PREAMBLE

We, the founding members and representatives of the World Sports Commission, recognizing sport as a universal instrument for human development, peace, friendship, discipline, health, education, dignity and cooperation among peoples and nations, hereby establish this Founding Statute.

The World Sports Commission is founded under the vision and initiative of:

Philosopher Super Grand Master Mohammadullah Oar Iman Dost

The Founder shall be recognized as the Founder and Founding Philosopher of the World Sports Commission, in accordance with this Statute and applicable law.

The Commission shall seek to promote sport with integrity, respect, equality, discipline, excellence and responsibility, while supporting athletes, coaches, officials, sporting institutions and communities throughout the world.


ARTICLE 1

NAME

1.1

The organization shall be known as the:

WORLD SPORTS COMMISSION

1.2

The official abbreviation shall be:

WSC

1.3

The World Sports Commission may establish appropriate official symbols, emblems, flags, seals, certificates, medals and other marks in accordance with applicable law.


ARTICLE 2

ESTABLISHMENT

2.1

The World Sports Commission is hereby established as an international sports organization pursuant to this Founding Statute.

2.2

The Commission shall operate as an independent and non-profit sporting institution, subject to the laws of the jurisdiction in which it is legally registered.

2.3

The Commission may establish national, continental, regional and international structures for the administration and development of sport.


ARTICLE 3

FOUNDER

3.1

The founder of the World Sports Commission is:

3.2

The Founder shall be formally recognized in the historical records, founding documents and official archives of the Commission.

3.3

The Founder may serve as Founder and Honorary President, or another office established by the governing bodies of the Commission, subject to applicable law.

3.4

The title and historical recognition of the Founder shall not, by themselves, exempt any person from applicable law or from generally applicable organizational rules concerning financial accountability, safeguarding, conflicts of interest or other mandatory legal requirements.


ARTICLE 4

VISION

The vision of the World Sports Commission is:

“One World — One Sporting Community — Excellence, Peace, Health and Human Dignity through Sport.”

The Commission shall seek to create a global sporting community in which athletes and sporting organizations can participate in safe, fair and honorable competition.


ARTICLE 5

MISSION

The mission of the World Sports Commission shall be to:

  1. promote sports throughout the world;
  2. support athletes and sporting communities;
  3. encourage international friendship and cooperation;
  4. establish sporting standards and regulations;
  5. promote fair play and sporting integrity;
  6. protect athlete health, safety and dignity;
  7. develop young athletes and sporting talent;
  8. support coaches, referees, judges and sports administrators;
  9. encourage participation in sport regardless of nationality or background;
  10. organize and recognize international sporting events;
  11. develop educational and training programs; and
  12. contribute to peace and social development through sport.

ARTICLE 6

FUNDAMENTAL PRINCIPLES

The World Sports Commission shall be governed by the following principles:

6.1 Fair Play

All sporting activities shall be conducted honestly and fairly.

6.2 Respect

Athletes, officials, coaches, volunteers and sporting organizations shall be treated with dignity and respect.

6.3 Equality

The Commission shall promote equal opportunity and oppose unlawful discrimination.

6.4 Integrity

Sporting decisions shall be protected from corruption, manipulation and improper influence.

6.5 Athlete Welfare

The health, safety and welfare of athletes shall be fundamental considerations.

6.6 Excellence

The Commission shall encourage discipline, education, commitment and sporting excellence.

6.7 International Cooperation

The Commission shall promote friendship and cooperation among nations and sporting communities.


ARTICLE 7

OBJECTIVES

The objectives of the World Sports Commission shall include:

a. developing international sport;

b. establishing sporting standards;

c. recognizing qualified sporting organizations;

d. organizing international competitions;

e. developing championship programs;

f. establishing athlete development programs;

g. promoting sports education;

h. developing officials and administrators;

i. supporting sports research and innovation;

j. promoting sports medicine and athlete welfare;

k. supporting youth and grassroots sport;

l. encouraging women’s participation in sport;

m. supporting inclusive and accessible sporting opportunities;

n. promoting environmental responsibility in sporting activities; and

o. strengthening international sporting cooperation.


ARTICLE 8

SPORTS UNDER THE COMMISSION

The World Sports Commission may administer, recognize, sanction or support any sport or sporting discipline approved under its regulations.

These may include, without limitation:

  1. athletics;
  2. boxing;
  3. football;
  4. basketball;
  5. wrestling;
  6. martial arts;
  7. swimming;
  8. cycling;
  9. tennis;
  10. volleyball;
  11. weightlifting;
  12. combat sports;
  13. traditional sports;
  14. adaptive and para-sports;
  15. youth sports; and
  16. other sports recognized by the Commission.

The Commission may establish separate technical commissions for individual sports.


