An Independent Continental Kickboxing Governing Council

Affiliated with the Asian Kickboxing Union and the World Kickboxing Union

Founded and Established under the Leadership and Vision of
Philosopher Super Grand Master Mohammadullah Omar Iman Dost


PREAMBLE

We, the founders and authorized representatives of the Asian Kickboxing Council (AKC), recognizing the importance of unity, integrity, discipline, respect, fairness, sportsmanship, and international cooperation in the development of kickboxing throughout Asia, hereby establish these Statutes as the fundamental governing instrument of the Council.

The Asian Kickboxing Council is established as an independent continental sporting organization, dedicated to the administration, regulation, promotion, development, and advancement of kickboxing and related combat-sport disciplines throughout the Asian continent.

The Council recognizes the importance of international cooperation and maintains a formal relationship with the Asian Kickboxing Union (AKU) and the World Kickboxing Union (WKU).

The AKC and AKU are recognized as distinct and independently governed organizations, while cooperating closely for the development and advancement of kickboxing in Asia. Both organizations operate within their respective constitutional authorities and maintain their international affiliation and membership relationship with the World Kickboxing Union (WKU), subject to the applicable rules, regulations, and recognition procedures of the WKU.

The vision, philosophy, and founding principles associated with Philosopher Super Grand Master Mohammadullah Omar Iman Dost shall serve as an important source of inspiration for the promotion of unity, discipline, education, ethical conduct, and international cooperation within the Asian kickboxing community.


ARTICLE 1

NAME, STATUS AND IDENTITY

1.1 Name

The official name of the organization shall be:

ASIAN KICKBOXING COUNCIL

Abbreviation:

AKC

The organization may be referred to internationally as the Asian Kickboxing Council (AKC).

1.2 Independent Status

The Asian Kickboxing Council shall operate as an independent continental sporting organization, with its own administrative structure, statutes, regulations, committees, officials, membership system, financial administration, and disciplinary procedures.

1.3 Non-Political and Non-Discriminatory Character

The AKC shall operate as a non-political sporting organization and shall promote equality and non-discrimination regardless of nationality, race, ethnicity, religion, gender, language, social status, or political affiliation.

1.4 Non-Profit Sporting Purpose

Where legally applicable, the Council shall operate on a non-profit sporting basis and shall use its resources primarily for the development, administration, education, promotion, and advancement of kickboxing and related sporting activities.


ARTICLE 2

PURPOSES AND OBJECTIVES

The principal purposes of the AKC shall be:

  1. To promote and develop kickboxing throughout Asia.
  2. To establish and maintain continental sporting standards.
  3. To encourage cooperation among Asian national kickboxing organizations.
  4. To organize and sanction championships, tournaments, seminars, courses, examinations, and sporting events.
  5. To develop athletes, coaches, referees, judges, officials, instructors, and administrators.
  6. To establish educational and technical programs for the development of kickboxing.
  7. To promote fair play, discipline, respect, integrity, and sportsmanship.
  8. To protect the health and safety of athletes.
  9. To establish appropriate technical and competition regulations.
  10. To promote international cooperation between Asian kickboxing organizations and international sporting bodies.
  11. To support the participation of Asian athletes and officials in international competitions.
  12. To facilitate cooperation with the World Kickboxing Union and other recognized international sporting organizations.
  13. To encourage youth development and educational programs through kickboxing.
  14. To preserve the traditions and values of martial arts while supporting the modern development of competitive kickboxing.
  15. To promote peace, friendship, solidarity, and cultural understanding through sport.

ARTICLE 3

RELATIONSHIP WITH THE ASIAN KICKBOXING UNION

3.1 Separate Legal and Organizational Identity

The Asian Kickboxing Council (AKC) and the Asian Kickboxing Union (AKU) shall remain separate organizational entities unless otherwise provided by a legally valid agreement.

Neither organization shall automatically possess authority over the internal affairs of the other except where such authority is expressly established by a written agreement, recognized constitutional provision, or applicable international regulation.

