OF THE WORLD PHYSICAL EDUCATION COUNCIL

PREAMBLE

We, the founding members of the World Physical Education Council (WPEC), recognizing physical education as an essential element of human development, health, fitness, education, discipline, character, social cooperation, and quality of life, hereby establish this Constitution and Statute as the fundamental governing instrument of the Council.

The World Physical Education Council is established as an international professional, educational, scientific, advisory, and developmental council dedicated to promoting excellence in physical education, physical fitness, sports education, human movement, wellness, research, professional development, and international cooperation.

The Council acknowledges and permanently records:

as the Founder and Establishing Founder of the World Physical Education Council (WPEC).

The founding vision, principles, and objectives of the Founder shall form an integral part of the historical and institutional heritage of WPEC.

CHAPTER I

GENERAL PROVISIONS

Article 1 — Name

1. The official name of the organization shall be World Physical Education Council.
2. The official abbreviation shall be WPEC.
3. WPEC may use the designation International Council for Physical Education or other approved descriptive designations where legally appropriate.
4. The official working language of the Council shall be English.
5. Additional languages may be adopted for regional and international activities.

Article 2 — Nature of the Council

WPEC shall function as an international professional and educational council devoted to:

• Physical education;
• Physical fitness;
• Exercise and physical activity;
• Sports education;
• Sports science;
• Health and wellness promotion;
• Professional education;
• Research and innovation;
• Consultancy and advisory services;
• International cooperation.

WPEC shall operate in accordance with applicable law in every jurisdiction in which it conducts activities.

Article 3 — Headquarters

1. The headquarters of WPEC shall be established at a location determined by the competent authority of the Council.
2. WPEC may establish international, continental, regional, and national offices.
3. The legal registration and domicile of WPEC shall be determined according to the law of the jurisdiction in which it is legally established.

CHAPTER II

FOUNDING AUTHORITY

Article 4 — Founder and Establishing Founder

The Council formally and permanently recognizes:

FOUNDER AND ESTABLISHING FOUNDER

WORLD PHYSICAL EDUCATION COUNCIL

The Founder shall be permanently identified as the person who initiated and established the founding vision and institutional concept of WPEC.

Article 5 — Founder’s Heritage

1. The founding principles of WPEC shall be preserved in the official institutional records.
2. The Founder shall be permanently acknowledged in the history, publications, certificates, and official founding records of the Council.
3. WPEC may establish a Founder’s Office, Founder’s Council, or Founder’s Honor in accordance with this Statute and applicable law.
4. The Founder may provide strategic and philosophical guidance concerning the founding mission and heritage of WPEC, subject to applicable law.

CHAPTER III

VISION, MISSION AND OBJECTIVES

Article 6 — Vision

The vision of WPEC is to contribute to a healthier, stronger, more educated, disciplined, active, and cooperative global society through excellence in physical education and human development.

Article 7 — Mission

The mission of WPEC shall be to:

1. Promote physical education throughout the world.
2. Advance physical fitness and healthy lifestyles.
3. Promote professional excellence in physical education.
4. Encourage scientific research and innovation.
5. Support teachers, educators, consultants, coaches, trainers, researchers, and professionals.
6. Develop educational and professional standards.
7. Promote international cooperation.
8. Organize conferences, congresses, seminars, workshops, courses, and educational programs.
9. Support the development of children, youth, adults, and communities through physical activity.
10. Promote ethical conduct, discipline, respect, equality, inclusion, and sportsmanship.
11. Encourage cooperation among universities, schools, governments, professional organizations, sports organizations, and other institutions.
12. Promote physical education as an instrument of human development, peace, friendship, and social well-being.

Article 8 — Objectives

The objectives of WPEC shall include:

A. Education

To promote high-quality physical education at all educational levels.

B. Professional Development

To support continuing education and professional development.

C. Research

To encourage scientific and academic research related to physical education, exercise, sport, fitness, and human movement.

D. Standards

To develop professional guidelines, standards, frameworks, and best-practice recommendations.

E. International Cooperation

To create an international network of professionals and institutions.

F. Youth Development

To promote physical activity, leadership, teamwork, discipline, and healthy lifestyles among young people.

G. Community Development

To encourage accessible physical education and physical activity programs within communities.

WPEC shall be guided by:

CHAPTER V

MEMBERSHIP

Article 10 — Categories of Membership

WPEC may establish the following categories:

1. Founder;
2. Founding Members;
3. Honorary Members;
4. Council Members;
5. Professional Members;
6. Physical Education Specialists;
7. Teachers and Educators;
8. Consultants;
9. Coaches and Trainers;
10. Researchers and Academics;
11. Student Members;
12. Institutional Members;
13. Associate Members;
14. International Partner Members.

Article 11 — Membership Requirements

Membership requirements shall be established by regulations adopted by the competent Council.

Where a professional title is legally regulated in a jurisdiction, WPEC membership shall not by itself constitute a government license or legally regulated professional qualification.

GOVERNANCE

Article 12 — Principal Organs

The principal organs of WPEC shall be:

1. Founder and Establishing Founder

4. General Assembly

6. Scientific and Educational Council
7. Professional Standards Council
8. Ethics Council
9. National Councils
10. Regional Councils

CHAPTER VII

SUPREME COUNCIL

Article 13 — Supreme Council

1. The Supreme Council shall be the highest governing council of WPEC, subject to this Constitution and applicable law.
2. The Supreme Council shall provide strategic direction and oversee the long-term development of WPEC.
3. Its responsibilities shall include:
   • Approving major policies;
   • Establishing international programs;
   • Approving major organizational regulations;
   • Supervising international councils;
   • Supporting the implementation of the founding mission;
   • Protecting the institutional identity and integrity of WPEC.

Article 14 — Composition of the Supreme Council

The Supreme Council may consist of:

1. Founder and Establishing Founder;
2. President;
3. Vice Presidents;
4. Secretary-General;
5. Selected Council Members;
6. Chairs of principal councils;
7. Honorary or distinguished members as determined by regulation.

The exact number and appointment procedures shall be established by the Bylaws of WPEC.

CHAPTER VIII

INTERNATIONAL EXECUTIVE COUNCIL

Article 15 — Executive Council

The International Executive Council shall be responsible for implementing the policies and programs of WPEC.

Its functions shall include:

1. Administration;
2. International programs;
3. Professional development;
4. Financial planning;
5. Institutional partnerships;
6. Coordination of national and regional councils;
7. Implementation of decisions;
8. Preparation of annual reports.

CHAPTER IX

GENERAL ASSEMBLY

Article 16 — General Assembly

1. The General Assembly shall represent eligible members of WPEC.
2. It shall meet periodically according to the Bylaws.
3. It shall review organizational activities and reports.
4. It may approve policies, elections, appointments, programs, and amendments as provided by this Constitution.

CHAPTER X

PRESIDENT AND SECRETARY-GENERAL

Article 17 — President

The President shall:

1. Serve as the principal executive representative of WPEC.
2. Preside over designated meetings.
3. Represent WPEC in authorized international affairs.
4. Support the implementation of the Council’s mission.
5. Coordinate with the Founder and governing councils.
6. Perform duties assigned by this Constitution and the Bylaws.

Article 18 — Vice Presidents

Vice Presidents may be appointed or elected to oversee areas including:

• International Affairs;
• Education;
• Science and Research;
• Professional Development;
• Youth Development;
• Regional Affairs;
• Institutional Partnerships.

Their responsibilities shall be defined by regulation.

Article 19 — Secretary-General

The Secretary-General shall:

1. Manage the general administration of WPEC.
2. Maintain official records.
3. Coordinate meetings.
4. Manage official correspondence.
5. Implement authorized decisions.
6. Coordinate international offices.
7. Prepare administrative reports.

CHAPTER XI

SPECIALIZED COUNCILS

Article 20 — Scientific and Educational Council

The Scientific and Educational Council shall promote:

1. Scientific research;
2. Academic cooperation;
3. Curriculum development;
4. Professional education;
5. Publications;
6. Conferences;
7. Evidence-informed physical education;
8. Innovation.

Article 21 — Professional Standards Council

The Professional Standards Council shall:

1. Develop professional guidelines.
2. Recommend competency frameworks.
3. Promote continuing professional development.
4. Review educational and professional programs.
5. Support quality assurance.
6. Recommend standards for professional recognition.

Article 22 — Ethics Council

The Ethics Council shall promote:

1. Professional integrity;
2. Respect and dignity;
3. Non-discrimination;
4. Responsible conduct;
5. Conflict-of-interest standards;
6. Protection against abuse and exploitation;
7. Ethical professional practice.