ARTICLE 9

MEMBERSHIP

Membership may be available to:

a. National Sports Organizations;

b. Continental Sports Organizations;

c. Regional Sports Organizations;

d. International Sports Organizations;

e. Sports Clubs;

f. Athlete Associations;

g. Coaches’ Organizations;

h. Officials’ Organizations; and

i. other eligible sporting institutions.

Membership shall be governed by membership regulations approved by the competent authority of the Commission.


ARTICLE 10

RIGHTS AND DUTIES OF MEMBERS

Members shall have the right to participate in Commission activities according to their category of membership.

Members shall:

  1. respect this Statute;
  2. comply with applicable Commission regulations;
  3. protect athletes;
  4. maintain appropriate standards of governance;
  5. promote fair play;
  6. refrain from corruption and competition manipulation; and
  7. fulfill applicable financial and administrative obligations.

ARTICLE 11

WORLD SPORTS CONGRESS

11.1

The World Sports Congress shall be the supreme representative policy-making body of the Commission, subject to this Statute and applicable law.

11.2

The Congress shall:

a. consider and approve major policies;

b. elect or confirm officers as provided by this Statute;

c. approve amendments;

d. receive financial and administrative reports;

e. approve strategic plans;

f. consider membership matters; and

g. exercise other powers assigned to it.


ARTICLE 12

EXECUTIVE COUNCIL

12.1

The executive administration of the Commission shall be conducted by a World Sports Executive Council.

12.2

The Executive Council may include:

  • President;
  • Founder / Honorary President;
  • Vice Presidents;
  • Secretary-General;
  • Deputy Secretary-General;
  • Treasurer;
  • Athlete Representatives;
  • Technical Directors; and
  • other members approved under the Statute.

12.3

The Executive Council shall implement decisions of the Congress and manage the affairs of the Commission between Congress meetings.


ARTICLE 13

PRESIDENT

The President shall:

  1. represent the Commission internationally;
  2. chair meetings as prescribed by this Statute;
  3. oversee implementation of Commission policies;
  4. promote international cooperation;
  5. protect the integrity of the Commission; and
  6. perform other lawful duties assigned by the governing bodies.

ARTICLE 14

SECRETARY-GENERAL

The Secretary-General shall be responsible for the administration of the Commission, including:

a. maintaining official records;

b. communicating decisions;

c. coordinating Members;

d. preparing meetings;

e. maintaining official correspondence; and

f. supervising the international secretariat.


ARTICLE 15

ATHLETE REPRESENTATION

The World Sports Commission shall ensure meaningful participation of athletes in its governance.

An International Athletes Council may be established to advise the Commission on:

  1. athlete welfare;
  2. competition conditions;
  3. health and safety;
  4. education;
  5. career development;
  6. safeguarding; and
  7. other matters affecting athletes.

ARTICLE 16

TECHNICAL COMMISSIONS

The Commission may establish technical commissions for:

  1. individual sports;
  2. athlete development;
  3. coaching;
  4. refereeing and judging;
  5. sports medicine;
  6. education;
  7. youth sport;
  8. para-sport;
  9. women’s sport;
  10. integrity and ethics; and
  11. other specialized areas.

ARTICLE 17

INTERNATIONAL COMPETITIONS

The World Sports Commission may organize, recognize or sanction:

a. World Championships;

b. Continental Championships;

c. Regional Championships;

d. World Cups;

e. International Games;

f. Youth Championships;

g. Masters Championships;

h. Para-sport competitions; and

i. other international sporting events.

All competitions shall be conducted under applicable competition regulations.


ARTICLE 18

ATHLETE HEALTH AND SAFETY

The Commission shall promote:

  1. medical safety;
  2. appropriate competition standards;
  3. qualified medical support;
  4. prevention of abuse;
  5. protection of minors;
  6. safeguarding policies;
  7. education concerning athlete health; and
  8. responsible return-to-sport procedures.

The health and safety of athletes shall take precedence over commercial or competitive interests where reasonably required.


ARTICLE 19

ANTI-DOPING

The Commission shall establish or adopt appropriate anti-doping rules and shall cooperate with competent anti-doping authorities.

Athletes, officials and other persons under Commission jurisdiction shall comply with applicable anti-doping requirements.


ARTICLE 20

ETHICS AND INTEGRITY

The Commission shall maintain an Ethics and Integrity framework addressing:

a. corruption;

b. bribery;

c. competition manipulation;

d. prohibited betting-related conduct;

e. conflicts of interest;

f. harassment;

g. abuse;

h. discrimination; and

i. other conduct harmful to sporting integrity.


ARTICLE 21

DISCIPLINARY AUTHORITY

The Commission may establish disciplinary procedures for violations of this Statute and applicable regulations.

Possible sanctions may include:

  1. warning;
  2. reprimand;
  3. fine;
  4. suspension;
  5. removal from office;
  6. withdrawal of accreditation;
  7. suspension of membership; and
  8. expulsion.

