STATUTE OF THE WORLD ASHIHARA KARATE FEDERATION (WAKF)
PREAMBLE
The World Ashihara Karate Federation (WAKF) is established to unite practitioners and organizations of Ashihara Karate throughout the world under a common framework of friendship, respect, integrity, and excellence. The Federation shall preserve the principles of Ashihara Karate while promoting its development as a modern martial art and sport.
CHAPTER I – GENERAL PROVISIONS
Article 1 – Name
The official name of the organization shall be the World Ashihara Karate Federation, abbreviated as WAKF.
Article 2 – Legal Status
- WAKF is an international, non-profit, non-political, and non-discriminatory organization.
- It shall operate in accordance with applicable laws in the country of registration and these Statutes.
Article 3 – Headquarters
The headquarters of WAKF shall be determined by the Executive Board and approved by the General Assembly.
Article 4 – Official Language
The official language of WAKF shall be English. Other official translations may be adopted by the Executive Board.
CHAPTER II – OBJECTIVES
Article 5
The objectives of WAKF are to:
- Promote and develop Ashihara Karate worldwide.
- Preserve the philosophy and technical principles of Ashihara Karate.
- Establish international technical standards.
- Organize world and continental championships.
- Certify instructors, referees, and examiners.
- Encourage friendship, respect, discipline, and sportsmanship.
- Promote youth development and education.
- Cooperate with national and international sports organizations.
CHAPTER III – MEMBERSHIP
Article 6 – Categories
Membership shall consist of:
- Full Members
- Associate Members
- Provisional Members
- Honorary Members
Only one Full Member shall represent each country.
Article 7 – Admission
Applicants shall submit:
- Legal registration documents.
- Constitution of the national federation.
- List of affiliated clubs.
- Technical leadership information.
- Written acceptance of the WAKF Statutes.
Membership becomes effective upon approval by the Executive Board and ratification by the General Assembly.
Article 8 – Rights
Full Members have the right to:
- Vote in the General Assembly.
- Nominate candidates.
- Organize sanctioned events.
- Participate in WAKF competitions.
- Receive technical support.
Article 9 – Obligations
Members shall:
- Comply with these Statutes.
- Pay annual membership fees.
- Respect WAKF technical standards.
- Submit annual activity reports.
- Promote fair play and ethical conduct.
CHAPTER IV – GOVERNING BODIES
Article 10
The governing bodies of WAKF are:
- General Assembly
- Executive Board
- President
- Standing Committees
- Independent Ethics and Disciplinary Committee
CHAPTER V – GENERAL ASSEMBLY
Article 11
The General Assembly is the supreme authority of WAKF.
It shall:
- Elect officers.
- Amend the Statutes.
- Approve budgets and financial reports.
- Admit and expel members.
- Determine membership fees.
- Approve strategic plans.
Regular meetings shall be held every two years.
Extraordinary meetings may be convened by the President, the Executive Board, or one-third of the Full Members.
CHAPTER VI – EXECUTIVE BOARD
Article 12
The Executive Board shall consist of:
- President
- First Vice President
- Vice Presidents
- Secretary General
- Treasurer
- Technical Director
- Referee Director
- Development Director
- Athletes’ Representative
The Board shall serve four-year terms.
CHAPTER VII – DUTIES OF OFFICERS
Article 13 – President
The President shall:
- Represent WAKF internationally.
- Preside over meetings.
- Supervise implementation of decisions.
- Sign official agreements.
Article 14 – Secretary General
The Secretary General shall:
- Manage administration.
- Maintain official records.
- Prepare meetings.
- Coordinate communications.
Article 15 – Treasurer
The Treasurer shall:
- Manage finances.
- Prepare annual budgets.
- Present audited financial statements.
CHAPTER VIII – COMMITTEES
Article 16
Standing Committees include:
- Technical Committee
- Referee Committee
- Education Committee
- Medical Committee
- Women’s Committee
- Athletes’ Commission
- Ethics Committee
The Executive Board may establish additional committees.
CHAPTER IX – TECHNICAL MATTERS
Article 17
The Technical Committee shall establish:
- Technical syllabus
- Dan grading regulations
- Instructor certification
- Competition rules
- Referee standards
CHAPTER X – FINANCE
Article 18
Income shall consist of:
- Membership fees
- Event fees
- Sponsorship
- Donations
- Grants
- Licensing
- Merchandise
Annual accounts shall be independently audited where required by law.
CHAPTER XI – DISCIPLINE
Article 19
Members violating these Statutes may receive:
- Warning
- Reprimand
- Suspension
- Financial penalty
- Expulsion
Every member shall have the right to a fair hearing before sanctions are imposed.
CHAPTER XII – ETHICS
Article 20
All members shall uphold:
- Respect
- Integrity
- Fair play
- Equality
- Transparency
- Good governance
- Non-discrimination
Harassment, corruption, doping, violence, and abuse are strictly prohibited.
CHAPTER XIII – COMPETITIONS
Article 21
WAKF shall sanction:
- World Championships
- Continental Championships
- International Open Tournaments
- Youth Championships
- Referee Courses
- Instructor Seminars
Only sanctioned events may award official WAKF titles.
CHAPTER XIV – AMENDMENTS
Article 22
These Statutes may be amended by a two-thirds majority of votes cast at the General Assembly.
Written proposals shall be submitted at least sixty (60) days before the meeting.
CHAPTER XV – DISSOLUTION
Article 23
The Federation may be dissolved only by a three-fourths majority of the General Assembly.
After settlement of liabilities, any remaining assets shall be transferred to another non-profit organization with similar objectives.
CHAPTER XVI – FINAL PROVISIONS
Article 24
These Statutes shall enter into force immediately upon adoption by the Founding General Assembly of the World Ashihara Karate Federation.
