International Multisport, Martial Arts, Combat Sports and Athletic Development Federation
PREAMBLE
We, the founders and members of the World Mixed Sports Federation (WMSF), recognizing the universal value of sport as a means of education, health, discipline, friendship, cooperation, personal development and international understanding, hereby establish this Constitution and Statutes.
The World Mixed Sports Federation is founded upon the principle that modern sport may develop through cooperation among individual sports, team sports, martial arts, combat sports, aquatic sports, athletics, strength and conditioning disciplines, outdoor sports, indoor sports, technical sports, recreational sports and newly developed combined sporting systems.
WMSF therefore establishes an international framework through which different sporting disciplines may preserve their individual identity while participating in integrated, combined and multidisciplinary sporting programs.
The Federation is guided by the principles of:

ARTICLE 1
NAME
The official name of the organization shall be:
WORLD MIXED SPORTS FEDERATION
Abbreviation:
WMSF
The Federation may use the international designation:
World Mixed Sports Federation – WMSF
ARTICLE 2
NATURE OF THE FEDERATION
WMSF is conceived as an international multisport and multidiscipline federation.
For purposes of this Constitution, the term Mixed Sports shall have a specific organizational meaning.
It shall mean:
A structured sporting system in which two or more recognized sporting disciplines, physical skills, technical activities, athletic abilities, martial arts systems, combat sports, team sports, individual sports or other sporting components may be organized independently or combined into a single multidisciplinary sporting program, event, competition, training system or championship.
Accordingly, WMSF Mixed Sports may include:
- Individual disciplines;
- Team disciplines;
- Combined disciplines;
- Multidiscipline competitions;
- Combat and Martial Arts combinations;
- Athletic and endurance combinations;
- Aquatic and water-sport combinations;
- Indoor and outdoor combinations;
- Technical and skill-based combinations;
- New and innovative sporting systems;
- Mixed-format sporting events;
- Relay and team-based combinations;
- Multi-stage competitions;
- Youth and development programs;
- Adaptive and inclusive sporting programs.
The term Mixed Sports, within WMSF, therefore refers primarily to the integration and combination of sporting disciplines, and not exclusively to mixed-gender competition.
ARTICLE 3
DEFINITION OF WMSF MIXED SPORT
A WMSF Mixed Sport may consist of:
A. Combined Sports
Two or more established sports combined into one competition.
Examples may include:
- Running + Swimming
- Cycling + Running
- Swimming + Running + Cycling
- Boxing + Wrestling
- Kickboxing + Grappling
- Karate + Taekwondo
- Judo + Wrestling
- Athletics + Combat Sports
- Swimming + Strength
- Running + Martial Arts
B. Multidiscipline Sports
A competition containing several independent disciplines, with an overall ranking determined by combined performance.
C. Integrated Combat Sports
A competition incorporating multiple combat systems under one unified ruleset.
D. Integrated Team Sports
Two or more team-sport skills incorporated into a single competitive structure.
Examples may include combinations involving:
Football • Volleyball • Basketball • Handball • Rugby • Futsal • Beach Sports
E. Individual Multisport
A single athlete competes in several disciplines and receives an overall classification.
F. Team Multisport
A team collectively performs different sporting disciplines or stages.
G. Relay Multisport
Different athletes represent the same team in different disciplines.
H. Open Innovation Category
New sporting systems may be developed and submitted to WMSF for technical evaluation and recognition.

WMSF shall have the authority, subject to applicable law and its internal regulations, to develop and administer sporting divisions including but not limited to the following.

All combat-sport competition shall be subject to separate technical, medical, safety and officiating regulations.

The Federation may include:

WMSF may include:

- Middle-distance running

The Federation may include:

All activities shall be subject to appropriate safety standards.