All disciplinary procedures shall provide appropriate notice and an opportunity to be heard, subject to lawful emergency measures.


ARTICLE 22

APPEALS

The Commission shall establish an independent appeals mechanism.

Where appropriate and legally applicable, disputes may be referred to an independent arbitration or dispute-resolution institution pursuant to the applicable rules and agreements.


ARTICLE 23

FINANCE

The Commission shall maintain proper financial records and shall use its resources for lawful organizational purposes.

Its sources of income may include:

a. membership fees;

b. event fees;

c. sponsorship;

d. licensing;

e. broadcasting and media rights;

f. grants;

g. donations; and

h. other lawful sources.


ARTICLE 24

AUDIT AND FINANCIAL ACCOUNTABILITY

The financial accounts of the Commission shall be maintained accurately and, where required by law or by the governing bodies, independently audited.

The Commission shall maintain reasonable controls against fraud, corruption and misuse of organizational funds.


ARTICLE 25

INTELLECTUAL PROPERTY

The name, emblem, logo, seal, championship marks, publications and other intellectual property of the World Sports Commission shall be protected and administered in accordance with applicable law.

No person may use protected Commission marks without authorization.


ARTICLE 26

INTERNATIONAL REPRESENTATION

The Commission may establish:

  1. National Commissions;
  2. Continental Commissions;
  3. Regional Offices;
  4. International Technical Commissions; and
  5. representative offices.

Their authority shall derive from this Statute and the regulations of the Commission.


ARTICLE 27

NATIONAL AND CONTINENTAL STRUCTURES

The Commission may recognize continental structures including, where appropriate:

  • African Sports Commission;
  • Asian Sports Commission;
  • European Sports Commission;
  • North American Sports Commission;
  • South American Sports Commission;
  • Central American and Caribbean Sports Commission;
  • Oceania Sports Commission; and
  • other structures established by the Commission.

Such structures shall operate in accordance with the Statute and applicable regulations.


ARTICLE 28

FOUNDER’S HISTORICAL LEGACY

The World Sports Commission shall preserve the historical record of its establishment and the contribution of its Founder:

The Founder may be honored through official commemorative programs, awards, educational initiatives or other lawful means approved by the Commission.

Any such recognition shall be administered transparently and consistently with the legal obligations of the organization.


ARTICLE 29

WORLD SPORTS AWARDS

The Commission may establish international awards recognizing:

a. outstanding athletes;

b. coaches;

c. officials;

d. sports administrators;

e. humanitarian contributions;

f. lifetime achievement;

g. sporting excellence;

h. fair play; and

i. contributions to international peace and cooperation through sport.


ARTICLE 30

EDUCATION AND DEVELOPMENT

The Commission shall promote education through:

  1. coaching courses;
  2. officials’ education;
  3. sports administration programs;
  4. athlete education;
  5. leadership programs;
  6. sports science;
  7. sports medicine education; and
  8. youth development initiatives.

ARTICLE 31

NON-DISCRIMINATION

The Commission shall promote equal opportunity in sport and shall not unlawfully discriminate in its activities or membership.

The Commission shall encourage participation by women, young people, persons with disabilities and communities with limited access to sporting opportunities.


ARTICLE 32

CHILD AND ATHLETE SAFEGUARDING

The Commission shall maintain appropriate safeguarding policies to protect children and vulnerable persons participating in Commission activities.

Members shall cooperate with safeguarding investigations and procedures.


ARTICLE 33

ENVIRONMENTAL RESPONSIBILITY

The Commission shall encourage sustainable sporting practices and may establish environmental standards for events, facilities and activities under its jurisdiction.


ARTICLE 34

OFFICIAL LANGUAGE

The official language of the World Sports Commission shall be English, unless the Congress establishes additional official languages.

Official translations may be prepared for international use.


ARTICLE 35

AMENDMENT OF THE STATUTE

Amendments may be proposed by:

a. the Executive Council; or

b. Members holding the minimum voting rights established by regulation.

Unless a higher majority is required by applicable law, amendments shall require a two-thirds majority of valid votes cast by the competent governing body.


ARTICLE 36

INTERPRETATION

Where interpretation of this Statute is required, the competent governing body shall interpret it consistently with:

  1. the purposes of the Commission;
  2. athlete welfare;
  3. sporting integrity;
  4. fairness;
  5. international cooperation; and
  6. applicable law.

ARTICLE 37

DISSOLUTION

The World Sports Commission may be dissolved only by a properly constituted decision of its competent governing body and in accordance with applicable law.

Upon dissolution, remaining assets shall be transferred to an eligible non-profit organization with compatible sporting or humanitarian purposes and shall not be distributed for private benefit except where required by law.


ARTICLE 38

ENTRY INTO FORCE

This Founding Statute shall enter into force upon its adoption and signature by the Founder and the founding governing body of the World Sports Commission.

We hereby declare the establishment of the:
