STATUTE OF THE WORLD PHYSICAL EDUCATION ORGANIZATION

(WPEO)

Preamble

We, the founders and members of the World Physical Education Organization (WPEO), recognizing the fundamental importance of physical education, physical fitness, health, discipline, sportsmanship, character development, and the harmonious development of body and mind, hereby establish this Statute as the fundamental governing instrument of the Organization.

The Organization is founded upon the principles of education, physical development, scientific knowledge, discipline, equality, respect, cooperation, peace, and service to humanity.

The Founder and Establishing Founder of the World Physical Education Organization is Philosopher Super Grand Master Mohammadullah Omar Iman Dost, whose vision and initiative constitute the foundation upon which the Organization is established.

Article 1 — Name

1. The name of the Organization shall be World Physical Education Organization, hereinafter referred to as “WPEO” or “the Organization.”
2. The Organization shall operate as an international, educational, scientific, cultural, and developmental organization dedicated to the advancement of physical education and related disciplines.
3. The official working language of the Organization shall be English. Additional languages may be adopted as necessary.

Article 2 — Founder

1. The Founder and Establishing Founder of the World Physical Education Organization shall be:

Philosopher Super Grand Master Mohammadullah Omar Iman Dost

2. The Founder is recognized as the originator of the Organization’s founding vision, principles, mission, and institutional framework.
3. The title Founder and Establishing Founder of WPEO shall be permanently associated with the Founder and shall not be transferred to another person.
4. The Organization shall preserve and respect the founding principles established by the Founder.

Article 3 — Vision

The vision of WPEO is to contribute to a healthier, stronger, more educated, disciplined, peaceful, and physically active world through the advancement and universal development of physical education.

Article 4 — Mission

The mission of WPEO shall be to:

1. Promote physical education as an essential component of human development.
2. Advance physical fitness, health, wellness, and active lifestyles.
3. Encourage scientific and educational research in physical education and sports sciences.
4. Develop and support qualified physical education teachers, instructors, coaches, educators, researchers, and professionals.
5. Promote ethical conduct, discipline, respect, equality, teamwork, and sportsmanship.
6. Encourage international cooperation and exchange of knowledge in physical education.
7. Support educational programs for children, youth, adults, and communities.
8. Develop international standards, educational programs, training systems, and professional guidelines.
9. Organize conferences, seminars, courses, examinations, workshops, competitions, and educational events.
10. Promote physical education as a means of strengthening physical, mental, social, and intellectual development.
11. Encourage cooperation among educational institutions, governments, professional organizations, universities, schools, clubs, and other relevant institutions.
12. Support initiatives that use physical education and sport to promote friendship, peace, inclusion, and understanding among peoples.

Article 5 — Fundamental Principles

WPEO shall be guided by the following fundamental principles:

The Organization shall not discriminate on the basis of nationality, ethnicity, language, gender, religion, social status, disability, or other protected characteristics, subject to applicable law.

Article 6 — Objectives

The principal objectives of WPEO shall include:

6.1 Educational Development

To promote high-quality physical education at primary, secondary, higher, professional, and community levels.

6.2 Professional Development

To establish opportunities for professional education, training, continuing development, and knowledge exchange.

6.3 Scientific Development

To encourage research, publications, conferences, and scientific cooperation in physical education, exercise, fitness, sport, health, and human movement.

6.4 International Cooperation

To establish cooperation with national and international institutions concerned with education, physical activity, health, and sport.

6.5 Youth Development

To encourage young people to develop healthy lifestyles, discipline, leadership, teamwork, confidence, and responsible citizenship through physical education.

6.6 Standards and Recognition

To develop appropriate educational and professional standards and, where legally permissible, provide certificates, awards, honors, and recognitions according to regulations adopted by the Organization.

Article 7 — Membership

Membership of WPEO may include:

1. Founding Members
2. Honorary Members
3. Individual Members
4. Professional Members
5. Institutional Members
6. Student Members
7. Associate Members
8. National or Regional Members
9. International Partner Organizations

Membership categories, admission procedures, rights, responsibilities, fees, suspension, and termination shall be determined by the Regulations of the Organization.

Article 8 — Rights and Duties of Members

Members shall have the right, according to their membership category, to:

1. Participate in WPEO educational and professional activities.
2. Attend conferences, seminars, workshops, and other programs.
3. Receive information and publications of the Organization.
4. Participate in committees and working groups where eligible.
5. Apply for awards, certifications, appointments, or other forms of recognition where applicable.

Members shall:

1. Respect this Statute and the regulations of WPEO.
2. Uphold the dignity and reputation of the Organization.
3. Conduct themselves ethically and professionally.
4. Pay applicable membership fees.
5. Support the objectives and mission of WPEO.

Article 9 — Organizational Structure

The principal organs of WPEO shall be:

1. The Founder
2. The General Assembly
3. The International Executive Council
4. The President
5. The Secretary-General
6. The Treasurer
7. Standing and Special Committees
8. National and Regional Chapters
9. Scientific and Educational Councils, as established by regulation.

The Organization may establish additional bodies when necessary to fulfill its objectives.

Article 10 — The Founder

1. The Founder shall be recognized as the supreme founding authority of WPEO in matters concerning the historical identity, founding principles, and institutional heritage of the Organization, subject to applicable law.
2. The Founder may provide strategic guidance concerning the development and international mission of WPEO.
3. The Founder may appoint or recommend founding officers and establish initial councils and committees in accordance with this Statute and applicable law.
4. The Founder may confer honorary titles and founding recognitions in accordance with the Organization’s regulations.
5. The Founder shall be permanently recognized in the official history and records of WPEO.

Article 11 — General Assembly

1. The General Assembly shall be the principal representative deliberative body of WPEO.
2. It shall consist of eligible members and representatives determined under the Organization’s regulations.
3. The General Assembly shall:
   • Review the activities of the Organization;
   • Approve strategic programs;
   • Consider financial and administrative reports;
   • Elect or confirm officers where applicable;
   • Adopt policies and regulations;
   • Consider amendments to this Statute in accordance with Article 18.

Article 12 — International Executive Council

1. The International Executive Council shall be responsible for the administration and implementation of the decisions and programs of WPEO.
2. Its composition shall be determined by the General Assembly and/or founding provisions.
3. The Council shall supervise international programs, committees, partnerships, education, research, and organizational development.
4. The Council shall act in accordance with this Statute and applicable law.

Article 13 — President

The President shall:

1. Represent WPEO in official matters.
2. Preside over meetings of the governing bodies where applicable.
3. Provide leadership for the implementation of the Organization’s mission.
4. Promote international cooperation.
5. Perform such other duties as assigned by this Statute or the governing bodies.

Article 14 — Secretary-General

The Secretary-General shall:

1. Manage the administrative affairs of WPEO.
2. Maintain official records and correspondence.
3. Coordinate meetings and organizational programs.
4. Implement decisions of the governing bodies.
5. Prepare administrative reports.
6. Coordinate national and international offices and chapters.

Article 15 — Treasurer and Financial Administration

1. The Treasurer shall oversee the financial administration of WPEO.
2. All funds shall be used exclusively for the lawful objectives of the Organization.
3. The Organization may receive membership fees, donations, grants, sponsorships, lawful service income, and other permitted sources of funding.
4. Financial records shall be maintained accurately and transparently.
5. No part of the Organization’s net assets shall be distributed to members except for lawful reimbursement or compensation for services properly authorized under applicable law.

Article 16 — Committees and Councils

WPEO may establish permanent or temporary committees, including but not limited to:

1. Education and Curriculum Committee
2. Scientific Research Committee
3. Physical Fitness and Health Committee
4. Youth Development Committee
5. International Relations Committee
6. Ethics and Professional Standards Committee
7. Coaching and Training Committee
8. Women’s and Inclusive Physical Education Committee
9. Awards and Recognition Committee
10. Legal and Statutory Committee

The functions and membership of each committee shall be defined by regulation.

Article 17 — International Chapters

1. WPEO may establish national, regional, continental, and international chapters.
2. Each chapter shall operate in accordance with this Statute, WPEO regulations, and the laws applicable in its jurisdiction.
3. Chapters shall promote the objectives of WPEO while respecting local educational and legal systems.
4. No chapter may act contrary to the fundamental principles or lawful decisions of WPEO.

Article 18 — Amendment of the Statute

1. This Statute may be amended when necessary to meet the development and objectives of WPEO.
2. Proposed amendments shall be submitted in writing to the competent governing body.
3. Amendments shall require the approval of the General Assembly by the voting majority established in the Organization’s regulations.
4. Any amendment must preserve the fundamental identity, mission, and founding heritage of WPEO.
5. Amendments shall be consistent with applicable law.

Article 19 — Code of Ethics

All officers, members, representatives, educators, instructors, and volunteers of WPEO shall:

1. Act with honesty, integrity, and professionalism.
2. Respect the dignity and rights of others.
3. Avoid discrimination, harassment, abuse, and exploitation.
4. Protect the reputation and integrity of the Organization.
5. Maintain appropriate professional standards.
6. Promote safe, inclusive, and respectful physical education environments.
7. Comply with applicable laws and WPEO regulations.

Article 20 — Awards and Honors

WPEO may establish awards, medals, certificates, fellowships, honorary titles, and other recognitions for distinguished contributions to physical education, science, education, sport, fitness, health, leadership, and humanitarian service.

The highest founding recognition may be designated in honor of the Founder:

“Philosopher Super Grand Master Mohammadullah Omar Iman Dost Founder’s Honor”

subject to regulations adopted by the Organization.

Article 21 — Headquarters

1. The headquarters of WPEO shall be established at a location determined by the competent founding or governing authority.
2. The Organization may establish regional and national offices in accordance with applicable law.
3. The legal domicile and registration of WPEO shall be determined according to the laws of the jurisdiction in which the Organization is legally established.

Article 22 — Official Symbols

WPEO may adopt:

1. An official emblem;
2. An official flag;
3. An official seal;
4. An official motto;
5. Official certificates and identification documents;
6. Other symbols approved by the governing authority.

The use and protection of such symbols shall be governed by WPEO regulations and applicable intellectual-property law.

Article 23 — Independence and Non-Political Character

1. WPEO shall operate as an independent educational and professional organization.
2. The Organization shall not be established for the purpose of supporting or opposing any political party or candidate for public office.
3. WPEO may cooperate with public authorities, educational institutions, international organizations, and civil-society institutions when such cooperation advances its lawful objectives.

Article 24 — Dissolution

1. WPEO may be dissolved only in accordance with this Statute and the laws applicable to the Organization.
2. Upon dissolution, any remaining assets shall be transferred to a lawful non-profit, educational, scientific, health, or humanitarian organization with objectives substantially compatible with those of WPEO, as permitted by applicable law.
3. No remaining assets shall be distributed among members for personal benefit.

Article 25 — Official Founding Declaration

The World Physical Education Organization hereby formally recognizes:

PHILOSOPHER SUPER GRAND MASTER MOHAMMADULLAH OMAR IMAN DOST

as the FOUNDER AND ESTABLISHING FOUNDER of the World Physical Education Organization (WPEO).

His founding vision shall be preserved as an integral part of the historical identity and institutional heritage of the Organization.

Article 26 — Entry into Force

This Statute shall enter into force upon its formal adoption and signature by the authorized founding authority of the World Physical Education Organization.