WINTER AND SNOW SPORTS
Where appropriate, WMSF may recognize:
- Skiing
- Alpine Skiing
- Cross-Country Skiing
- Snowboarding
- Freestyle Skiing
- Ice Skating
- Speed Skating
- Ice-based athletic disciplines
- Other winter sports
ARTICLE 13
TECHNICAL AND SKILL SPORTS
WMSF may recognize sports emphasizing:
- Accuracy
- Precision
- Coordination
- Reaction
- Balance
- Speed
- Technical execution
- Agility
- Concentration
- Strategic ability
Specific disciplines shall be regulated through technical rules adopted by the appropriate WMSF commission.
ARTICLE 14
NEW AND EMERGING SPORTS
WMSF may establish a formal procedure for the development and recognition of new sports.
A proposed sport may be submitted for:
- Technical evaluation;
- Safety evaluation;
- Rules development;
- Competition testing;
- Athlete classification;
- Referee development;
- Pilot competitions;
- Provisional recognition;
- Full recognition.
No new discipline shall automatically become an official WMSF sport merely by being proposed.
ARTICLE 15
THE WMSF MULTISPORT SYSTEM
The Federation shall promote a classification system consisting of:
Level I — Single Discipline
One recognized sport.
Level II — Dual Sport
Two sports combined.
Level III — Multisport
Three or more sports combined.
Level IV — Integrated Sport
Multiple technical systems incorporated into one unified ruleset.
Level V — World Mixed Sport
A multidisciplinary competition combining several categories of athletic ability under a unified WMSF competition structure.
ARTICLE 16
COMPETITION FORMATS
WMSF competitions may be organized as:
- Individual competitions
- Team competitions
- Mixed-team competitions
- Relay competitions
- Pairs competitions
- Club competitions
- National competitions
- Continental competitions
- World Championships
- Open Championships
- Grand Prix events
- Invitational competitions
- Youth competitions
- Masters competitions
- Development competitions
- Demonstration competitions
Mixed-team competition may include athletes of different genders where the applicable technical rules permit it. This is a separate concept from the WMSF definition of Mixed Sports.
ARTICLE 17
ATHLETE CATEGORIES
The Federation may establish categories based upon:
- Age
- Sex/gender where appropriate under the applicable rules
- Weight
- Skill level
- Competitive level
- Experience
- Sporting discipline
- Medical and safety requirements
- Classification requirements
- Youth, adult and masters categories
For combat sports, weight and safety classifications shall be established independently for each discipline.
ARTICLE 18
GOVERNANCE
The supreme governing structure of WMSF shall consist of:
- General Assembly;
- Executive Board;
- President;
- Founder / Founder’s Office;
- Secretary General;
- Treasurer;
- Technical Directorate;
- International Sports Commissions;
- Medical and Safety Commission;
- Ethics and Integrity Commission;
- Disciplinary Commission;
- Athletes Commission;
- Coaches Commission;
- Referees and Judges Commission;
- National Federations;
- Continental Federations or Councils;
- Recognized Clubs, Academies and Associations.
ARTICLE 19
THE GENERAL ASSEMBLY
The General Assembly shall be the principal representative body of the Federation.
Its responsibilities may include:
- Approval of statutes;
- Election or appointment of governing officials according to applicable rules;
- Approval of strategic plans;
- Recognition of member organizations;
- Approval of major regulations;
- Approval of financial reports;
- Amendment of the Constitution;
- Recognition of major sporting structures.
ARTICLE 20
EXECUTIVE BOARD
The Executive Board shall administer the Federation between General Assembly meetings.
Its responsibilities shall include:
- Strategic management;
- International development;
- Membership administration;
- Competition oversight;
- Financial governance;
- Technical development;
- International relations;
- Implementation of Assembly decisions.
ARTICLE 21
PRESIDENT
The President shall serve as the principal representative of WMSF.
The President shall:
- Represent the Federation internationally;
- Preside over major meetings;
- Support strategic development;
- Promote international cooperation;
- Protect the constitutional principles of WMSF.
ARTICLE 22
FOUNDER
The founding vision of the World Mixed Sports Federation is attributed to:

Founder of the Mixed Sports Concept and Founding Vision of WMSF
Within the Federation’s organizational history, Philosopher Super Grand Master King Mohammadullah Omar Iman Dost is recognized as the Founder associated with the establishment and development of the WMSF Mixed Sports concept and its multidisciplinary sporting philosophy.
His stated vision is based upon the integration of:
Martial Arts + Combat Sports + Team Sports + Individual Sports + Aquatic Sports + Athletics + Physical Education + Sports Science + Multisport Competition
The Founder’s philosophy emphasizes that sport can be a universal language connecting people, cultures, disciplines and generations.
ARTICLE 23
FOUNDING PHILOSOPHY
The founding philosophy of WMSF is based upon the principle:
“Many Sports, One Sporting Community.”
The Federation seeks to create a structure in which individual sporting disciplines maintain their technical identity while participating in a larger international framework.
The objective is not to eliminate existing sports organizations, but to create opportunities for:
cooperation, integration, education, innovation and multidisciplinary competition.

WMSF may establish educational programs for:
- Athletes
- Coaches
- Instructors
- Masters
- Referees
- Judges
- Sports administrators
- Technical officials
- Sports scientists
- Medical personnel
- Youth development officers
Educational programs may include:
- Coaching
- Sports Science
- Exercise Physiology
- Biomechanics
- Sports Psychology
- Nutrition
- Injury Prevention
- First Aid

ARTICLE 25
MEDICAL AND ATHLETE SAFETY
The safety and welfare of athletes shall be a fundamental principle of WMSF.
The Federation may establish:
- Medical regulations;
- Pre-competition medical requirements;
- Anti-doping policies where applicable;
- Injury-prevention standards;
- Return-to-play procedures;
- Combat-sport medical protocols;
- Emergency procedures;
- Safeguarding standards.
Particular care shall be applied to combat sports and youth competitions.
ARTICLE 26
ETHICS AND INTEGRITY
All WMSF members shall uphold:
- Honesty;
- Fair play;
- Respect;
- Non-discrimination;
- Sportsmanship;
- Integrity;
- Accountability;
- Athlete welfare;
- Respect for officials;
- Respect for national laws.
Corruption, manipulation of competitions, intentional cheating, harassment, abuse and other serious misconduct may result in disciplinary action.
ARTICLE 27
ATHLETE RIGHTS
WMSF recognizes the right of athletes to:
- Safe sporting environments;
- Fair competition;
- Respectful treatment;
- Appropriate medical protection;
- Transparent rules;
- Due process;
- Freedom from abuse and discrimination;
- Appropriate representation.
ARTICLE 28
NATIONAL MEMBERS
WMSF may recognize national member organizations subject to:
- Application;
- Documentation;
- Governance review;
- Technical requirements;
- Compliance with WMSF statutes;
- Applicable national law.
A national organization shall retain its national identity while participating within the WMSF international framework.
ARTICLE 29
CONTINENTAL STRUCTURES
WMSF may establish or recognize continental structures including:
- Asian structures;
- European structures;
- African structures;
- American structures;
- Oceanian structures;
- Other regional structures.
Continental bodies shall operate according to WMSF statutes and applicable regional law.
ARTICLE 30
INTERNATIONAL CHAMPIONSHIPS
WMSF may organize:
World Mixed Sports Championships
and additional events including:
- World Cups;
- Continental Championships;
- International Games;
- Grand Prix;
- Multisport Festivals;
- Combat Sports Championships;
- Martial Arts Championships;
- Youth World Championships;
- Masters Championships.
ARTICLE 31
WMSF WORLD MIXED SPORTS GAMES
The Federation may establish a comprehensive international event known as:
WMSF WORLD MIXED SPORTS GAMES
The Games may combine several sporting families within one international festival.
Possible divisions include:
Combat Division
Kickboxing, Boxing, Wrestling, Martial Arts and other combat disciplines.
Athletic Division
Running, jumping, throwing, endurance and related disciplines.
Aquatic Division
Swimming and other water sports.
Team Division
Football, Volleyball, Basketball, Handball and other team sports.
Multisport Division
Combined sporting events involving multiple disciplines.
Fitness & Performance Division
Strength, speed, agility, conditioning and functional performance.
ARTICLE 32
SPORTING DEVELOPMENT
WMSF shall encourage the development of sport at:
- Grassroots level;
- Youth level;
- Amateur level;
- Professional level;
- Elite level;
- Masters level;
- Educational level;
- International level.
ARTICLE 33
RESEARCH AND INNOVATION
WMSF may establish a research and innovation program covering:
- Sports Science;
- Training methodology;
- Human performance;
- Biomechanics;
- Martial Arts science;
- Combat sports performance;
- Multisport training;
- Injury prevention;
- Technology in sport;
- Competition systems.
ARTICLE 34
DIGITAL AND TECHNOLOGICAL DEVELOPMENT
WMSF may use modern technology for:
- Athlete registration;
- Competition management;
- Digital scoring;
- Rankings;
- Statistics;
