CONSTITUTION AND STATUTES
INTERNATIONAL NON-OLYMPIC FEDERATION (INOF)
Preamble
We, the founding members and representatives of organizations, federations, associations, clubs, athletes, coaches, officials, scholars, educators and professionals engaged in Non-Olympic Sports, Games, Martial Arts, Physical Education, Traditional Sports and related activities,
Recognizing the importance of international cooperation, sporting excellence, ethical conduct, cultural diversity, education, friendship and peaceful relations among peoples;
Desiring to establish an international organization dedicated to the development, promotion, recognition, regulation and advancement of Non-Olympic Sports and Games;
Hereby adopt this Constitution and Statutes as the fundamental governing instrument of the:
INTERNATIONAL NON-OLYMPIC FEDERATION (INOF)
The Federation may operate internationally as an independent, non-governmental, non-profit and non-political sports organization, subject always to the laws of the jurisdiction in which it is legally registered.
The Federation may cooperate with and serve as a partner of the World Non-Olympic Federation (WNOF), subject to applicable agreements, recognition procedures and the independent legal status of each organization.
The Federation recognizes Philosopher Super Grand Master Mohammadullah Omar Iman Dost as the Founder and Founding President of the International Non-Olympic Federation, in accordance with this founding instrument.
ARTICLE 1
NAME, ABBREVIATION AND STATUS
1.1 Name
The official name of the organization shall be:
INTERNATIONAL NON-OLYMPIC FEDERATION
The official abbreviation shall be:
INOF
1.2 Nature
INOF shall be established as an international, non-governmental, non-profit and non-political organization, subject to the applicable laws of its place of registration.
1.3 Duration
The Federation shall have unlimited duration unless dissolved in accordance with this Constitution and applicable law.
1.4 Independence
INOF shall maintain organizational and administrative independence while cooperating with international, continental, regional and national sports organizations.
1.5 International Character
INOF shall seek to promote Non-Olympic Sports and Games internationally without discrimination based on nationality, race, ethnicity, gender, religion, political opinion, social status or other unlawful grounds.
ARTICLE 2
FOUNDER AND FOUNDING PRESIDENT
2.1 Founder
The Federation formally recognizes:
Philosopher Super Grand Master Mohammadullah Omar Iman Dost
as the Founder and Founding President of the International Non-Olympic Federation (INOF).
2.2 Founding Vision
The Founder shall be recognized as the person associated with the founding vision and establishment of the Federation, subject to the legal validity of the Federation’s registration and founding documents.
2.3 Honorary Founding Status
The title Founder shall be permanent and honorary unless otherwise determined by the Founder in writing or restricted by mandatory applicable law.
2.4 Founder’s Legacy
The Federation shall preserve the historical record of its founding, including its founding documents, official records, institutional history and other appropriate archival materials.
2.5 Founder’s Advisory Role
The Founder may provide strategic, philosophical, educational and organizational guidance to the Federation.
ARTICLE 3
VISION, MISSION AND VALUES
3.1 Vision
To establish a respected international platform for the development, recognition, promotion and responsible governance of Non-Olympic Sports and Games.
3.2 Mission
INOF shall:
- Promote Non-Olympic Sports and Games worldwide.
- Encourage international sporting cooperation.
- Support athletes, coaches, referees, judges and sports administrators.
- Promote education and professional development.
- Encourage fair play and sporting integrity.
- Protect the dignity and welfare of participants.
- Encourage participation by youth and communities.
- Support traditional, cultural and emerging sports.
- Facilitate international competitions and championships.
- Develop appropriate technical and administrative standards.
3.3 Fundamental Values
INOF shall be guided by:
- Integrity;
- Fair play;
- Equality;
- Respect;
- Transparency;
- Accountability;
- Non-discrimination;
- Athlete welfare;
- International cooperation;
- Cultural diversity;
- Peace and friendship;
- Excellence;
- Voluntary participation;
- Responsible governance.
ARTICLE 4
OBJECTIVES
The objectives of INOF shall include:
4.1 International Development
To promote and develop Non-Olympic Sports and Games at international, continental, regional and national levels.
4.2 Recognition
To establish procedures for the recognition of sports, disciplines, national federations, international federations, associations and other eligible organizations.
4.3 Competition
To organize, authorize, sanction or support international championships, cups, festivals, games, seminars and other sporting events.
4.4 Education
To establish educational programs for:
- Athletes;
- Coaches;
- Referees;
- Judges;
- Technical officials;
- Administrators;
- Sports educators;
- Medical and safeguarding personnel.
4.5 Research
To encourage scientific, philosophical, educational, historical and technical research relating to sport, physical education and Non-Olympic disciplines.
4.6 Youth Development
To encourage safe and inclusive participation of children and young people in accordance with applicable safeguarding laws and standards.
4.7 Traditional Sports
To preserve and promote traditional, cultural, indigenous and historical sports and games.
4.8 Emerging Sports
To provide an appropriate framework for developing innovative and emerging sports disciplines.
ARTICLE 5
RELATIONSHIP WITH WORLD NON-OLYMPIC FEDERATION
5.1 Partnership
INOF may cooperate with the:
WORLD NON-OLYMPIC FEDERATION (WNOF)
as an international partner, associate organization or cooperating federation, subject to the terms of any applicable written agreement.
5.2 Independence
Any partnership with WNOF shall not automatically eliminate the separate legal identity, governance structure, assets, liabilities or responsibilities of INOF.
5.3 Cooperation
INOF may cooperate with WNOF in:
- International sporting events;
- Recognition of disciplines;
- Athlete development;
- Education;
- Technical standards;
- Research;
- International conferences;
- Sports diplomacy;
- Development programs.
5.4 Use of Names and Emblems
Neither INOF nor WNOF shall use the other’s name, logo, emblem or intellectual property in a manner implying authorization beyond the scope of an applicable agreement.
ARTICLE 6
MEMBERSHIP
6.1 Categories
Membership may consist of:
- Founding Members;
- Full Members;
- National Federations;
- International Sports Federations;
- Associate Members;
- Institutional Members;
- Professional Members;
- Athlete Members;
- Honorary Members;
- Observers;
- Supporting Organizations.
6.2 Eligibility
Membership shall be open to organizations and individuals that:
- Support the objectives of INOF;
- Agree to comply with this Constitution;
- Meet applicable membership requirements;
- Operate lawfully;
- Demonstrate appropriate governance and integrity.
6.3 National Membership
Where appropriate, INOF may recognize one principal national governing organization for a particular sport within a territory, subject to its recognition criteria.
6.4 International Federation Membership
An International Federation seeking recognition by INOF should demonstrate:
- A functioning constitution;
- Transparent governance;
- Defined sporting jurisdiction;
- Technical rules;
- Membership structure;
- Disciplinary procedures;
- Safeguarding procedures;
- Financial accountability;
- International activity.
6.5 Application
Applications for membership shall be submitted in writing in the form prescribed by the Executive Council.
6.6 Admission
Membership shall be approved according to the procedures established by the Executive Council and/or General Assembly.
ARTICLE 7
RIGHTS AND DUTIES OF MEMBERS
Members shall have the right to:
- Participate in INOF activities.
- Attend authorized meetings.
- Submit proposals.
- Participate in elections where entitled.
- Receive official information.
- Participate in recognized competitions.
- Seek technical and educational assistance.
Members shall:
- Respect this Constitution.
- Comply with applicable regulations.
- Protect the reputation of INOF.
- Maintain appropriate governance standards.
- Promote fair play.
- Protect participants from abuse and discrimination.
- Pay applicable membership fees.
- Respect lawful decisions of competent INOF bodies.
ARTICLE 8
GENERAL ASSEMBLY
8.1 Supreme Authority
The General Assembly shall be the highest representative decision-making body of INOF, subject to the special founding provisions of this Constitution and applicable law.
8.2 Composition
The General Assembly may consist of authorized representatives of Full Members and other categories entitled to participate.
8.3 Ordinary General Assembly
An Ordinary General Assembly shall normally be held at least once every four years, unless the Federation’s regulations provide for a more frequent meeting.
8.4 Extraordinary General Assembly
An Extraordinary General Assembly may be called when necessary by:
- The President;
- The Executive Council;
- The Founder where applicable;
- A prescribed proportion of voting members.
8.5 Powers
The General Assembly may:
- Adopt and amend the Constitution.
- Elect members of governing bodies.
- Approve strategic plans.
- Approve financial reports.
- Approve budgets.
- Appoint auditors.
- Recognize or suspend members.
- Establish commissions.
- Approve major institutional policies.
- Decide on dissolution, subject to applicable law.
ARTICLE 9
EXECUTIVE COUNCIL
9.1 Governing Body
Between General Assemblies, the Executive Council shall be responsible for the administration and implementation of INOF policy.
9.2 Composition
The Executive Council may include:
- President;
- Senior Vice Presidents;
- Vice Presidents;
- Secretary General;
- Treasurer;
- Sports Director;
- Technical Director;
- Legal Adviser;
- Safeguarding Officer;
- Other elected or appointed members.
9.3 Responsibilities
The Executive Council shall:
- Implement decisions of the General Assembly.
- Manage the Federation’s affairs.
- Prepare strategic plans.
- Supervise commissions.
- Approve membership applications where authorized.
- Prepare the annual budget.
- Protect the Federation’s assets.
- Develop international partnerships.
- Ensure compliance with this Constitution.
ARTICLE 10
PRESIDENT
10.1 Office
The President shall be the principal representative of INOF.
10.2 Responsibilities
The President shall:
- Represent the Federation internationally;
- Chair major meetings;
- Provide strategic leadership;
- Promote the Federation’s objectives;
- Sign official documents where authorized;
- Maintain relationships with international organizations.
10.3 Founder and President
The founding record of INOF shall identify Philosopher Super Grand Master Mohammadullah Omar Iman Dost as its Founder and Founding President.
Any subsequent presidential succession shall be determined under the applicable electoral provisions of this Constitution.
ARTICLE 11
SECRETARY GENERAL
The Secretary General shall:
- Manage the administrative affairs of the Federation.
- Maintain official records.
- Prepare meetings.
- Maintain membership records.
- Communicate official decisions.
- Coordinate commissions and departments.
- Supervise the Secretariat.
- Implement decisions of the Executive Council.
ARTICLE 12
TREASURER AND FINANCE
12.1 Financial Principles
INOF shall maintain appropriate financial controls and transparent accounting.
12.2 Sources of Revenue
Revenue may include:
- Membership fees;
- Event fees;
- Donations;
- Grants;
- Sponsorship;
- Licensing;
- Publications;
- Educational programs;
- Lawful commercial activities consistent with the Federation’s non-profit objectives.
12.3 Use of Funds
All funds shall be used primarily to advance the objectives of INOF.
No member shall receive distributions of profits except lawful reimbursement or compensation approved under applicable regulations.
12.4 Financial Year
The financial year shall be determined by the Executive Council.
12.5 Audit
Annual financial accounts shall be reviewed or audited as required by applicable law.
ARTICLE 13
COMMISSIONS AND COMMITTEES
INOF may establish permanent or temporary bodies, including:
- Technical Commission;
- Athletes Commission;
- Medical Commission;
- Education Commission;
- Ethics Commission;
- Disciplinary Commission;
- Legal Commission;
- Safeguarding Commission;
- Development Commission;
- Women and Inclusion Commission;
- Youth Commission;
- Traditional Sports Commission;
- Anti-Doping Commission;
- Marketing and Media Commission;
- Scientific and Research Commission.
Each commission shall operate under terms of reference approved by the appropriate governing body.
ARTICLE 14
TECHNICAL GOVERNANCE
Each recognized sport may establish or maintain:
- Competition rules;
- Technical regulations;
- Officials’ regulations;
- Ranking systems;
- Qualification criteria;
- Equipment standards;
- Safety standards;
- Competition formats;
- Records and statistical systems.
Technical regulations shall be consistent with this Constitution and applicable law.
ARTICLE 15
ATHLETE RIGHTS AND SAFEGUARDING
INOF shall seek to protect:
- The dignity of athletes;
- Physical and psychological safety;
- Fair participation;
- Equal opportunity;
- Freedom from harassment;
- Freedom from abuse;
- Freedom from discrimination;
- Appropriate medical support.
Where minors participate, safeguarding procedures shall comply with applicable child-protection law.
ARTICLE 16
ETHICS AND INTEGRITY
All officials and members shall act honestly and responsibly.
Prohibited conduct may include:
- Corruption;
- Bribery;
- Match manipulation;
- Fraud;
- Harassment;
- Abuse;
- Discrimination;
- Conflicts of interest not properly disclosed;
- Misuse of Federation funds;
- Falsification of records.
An INOF Code of Ethics and Integrity may be adopted as a binding subsidiary regulation.
ARTICLE 17
ANTI-DOPING
INOF shall promote clean sport and may establish anti-doping regulations consistent with applicable international standards and the laws governing the Federation.
Where INOF adopts or recognizes a particular anti-doping code, that code shall be incorporated by reference into the applicable regulations.
ARTICLE 18
DISCIPLINARY PROCEDURES
18.1 Disciplinary Authority
INOF may establish an independent disciplinary body.
18.2 Sanctions
Depending on the seriousness of an offense, sanctions may include:
- Warning;
- Reprimand;
- Fine;
- Suspension;
- Loss of membership;
- Disqualification;
- Removal from office;
- Expulsion.
18.3 Due Process
No disciplinary sanction shall be imposed without an appropriate opportunity for the concerned party to be heard, subject to emergency measures permitted by applicable regulations.