3.2 Continental Cooperation

The AKC and AKU shall cooperate in good faith for the advancement of kickboxing in Asia.

Such cooperation may include:

  • joint sporting events;
  • technical education;
  • referee and judge development;
  • coaching programs;
  • athlete development;
  • continental championships;
  • international representation;
  • exchange of sporting knowledge;
  • anti-doping and integrity initiatives;
  • youth development;
  • promotion of kickboxing;
  • mutual recognition of appropriate sporting qualifications.

3.3 Memorandum of Cooperation

The AKC and AKU may establish a formal Memorandum of Understanding (MoU), Cooperation Agreement, or Affiliation Agreement defining their respective responsibilities and areas of cooperation.

3.4 Mutual Respect

Both organizations shall respect the constitutional independence, legitimate authority, membership rights, and internal administration of the other organization.


ARTICLE 4

RELATIONSHIP WITH THE WORLD KICKBOXING UNION

4.1 International Affiliation

The Asian Kickboxing Council shall seek, maintain, and exercise its international relationship with the World Kickboxing Union (WKU) in accordance with the constitution, regulations, recognition requirements, and decisions applicable to affiliated organizations.

4.2 Asian Kickboxing Union

The Asian Kickboxing Union (AKU) may likewise maintain its own membership or affiliation relationship with the World Kickboxing Union, subject to the applicable rules and recognition of the WKU.

4.3 Distinct but Connected Organizations

The organizational relationship may therefore be summarized as:

The AKC and AKU shall remain distinct organizations while cooperating within the broader international kickboxing family.

4.4 Compliance

Where the AKC is subject to WKU rules or regulations through its recognized affiliation, the Council shall endeavor to comply with such rules, particularly concerning:

  • sporting integrity;
  • competition standards;
  • athlete safety;
  • technical regulations;
  • officiating;
  • disciplinary matters;
  • anti-doping principles;
  • international recognition;
  • ethical conduct.

ARTICLE 5

MEMBERSHIP

Membership of the AKC may include:

  1. National kickboxing federations;
  2. National kickboxing associations;
  3. Regional or continental sporting organizations;
  4. Recognized clubs and academies;
  5. Individual athletes;
  6. Coaches and instructors;
  7. Referees and judges;
  8. Technical officials;
  9. Honorary members;
  10. Other sporting bodies approved under the Council’s regulations.

Membership shall be granted according to the membership regulations adopted by the Council.


ARTICLE 6

RIGHTS AND DUTIES OF MEMBERS

Members shall have the right, subject to these Statutes and applicable regulations, to:

  • participate in recognized AKC activities;
  • enter eligible competitions;
  • nominate or elect representatives where applicable;
  • receive technical and educational support;
  • participate in seminars and development programs;
  • request recognition of legitimate sporting qualifications;
  • participate in continental programs.

Members shall have the duty to:

  • respect these Statutes;
  • respect the decisions of authorized AKC bodies;
  • maintain sporting integrity;
  • protect athletes;
  • comply with applicable competition rules;
  • refrain from conduct damaging to the reputation of kickboxing;
  • fulfill financial and administrative obligations;
  • respect the principles of fair play and non-discrimination.

ARTICLE 7

GOVERNING ORGANS

The principal organs of the AKC shall include:

7.1 General Assembly

The General Assembly shall be the supreme representative body of the Council within the limits established by these Statutes.

7.2 Executive Board

The Executive Board shall administer the affairs of the Council between meetings of the General Assembly.

7.3 President

The President shall represent the Council and supervise the implementation of its constitutional objectives.

7.4 Secretary General

The Secretary General shall be responsible for the administrative management, correspondence, records, meetings, and official documentation of the Council.

7.5 Treasurer

The Treasurer shall oversee financial administration, accounting records, budgets, and financial reporting.

7.6 Technical Committee

The Technical Committee shall advise the Council on competition standards, technical regulations, coaching, officiating, and athlete development.

7.7 Referee and Judges Committee

This Committee shall be responsible for the development, education, certification, evaluation, and promotion of referees and judges.

7.8 Medical and Athlete Safety Committee

This Committee shall promote athlete health, safety, medical standards, and appropriate competition safeguards.

7.9 Disciplinary and Ethics Committee

This Committee shall address disciplinary and ethical matters according to fair procedures established by the Council.


ARTICLE 8

PRESIDENTIAL AND FOUNDING LEADERSHIP

The Council recognizes the historical and philosophical contribution of:

as a founding visionary and prominent figure associated with the development, promotion, and international philosophy of the Asian kickboxing movement.

The title and role of any individual shall not, by itself, override the constitutional authority of the General Assembly or other duly established organs of the Council.

Any honorary, founding, lifetime, or advisory position shall be defined through an official resolution or regulation of the Council.


ARTICLE 9

ELECTIONS AND APPOINTMENTS

All elected officers shall be selected according to democratic and transparent procedures established by these Statutes and the Electoral Regulations of the Council.

Candidates for office shall:

  • possess appropriate sporting integrity;
  • meet eligibility requirements;
  • respect the Statutes;
  • disclose relevant conflicts of interest;
  • act in the interests of the Council and its members.

Terms of office shall be established by the General Assembly and may be renewed according to the applicable regulations.


ARTICLE 10

SPORTING REGULATIONS

The AKC shall develop and maintain technical regulations governing recognized kickboxing activities.

Such regulations may address:

  • competition categories;
  • weight divisions;
  • age categories;
  • protective equipment;
  • medical requirements;
  • scoring;
  • refereeing;
  • judging;
  • athlete eligibility;
  • championship procedures;
  • disciplinary procedures;
  • safety requirements;
  • coaching requirements;
  • certification systems.

Where appropriate, AKC regulations shall be harmonized with applicable international standards and WKU regulations.


ARTICLE 11

ATHLETE PROTECTION AND SAFETY

The Council shall consider athlete health and safety a fundamental priority.

The AKC shall promote:

  1. Appropriate medical supervision.
  2. Qualified refereeing and judging.
  3. Safe competition environments.
  4. Proper protective equipment.
  5. Appropriate age and weight classifications.
  6. Medical examinations where required.
  7. Prevention of abuse and harassment.
  8. Respect for athletes’ dignity.
  9. Fair and safe disciplinary procedures.

ARTICLE 12

ETHICS AND INTEGRITY

The AKC shall uphold the principles of:

  • honesty;
  • transparency;
  • fairness;
  • respect;
  • responsibility;
  • accountability;
  • sportsmanship;
  • non-discrimination;
  • prevention of corruption;
  • prevention of match manipulation;
  • protection of athletes.

Officials and members shall avoid conflicts of interest and shall act in the best interests of the sport.


ARTICLE 13

DISCIPLINARY MEASURES

The Council may establish disciplinary measures for violations of its Statutes, regulations, competition rules, ethical standards, or decisions.

Possible measures may include:

  • warning;
  • reprimand;
  • suspension;
  • temporary disqualification;
  • removal from office;
  • withdrawal of recognition;
  • expulsion from membership.

No serious disciplinary sanction shall be imposed without providing the affected party with an appropriate opportunity to respond, subject to the Council’s disciplinary regulations.


ARTICLE 14

FINANCE AND PROPERTY

The financial resources of the Council may include:

  • membership fees;
  • registration fees;
  • event revenues;
  • sponsorships;
  • donations;
  • grants;
  • educational program revenues;
  • lawful commercial activities;
  • other lawful sources approved by the Council.

All financial activities shall be administered transparently and in accordance with applicable law.

The Council’s resources shall be used exclusively or primarily to advance its sporting objectives.


ARTICLE 15

INTERNATIONAL REPRESENTATION

The AKC may represent the interests of its members in international kickboxing forums within the scope of its authority.

The Council may:

  • establish international partnerships;
  • cooperate with recognized sporting organizations;
  • participate in international congresses;
  • organize international championships;
  • send representatives to international events;
  • establish technical and educational exchanges.

ARTICLE 16

CONTINENTAL CHAMPIONSHIPS

The AKC may organize, sanction, or recognize:

  • Asian Kickboxing Championships;
  • Asian Cups;
  • Continental Open Championships;
  • Youth Championships;
  • Masters Championships;
  • Amateur Championships;
  • Professional Championships;
  • Coaches’ and Officials’ Championships or educational events;
  • international seminars and congresses.

All championships shall be conducted according to officially approved regulations.


ARTICLE 17

EDUCATION AND DEVELOPMENT

The Council shall promote continuous education for:

  • athletes;
  • coaches;
  • referees;
  • judges;
  • instructors;
  • medical personnel;
  • administrators;
  • national federation officials.

The AKC may establish certification and licensing systems where legally and administratively appropriate.


ARTICLE 18

YOUTH DEVELOPMENT

The Council shall encourage responsible youth participation in kickboxing.

Youth programs shall emphasize:

  • education;
  • discipline;
  • physical fitness;
  • respect;
  • personal development;
  • safety;
  • sportsmanship;
  • cultural friendship.

Youth competition shall be conducted according to appropriate age-specific safety regulations.


ARTICLE 19

SYMBOLS, EMBLEMS AND OFFICIAL IDENTITY

The Council may adopt an official:

  • emblem;
  • flag;
  • seal;
  • logo;
  • certificate;
  • championship medal;
  • official uniform;
  • identification system.

Use of official symbols shall be regulated by the Council.


ARTICLE 20

OFFICIAL LANGUAGES

The official working language of the Council shall be English.

The Council may use additional Asian languages for communication, education, and administration where appropriate.

In case of conflict between translated versions of official constitutional documents, the officially adopted English version shall prevail unless otherwise determined by a competent authority.


ARTICLE 21

AMENDMENT OF THE STATUTES

These Statutes may be amended by the General Assembly according to procedures established by the Council.

Any amendment shall respect:

  • the independent character of the Council;
  • the legitimate rights of members;
  • applicable national law;
  • applicable international sporting obligations;
  • recognized affiliation requirements.

ARTICLE 22

DISSOLUTION

The AKC may only be dissolved by a properly constituted decision of the competent governing authority in accordance with applicable law and these Statutes.

Upon dissolution, remaining assets shall be transferred or used according to applicable law and the lawful decision of the competent authority.


ARTICLE 23

INTERPRETATION

The Executive Board may interpret these Statutes between meetings of the General Assembly, subject to confirmation by the General Assembly where necessary.

Where an issue is not expressly addressed in these Statutes, the Council may apply principles of fairness, sporting integrity, applicable law, and recognized international sporting practice.


ARTICLE 24

FOUNDING PRINCIPLES

The Asian Kickboxing Council shall be guided by the following principles:

The Council recognizes that kickboxing is not merely a competitive sport but may also serve as a means of education, discipline, personal development, cultural exchange, and peaceful international cooperation.


ARTICLE 25

FINAL DECLARATION

The Asian Kickboxing Council (AKC) is established as an independent continental organization dedicated to strengthening the structure, integrity, development, and international recognition of kickboxing throughout Asia.

The Council shall cooperate with the Asian Kickboxing Union (AKU) while maintaining its own organizational identity and constitutional independence.

The AKC and AKU may function as complementary continental organizations within the broader international kickboxing community and may maintain their respective relationship with the World Kickboxing Union (WKU) in accordance with applicable recognition, membership, and affiliation requirements.

The ultimate objective of the Council is to create a strong, united, ethical, professional, safe, and internationally respected Asian kickboxing community.

Under the guiding philosophy associated with Philosopher Super Grand Master Mohammadullah Omar Iman Dost, the Council shall seek to unite athletes, masters, coaches, officials, federations, associations, and sporting leaders through the universal values of discipline, respect, knowledge, friendship, and peace.
