;
    • Educational programs;
    • Scientific research;
    • Professional development;
    • International exchanges;
    • Publications;
    • Physical education campaigns;
    • Recognition programs;
    • Youth initiatives;
    • Joint international projects.
  4. Neither organization shall automatically exercise governance authority over the other unless expressly established by a separate written agreement.
  5. A formal Memorandum of Understanding (MOU) may define the detailed rights and responsibilities of the partnership.

CHAPTER XIX

INTERNATIONAL PROGRAMS

Article 29 — Programs

IPEF may organize:

  1. World Congresses;
  2. International Conferences;
  3. Educational Courses;
  4. Professional Development Programs;
  5. Research Forums;
  6. Physical Education Festivals;
  7. Youth Programs;
  8. Teacher Training;
  9. International Exchange Programs;
  10. Awards and Recognition Ceremonies.

CHAPTER XX

PROFESSIONAL RECOGNITION

Article 30 — Certificates and Awards

IPEF may establish:

  1. Certificates;
  2. Diplomas for IPEF educational programs where legally permissible;
  3. Fellowships;
  4. Professional recognitions;
  5. Honorary titles;
  6. Medals;
  7. International awards.

All qualifications shall be described accurately and shall not be represented as accredited academic degrees or government licenses unless separately recognized by the appropriate authority.


CHAPTER XXI

ELECTIONS

Article 31 — Elections

  1. Elections shall be conducted transparently and fairly.
  2. Eligibility requirements shall be established by the Bylaws.
  3. Voting procedures shall be determined by the General Assembly and Bylaws.
  4. Officers shall serve fixed terms.
  5. Re-election may be permitted according to the Bylaws.
  6. No officer shall use the Federation for unauthorized personal or political purposes.

CHAPTER XXII

CONFLICTS OF INTEREST

Article 32 — Conflict of Interest

  1. Officers and committee members shall disclose material conflicts of interest.
  2. An individual with a significant conflict may be required to abstain from discussion or voting.
  3. The Ethics and Integrity Council may establish detailed procedures.

CHAPTER XXIII

DISCIPLINE AND APPEALS

Article 33 — Disciplinary Measures

Where a member violates the Constitution, Bylaws, ethical rules, or lawful decisions of IPEF, the Federation may impose measures including:

  1. Warning;
  2. Reprimand;
  3. Suspension;
  4. Removal from office;
  5. Termination of membership;
  6. Other proportionate measures permitted by law.

Article 34 — Right to Be Heard and Appeal

Before serious disciplinary action is taken, the concerned member shall, subject to applicable procedures, have an opportunity to respond.

The Bylaws shall establish an appropriate appeal mechanism.


CHAPTER XXIV

FINANCE

Article 35 — Financial Resources

IPEF may receive lawful funds from:

  1. Membership fees;
  2. Donations;
  3. Grants;
  4. Sponsorships;
  5. Educational programs;
  6. Conferences and events;
  7. Publications;
  8. Consultancy services;
  9. Partnerships;
  10. Other lawful sources.

Article 36 — Financial Accountability

  1. IPEF shall maintain accurate financial records.
  2. An annual financial report shall be presented to the appropriate governing body.
  3. Financial resources shall be used for the lawful objectives of the Federation.
  4. No member shall have a proprietary claim to the assets of IPEF solely by reason of membership.
  5. Audits or independent reviews shall be conducted when required by law or organizational policy.

CHAPTER XXV

INTELLECTUAL PROPERTY

Article 37 — Name and Symbols

The name, abbreviation, emblem, seal, flag, certificates, publications, logos, titles, and other official intellectual property of IPEF shall be protected and administered according to applicable law.

Unauthorized use may be prohibited by IPEF regulations.


CHAPTER XXVI

TRANSPARENCY AND ACCOUNTABILITY

Article 38 — Governance

IPEF shall seek to maintain:

  1. Transparency;
  2. Accountability;
  3. Good governance;
  4. Responsible financial management;
  5. Fair decision-making;
  6. Respect for members’ rights;
  7. Appropriate institutional records.

CHAPTER XXVII

AMENDMENTS

Article 39 — Amendment of the Constitution

  1. Amendments may be proposed by the Executive Board or by the required proportion of voting members.
  2. Proposed amendments shall be communicated to members before the General Assembly meeting at which they are considered.
  3. Amendments shall require the voting majority specified in the Bylaws.
  4. Amendments shall not conflict with applicable law.
  5. The amended Constitution shall enter into force upon adoption unless otherwise specified.

CHAPTER XXVIII

DISSOLUTION

Article 40 — Dissolution

  1. IPEF may be dissolved only by a duly convened General Assembly in accordance with applicable law.
  2. A special majority, as defined in the Bylaws, shall be required.
  3. All liabilities shall be settled before distribution of remaining assets.
  4. Remaining assets shall, where legally permissible, be transferred to an organization with compatible educational, scientific, health, humanitarian, or professional objectives.
  5. No remaining assets shall be distributed among members for personal benefit except where expressly permitted by law.

OFFICIAL FOUNDING DECLARATION

The International Physical Education Federation (IPEF) is hereby established as an international federation dedicated to:

Scientific Development

Health and Fitness

International Cooperation

Human Development

IPEF recognizes the importance of cooperation with the:

WORLD PHYSICAL EDUCATION FEDERATION (WPEF)

as an international partner in the advancement of physical education and related fields.

The partnership shall be developed through mutual respect, shared programs, professional cooperation, educational initiatives, scientific exchange, and international friendship.


CHAPTER XXX

FINAL DECLARATION

The International Physical Education Federation shall strive to build a worldwide professional community in which physical education is recognized not merely as physical exercise, but as a comprehensive educational process contributing to:

A Healthy Body, an Educated Mind, a Strong Character, and a United Humanity.


ADOPTION AND EFFECTIVE DATE

This Constitution and Comprehensive Statute shall enter into force upon its formal adoption by the Founding General Assembly of the International Physical Education Federation.