ARTICLE 19
APPEALS AND DISPUTE RESOLUTION
Members shall have access to fair procedures for challenging decisions.
The Federation may establish:
- Internal appeals;
- Mediation;
- Arbitration;
- Independent disciplinary panels;
- Other lawful dispute-resolution mechanisms.
The applicable procedure shall be determined by the relevant regulations.
ARTICLE 20
ELECTIONS AND TERMS OF OFFICE
20.1 Democratic Governance
Except where this Constitution expressly provides otherwise for the permanent historical status of the Founder, elected offices shall be filled through transparent electoral procedures.
20.2 Term
The term of elected officers shall normally be four years, unless otherwise established by the General Assembly.
20.3 Re-election
Officers may be re-elected in accordance with the electoral regulations.
20.4 Vacancies
Vacancies shall be filled according to procedures established by the Executive Council or General Assembly.
ARTICLE 21
CONFLICTS OF INTEREST
All senior officials shall disclose material conflicts of interest.
A person with a conflict of interest should not participate in a decision where the conflict could improperly influence the decision.
ARTICLE 22
INTERNATIONAL EVENTS
INOF may organize or authorize:
- World Championships;
- International Championships;
- World Cups;
- Continental Championships;
- Regional Championships;
- International Games;
- Festivals;
- Demonstration events;
- Conferences;
- Seminars;
- Training programs.
Events shall be conducted according to approved regulations.
ARTICLE 23
SYMBOLS AND INTELLECTUAL PROPERTY
INOF may own and protect:
- Name;
- Acronym;
- Logo;
- Emblem;
- Flag;
- Motto;
- Publications;
- Competition marks;
- Digital assets.
Unauthorized use may be prohibited.
ARTICLE 24
OFFICIAL LANGUAGES
The official working language of INOF shall be English.
The Federation may recognize additional languages for international communication.
Where a legal dispute arises between translated versions, the legally controlling version shall be determined by the applicable law and official regulations.
ARTICLE 25
HEADQUARTERS
The headquarters of INOF shall be located in a jurisdiction determined by the Founder and/or competent governing body, subject to legal registration requirements.
Regional and continental offices may be established.
ARTICLE 26
REPRESENTATION AND NATIONAL STRUCTURES
INOF may establish:
- National Federations;
- National Associations;
- Continental Federations;
- Regional Councils;
- National Committees;
- Representative Offices.
Their authority shall derive from applicable INOF regulations and the law of their respective jurisdictions.
ARTICLE 27
TRANSPARENCY
INOF shall seek to maintain:
- Accurate membership records;
- Financial records;
- Official minutes;
- Competition records;
- Governance policies;
- Conflict-of-interest declarations;
- Disciplinary records where legally permissible.
ARTICLE 28
AMENDMENTS
28.1 Proposal
Amendments may be proposed by:
- The Founder;
- Executive Council;
- General Assembly;
- A prescribed proportion of Full Members.
28.2 Approval
Constitutional amendments shall require the voting majority prescribed by the General Assembly’s rules and applicable law.
28.3 Fundamental Provisions
Any provision concerning the identity, founding history or fundamental purposes of the Federation shall be amended only through a procedure providing enhanced institutional protection and, where applicable, the Founder’s formal consent.
ARTICLE 29
DISSOLUTION
INOF may be dissolved only by a duly convened General Assembly or other legally competent authority in accordance with applicable law.
Upon dissolution, remaining assets shall not be distributed for the personal benefit of members or officials. They shall, where legally permissible, be transferred to another non-profit organization having substantially similar objectives.
ARTICLE 30
LEGAL COMPLIANCE
Nothing in this Constitution shall authorize INOF, its officials or members to violate the mandatory laws of any country in which INOF operates.
Where a provision of this Constitution conflicts with mandatory applicable law, the mandatory law shall prevail to the extent of that conflict.
ARTICLE 31
OFFICIAL RECORD OF FOUNDATION
For institutional and historical purposes, the Federation shall maintain a Founding Register containing:

ARTICLE 32
TRANSITIONAL PROVISIONS
Until the first duly constituted General Assembly is held, the Founder and the provisional Executive Council may take reasonable administrative measures necessary to establish the Federation, including:
- Registration;
- Establishment of offices;
- Adoption of initial regulations;
- Admission of provisional members;
- Establishment of commissions;
- Development of international partnerships;
- Organization of initial events;
- Preparation of the first General Assembly.
Such transitional authority shall remain subject to applicable law and shall be regularized through the Federation’s permanent governance procedures.
ARTICLE 33
ADOPTION
This Constitution shall enter into force upon its adoption by the competent founding authority and/or upon legal registration where registration is required.