CHAPTER XII

NATIONAL AND REGIONAL COUNCILS

Article 23 — National Councils

1. WPEC may establish National Councils in different countries.
2. National Councils shall promote WPEC’s mission within their respective jurisdictions.
3. They shall comply with local law and WPEC’s Constitution and Bylaws.
4. National Councils shall report to the competent international authority.

Article 24 — Regional and Continental Councils

WPEC may establish:

• Regional Councils;
• Continental Councils;
• International Working Groups;
• Specialized Councils.

Their functions shall be determined by regulation.

CHAPTER XIII

PROFESSIONAL RECOGNITION

Article 25 — Certificates and Designations

WPEC may issue certificates and professional recognitions for programs conducted or authorized by the Council, subject to applicable law.

Examples may include:

• Certificate in Physical Education;
• Professional Physical Education Consultant;
• Physical Education Specialist;
• International Physical Education Educator;
• Fellow of WPEC;
• Honorary Fellow of WPEC.

Such designations shall not be represented as government-issued qualifications unless legally recognized by the relevant authority.

CHAPTER XIV

AWARDS AND HONORS

Article 26 — WPEC Awards

The Council may establish international awards, medals, certificates, fellowships, and honors for outstanding contributions to:

1. Physical education;
2. Education;
3. Research;
4. Fitness;
5. Sports science;
6. Professional leadership;
7. Youth development;
8. Community service;
9. International cooperation;
10. Humanitarian service.

A special founding recognition may be established as:

Philosopher Super Grand Master Mohammadullah Omar Iman Dost Founder’s Honor

to commemorate the Founder and Establishing Founder’s contribution to the establishment of WPEC.

CHAPTER XV

CODE OF ETHICS

Article 27 — Ethical Standards

Every WPEC officer, council member, consultant, educator, representative, and member shall:

1. Act honestly and professionally.
2. Respect human dignity.
3. Maintain professional competence.
4. Avoid false or misleading claims.
5. Respect confidentiality where applicable.
6. Avoid discrimination and harassment.
7. Disclose relevant conflicts of interest.
8. Promote safe and responsible physical education.
9. Comply with applicable laws.
10. Protect the reputation and integrity of WPEC.

CHAPTER XVI

FINANCIAL ADMINISTRATION

Article 28 — Financial Resources

WPEC may receive lawful:

1. Membership fees;
2. Registration fees;
3. Donations;
4. Grants;
5. Sponsorships;
6. Consultancy and educational service fees;
7. Publication revenues;
8. Other lawful sources.

All funds shall be used to advance the lawful objectives of WPEC.

INTERNATIONAL COOPERATION

Article 29 — Partnerships

WPEC may establish cooperation with:

• Universities;
• Schools;
• Research institutions;
• Sports organizations;
• Government institutions;
• Professional associations;
• International organizations;
• Non-governmental organizations;
• Health and wellness institutions;
• Other lawful educational and professional bodies.

OFFICIAL SYMBOLS

Article 30 — Emblem and Seal

WPEC may establish:

1. Official Emblem;
2. Official Seal;
3. Official Flag;
4. Official Certificates;
5. Official Membership Cards;
6. Official Publications;
7. Official Motto.

The use of the name, emblem, seal, titles, and designations of WPEC shall be regulated by the Council.

CHAPTER XIX

AMENDMENT

Article 31 — Amendment of the Constitution

1. This Constitution may be amended when necessary.
2. Proposed amendments shall be submitted to the competent governing authority.
3. Amendments shall require the approval specified in the WPEC Bylaws.
4. No amendment shall intentionally undermine the fundamental educational and professional mission of WPEC.
5. All amendments shall comply with applicable law.

CHAPTER XX

DISSOLUTION

Article 32 — Dissolution

1. WPEC may be dissolved only in accordance with this Constitution and applicable law.
2. Upon dissolution, remaining assets shall be transferred to a lawful organization with compatible educational, scientific, professional, health, or humanitarian objectives, as permitted by law.
3. Assets shall not be distributed to members for personal benefit except where expressly permitted by law.

OFFICIAL FOUNDING DECLARATION

The World Physical Education Council (WPEC) hereby formally declares and permanently records:

ENTRY INTO FORCE

This Constitution and Statute shall enter into force upon formal adoption and signature by the authorized founding authority.