- Video review;
- Education;
- Online certification;
- Membership management;
- International communication.
ARTICLE 35
RANKING SYSTEM
WMSF may establish international rankings based upon transparent criteria including:
- Competition results;
- Participation;
- Championship performance;
- Strength of competition;
- Official records;
- Technical classifications.
Each sporting discipline may have its own ranking methodology.
ARTICLE 36
OFFICIAL RECOGNITION
WMSF may grant recognition to:
- Athletes;
- Coaches;
- Masters;
- Grand Masters;
- Referees;
- Judges;
- Academies;
- Clubs;
- National organizations;
- Continental organizations;
- Technical experts;
- Sports educators.
Titles and honors shall be governed by separate regulations.
ARTICLE 37
FINANCIAL ADMINISTRATION
The Federation may receive lawful income through:
- Membership fees;
- Registration fees;
- Competition fees;
- Educational programs;
- Sponsorship;
- Donations;
- Grants;
- Licensing;
- Publications;
- Events;
- Other lawful sources.
All funds shall be administered transparently and in accordance with applicable law.
ARTICLE 38
NON-DISCRIMINATION
WMSF shall promote equal sporting opportunity and shall not discriminate unlawfully on the basis of nationality, ethnicity, religion, disability, social background or other protected characteristics.
Sport-specific eligibility requirements shall be established according to legitimate sporting, safety and competition considerations.
ARTICLE 39
CHILD AND YOUTH PROTECTION
WMSF shall promote the protection and welfare of children and young athletes.
Youth programs shall include appropriate:
- Safeguarding procedures;
- Age categories;
- Training standards;
- Medical safeguards;
- Coach requirements;
- Competition restrictions.
ARTICLE 40
ENVIRONMENTAL RESPONSIBILITY
WMSF shall encourage environmentally responsible sporting practices, including:
- Sustainable events;
- Responsible use of facilities;
- Reduction of unnecessary waste;
- Environmental education;
- Responsible travel and event management where practicable.
ARTICLE 41
INTELLECTUAL PROPERTY
The names, logos, emblems, championships, official documents and other intellectual property of WMSF shall be protected according to applicable law.
Use of WMSF intellectual property by third parties shall require appropriate authorization.
ARTICLE 42
AMENDMENTS
This Constitution may be amended by the competent governing authority in accordance with the amendment procedure established by WMSF.
Amendments shall not contradict applicable mandatory law.
ARTICLE 43
DISSOLUTION
Any dissolution of WMSF shall be conducted according to applicable law and the procedures established by the General Assembly.
Any remaining assets shall be handled according to the applicable legal framework and the Federation’s approved dissolution procedure.
ARTICLE 44
OFFICIAL LANGUAGE
The principal international working language of WMSF shall be English.
The Federation may publish official documents in additional languages.
Where legally necessary, an officially certified translation may be used.
ARTICLE 45
OFFICIAL MOTTO
The official philosophy of WMSF may be expressed through the motto:
“MANY SPORTS — ONE WORLD — ONE SPORTING COMMUNITY.”
Additional organizational principles may include:

FINAL DECLARATION
The World Mixed Sports Federation (WMSF) is established as a multidisciplinary sporting framework dedicated to bringing together the world’s diverse sporting traditions.
Its purpose is to recognize that sport can exist simultaneously as:
an individual pursuit,
a team activity,
a combat discipline,
a martial art,
an athletic challenge,
an aquatic discipline,
a technical skill,
a scientific field,
an educational system,
and a vehicle for international friendship.
WMSF therefore seeks to provide an international platform where different sports may retain their identity while participating in a broader culture of cooperation and multidisciplinary development.
The Federation’s founding vision is associated with:
